    GIS and Mapping Expert

    Duties and Responsibilities

    BACKGROUND

    1. The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For close to forty years, UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for villages, towns, and cities of all sizes. Because of these four decades of extensive experience, from the highest levels of policy to a range of specific technical issues, UN-Habitat has gained a unique and a universally acknowledged expertise in human settlements development. This has placed UN-Habitat in the best position to provide answers and achievable solutions to the current challenges faced by cities. UN-Habitat is capitalizing on its experience and position to work with partners in order to formulate human settlements for tomorrow. It works to ensure that cities become inclusive and affordable drivers of economic growth and social development.
    2. The consultant will work under the direct supervision of the manager of the Planning Finance and Economy Section within the planning for Humanitarian and Development Programme. She/he will contribute to the implementation of Humanitarian and Development practice projects specifically related to the 3 programmes (Cities Alliance, EUTF, UPIMC) in Kenya, Egypt, Cameroon and Jordan. The consultant will perform the following responsibilities: Part time:
    3. Update GIS baseline data of assigned projects through regular monitoring and assessments, gathered by partners;
    4. Undertake satellite imagery analysis if areas are inaccessible during operations to re-take the city;
    5. Prepare and draw GIS work needed for additional projects;
    6. Prepare spatial analysis and thematic mapping of individual districts within GIS environment;
    7. Share the projects spatial data and mappings with staff, when required;
    8. Carry out any GIS relevant needs within the projects;
    9. Carry out required data entry process and initiating the templates needed within the GIS environment; and
    10. Produce a compiled report on the GIS data collected and analyzed

    Qualifications/special skills

    Academic Qualification:

    1. Bachelors Degree in Cartography, Geography, Geographic Information Systems (GIS) and/or related field of studies is required.

    Work Experience:

    1. A minimum of two years professional experience in geographic information system integration including IPB (Intelligence Preparation of the Battlefield), geographic/terrain analysis, image processing, mapping, GPS, geo-spatial related information technology, ArcGIS (ArcInfo, ArcEditor, ArcView and its extensions), ERDAS Imagine (preferred) is a requirement.
    2. Knowledge of geographic information system design and development, geodatabase design and management, software programming languages and web technology is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

    Oversight and Methods Individual Contractor

    Responsibilities:

    • Oversight and Methods Individual Contractor will be responsible for the following duties:

    Auditing and Methods functions

    1. Assist in the preparation of audit plans and execution of audits, due diligence reviews, business processes or internal controls assessment engagements; Assist in keeping track of the implementation of recommendations from the Office of Internal Oversight Services (OIOS), Board of Auditors (BOA) and Joint Inspection Unit (JIU).
    2. Examine and test-check financial and/or personnel, and/or administrative documents with a view to ensuring compliance with policies and procedures and adequacy and effectiveness of internal controls and suggesting improvements.
    3. Work on assignments to improve business processes.
    4. Document systems and standard procedures with a view to improving internal controls.

    Support and administrative functions

    1. Provide assistance to the United Nations OIOS, the BOA and the JIU in collecting documentation and other information for the conduct of their audit and oversight assignments.
    2. Maintain or up-to-date audit recommendation control database; tracking and reporting of status of audit recommendation implementation.
    3. Ensures that the Integrated Planning, Management and Reporting (IPMR) is continuously monitored and updated and is able to generate reports from the system as and when they are needed to facilitate accountability, learning and programme improvement.
    4. Contribute to organizing and strengthening UN-Habitat Risk Management Policy.

    Reporting/Researching/Archiving

    1. Perform research/ obtain background information related to the subject audited.
    2. Prepare reports and compile documentation supporting audit observations.
    3. Search for, retrieve, compile, assemble and archive a variety of data from computer files, records, report or from other sources.
    4. Maintain archives of all audits related files.
    5. Document internal control systems and standard operating procedures, assist in ensuring compliance and reporting.
    6. Keep a Database of all delegations of authority, assist in ensuring compliance and reporting.

    Qualifications/special skills

    • A degree in business administration, information management, or related relevant field is required.
    • Work experience with Audit and Enterprise Risk Management (ERM) is required.
    • Knowledge of IPMR and/or PAAS system is desirable.

    Engineering and Construction Management Officer

    DUTIES AND RESPONSIBILITIES
    Under the overall supervision of the Chief of the Planning, Finance and Economy Section and in collaboration with the Programme Management Officer of the umbrella programme, the consultant will support the Japan Supplementary Budget Kenya programme and other programmes for the duration, in coordination with the UN-Habitat Regional Offices and in close collaboration with UN-Habitat thematic Sections. The consultant will be responsible for the following duties:

    • Develop activities that strengthened food security through reconstruction and rehabilitation of flood and drought resilient infrastructure.
    • Enhance preparedness of local government, host and refugee communities for climate disaster impacts through early warning systems.
    • Successful implementation of technical construction, monitoring and evaluation projects, and the delivery of related reports for donors.

    Qualifications/special skills

    Academic Qualification:

    • A minimum Recognized Bachelors Degree in Civil Engineering or Architecture is a requirement in combination with 2 additional years of qualifying experience.

    Work Experience:

    • At least 2 years experience in the field of architecture and civil engineering with direct proven experience is required;
    • Experience of working on migration and displacement issues is considered an asset;
    • Direct proven experience of infrastructure construction projects/processes is considered as asset;
    • Working knowledge and understanding of the Sustainable Development Goals (and their monitoring/evaluation) and of the New Urban Agenda is an asset;
    • Working experience with international development agencies and in particular the United Nations is an asset.

    Languages

    Fluency in English, written and verbal, is required. Knowledge of Swahili is an asset.

    Archives Assistants (4 Posts)

    Purpose:

    • Assist with the appraisal of legacy records and other UN-HABITAT non - current records to establish their Archival or enduring value as guided by Information Management Staff Process the same according to the established records groups or series and carry out the recommended disposal action.

    Terms of Reference Archives Assistant G4 Post

    1. Under the overall supervision of Head, IMU , and guidance of developed Appraisal guidelines the incumbent will perform the following duties.
    2. Appraise the legacy records and other non - current UN-HABITAT records to determine their evidential value and/or informational value as guided by staff in the unit.
    3. Process the appraised records according to the established criteria ie series/records group.
    4. Arrange the archives according to the identified records series or established record groups.
    5. List the records recommended for destruction and implement the records disposal action
    6. Enter the information regarding the archived records

    Qualifications/special skills

    1. Completed secondary education, high school, or equivalent diploma is required. Training in Archives and Records management/ Information Management course is required. Additional technical training is an added advantage.
    2. At least five years of practical experience in Archives Administration with emphasize on records appraisal.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
