    Health Financing Officer, Kenya HERO

    The Opportunity

    • Abt Associates seeks three Health Financing Officers to join the USAID-funded Kenya Health Equity Resource Optimization (HERO) project. As the Health Financing Officer, you are responsible for successful quality technical execution of project activities at the sub-national level. You will deliver technical assistance and coordination across domestic resource mobilization and public financial management activities.

    Core Responsibilities

    • In collaboration with Regional HERO teams, support the implementation of health financing project activities at the sub national level.
    • Support the domestic resource mobilization and public financial management capacity building at the subnational level.
    • Provide technical solutions supporting the inclusion of vulnerable groups into financial protection programs.
    • Collaborate with USAID and other donor implementing partners for efficiency and project impact at the county level.

    What We Value

    • Bachelor’s degree and two years, or Master’s degree in health economics, policy, business management, public health, or related field.
    • Demonstrated experience working with/supporting the Ministry of Health in the delivery of quality health services and strengthening the health system at the sub national level in Kenya.
    • Previous programmatic work with USAID-funded, or other donor activities is highly preferred.
    • Broad technical understanding and experience of Kenya’s health financing, DRM, PFM, health care and social protection system.
    • Familiarity with health care financing and health evaluation techniques.
    • Demonstrated capacity to build and maintain productive working relationships with a wide network of local partners and stakeholders.
    • Experience with capacity building of local partners considered desirable.
    • Reputation for professional excellence in health system, health financing, planning, budgeting and execution.
    • Exceptional communication and presentation skills (oral and written).
    • Demonstrated team player with effective cross-cultural interpersonal skills.
    • Ability to resolve sensitive and complicated work issues with senior high-level county counterparts, donor representatives and senior-level staff.
    • Advanced professional proficiency in English and Kiswahili.

    Monitoring, Evaluation, Accountability and Learning Officer, Kenya HERO

    The Opportunity

    • Abt Associates seeks three Monitoring, Evaluation, Accountability and Learning Officers to join the USAID-funded Kenya Health Equity Resource Optimization (HERO) Project. In this role, you will be responsible for collecting high quality data for the M&E activities of the USAID HERO Kenya project activities, and ensuring the data collected conforms to established M&E procedures and formats. You will be responsible for implementing USAID HERO project M&E processes to demonstrate periodic changes and program impact, generating both quantitative and qualitative outputs; and for other M&E related tasks as defined by the Project Management and the Monitoring Evaluation, and Learning (MEL) team. You will also act as learning focal point at the county and regional and play a critical role in recording and disseminating learning from the USAID HERO project at those levels.

    Core Responsibilities
    MEL (60%)

    • Collect and collate M&E data according to project’s M&E guidelines, policies, and reporting formats.
    • Conduct of routine monitoring visits to project sites, including the conduct of data verification, and validation and data quality assessments (DQAs).
    • Execute a quality-checking mechanism for information received from the project team and partners (including CSOs), to ensure high level of accuracy and clarity in data collection and reporting.
    • Advise regional USAID HERO project staff and partners (CSOs) on issues of data quality and compliance with M&E standards and processes.
    • As project learning focal point, document the project outcomes/best practices with support from field staff for learning and sharing, within the regional clusters and counties.
    • Support project in organizing and coordinating learning sessions at county and regional levels.
    • Prepare monthly M&E reports and share with the regional coordinators before the final submission to M&E director for further actions.
    • Attend relevant meetings at county and regional level and ensure effective linking, learning, and sharing.
    • Respond to requests for information in a timely manner by providing high quality data about USAID HERO project.
    • Accompany national and/or international visitors including funder representatives as requested by the regional coordinators, particularly where this is related to projects’ monitoring and evaluation or related areas (e.g. research).

    Data Analytics (40%)

    • Work closely with County Ministry of Health teams, regional training institutions, and other stakeholders while building their capacity in deployment and use of information systems and data analytics for evidence-based planning and decision-making.
    • Form County Information system technical working groups to oversee the operations of systems.
    • Work closely with regional training institutions, Ministries of Health and other partners in the design and implementation of data analytics and data dashboards.
    • Management of system deployment and data analysis includes working with implementation teams and end users to specify functional requirements, versions, updates, remote/onsite user support, create dashboards, data mining and data querying.
    • Capacity build technical teams to use and manage the digital platforms and dashboards.
    • Additional responsibilities as assigned and approved within the Abt team.

    What We Value

    • Bachelor’s degree and two years of experience, or Master's degree preferably in Statistics, Mathematics, Social Sciences, Project Management, IT, or a related field
    • At least two years of experience in monitoring and evaluation, with experience executing M&E tools and methodology, data collection and analysis.
    • Strong analytical and critical thinking skills.
    • Excellent written and oral communication skills.
    • Proficiency in Microsoft Office and data analysis software such as Stata or SPSS
    • Proficiency in DHIS2 or iHRIS, PowerBi, Tableau, Python among other tools and applications is desirable.
    • Experience in information system administration and reporting.
    • Professional experience interacting with representatives from ministries of health, private and public sector, civil society organizations, national health professional councils, Social Protection Secretariat, and other non-governmental organizations is a plus.
    • Demonstrated ability to develop high-quality reports, deliverables, especially for USAID and donor clients.
    • Ability to work independently and as part of a team.
    • English proficiency is required.

    Finance Administration and Operations Assistant, Kenya HERO

    The Opportunity

    • Abt Associates seeks a Finance Administration and Operations Assistant for the Health Equity and Resource Optimization (USAID HERO) project. The Finance Administration and Operations Assistant will support the Finance and Operations Manager with routine project logistics, finance, procurement, travel, and administrative operations.

    Core Responsibilities

    • Finance:
      • Compiles organized records of financial and supporting documents to scan and upload into accounting system as part of the monthly Remote Office Voucher (ROV) process.
      • Tracks monthly payment vouchers and corresponding checks or bank wires.
      • Assists in preparation of monthly bank reconciliations.
      • Other financial and clerical duties as assigned.
    • Procurement:
      • Supports property inventory control and recording of procurements.
      • Supports the local procurement process from end-to-end, in coordination with the Finance & Operations, Project/Technical Teams; including but not limited to communicating with vendors, conducting market data research relative to suppliers and prices, and supporting with the solicitation of requests for quotation (RFQ), purchase requisitions (PRs).
      • Assists with tracking all key financial details on procurement, past, current, and forecasts, inventory and logistics in compliance with U.S. Government policies and procedures (AIDAR, FAR, and others as required). This includes tracking quotations, requests, budgets, spending, and backlog.
      • Ensures compliance and quality control with Abt and USAID regulations by supporting the management of procurement records for review by the Finance and Operations Manager and others, serving on evaluation selection committees, and determining acceptability and conformity of all purchased and procured items upon receipt.
      • Maintains a clear and organized system of procurement information and responds to requests for procurement related information and transactions.

    What We Value

    • Associates degree with four years of relevant experience, or Bachelor’s Degree.
    • Excellent management, organizational, and computer skills.
    • Bachelor’s Degree and 1-2 years experience in operations, finance, procurement, or related fields is preferred.
    • Experience or knowledge of USAID-funded programs is preferred.
    • Thorough knowledge of FARs and AIDARs.
    • Knowledge of Microsoft Excel and Office Suite
    • Proficiency in English required.
