    Nutrition Specialist (Nutrition Coordination) -P3/NOC, Rapid Response

    How can you make a difference?

    Key activities & duties

    • Strengthens pre-existing sectoral coordination by maintaining appropriate links and dialogue with national and local authorities, local civil society and other relevant actors, respecting their respective mandates and programme priorities. Taking reasonable measures to proactively engage with and support local NGOs to participate in cluster coordination and at each phase of the Humanitarian Programme Cycle. Manages the cluster coordination team. 
    • Convenes and facilitate regular Nutrition Cluster meetings, ensuring that discussions are participatory and results oriented. Provides strategic leadership to sub-national clusters. Leads efforts to undertake gap analysis, priority setting reinforcing the complementarity of partner actions by avoiding duplication and gaps. Participates in reviews of coordination mechanisms and their adaptation over time to reflect the evolving crisis and the capacities of local actors. Promotes/supports training and capacity building of nutrition sector personnel, of partners and national authorities 
    • Contribute effectively to inter-cluster coordination forums and cooperate with other clusters, Government counterparts, and relevant authorities (as appropriate) in planning, coordination, and operational activities.  
    • Coordinates the development of strategic response plan for the nutrition sector in consultation with government, cluster partners and donors. Establishes the setting up of Strategic Advisory Group. Leads the development of nutrition cluster strategic response plan for HRP and workplan. Facilitates the defining of key priorities for the cluster (programmatic, geographic and population, supports mapping of 4W matrix, and facilitates partner engagements to cover any gaps among the priorities. Develops advocacy strategy for the nutrition sector. 
    • Ensures the timely planning and undertaking of needs assessments and analysis to inform appropriate and equitable response to minimize the risk and alleviate the impacts of disasters on affected population. Ensures the development and implementation of needs assessment plan. Facilitates agreement on standard assessment tools and methods for nutrition assessments. Ensures assessment results are analysed, synthesized and shared timely for effective response. Creates a system for cluster to vet and validate assessments, train partners on assessment skills and methods and maintain database of assessments. Ensures the nutrition sector is well represented in intersectoral needs assessments including Initial Needs Assessments. Ensure systems are in place for analysis and triangulation of data from multiple sources including administrative data, and data on key determinants of malnutrition that is collected by other sectors 
    • Leads the nutrition cluster resource mobilization efforts, including through active collaboration with pooled fund mechanisms (HRF) where they exist, and regular engagement with UN agencies and donors. Ensures an agreed costing standards are adapted by cluster partners. Develops the nutrition cluster collective budget for a humanitarian response plan. Compile the overall funding levels and gaps and share with stakeholders. Ensures transparent selection process of selecting partners for pooled fund opportunities. Supports and cooperates with partners on common issues such as supply management, human resources, etc. 
    • Advocates with HCT and other platforms for allocation of resources for nutrition preparedness, response and recovery actions. Represents the interests of the Nutrition Cluster in discussions with stakeholders on priorities, resource mobilization and advocacy. Taking additional steps to ensure that the resource mobilization and advocacy efforts fairly represents and benefits NGOs as well as the UN agencies in support of the agreed nutrition cluster strategy 
    • Ensure appropriate mechanisms are in place to allow timely monitoring of the implementation of the humanitarian response actions, including accountability to affected population. Ensures the development of monitoring and evaluation framework. Ensures availability of the latest country specific technical guidance for the nutrition cluster members. Develops regular reporting system for nutrition cluster aligned with the national systems as well as the humanitarian reporting requirements 
    • Ensuring adequate reporting and effective information sharing, reflecting the agreed minimum standards are in place and that all partners contribute on a regular basis to enable appropriate monitoring and evaluation and review the impact of the cluster activities and progress against the strategic Nutrition Cluster objectives 
    • Ensure minimum preparedness actions are determined and appropriate plans and resources are in place for early response against anticipated humanitarian emergencies. 
    • Ensure adequate contingency planning and preparedness for new emergencies and seasonal adaptation of responses that reflect the actual and potential to scale-up capacities of all partners (local and international) 
    • Ensure protection, disability and early recovery are mainstreamed and awareness of the different needs and capacities of women, girls, boys and men of all ages, people with disabilities, and other diversity characteristics such as ethnicity and religion are informing what we do, how we do it and with whom to promote meaningful access, safety and dignity in all phases of the nutrition sector response 
    • Coordinate and support operational peer reviews, evaluations, and real-time learning/evaluation actions for the nutrition sector. 
    • Other assigned duties and responsibilities are effectively accomplished

    Education-

    • Advanced university degree in Public Health and Nutrition, Child Development, Water Sanitation, Public Administration, Social Policy, Social Development, Community Development, or other relevant disciplines. 

    Work Experience- 

    • Five years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Health and Nutrition. Professional work experience in a managerial position, or a technical expert position in child survival & development, health and nutrition care. 
    • Developing country work experience (for IP) or field work experience (for NO)

    Integrated Outbreak Analytics Cell Manager P4/NOD , Ebola Response Rosters

    Purpose

    The purpose of this external announcement is to attract suitable Integrated Outbreak Analytics Cell Manager candidates interested in working in any of the countries within UNICEF's East and Southern Africa region to respond to Ebola outbreaks for the next 36 months

    Key activities & duties

    Support the IOA MoH leadership to manage IOA Cell

    • Bring together partners and collaborators, facilitate discussions, meetings and presentations as required
    • Support on the identification of key IOA themes and studies over time
    • When/if required support the development of an IOA workplan within the Ebola response strategy
    • Support the tracking and development of IOA studies with different partners
    • Work with MoH to ensure IOA cell can be sustainable as /if requested

    Provide technical guidance to MoH and partners on key questions for IOA

    Emergency Health Specialist P3-P4/NOC-NOD, Ebola Response

    Key activities & duties

    • Advise chief CSD on any revision of the UNICEF EVD Response Plan as well as strengthen routine health system for the continuation of life saving critical interventions for the children and women. 
    • Work with all units in the UNICEF Country office – WASH, communication, protection, education, supply to adjust, as relevant, the EVD contingency plan and monitor the implementation of key activities. Analyse data by age and sex (children and adult, male/female) by geographical area to refine programme/operational interventions focusing on children and women. 
    • Attend the national coordination mechanisms with focus on NTF and its coordination committee, as well as UN/HDP coordination meetings. Document and communicate key issues to Chief CSD and other relevant units in the office, highlighting those of relevance to UNICEF and follow up on actions requiring UNICEF attention.  
    • Participate in rapid needs assessments and conduct joint with MoH and WHO field visits and assess response effectiveness with relevant sector/partners.  
    • Identify bottlenecks hindering the delivery of critical life-saving interventions under the EVD Contingency Plan and the delivery of Essential Package of Health Services (EPHS) in Ebola contexts.     Health Emergency Specialist -P3/NOC, Ebola Response

    How can you make a difference?

    Key activities & duties

    • Provide response support and coordination at the district level for UNICEF supported pillars of Ebola response:
      • Represent UNICEF at the district level in all response planned engagements with feedback to UNICEF head office.
      • Facilitate the distribution and optimal use of UNICEF donated supplies to the district while supporting end-user monitoring.
      • Actively participate in the district coordination meetings including; DTF, partners coordination and other pillar meetings
      • Ensure timely reporting (weekly) on supplies and response progress at the district, facility and community.

    Health/Epidemiology Specialist -P3/NOC, Ebola Response

    How can you make a difference?

    Key activities & duties

    • Under the framework of national and district surveillance/laboratory pillar, provide support to Emergency Operations Centre (EOC) and DHMTs for case detection/referral, and community contact tracing and follow up in affected districts.  
    • Provide real time technical support and advice to the Emergency Operations Centre (EOC) in responding to urgent emerging issues relating to the EVD to ensure  effective, timely and quality response as may be required 
    • Based on the identified needs, and in coordination with other UNICEF’s relevant sections  – particularly CSD, C4D , Child Protection, and implementing partners, develop and implement strategies and plans to: 
    • Reach affected populations/communities with culturally appropriate and gender sensitive interventions to mitigate transmission and reduce health risks with reference to both physical and behavioral aspects, through effective contact tracing/case detection and follow up of Ebola case contacts to ensure early detection and referral in affected communities  
    • In collaboration with MOHS, WHO and other partners develop a simplified user friendly implementation and monitoring plan/protocol to follow up and report regularly on the status of listed contacts within 21 days of exposure 
    • Undertake any other related responsibility as may be required by the EPI/Health Specialist, Chief of CSD and/or the country office senior management.

    • Advanced university degree in Public Health with specialization in Epidemiology or equivalent experience in control of viral hemorrhagic fever or diseases outbreak response. 

    Work Experience- 

    • A minimum of 5 years of experience with either the UN, and/or emergency health NGOs. 
    • Working experience in West Africa, or previously Ebola affected African countries preferred, although not essential.   
    • Excellent planning and coordination skills, with proven ability to work within a team setting, with multiple stakeholders and in a multi-cultural working environment.

    Child Protection Gender Based Violence in Emergency (GBViE) Specialist NOC/P3,Ebola Response

    How can you make a difference?

    Key activities & duties

    The GBViE Specialist will be responsible for providing high quality technical guidance to enhance GBViE prevention, risk mitigation and responses across EVD response. S/he will also work to improve efforts to address PSEA including strengthening SEA reporting channels and CBCMs and scaling up survivor assistance.

    Provide strategic and technical support to strengthen GBV services within current EVD response to meet the needs of women and children.

    • Review UNICEF’s existing Child Protection programming in the assigned country and provide technical guidance and trainings to strengthen GBV responses among existing child protection partners.
    • In locations affected by EVD, develop partnerships to provide specialized GBV programming in areas with limited or no GBV services for women and girls.
    • Provide technical support to make necessary adaptations to Child Protection services based on the Infection, Prevention and Control (IPC) and public health measures required.
    • Work with existing coordination mechanisms to strengthen referrals between health, GBV and Child Protection providers in EVD affected locations.
    • Work with new and existing partners to ensure that all programming is implemented in line with the CCCs under Child Protection including commitments on GBViE prevention, response and risk mitigation.
    • Work with GBV and PSEA actors to ensure that SEA- and GBV-related complaints received through CBCMs are connected to services.

    Work closely with priority UNICEF sectors and clusters to develop plans to integrate GBV/SEA risk mitigation measures across programming in line with the Interagency Minimum Standards and the IASC GBV Guidelines.

    • Review UNICEF’s EVD response plan and provide guidance to strengthen GBV/SEA integration across key pillars.
    • In collaboration with UNICEF Country offices, PSEA Specialist and Child Protection team, work closely with the UNICEF sectors involved in the EVD response to orient them on GBV risk mitigation and develop plans to integrate key GBV/SEA risk mitigation measures to be implemented.
    • Provide technical and operational support to government counterparts, specifically the District Local Governments and District Hospital Teams in the district, NGO partners UN agencies to implement appropriate measures to address GBV risks in the EVD response.
    • Develop and roll out basic training package for EVD first responders, existing and potential implementing partners on psychological first aid, safe and ethical GBV referrals, GBV risk mitigation basics, and PSEA.
    • Support Risk Communication and Community Engagement (RCCE) team and Child Protection section to integrate GBV/SEA prevention and risk mitigation messages in ongoing RCCE interventions.
    • Work with the UNICEF sections and clusters to ensure GBV/SEA risk mitigation is adequately integrated across all UNICEF’s work on the EVD response.
    • Train those engaged on RCCE, such as community-based groups, local women’s groups, community mobilisers, and volunteers, on GBV and PSEA core concepts and guiding principles, safe and ethical consultations, and GBV referral pathways

    Support innovation and knowledge management through systematic collection of country programme experience and the provision of GBV-related technical support.

    • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders on GBV and PSEA in EVD preparedness and response
    • Provide updates and briefings o for the zonal office, country office and other target audiences  to ensure understanding and prioritization of programming to address GBV within the EVD context in assigned country.
    • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results for GBV and PSEA in the EVD context.
    • Participate as a resource person in capacity building initiatives to enhance the competencies of key stakeholders.
    • Promote the inclusion of GBViE and PSEA into resource mobilization efforts, reports, proposals, ToRs, humanitarian appeal processes, advocacy materials and other relevant documents, as required
    • Provide technical support and guidance on the development and/or implementation of relevant UNICEF programming strategy documents, policy documents and advocacy to address need of women and children within the EVD response.
    • Prepare required programme materials and reports for management, donors and partners to keep them informed of programme progress.

    Strengthen coordination, networking and partnership building on GBViE and PSEA internally and at the inter-agency level.

    • Regularly represent UNICEF in coordination forums at national, sub-national and district level including GBV sub-cluster and PSEA Taskforce and provide updates on UNICEF's response, partnership and programming priorities.
    • In coordination with the PSEA Specialist and inter-agency PSEA taskforce, support the strengthening of safe and accessible reporting channels in districts affected by EVD including identification and training of focal points at treatment centes, health facilities, and in child protection services etc. 
    • Liaise with UNICEF Child Protection section and other sections such as WASH, Health, Education, Nutrition, to ensure GBV prevention and response is increasingly addressed as a cross-cutting issue, in line with the IASC GBV Guidelines, and is monitored accordingly.
    • Build and sustain close working partnerships with government counterparts at district level through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on GBV and PSEA in the EVD response.

    To qualify as an advocate for every child you will have

    Education

    • Advanced university degree or equivalent in public health, the social sciences or other relevant field related to GBViE in emergency programming.
    • A first-level university degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree plus an additional 2 years of experience.

    Work Experience- 

    • A minimum of 5 years of GBViE programming experience with either the UN and/or NGO in emergency settings
    • Strong understanding of GBV case management system including care for child survivors, GBV risk mitigation and programming approaches, practices and applications i.e. GBViE Minimum Standards and IASC GBV guidelines.
    • Excellent interpersonal and communication skills and the ability to effectively liaise with people in a wide range of functions in a multi-cultural environment.
    • Proven experience of planning and facilitating trainings, workshops and other capacity building modalities.
    • Ability to work independently and productively, with multiple stakeholders in a fast-paced environment.

    Child Protection in Emergency Officer (CPiE)-NOB/P2, Ebola Response

    Key activities & duties

    Support to programme development and planning

    • Conduct and update the situation analysis for the development, design and management of child protection in emergencies related programmes/projects in the EVD response. Research and report on development trends (e.g. economic, social, health) and data for use in programme development, management, monitoring, evaluation and delivery of results.
    • Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning through research, analysis and reporting of child protection, and other related information for development planning and priority and goal setting.
    • Provide child protection in emergencies technical and operational support throughout all stages of programming processes by executing and administering a variety of technical, programme, operational, and administrative transactions, preparing related materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluating of results.
    • Prepare required programme documentations, materials and data to facilitate the programme review and approval process
    • Provide technical support and guidance on the development and/or implementation of relevant UNICEF programming strategy documents, policy documents and advocacy to address child protection in emergencies (within the EVD response).

      Programme management, monitoring and delivery of results

    • Work closely and collaboratively with colleagues and partners to discuss implementation issues, provide solutions, recommendations and/or to alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
    • Provide technical support and guidance to the evidence-based formulation design, planning, implementation, monitoring and evaluation of CPiE programmes to ensure overall efficiency and effectiveness of programmes and accomplishment of programme goals and objectives in the EVD context.
    • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes/projects, and to report on required action/interventions at the higher level of programme management.
    • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verifying compliance with approved allocations, organizational rules, regulations, procedures and donor commitments, standards of accountability and integrity. Report on critical issues and findings to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
    • Prepare regular and mandated sectoral programme/project reports for management, donors and partners to keep them informed of programme progress.
    • Coordinate the collection of data, assessment, and analysis on MHPSS needs among populations in the affected districts with an aim to inform project development and implementation.

       Technical and operational support to programme implementation

    • Conduct regular programme field visits, surveys, assessments, service mappings and exchange information with partners/stakeholders to assess progress and provide technical support on CPiE in the EVD context. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
    • Provide technical and operational support to government counterparts, specifically the District Local Governments and, NGO partners UN agencies and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in CPiE to support programme implementation.
    • Support implementation UNICEF’s CPiE programming in accordance with the UNICEF Core Commitments for Children in Humanitarian Action and national and international humanitarian standards.
    • Work with UNICEF staff and partners to ensure quality programmatic delivery and improved CPiE response services for case management  and alternative care for children separated from their caregivers or families due to EVD.

      Networking and partnership building

    • Build and sustain close working partnerships with government counterparts at district level through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on CPiE in the EVD response.
    • Participate in inter-agency meetings/events on programming to collaborate with inter-agency partners/colleagues on operational planning and preparation of child protection programmes/projects, and to integrate and harmonize UNICEF’s position and strategies.
    • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fund raising for child protection programmes for the EVD response.
    • Regularly represent UNICEF in coordination forums at sub-national and district level including GBV sub-cluster and provide updates on UNICEF's CPiE response, partnership and programming priorities.

    Innovation, knowledge management and capacity building

    • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders on child protection in EVD preparedness and response

    Technical guidance and support 

    • Undertake a rapid contextual analysis drawing on existing data and evidence and identify key lessons learnt impacting response/interventions.   

    • Review existing UNICEF tools, platforms and partners/vendors that can support collection of social science data, including U-Report. 

    • Provide technical advice to enhance standardised approaches to the collection, analysis and use of socio-behavioural data.

    Coordination 

    • Map and assess the collection and use of socio-behavioural data across the public health response to identify critical evidence, capacity and resource gaps.  

    • Support the development of an operationally focused community engagement research agenda which responds to local needs and priorities and strengthens communities' voices in the design and implementation of operational social science research, and coordinate closely with other social science experts of the response to advocate for emerging priorities.  

    • Work closely with community engagement partners, Information Managers and available social science expertise to establish effective mechanisms for data sharing and data flow management.  

    • Collaborate with M&E experts and the community engagement interagency team (where available) to adapt and implement the M&E framework.

    Capacity building of UNICEF staff and partners on SBC in emergencies. In collaboration with the Regional Office, Field Offices and relevant sections: 

    • Conduct an RCCE/AAP capacity assessment to assess UNICEF, including SBC, capacity for emergency response.   
    • Organise/implement capacity building initiatives to enhance the competencies of clients/stakeholders/partners (government and non-government) in RCCE planning, implementation and evaluation in support of programmes/projects including in humanitarian settings.

    Social & Behavior Change in Emergency Specialist (Social Listening) -P2-P4/NOB-NOD

    How can you make a difference?

    Key activities & duties

    SBC Technical and Operational Support for emergency preparedness and response 

    Supports strategy design, planning and implementation of SBC activities for emergency preparedness and response with a focus on social listening, in close collaboration and coordination with field operations, programme and other relevant sections by:  

    • Develop UNICEF/national social media monitoring and rumour management action plan, taking into consideration all emergency response initiatives undertaken by UNICEF and other partners in the region/country, including Social Media content production and dissemination, U-Report chatbots, polls and counselling hubs, Internet of Good Things. 
    • In the context of the action plan, adapting the CO RCCE M&E framework to include online emergency tracking dashboard with the aim to integrate information from various channels, most common rumours and identify additional segments to be developed for social media monitoring in a given country. 
    • Analyzing the information collected through the digital platforms used by UNICEF COs, such as U-Report or Internet of Good Things (IoGT), - launched in the country to identify the most common source of information and assess the level of correct information of users. 
    • Producing monthly or more frequent reports highlighting key issues, topics, concerns raised and addressed online providing recommendations for better engagement. 
    • Contributing to content to the various reporting requirements including but not limited to Situation Reports, weekly updates to HQ, and any other reporting needs related to RCCE response focusing on the social media monitoring dimension. 
    • In collaboration with the Regional Office (ESARO) identifying and engaging country fact-checkers institutions and social media influencers in SBC and RCCE interventions. 
    • Participating in budget planning and management of programme funds and prepare financial plan for RCCE and social listening initiatives. 
    • Reviewing/providing inputs into Early Warning Early Action Systems and other UNICEF emergency preparedness mechanisms. 

    Capacity building of UNICEF staff and partners on SBC and social listening in emergencies 

    In collaboration with the Regional Office, Field Offices and relevant sections: 

    • Organize/implement capacity building initiatives to enhance the competencies of stakeholders/partners (government and non-government) in social listening and rumour management planning, implementation and evaluation in support of programmes/projects including in humanitarian settings. 
    • Develop tools, guidelines and training materials and activities to build capacity on social listening and rumour management for personnel who are involved in the planning, implementation, and evaluation of SBC and RCCE interventions, in support of programme sustainability. 
    • Facilitate capacity building of UNICEF staff and partners on social listening and rumour management interventions in emergency preparedness, response and recovery. 
    • Organise webinars to reinforce capacity of CO colleagues and their counterparts on SBC online content development/adaptation and rumour management. 

    RCCE coordination and implementation in emergency/humanitarian settings 

    • Collaborate with, advise and/or consult internal and external partners to design RCCE strategies, including formulation, production and testing materials to organise SBC digital engagement interventions to promote digital literacy and adoption of healthy behaviours of key audiences online, and maximum outreach and impact on SBC, including in humanitarian response. 
    • Guide the development of quality and appropriate RCCE online communication materials, including social media packages, pre-testing and production of culturally relevant messages and materials for key programmatic areas. 

    Monitoring and evaluation (M&E) of social listening and rumour tracking in emergency contexts 

    • Conduct and/or participate in monitoring exercises, including country programme previews, meetings and mid-term/annual reviews to assess/report on efficacy/outcome of social listening and rumour tracking as part of UNICEF emergency programme response. 
    • Provide technical support to partners and staff for the establishment of monitoring mechanisms to collect, analyse and report on social listening and rumour tracking that can be used to set an evidence base for social and behaviour change. 
    • Assist in monitoring the implementation of key social listening and rumour tracking interventions before, during and after emergencies and then disseminating communication research findings and provide feedback, facilitating knowledge exchanges, on experiences encountered and new methods/innovations to UNICEF programme staff, partners and the broader humanitarian community. 

    Advocacy, networking, and partnership building 

    • Identify, establish, and maintain partnerships through networking and proactive collaboration with strategic partners, including UN agencies, fact-checkers institutions, media outlets, (I)NGO’s, Faith based groups, academia, social networks, influencers, and other relevant organizations and coordinate their involvement in social listening and rumour monitoring as part of emergency SBC preparedness and response and RCCE work. 
    • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging and use of online media and communication platforms to enhance social listening and rumour tracking. Participate in organizational and/or inter-agency (e.g., UN Emergency Clusters) discussions and planning to collaborate with inter-agency partners/colleagues in the planning and preparation on social listening and rumour tracking mechanisms’ establishment in humanitarian situations, including disease outbreaks prevention and control. 
    • Innovation and knowledge management  
    • Implement innovative practices, approaches and latest technology on online media and social/digital platforms and networks for social listening and rumour tracking that are appropriate/available for the CO context and audience. 
    • Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners and disseminate these products to key audiences including donors and partners.

    Humanitarian WASH Project Manager-P4/NOD

    The selected candidates should have a robust experience in managing humanitarian WASH projects all along the project cycle from the beginning to the end, and familiar with emergency projects management tools used for rapid needs assessment, participatory project design, fundraising, project preparation (setting un plans and progress monitoring mechanisms and tools, contracting, smooth kick-off..), project implementation, monitoring, project evaluation.

    Hygiene Promotion Specialist in WASH-P3/NOC

    Key activities & duties

    • Responsible for / support the development, planning, implementation, monitoring and evaluation of UNICEF’s emergency response in activities and results related to safeguard and improve public health of the affected population by promoting safe hygiene practices addressing behavioural aspects and ensuring they have access to appropriate means to practice them effectively;  ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitment for Children in Emergencies (CCCs) and national and international humanitarian standards.

    Communication Specialist (Emergencies)   -P4/NOD

    Key activities & duties

    The incumbent will provide key support to the following tasks:  

    Emergency preparedness and response to affected country offices in the area of communication and public advocacy; act as a first responder to support COs with:  

    • draft and define appropriate external messages on sensitive issues  
    • support, cultivate and leverage international media  
    • define and handle communication, both internal and external i.e. media and partners, on relevant issues.

    Programme Officer (Children with Disabilities) -P2/NO2

    How can you make a difference?

    Key activities & duties

    Support the Programme Specialist on Children with Disabilities and the disability inclusion focal person in Humanitarian Action Resilience and Peace Building Section (HARP) in their overall work to make the work of UNICEF ESAR disability inclusive. 

    • Map the current inclusion of children with disabilities (or lack thereof) in the emergency preparedness, response, and recovery/resilience in the region 
    • Provide technical guidance and assistance on how humanitarian interventions and the triple nexus, including climate adaptations/disaster risk reduction/resilience building, can be more inclusive by identifying and sharing good practices and assisting with planning, implementation and monitoring of disability inclusive preparedness, response and recovery/resilience  
    • Engage in regional and sub-regional emergency meetings, including L2/L3 meetings  
    • Input to annual work plans of both the ESARO disability inclusion team and HARP for them to become more humanitarian action focused and disability inclusive respectively  
    • Monitor humanitarian responses for their disability inclusiveness 

    Support the empowerment, skills-building and meaningful participation of persons with disabilities and their representative organizations in decision making regarding humanitarian actions in the region.  

    • Ensure Country Offices in the region consult with, collaborate and/or partner with Organizations of Person with Disabilities (OPDs), including ensuring consultations with OPDs in humanitarian interventions  
    • Identify capacity gaps and provide capacity development to OPDs to engage in humanitarian interventions  
    • Support the inclusion of young persons with disabilities in accountability to affected populations and ensure the meaningful engagement of refugees and displaced persons with disabilities

    Build capacity, participate in trainings, develop tools for inclusive humanitarian action, and ensure mainstream trainings have components on disability.

    Support the familiarization and implementation of the three new Core Commitments for Children (CCCs) on children with disabilities.  

    • Build capacity of UNICEF emergency staff on the CCCs

    • Develop any tools to better incorporate the CCCs in humanitarian interventions  

    Review and input to Humanitarian Action Group (HAGs) and other relevant humanitarian tools become inclusive of and accessible to persons with disabilities in the region.  

    • Support Country Offices to develop language to be used in emergency related documents  
    • Review draft humanitarian needs assessments, humanitarian appeals, humanitarian response plans and other documents  
    • Develop tools for monitoring implementation of humanitarian appeals and response plans with regard to children with disabilities 

    Engage and contribute to inter-agency partnerships for refugees and displaced persons, including UNICEF/UNHCR Blueprint and the Prospects partnership. 

    • Work with selected Country Offices to make their work more disability inclusive  
    • Position UNICEF in the lead to make partnerships for refugees and displaced persons more disability inclusive 

    Support UNICEF Country Offices in the region to ensure disability inclusive access to humanitarian aid. 

    • Identify barriers/bottlenecks for children and young persons to access humanitarian aid
