    Programme Management Assistant

    Responsibilities

    • Provides assistance in the planning and implementation of a variety of communication documents and maintains the calendar of the Chief of Staff, including the arrangements of appointments and meetings.  
    • Assists in the coordination of the work of the Executive Office; monitors status of activities; takes necessary action to ensure documents are completed and submitted to relevant parties for approval.
    • Assists in the preparation and approval of documents and reviews and coordinates their submissions and clearance process, provides assistance in the interpretation of guidelines ensuring that requisite information is included and justified; proposed adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.
    • Assists in the monitoring and evaluation of programmes or projects; categorizes, updates, tracks and analyses data related to respective area of work, carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; and ensures necessary approval and entry in an automated database, i.e. “Digital Workspace”.
    • Drafts correspondence and information summaries and coordinates with UNEP units on finalization and dissemination of report and documents.
    • Supports the implementation of activities, involving extensive liaison with a diverse organizational unit to initiate requests, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to operational implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services.
    • Prepares input for the automated database, i.e. “Digital Workspace”, and cooperates with respective units in the collection of information; maintains and updates files; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
    • Drafts non-substantive and routine correspondence and compiles information from a wide variety of information sources and from different UNEP units related to EO-owned business processes.
    • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. Assists with visualizations and updating information material such as web pages or brochures.
    • Provides guidance and training to new/junior staff. Performs other duties as assigned.

    Education

    • High school diploma or equivalent is required.

    Job - Specific Qualification

    • Supplementary training in administration, general office support or other relevant fields is desirable.    

    Work Experience

    • A minimum of seven (7) years of experience in programme or project administration, technical cooperation or related area is required.
    • The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.    
    • Experience with administrative policies and procedures in international organizations is required.    
    • Experience supporting a senior official in administrative servicing of conferences or high-level meetings, including scheduling and travel arrangements is required.  
    •  Experience working in a Front Office and supporting senior level managers in an international organization is desirable.    
    • Experience in liaising and coordinating with various organizational units is desirable.    
    • Working experience in computer applications is desirable.    
    • One year or more of experience in data analytics or related area is desirable.

    Evaluation Consultant for Terminal Evaluation of the UNEP Project Sustainable Management of Marine and Coastal Ecosystem Services PIMS ID: 02019

    SPECIFIC RESPONSIBILITIES  

    • In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing.

    More specifically:

    • Inception phase of the Evaluation, including:preliminary desk review and introductory interviews with project staff; draft the reconstructed Theory of Change of the project; prepare the evaluation framework;develop the desk review and interview protocols; draft the survey protocols (if relevant); develop and present criteria for country and/or site selection for the evaluation mission;plan the evaluation schedule;prepare the Inception
    • Report, incorporating comments until approved by the Evaluation Manager  Data collection and analysis phase of the Evaluation, including: conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders; (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities.
    • Ensure independence of the Evaluation and confidentiality of evaluation interviews.regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;keep the Project Manager informed of the evaluation progress.  
    • Reporting phase, including: draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Managerprepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and(where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)
    • Managing relations, including:maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.  
    • The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.    
    • The Evaluation Consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract.  Comprehensive terms of reference will be shared with the consultant separately.

    Qualifications/special skills

    • A first level university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable.  
    • A minimum of 9 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach;  
    • A good/broad understanding of Marine and Coastal Ecosystems is desired;  Working knowledge of the UN system and specifically the work of UNEP is an added advantage

    Senior Organizational and Management Expert

    Under the supervision of the Director, Law Division, the consultant will perform the following tasks:

    Assess the following:

    • The current mandate(s) of the Law Division.
    • The current functions of the Law Division.
    • Expectations and needs of other Divisions and Offices as well as Member States from the Law Division and its different branches and units. 
    • How Law Division should fulfil its responsibilities as the lead Division for the foundational environmental governance sub-programme but also ensure it serves other sub-programmes as a cross-cutting and enabling Division.
    • The strengths, weaknesses, opportunities and threats of the Law Division.
    • Whether the title of the Law Division is fit for purpose and if not, what it could be instead.
    • Based on the above, identify the core functions of the Law Division.
    • Make recommendations to help ensure that the Law Division can deliver these core functions.

    Qualifications/special skills

    • Bachelor’s degree in management, business or related fields is required.
    • At least 10 years of relevant experience in providing organizational reviews and management recommendations at a senior level for United Nations entities or other intergovernmental organizations is required.
    • Demonstrated experience working in environmental law or governance issues is desirable.

    Intern - CITES MIKE Program

    • Under the direct supervision of the Programme Management Officer, MIKE, and the overall guidance of the MIKE Coordinator, the intern will assist in the planning, researching, production, and release of communications and multimedia materials on a broad range of wildlife conservation topics, with a focus on the Monitoring of the Illegal Killing of Elephants (MIKE) program.
    • The activities will have a focus on communications and social media with graphics/image development work and may include, among other related tasks:
    • Social media content drafting
    • Web and digital communications
    • Photo and video editing & production
    • Designing outreach materials such as factsheets, presentations, etc.
    • Support to the Geneva communications team

    Qualifications/special skills

    • Applicants to the UN Internship Programme are not required to have professional work experience. 
    • Academic background and experience in communication, visual arts, environmental science, or other relevant areas (including social media, web development/management) required.
    • Experience with graphic design software applications, such as the Adobe content creation suite, Canva, or similar, knowledge of website content management systems (e.g., Drupal) is desirable.

    Market Development Intern

    The UNEP CFU is looking for several interns to support this work for a period of six (6) months,

    • Key areas of interest for which we seek interested and motivated students include our work on a) E&S positive impact & risk management; b) Market Development; c) Communication & Knowledge management, d) Capacity building.  
    • The Internship is unpaid and full-time.  Interns work five days per week (35-40 hours) under the supervision of a staff member in the department or office to which they are assigned.

    Qualifications/special skills

    • Applicants must, at the time of application, meet one of the following requirements: Be enrolled in a graduate school programme (second university degree or equivalent, or higher);
    • Enrollment in a graduation programme focused on (environmental or development) economics, finance, business administration, international relations or natural resource management OR Be enrolled in the final academic year of a first university degree program (minimum Bachelor's level or equivalent) OR Have graduated with a university degree and, if selected, must commence the internship within a one-year period of graduation.
