    Programme Management Assistant

    Duties and Responsibilities

    Within limits of delegated authority, the Individual Contract will be responsible for the following duties: 

    • Provides support in planning and implementation activities/processes in the development of strategic plans including the medium-term strategy, programme of work and the delivery model.
    • Research, compiles, analyses, summarizes, and presents information/data on specific strategic planning related topics.
    • Assists in the coordination of programme planning preparation.
    • Assists in the preparation and analysis of programme/project/budget proposals; provides assistance in the interpretation of programme/project/budget guidelines; reviews and coordinates submissions of programme/project proposals and budget estimates, ensuring that requisite information is included and justified in terms of alignment with the strategic plans; propose adjustments as necessary; and initiates requisite follow-up actions.  
    • Assists in the monitoring and evaluation of programmes/projects/budget proposals; categorizes, updates, tracks and analyses data related to programmes/projects/budget proposals,; categorizes, updates, tracks and analyses arrange of data; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget systems.
    • Collaborates with colleagues across the organization on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the PB? and various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
    • Drafts sections of UNEP’s strategic plans, coordinates review and clearance process with all colleagues involved, and coordinates with editor, translation services, etc. on finalization and publication of report multiple languages. 
    • Prepares, maintains and updates files and internal databases; designs and generates a variety of periodic and ad hoc reports, statistic tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
    • Serves as focal point for coordination, monitoring and expedition of strategic planning, activities, involving extensive liaison with diverse organisational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to implementation.

    Qualifications/special skills

    • A minimum of Seven (7) years of experience in programme or project administration, technical cooperation or related area.
    • Experience working with computer applications, mainly spreadsheets is desirable.
    • Experience working with an Enterprise Resource Planning System (ERP) such as Oracle or SAP and UMOJA is desirable.
    • Experience with data analysis, reconciliations and reporting is desirable.
    • Experience in an international organization such as the United Nations is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

    Chief of Branch, Programme

    Responsibilities

    • Leads, supervises and carries out the work programme of the Branch under his/her responsibility.

    Regional Sub-Programme Coordinator - Climate Action

    Responsibilities
    Support UNEP Programme of Work development for the region: 

    • Provide advice development of UNEP's regional and national activities and projects, ensuring that regional needs and perspectives are matched with UNEP's obligations under its Programme of work.
    • Undertake regional climate change needs assessments and analysis to help guide the development of UNEP's activities and projects. 
    • Review all climate change projects with regional and national components submitted to the Project Approval Group (PAG) or the Project Review Group (PRC); 
    • Review projects developed for other thematic areas, including cross-cutting projects. 
    • Develop project proposals to help implement the UNEP Programme Work and its outputs and to meet regional needs.
    • Facilitate the implementation of the UNEP Programme of Work in the region: 
    • Ensure coordinated implementation of climate change activities and initiatives from the UNEP Programme of Work in the region. 
    • Work with each of the UNEP Divisions/Regional Office team to develop a coherent Programme of climate change activities for the region. 
    • Provide support to the Divisions in the implementation of climate change activities and projects. 

    Help develop and maintain partnerships and coordinated working relationships with key regional organizations and other UN agencies: 

    • Assist in developing the work agreements with key regional partners to support the implementation of the UNEP Programme of Work. 
    • Identify technical centers in the region through which UNEP can implement its activities and develop the agreements needed to facilitate such cooperation. 
    • Working with other international and regional institutions, ensure Climate change negotiators and stakeholders charged with implementing climate-related multilateral environmental agreements are equipped with scientific information to their negotiations. 

    Facilitate information flow and communications within the Regional Office and between the Regional Office and other UNEP Divisions: 

    • Act as UNEP climate change focal point in the Regional Office, the Divisions and the Climate Coordinator. 
    • Keep abreast of climate change activities and initiatives within the region and circulate regional information to UNEP Divisions/Regional Office. 
    • Support the development and maintenance of the UNEP climate change website and the climate change intranet with key documents needed by UNEP staff for coherent implementation of their activities.

    Marine and Coastal Environmental Management Consultant

    Duties and Responsibilities 

    • Under the general supervision of the Head of the Nairobi Convention Secretariat, the consultant will be responsible for the following:
    • Develop a case for MSP in the WIO, concepts and methodology, drawing from the WIO MSP strategy, emphasizing on readiness of MSP, institutional capacities, policies, and regulations, particularly in the NMC countries, giving examples of implementation where appropriate.
    • Participate in MSP related workshops in the NMC region and provide analysis report to showcase Component 1 activities and share best practices. Include in the report some elements about all MSP related training programs in the NMC countries, partners involved, participants and any resultant national MSP roadmaps.
    • Provide finalized geo-spatial analysis outputs related to the activities regarding MSP in the NMC region
    • Design and analyze key trends and identify new or emerging issues to enrich the substantive work on the NOCAMO project and links with ongoing initiatives in the Western Indian Ocean region, to guide MSP in the NMC region.
    • Work in synergy with the project managers of WIOSAP, SAPPHIRE, SWIOFC Partnership and ACP Meas projects on the development of a common technical approach to support the Ocean Governance Strategy development process and blue economy in the WIO region.
    • Review and advise on the technical reports received from technical partners and provide guidance for activity extension.

    Qualifications/special skills

    • Advanced university degree (master’s degree or equivalent) is required in Marine Sciences, Environmental Sciences, Natural Resources Management or similar disciplines. A first level degree with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Experience: A minimum of six (6) years of relevant progressive experience in organizations with mandate or relevancy to the marine and coastal environments or a related area is required.
    • Experience working on coastal and marine environment issues in the Western Indian Ocean is required.

    Senior Programme Management Officer

    Responsibilities

    • Direct implementation of the work plan, monitoring and evaluation and other activities in the Source to Sea Pollution Unit.
