    Finance and Administration Assistant - Compound

    JOB SUMMARY

    The job holder is responsible for collecting and recording financial information and ensure the organization   financial records in order

    DUTIES AND RESPONSIBILITIES

    • Prepare compound management invoice scheduling based on room allocations and invoicing related agencies accordingly.
    • Keep track of partner’s payments by maintaining accurate receivable reports for each partner and distributing statements before the end of each quarter of the year.
    • Keep track of compound other income, follow up on payments and red flag overdue accounts for necessary action.
    • In conjunction with Finance Officer, review MOU with partners, circulate to partners and ensure that it is signed before the commencement of the annual year.
    • Prepare annual budget estimates in readiness for approval by compound partners before the commencement of the period under consideration.
    • Accurately track compound day to day expenditures, ensuring that they are properly supported.
    • Undertake monthly reconciliation of cash disbursements to HQ for compound transactions against actual expenses from those disbursements.
    • Keep accurate track of supplier’s statements for each month of the year and share these reports to the management committee.
    • Distribute aging report for outstanding income for partners under consideration.
    • Circulate monthly management reports that details budgeted vs actual expenditure for the respective month.
    • Sequential and proper filling of all the compound management documents for all expenses both at the program level and headquarter level.
    • Perform monthly cash flows for the compound that reconciles income and expenditure statements and the bank balance at the end of the month.
    • Disbursement of cash payments ensuring all relevant supporting documents are attached and that all the calculation are accurate.
    • Cash withdrawals from the bank and maintain compound petty cash ensuring that all the payments are adequately supported.
    • Preparing final books of accounts in readiness for audit of the year under consideration. This should be done in the first month after the year of audit.
    • Keep track of all compound property, maintaining asset register and ensuring that they are tagged and verifiable.
    • Ensure that the compound environment remain tidy at all times.
    • Schedule repairs for various assets including building to ensure that they remain in good state at all times.
    • Help in planning for compound management meetings by circulating notices and agenda.
    • Circulate MOUs and approved budgets to partners for signing before the commencement of the year under consideration.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree in finance, business administration or similar field.
    • Work with minimal or no supervision
    • 5 years relevant experience in the finance and accounting function in a comparable organization

    Education Officer-Junior Secondary School -Kakuma

    Overall Purpose/Broad Function:

    The Education Officer – Junior Secondary School (JSS) will assist and support the Education technical lead in the management of the junior secondary schools by among other duties coordinating and overseeing administration operational plans in the education department. Specifically, the position holder will work with head teachers to identify school needs and ensure proper management of schools, community mobilization, liaison with UNHCR and other partners supporting education as well as coordination of all procurement and logistical functions for education sector with a specific focus to junior secondary.  The incumbent will work closely with the Sub-County Education office in Quality Assurance and Standards to ensure regular standard school assessment and regular monitoring visits, preparation, registration and presentation of learners for national assessment. The officer will also work with teachers to promote and enhance learners’ participation in co-curriculum activities as per the Ministry of Education calendar. The officers will lead identification of teacher training needs, develop training schedules and lead teacher trainings and post teacher training development programs.

    Key Duties and Responsibilities:

    • Provide technical leadership in curriculum implementation, monitoring and tracking of learning outcomes in all the junior secondary schools
    • Responsible for; establishing, maintaining and improving curriculum implementation standards and quality in all schools.
    • Responsible for interpretation and implementation of MoE policies in schools
    • Provide technical support to all teacher in development and implementation of Competency Based Curriculum (CBC) and support Head teachers in development of curriculum based establishment.
    • Co-ordinate and facilitate the organization and implementation of co-curriculum activities in the schools in line with MoE co-curriculum activities calendar
    • Vetting of all teachers and other education staff to ensure they comply with National curriculum standards
    • Conducting regular school visits, hold meetings with head teachers and Boards of Management (BoM) to discuss emerging issues and come up with strategies for addressing the same
    • In charge of disaster risk assessment and reduction in schools and enhancing school safety for learners and teachers
    • Reviewing annual work plans and activity plans of the unit for comprehensiveness, clarity and adherence to LWF/WS goals and objectives.
    • Ensuring regular meaningful communication and interaction between the Education Sector Management staff and teachers, and the school management committees, sub County Education Office, and other development partners and agencies
    • Coordination internal school assessment to measure learners’ progressive achievement towards achieving quality learning outcomes
    • Working with the head teachers to develop tools for teacher performance appraisal in line with TSC Teacher Professional Development model
    • To organize for both short term (pedagogical skills development) and long term (professional certified) training programs for teachers
    • In charge of equitable deployment of teachers in schools along the parameters of gender, training and nationality

    Education/Professional Designations/Experience:

    • Must have at least a degree in education from a recognized institution.
    • Must be registered teacher by Teachers Service Commission (TSC)
    • Technical expertise in curriculum implementation
    • technical expertise in education in emergencies (EiE)
    • Proven academic or on-job training and understanding of the Project Cycle model in managing humanitarian assistance with at least three (3) years in education programming.                                                                                                                                      
    • A very good understanding of Comprehensive School Safety or Disaster Management
    • Experience in coordination of teacher training programs
    • Strong analytical, administration and documentation skills in the management of educational institutions or programs consisting of primary education.
    • Experience in Training of Trainers/Facilitators skills (TOT & TOF) an advantage
    • Excellent communication, time management, organization and presentation skills
    • Demonstrate ability to supervise, mentor and provide professional support to other teachers;
    • Other Specific Skill Requirements:
    • Experience of working in refugee schools or with refugee community in the camp or urban set up.
    • Exemplary guidance and counselling skills, and experience in provision of psychosocial support
    • Ability to use e-learning devices for teaching, data collection, analysis and dissemination
