    Consultant - Blue skies/Air Pollution Communication Coordination

    The consultant will contribute to:

    • Global coordination for the observance of the International Day of Clean Air for blue skies as well as communication on air pollution in general. This includes coordination of various working groups, engagement with existing and new partners; facilitation of participation of and inputs from the regional offices, support from member states and stakeholder groups; as well as the design and preparation of communication campaigns, assets, and activities, including any associated flagship events, and maintenance of digital presence. 
    • Production of various programmatic documents in relation to the Day and air pollution in general, including briefs, concept papers, and reports. This also includes the event report based on major highlights, activities, and engagements, including digital and social media activities and engagements across all channels and for all partners.
    • Engagement with air pollution/air quality programmatic colleagues and offices across the main emitting sectors to ensure all relevant opportunities for communicating work on air pollution mitigation are undertaken based on latest science and innovations including any relevant updates to the existent air pollution dashboard in line with the aforementioned. This will also include supporting air pollution content and data related coordination as well as documentation and dissemination of best practices and successful case studies. 
    • Forging new and maintaining existing partnerships with major stakeholders, including the private sector and civil society with a focus on aligning efforts toward addressing the issue of air pollution and mobilizing resources.  
    • Plan and maintain a steady pipeline of content on air pollution and keep content updated on UNEP’s corporate and the Days websites as well as any other campaign pages.
    • Public advocacy and communication tasks aimed at air pollution action and improving air quality. 
    • Create and contribute to a growing positive discourse by improving knowledge and inspiring action on air pollution.
    • Contribute to increasing ambitions among public, private, and policy making circles for accelerated action on air pollution.

    Qualifications/special skills

    • Bachelor's degree in journalism, communication, international relations, social sciences or other related field, is required.
    • Minimum of five years of progressively responsible experience in public information, communication, programme management or related field is required.
    • Prior experience of working with UNEP or a UN organization is desirable.
    • Prior experience in public advocacy and communication on air pollution is desirable.

    Languages

    Senior Programme Management Officer

    Responsibilities
    Under the direct supervision of the Regional Director, the incumbent will perform the following duties:

    Responsibilities

    • Lead the engagement of UNEP with the UNDS: continuously assess requirements for improved engagement with the UNDS at the country and regional level and make recommendations to management for consideration; strengthen internal coordination within UNEP for purposes of building, strengthening and maintaining a coherent approach in its support to countries through the UNCT and RCP; oversee implementation of agreed protocols and approaches for engagement with the RCP, UNCT and UNRC systems; work to improve UNEP's agility and visibility at country and regional level in Africa, including through continuously integrating lessons learned in its approaches and processes.
    • Provide strategic environmental and policy advice to the UNRCs: provide strategic and technical advisory support to UNRCs, based on the request, on specific environmental issues and especially those related to climate change, nature and biodiversity, and pollution and chemicals; work with the UNRCs to promote advocacy for the environment, including through improving their access to policy briefs, knowledge materials and environmental assessments.
    • Provide support to the Regional Director by coordinating the UNEP's work with the RCP and OIBCs, including in the role of co-chairing OIBCs, where UNEP is a co-convener; support the Regional Director to engage with Divisions, Branches and other UNEP entities to contribute to UNCT/UNRC, led processes, including preparation of the Common Country Analyses (CCAs), development and implementation of CFs, agency and joint programmes, monitoring and evaluation, and reporting through UN Info, including reporting on non- monetary contributions.
    • Enhance UNEP’s political and strategic engagement on environmental priorities at the national and sub-national levels in Africa in support of UNEA resolutions, Multilateral Environmental Agreements, and inter-governmental processes such as G20. Coordinates policy development, including the review and analysis of issues and trends, and preparation of evaluations or other research activities and studies.
    • Promote prioritization of actions to address the triple-planetary crises by UNCT: Consistent with the cross-cutting nature of the poverty issue, be responsible for improving the cross- sectoral cohesion of policy development in the Law Division by providing strategic advice on how cross-sectoral linkages (e.g. between poverty, environment and water; poverty, environment and health; poverty environment and urban issues) should be better reflected in environmental policy development policy and law. The advice must also reflect environmental-economic-social interlinkages. The viability of, operationalizing the concept of sustainable development under the poverty and environment umbrella should also be assessed.
    • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions;  Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
    • Identify National priorities and develop interventions: Gather and provide information on national and regional priorities, and in close collaboration with the regional sub-programme coordinators and division leads, contribute to the preparation of specific interventions for the countries and the region in line with UNEP's medium-term strategy and programme of work.
    • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
    • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
    • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
    • Perform other duties as may be assigned by management of the United Nations Environment Programme.

    Work Experience

    Scoping Specialist - Consultant

    The Scoping Specialist is expected to:

    • Define a framework for the report.
    • Conduct a literature review of all WBDE related activities (recognizing that these activities may be done under different names in different countries / regions) to gather data and source relevant materials.
    • Identify relevant case studies from across the region to illustrate the state of the WBDE in the region, including diversity in terms of geographic location, biomes, WBDE activities, policies and socio-economic context.
    • Define a framework, table of contents and scope of the state of knowledge report that covers the main aspects to be covered in the context study.
    • Conduct comprehensive desk research to global WBDE landscape in the selected region, adhering to the pre-defined framework and scope.
    • Provide an overview of the character and status of the WBDE and different terms used to describe it in the region, as appropriate (for example the types of WBDE initiatives that exist including animal-based activities such as hunting, wild animal farming, plant-based activities such as forestry, Non-Wood Forest Products, landscape-based activities including tourism)1.(Please refer to the ALU report on Status of Wildlife Economy in Africa for guidance)
    • Provide an overview of the policy, regulatory and legal framework governing the WBDE, incorporating insightful case studies from selected countries.
    • Identify country-specific gaps pertaining to various types of WBDE activities and practices, as relevant.
    • Identify opportunities to promote the update of the WBDE in the region.
    • Highlight good practices with relevance to the selected region, incorporating case studies and lessons learned.
    • Obtain facts and statistics rooted in science and knowledge that can enable informed decision-making on the WBDE, monitoring progress, and that can provide guidance for the successful implementation of the WBDE.
    • Identify the primary stakeholders engaged in activities related to the WBDE, as well as any related terms, within the region.
    • Produce a regional scoping report summarizing findings from above.

    Qualifications/special skills

    • An advanced University degree (Master’s degree or equivalent) in international relations, economics, political science, international development or another relevant technical field from a recognized institutions is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of 7 years of work experience in international development, strategy, environment, advocacy, partnership is required.

    Specific Skills:

    Climate Action Expert

    Under the direct supervision of the Director and Regional Representative, ROA, the consultant will carry out the following:

    Coordinate UNEP Programme of Work Development for the Region:

    • Provide expert guidance in the development of UNEP's regional and national activities and projects, ensuring alignment with regional needs and perspectives while upholding UNEP's obligations under its Programme of Work.
    • Conduct comprehensive regional climate change needs assessments and analyses to inform and guide the strategic development of UNEP's activities and projects.
    • Scrutinize all climate change projects with regional and national components submitted to the Project Approval Group (PAG) or the Project Review Group (PRC).
    • Review projects across various thematic areas, including cross-cutting projects.

    Coordination Specialist for African Ministerial Conference on the Environment (AMCEN)

    Reporting directly to the Deputy Director, Regional Office for Africa, and Head of the AMCEN Secretariat, the consultant will be entrusted with the following key responsibilities:

    Strategic Advice:

    • Provide adept communication, coordination, and policy guidance to the AMCEN Bureau, AMCEN Presidency, and member states.
    • Offer support in the organization of ordinary and special sessions, bureau meetings, and other ad hoc consultative gatherings, along with meticulous preparation of meeting minutes and comprehensive reports.

    Research and Documentation:

    • Undertake rigorous research, preparing background documents, briefing notes, and speeches for all AMCEN-related meetings.
    • Support the development of work programs, draft strategies, and decisions for consideration and approval by AMCEN.

    Programmatic Support:

    • Develop project proposals and documents following approved recommendations by AMCEN Conference and Bureau, in collaboration with UNEP substantive units.
    • Facilitate the execution of work programs and decisions of AMCEN, collaborating closely with the Bureau, governments, UNEP substantive units, and other partners.
    • Coordinate the presentation of AMCEN meeting outcomes and program work within the Specialized Technical Committee on Agriculture, Rural Development, Water, and Environment of the African Union Commission.

    Liaison and global processes coordination:

    • Spearhead joint programs with regional organizations such as the African Union Commission (AUC), AUDA-NEPAD, ECA, AfDB, RECs, and other ministerial fora, fostering collaboration and synergies.
    • Execute liaison functions with other ministerial conferences, supporting the AMCEN Secretariat in its engagement with ministerial conferences on health and the environment, forum of ministers of finance and the environment, conference ministers on water, etc.
    • Support coordination of African Groups of Negotiators in global negotiation processes on climate change, plastic pollution, chemicals, and biodiversity.
    • Ensure seamless coordination between AGN on climate change, AMCEN, and the Committee of African Heads of State on Climate Change.
    • Assist the RD and DRD in UNEP's Africa Office engagement with African countries in the United Nations Environment Assembly processes.
    • Support the organization of the African Forum of Environment Protection Agencies meetings in collaboration with NEPAD and other partners.

    Communication and outreach:

    • Ensure effective communication to promote AMCEN and its objectives.

    Qualifications/special skills

    • Advanced university degree in environmental policy/science, development or related field is required.
    • A relevant first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of five years of professional working experience of which three should be at the international level, including knowledge of the UN system is required.
    • Relevant experience in UN engagement and interaction with Member states in developing regions of the world in particular Africa is desirable.

    Publications Editor / Writer

    UNEP's Communication Division is looking for a dynamic, creative self-starter as " Science editor for publications". Under the supervision of the Managing Publisher, and working closely with the publication managers/authors, the “Science editor for publications” will be responsible for the effective and efficient performance of the following duties:

    • Provide science editing services for UNEP Spotlight publications as assigned, ranging from copy-edit to structural edit as required.
    • Expected spotlight publications for editing during this time period are the Plastics report, Extractives and Mining, and Food Systems.
    • For each report, ensure the text makes sense, contains no errors or inconsistencies, and tighten the language. Question statements that are confusing or contradictory and ensure that the narrative is sound and underpinned by peer-reviewed science and citations.
    • Provide copy-edit services to policy briefs from Executive Office and Office of the Chief Scientist on politically sensitive topics.
    • Support for launch assets including key messages for policy makers, copy for social media assets, video scripts and press releases.

    Qualifications/special skills

    Quality Assurance Risk Officer

    Under the direct supervision of the Head of – the Project Review and Oversight Unit the UN Volunteer will undertake the following tasks:

    Project Management

    • Support PRC harmonisation associated to GEF, GCF, and non-vertical funded concepts and projects, and support the implementation of a risk-based quality assurance approach (tiered PRC)
    • Participates in the CAG and PRC processes, with particular emphasis on harmonisation of processes associated to interventions supported by the Global Environment Facility (GEF) and Green Climate Fund (GCF), and provides reviews of assigned concepts/projects, using UNEP’s quality standard framework enshrined in UNEP’s Programme and Project Management Manual (PPMM);
    • Monitors and analyzes programme/project/concept development and implementation across the project cycle of assigned programmes/projects at risk;
    • Undertakes research and analysis, including through utilization and development of UNEP’s performance dashboards, by identifying problems and issues to be addressed, and proposes corrective actions to maintain quality standards and mitigate risk;
    • Identifies lessons learned from the concept and project review process, and makes recommendations for areas of improvement or management action; and
    • Prepares reports, and convenes discussions, as a basis for strengthening UNEP’s policies and procedures, tools, guidelines work slows, and operating procedures associated to projects at risk
    • Producing yearly updates based on the guidance to be provided and liaise with other relevant UNEP units under the coordination of the Head of the Unit.

    Training and Learning Elements

    • Training: The incumbent will be required to undertake UNEP’s mandatory project management training course (certified, and in collaboration with the UN System Staff College). UNEP has an extensive e-learning platform hosting new and emerging environmental thematic areas at a global and regional level, for advanced to beginner learners. The United Nations Office in Nairobi (UNON) offers substantive and varied professional and personal practical skills development opportunities for on-the-job application (e.g. language training, computer training, Performance Appraisal training, report writing training) and to advance career mobility in the UN system.
    • Learning elements: After one year the International UNV will be able to review and prepare programme/project/concept reports in accordance to UN/UNEP’s quality assessment and risk frameworks.

    Results/Expected Outputs

    • Application of UNEP’s risk frameworks and project management controls to solve problems by formulating remedial action proposals; producing diagnostic reports on risks to trigger wider engage and eventually lead to continued sophistication of policies and procedures governing management of projects at risk.
    • Concepts screened before CAG submission and QEC and PRC review conducted, with particular emphasis on harmonisation of processes associated to interventions supported by the Global Environment Facility (GEF) and Green Climate Fund (GCF), using UNEP’s quality standard framework enshrined in UNEP’s Programme and Project Management Manual (PPMM) and risk frameworks.
    • Risk analysis of programme/project/concept development and implementation across the project cycle of assigned programmes/projects conducted quarterly including through utilization and development of UNEP’s performance dashboards.
    • Lessons learned from the concept and project review process and recommendation from research and analysis provided, including by identifying problems and issues to be addressed, and corrective actions to maintain quality standards and mitigate risk. lessons learned from the concept and project review process.
    • Meetings and discussions convened on strengthening UNEP’s policies and procedures, tools, guidelines workflows, and operating procedures associated to projects at risk. Yearly update to provide in liaison with other relevant UNEP units under the coordination of the Head of Unit.
    • Appropriately updates and monitors databases for periodic reporting.

    Furthermore, UN Volunteers are required to:

    • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take an active part in UNV activities (for instance in events that mark International Volunteer Day);
    • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
    • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
    • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
    • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
    • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
    • Adequately demonstrates ability to learn and apply UN administrative rules, regulations, and policies.
    • The development of capacity through coaching, mentoring, and formal on-the-job training, when working with national staff or (non-) governmental counterparts.
    • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment.
    • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.

    • Candidate must be a national of a country other than the country of assignment.

    Requirements
    Required experience

    • 4 years of experience in the design and/or management and/or implementation of environmental-related programmes, projects, and activities is required. Familiarity with the principles of results-based management is an added advantage.
    • Good understanding and demonstrated experience on Results-Based Management (RBM), Quality Assurance of project design and or evaluation, risks identification/management (required)
    • Familiarity with data and indicators, database management, and data visualization (required).
    • Experience in programme/project management and implementation at all phases of the programme/project development cycle. Knowledge of project cycle management and results-based reporting (desired).
    • Good writing and oral communication skills in English is essential (required).
    • Ability to communicate in additional UN language professionally (desired).
    • Excellent interpersonal skills and demonstrated ability to perform in a team and deliver on time (desired).
    • Ability to work effectively in a multicultural team of international and national personnel with sensitivity and respect for diversity, including gender (desired).
    • Computer skills: proficiency in MS Word, Power Bi, Excel, and PowerPoint (required).
