    Data Manager

    Job Summary

    Reporting to the Strategic Information Lead, the Data Manger will provide oversight for data management process supporting program M&E functions with respect to provision, reporting and tracking performance progress of key programmatic indicators. He/she will part of the Strategic Information team

    Duties & Responsibilities

    • Support the development, reviewing and updating of program data collection tools and ensure that they are respond to the program and donor data requirement
    • Management of data from facilities including data cleaning, standardization and data entry into project database for reporting
    • Design and develop robust data management and visualization systems capable of timely tracking performance and ease data use.
    • Provide specialized training to program staff in data triangulation and manipulation from existing program and other databases.
    • Provide technical oversight in ensuring the timely availability of data for program, MOH, and donor reporting and decision making.
    • Ensure timely reporting of programmatic indicators for both the program and donor.
    • Ensure that information systems are operational and updated
    • Offer on-site support on EMR and provide technical guidance to facility records officers; on need basis
    • Support in high-quality analysis of program data from program databases EMR line lists and analysis for scientific writing.
    • Extract, process, clean, and validate data from multiple program and non-program sources.
    • Develop a data strategy for the program with a key focus on enhancing data demand for information use.
    • Implementing and enforcing rules and procedures for data sharing and analysis.
    • Ensure a seamless and secure flow of information within and outside the organization, guaranteeing timely data access and delivery by implementing effective data management practices.
    • Develop and maintain a database and information systems to ensure all program outputs and results are accurately recorded and coordinated to inform program staff, enhancing data demand and information use.
    • Ensure timely reporting of supported activities to donor through 3PM, DATIM, and all other reporting platforms whilst ensuring data concordance.
    • Ensure the timely production and storage of accurate, reliable data by conducting regular quality desk reviews across multiple reporting platforms.
    • Preparation of monthly, quarterly, semi-annual and annual reports for dissemination to program teams
    • Support the implementation of HIV Case-Based Surveillance and Case-Based Reporting data related activities to internal and national CBS dashboard.
    • Collaborate with the project team in identifying project activities, processes and outcomes for documentation and sharing lessons learned and best practices.
    • Strong understanding of Kenya health information systems, and issues related to data (e.g. data security; tracking through the cascade etc.) on key and priority populations.

    Qualifications:

    • Degree of Science in Biostatics, Applied Mathematics, Epidemiology and/or computer science or related field with 5 years of experience in health programs data management and at least 3 of which are with PEPFAR-funded programs.
    • Proven expertise in quantitative and qualitative methodologies, evaluation and implementation research, health information systems, reporting, data quality assessments, data analysis, and presentation.
    • Must have prior experience in capacity building, such as developing content, planning, and facilitating trainings and providing technical assistance.
    • Preferred familiarity with adult learning principles/techniques and demonstrated ability to design and facilitate learning opportunities for adults.
    • Advanced skills in use of data management and analysis tools (MS Excel, statistical packages such SAS, R, Stata or Python) and data visualization tools such as power BI or tableau

    Clinical Officers (Dice In-charge)

    JOB SUMMARY: 

    The DiCE in charge will be responsible for provision of leadership and quality clinical services at the outreach/static sites. Will be the point of contact of program at the DiCE level and coordinate the program with relevant stakeholders at the sub-county(ies) level.

    Key Responsibilities and Duties

    • Support and coordinate the running of the Drop in service Centre (DiCE).
    • Ensure 100% KP PREV targets achievement
    • Provide and ensure quality of community clinical outreach services as planned by Nurse counselor, other Service Providers and Peer Educators.
    • Mentor the clinical service providers in the DiCE and ensure services are rendered as per the standard operation procedures.
    • Counter check the data collections tools and do correction on them before submitting them to the Data/M&E Assistant
    • Offer clinical services to KPs in the DiCE and outreaches (PrEP, ART,CACX screening, IPT and TB screening and treatment, Post Violence Care).
    • Screening and treatment of STIs
    • Compile and submit monthly reports to KP Officer by 3rd of every month.
    • Organize routine (weekly) staff meeting to review and evaluate the program progress and initiate CQI projects on areas identified for improvement
    • Ensure all data collected are keyed in the relevant electronic data bases
    • Develop and share DiCE work plans
    • Any other program duty as may be assigned by the supervisor
    • Ensure safety of the program assets
    • Promote effective working relations with sub-county stakeholders

    Minimum Required Qualifications:

    • Education: Diploma in Clinical Medicine and Surgery from a recognized training institution and in possession of a registration certificate issued by Clinical Officers Council
    • ART and PrEP certificate will be an added advantage
    • Experience: Two (2) years’ relevant experience working in a clinical setting

    Program Officer – Social Protection

    OVERVIEW OF POSITION:

    The Social Protection Officer will implement strategies that build resilience of Adolescent Girls and Young Women (AGYW) by equipping them with economic skills and opportunities that ultimately reduce HIV risk behaviours, HIV transmission, and sexual gender-based violence. These include gender-specific training on financial literacy, job readiness skills, entrepreneurial skills, and linkage to opportunities in the communities for social and economic empowerment. The Officer will equally take the lead in the identification of AGYWs for education support while ensuring retention and monitoring of outcomes.

    TECHNICAL RESPONSIBILITIES:

    • Lead the development of social protection strategies to guide and structure the provision of interventions across the CIHEB Kenya supported wards.
    • Supervise and provide overall technical assistance through training, mentorship, and support to ward-level site staff focusing on Social Protection guidelines, SOPs, strategies, COP priorities component, and DREAMS package of evidence-based interventions.
    • Leverage on public-private partnerships to expand Social Protection opportunities for AGYW towards 100% achievement of social protection donor targets.
    • Map and mobilize public-private sector partners for apprenticeship, job placement, business mentorship, and coaching among others for AGYW.
    • Expand the capacity of FC and EP Facilitators to offer quality HIV prevention services and subsequently lead in beneficiary engagements in other ES pathways.
    • Coordinate and support viable AGYW-led businesses with business start-up kits for sustainability and self-reliance. Manage the application processes, verifications, disbursement, and monitoring of the start-up projects post-support.
    • Ensure compliance with SOP, timely disbursement, and equitable access to education subsidy by guiding staff and working closely with the community advisory team to prioritize vulnerable AGYW for education subsidy and comprehensive economic support.
    • Disseminate LMA results and align findings to inform ES implementation, support project staff to identify and link AGYW to quality learning institutions as appropriate e.g. those registered with TVETS and other examining bodies.
    • Coordinate with the TVET institutions and support the linkage of AGYW for internships and gainful employment post-training and follow-ups.
    • Support routine documentation, monitoring of social protection components, and evaluation data of supported activities by the program and make recommendations for program Improvement.
    • Support the Pilot of DREAMS Innovation HUB (Start-Ups) for AGYW employment sustainability
    • Oversee and spearhead the pilot of business coaching training and implementations by EP staff.
    • Supervise, manage, and track ward-level activities and ensure adherence to guidelines, standard operating procedures, organization and donor standards, and policy.
    • Oversee supervision of field staff, mentors, and change agents to ensure quality implementation of services to AGYW within the supported sites throughout the recruitment, onboarding, structuring, performance monitoring, and day-to-day management.
    • Support ward staff generate monthly technical programmatic reports including documentation of lessons learned, best practices, challenges, and opportunities for programming.
    • Mentor staff on CQI and ensure quality improvement teams (QIT) meetings are documented every month.
    • Support periodic site level data quality assessments (DQA), SIMS and ensure proper documentation for quality delivery of interventions to AGYW.
    • Support and organize integrated MoH and other stakeholders’ joint support supervision and service QA(SQA) activities every quarter. Write and disseminate reports and monitor centres’ positive adjustments to report findings.
    • Represent the organization in various sub-county forums stakeholder forums, technical working groups, and other national programmatic events or forums.
    • Coordinate maintenance of site-level equipment inventory records at designated sites including preparation of quarterly equipment maintenance reports.
    • Work with site staff to rationalize the annual leave schedule to ensure undisrupted program coverage across the year.
    • Analyse site-level programmatic data promptly, identifying programmatic gaps and challenges.
    • Build the capacity of affiliated partner organizations and groups such as local school faculty, civil society organizations (CSO), community-based organizations (CBO), local government entities, and engaged lay workers on CSEA

    REQUIRED QUALIFICATION:

    • Bachelor’s degree in economics, Entrepreneurship, Developmental Sciences or a related field
    • Demonstrated capacity in apprenticeship, business mentorship, and working with young people is an added advantage.
    • At least 3 years’ experience coordinating and monitoring AGYW economic strengthening activities in preferably DREAMS program.
    • Experiences in coordinating small, medium, and micro enterprises/Business start–up projects.
    • Training in HIV prevention is an added advantage.
    • Strong interpersonal and coordination skills.
    • Demonstrated ability to work as a team leader and player.
