    Head of Applications

    GENERAL OBJECTIVE AND PLACE IN THE ORGANIZATION

    Among other responsibilities, the Projects & IT team in MSF OCBA is responsible for the life cycle planning of business applications through the phases of strategize, architect, select, deploy, operate, evolve, and retire. As a key actor in the department, the Head of Applications manages the Applications Unit teams, that have specific responsibility for managing an important part of that lifecycle, including building or c onfiguring,maintaining, bug fixing, enhancing, administrating and eventually decommissioning applications. Some of our application delivery work might need to be managed as products, regardless of the main customer being internal.

    The Head of Applications will directly supervise the team leaders of the different applications teams in the unit, including eHealth/Apps4Ops, ERPs, CRMs and websites. The Head of Applications will work within the Projects & IT team, and s/he will be accountable to the Projects & IT Department Leader.

    MAIN FUNCTIONS AND RESPONSIBILITIES

    • Provide leadership, innovative thinking and vision to the Applications teams, to ensure they contribute to MSF OCBA achieving its social mission goals.
    • Work with the Projects & IT Leader and other IT heads to develop overall IT strategy in the context of the overall MSF OCBA strategic orientations.
    • Develop productive and strong relationships with leadership and key stakeholders across the organization to influence how applications can enable value for MSF social mission and field needs.
    • Develops and controls the annual applications budget to ensure that it's consistent with the overall strategic objectives of Projects & IT and MSF OCBA and is within plan. Creates a culture of continuous cost optimization.
    • Manage talent in the Applications unit, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting criteria to address new needs and skills gaps and aiming to improve diversity in the teams.
    • Jointly with the application team managers and administrative support staff, ensure the appropriate day-to-day management of the Applications Unit, including staffing, administration and other relevant functions.
    • Drive the development and adoption of technology standards, policies, procedures, governance processes and performance metrics for the application lifecycle management.
    • In close collaboration with the IT Service Management area and key stakeholders, oversee the implementation and management application life cycle management status reporting, metrics and benchmarks.
    • Manage the development of application sourcing strategies and provide oversight for key vendor and partner relationship management.
    • Oversee the conduction of regular feedback processes on stakeholder satisfaction with applications, ensuring a transparent communication of results and the implementation of action plans to improve satisfaction.
    • Work with the Head of PMO & IT Governance to ensure an appropriate management and delivery of application-related projects, as well as to establish appropriate coordination between project managers and applications teams and activity prioritization mechanisms, including handover of new services or products to regular IT operations.
    • In close collaboration with key users and stakeholders, as well as the Architecture team and the Projects & IT Leader, oversee the assessment of the functional and technical fitness of the applications portfolio and their associated costs and risks, with a focus on portfolio optimization.
    • Closely work with stakeholders to facilitate the application governance process, to define sets of measurable outcomes that applications must support, and the work to accomplish those outcomes within the limitations of the applications budget. This includes a continuous evaluation of the added value of applications, including the use of metrics such as Key Performance Indicators (KPI), and Objectives and Key Results (OKR).
    • Oversee the application unit's successful delivery of the previous outcomes in partnership with the key users and stakeholders in other departments, with a focus on benefits realization.
    • Oversee support activities in conjunction with the Head of Infrastructure & Service Desk and the Head of Field ICT, to ensure the applications perform well in production and from the perspective of the users.
    • In close collaboration with the Head of Architecture, key users and stakeholders, ensure the adoption of OCBA-level data and information strategies, policies and practices in the applications portfolio, and their alignment with standardized practices at global level, to facilitate digital interoperability and integration between OCBA applications, as well as at the MSF intersectional level.
    • Establish the necessary coordination mechanisms with the Head of Information Security to ensure that MSF OCBA’s applications are effectively secured and that risks are mitigated.
    • Lead the applications teams in their effort to contribute to the overall digital capacity and skills building across the organization, collaborating with peer Projects & IT leaders to ensure knowledge and insight can be freely shared.
    • Participate in MSF international working groups, platforms, collaboration networks or steering groups as necessary, particularly those related to the applications delivery discipline.

    SELECTION CRITERIA

    • University degree in a relevant field (Computer Science, Electrical/Telecom Engineering, IT/IS Management, etc.), or equivalent work experience.
    • Minimum experience of 7 years working in IT or technology, with 4 or more working in management.
    • Relevant experience managing big and/or complex teams.
    • Oriented to service provision and management.
    • Relevant knowledge of IT applications, operations, service and support organizations.
    • Experience on financial management and reporting for IT, including budget development and cost allocation.
    • Experience in Service Level Agreement and Services Portfolio Management.
    • Experience in managing technology providers including development of strategic partnerships, negotiation of technology contracts, monitoring service delivery, and addressing vendor performance issues.
    • Knowledge of ITIL or similar service management practices.
    • User-level knowledge of Microsoft technologies.
    • Relevant knowledge on ERPs, CRMs, web technologies, Health Information Systems, Business Intelligence.
    • Enterprise Architecture Knowledge is an asset.
    • Experience in Service Management definition.
    • Desirable knowledge of some best practices frameworks and standard methodologies for service management and project management: ITIL, COBIT, SCRUM, Agile, PMI, PRINCE2, LeanIT…
    • Previous experience working with MSF or other humanitarian organizations is an asset.
    • Experience working with a diverse, non-technical, geographically dispersed organization is a strong asset.
    • Fluency in English is required. Spanish will be highly valued as well. French is an asset.

    Community Engagement Manager

    Objective of the Position:

    Establishing a regular participatory dialogue with key stakeholders (different segments of the community, patients, staff, MoH), involving them in the definition of problems and identification of potential solutions- as an ongoing process, contributing to the improvement of services and feeding into the strategic choices of the team.

    Responsibilities include, but are not limited to:

    • Co-Defining and updating the Community and Patient Engagement (CE and PE) strategy with key stakeholders, taking into account the cohesiveness between CE/PE strategy and key project components (e.g., Health promotion, crisis surveillance, medical and non-medical packages/activities, participation/feedback from communities)
    • Ensure ongoing dialogue with the communities/patients and caregivers: Involve the community in the identification of priorities, the definition of problems, and the identification of potential solutions ensuring that the perspectives of the various segments of the population are taken into account
    • Identify segments of the community with critical needs (assistance and protection);Identify and address barriers of access of all segments of the community to MSF services. Ensure the cultural adaptation and the local relevance of the MSF response.
    • Regular collaboration with the MTL and MSF medical team, to ensure the optimum delivery of Health promotion and education activities throughout the continuum of care
    • Supervising the CE/HP team and their activities, reporting, adapting format and content when necessary in close collaboration with medical and logistical teams. Planning and supervising the HR associated processes (recruitment, training, evaluation, development and internal communication) of the CE / HP staff of the project.
    • In collaboration with Project Coordinator, liases with other relevant actors: strengthen the referral and linkage network: meet and map different actors within the community who can address specific issues through partnership; Ensure the documentation and timely analysis of key information gathered through engagement with stakeholders
    • Patient safeguarding: develop and systematically communicate prevention messages on patient safeguarding as part of all community and patient engagement activities
    • Organize and participate in trainings on patient/community led advocacy. Follow up with communities and patients on ongoing advocacy actions
    • Closely work with Mobile Health Activity Manager on the definition and implementation of the DSDM for Chronic Disease taking into account the needs of the patients and capacities of the communities
    • Support the Mental Health and Psycho Social Support supervisor for linkage with communities for patients needing/enrolled in social support programs

    Requirements:

    Education

    • University degree in social sciences, social communication, health promotion or related studies or sufficient relevant work experience in community engagement and/or project management.

    Knowledge & Experience

    • Mandatory: Minimum of at least 2 years working experience in related jobs (community engagement/ project coordination /social research). Experienced in front line community relations, with a hands-on approach to engaging with a wide range of stakeholders and a track record in resolving issues. Demonstrable background in the development of strategies and workplans.
    • Essential: Experience in quantitative and qualitative data analysis. Must be proficient in use of computers and MS Office.
    • Desirableexperience in Human Centered Design

    Mobile Health Activity Manager

    Objective of the Position:

    Defining, coordinating and monitoring all mobile health (including Palliative and Primary health care) activities to support health programs (Chronic Diseases) according to MSF protocols, standards and procedures in order to ensure quality medical care for patients and their communities and to improve the health condition of the population.

    Responsibilities include, but are not limited to:

    • Identifying the needs of mobile health support in the target population and participating in the definition, planning, and updating of the appropriate MSF strategy and the mobile health activities and its budget. Performing initial data collection and establishing baseline criteria, analyzing data, mapping potential problems and documenting lessons learned
    • Supervising mobile health activities. Monitoring and evaluating the performance of the tools and coordinating the implementation of the mobile health activities in order to provide the most appropriate support to the target population.
    • Planning and supervising, in close coordination with the HR department, the associated processes (team composition, recruitment, training/induction, briefing/debriefing, evaluation, detection of potential, motivation, capacity building, internal communication) of the staff under his/her responsibility, in order to ensure having the appropriate team in terms of size, capabilities and skills
    • Participating in the definition of annual planning and budget for the project and in the follow-up of the programs/project.
    • Provide medical support and coordination to palliative care activities: Ensure an efficient and supportive continuum of palliative care from hospitalbased to home-based care, and that care is provided with ultimate dignity and respect to patient needs and rights based on established palliative care guidelines and standards.
    • Provide medical support and coordination, in collaboration with the Minister of Health, to the chronic disease activity: Ensure adherence to chronic disease protocols on enrollment and comprehensive chronic disease care.
    • Ensuring continuous networking and search for partners to guarantee the achievement of mobile Health deployment through partnership. Reinforce patient referral, linkages and follow-up mechanisms based on existing resources.
    • Work together with the Pharmacy Manager, Lab Manager, M & E Manager, Community Engagement Manager and other Managers in various aspects toward meeting project objectives.
    • Ensure the Safety of patients and actively participate in prevention, reporting and management of any abuse or misbehavior towards patients
    • External representation of MSF with partners (MoH and other implementing partners) on key thematics centered around mobile health activities.
    • Due to the nature of MSF activities; other duties as assigned by the Supervisor/Line Manager like participating in emergency response as needed.

    Requirements:

    Education

    • Diploma/Degree in Medicine.

    Knowledge & Experience

    • Mandatory: Minimum of at least 2 years working experience in a similar position. Previous experience of at least 2 years with MSF or other NGOs in developing countries. Proficient in the use of MS Office (Excel, Word, PowerPoint, Office 365).

    Mental Health and Psycho-Social Support Supervisor

    Objective of the Position:

    Participate in the planning, supervision, and coordination of mental health/psycho-social-related services in the program in accordance with MSF standards in order to provide the most appropriate mental health support for patients.

    Responsibilities include, but are not limited to:

    • Participate in the planning, organization, and coordination of Mental Health activities, in close collaboration with the Medical team leader and other medical team members, in order to ensure an efficient and effective implementation of the resources needed while maintaining high levels of quality in Mental Health MSF programs and activities.
    • Supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and capacity building, and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
    • Compile the data and statistics linked with Mental Health and social support activities and report to the Medical team Leader
    • Coordinating and monitoring the daily working plan of the team under his/her responsibility, and active participation in clinical care if necessary.
    • Provide regular assessment of gaps and evaluation of Mental Health activities in all areas of need at the Hospital(HBCTRH), Mobile activities (chronic diseases and palliative program), and Community Activities.
    • Ensure that high quality psychological care is provided to all patients: assure the regularity of protocols and confidentiality of patient’s information across the clinical sites; Ensure that appropriate psychotherapy for patients and their caregivers considering its principles and appropriate ethical issues
    • Ensuring that appropriate documentation for care is in place and in use; work with the clinical team on the diagnosis of psychological and psychiatric disorders.
    • Build the capacity of the counsellors to develop and implement new psychological and diagnostic skills for the common psychological disorders; support and strengthen the Psycho-Social elements in patient support groups and support the development and deployment of relevant tools.
    • Strengthen referral and linkage capacities and maintain regular communication and collaboration with other components of the project according to objectives and context.
    • Ensure the Safety of patients and actively participate in prevention, reporting and management of any abuse or misbehavior towards patients

    Requirements:

    Education

    • Essential: Degree in Clinical Psychology or related field.

    Knowledge & Experience

    • Mandatory: Minimum of at least 2 years psycho-social counselling experience.

    Diversity, Equity, Inclusion (DEI) & Responsible Behavior Unit Lead

    MAIN OBJECTIVES OF THE ROLE

    Under the supervision of the General Director, they will support and develop integration of DEI policies and tools in line with global commitments and regional framework. Strengthen awareness and accountability of strategies on Responsible Behavior and facilitate support through coordination on pool of investigators building on regional and cultural proximity. 

    Given the position is for a new unit, responsibilities and priorities might be revised over time.

    RESPONSIBILITIES AND ACTIVITIES

    Strategic Work on DEI

    • Develop, review and make recommendations for improvement in existing DEI strategies, policies and initiatives.
    • Evaluate the section Vision, annual plan  set up & structure (organizational/operations/management) to ensure that DEI is considered and centered in the design, content and metrics.
    • Create and coordinate a transversal workforce on the topic of DEI to improve employee engagement.
    • Design and implement an annual survey on DEI to measure outcomes and impacts of internal strategies and incentives.

    Strategic Work on Responsible Behavior

    • Review and align departmental policies, guidelines and procedures with relevant content on Responsible Behavior with the regional framework.
    • Provide leadership consultations on addressing both challenges and opportunities Responsible Behavior as they may occur.
    • Coordinate the pool of investigators and support case management of investigations. Align to the global wide framework once validated by the Executive Committee. 
    • Design and implement an annual survey on Responsible Behaviour to measure outcomes and impacts of internal strategies and incentives.

    Building Networks

    • Collaborate with Communications and Fundraising to design and facilitate implementation of an external engagement plan for future donors and the public that will clearly communicate and demonstrate the centered value of DEI and Responsible Behaviour in our organization.
    • Collaborate with Learning and Development Unit to provide a training and development plan for management and staff that improves understanding of best practices.
    • Collaborate with Human Resources on recruiting strategies that will attract and retain talent of people with diverse lived experiences.
    • Collaborate with Anthropology Unit and Counter Terrorism Unit on equitable approaches to the identification of future operations and focus areas.
    • Collaborate with Security Unit on prevention and response to abuses.
    • As part of the MSF network, collaborate with other platforms, teams and units to realize and align global ambitions with the local context.

    External Engagement

    • Expand regional networks and collaborations to advance on DEI and Responsible Behavior engagement strategies.
    • Design and facilitate and external engagement plan that will report on efforts, outcomes and impacts on the two topics. It shall aim to communicate a public commitment to DEI and Responsible Behavior and our investment in data collection and tracking systems to back up ongoing strategies.

    Team management and Supervision 

    • Manage & supervise a focal point for DEI & Responsible Behavior that will facilitate mutual learning and collaboration on the topic within the section.
    •    Support the network through identification of resources/staff and various capacities that can be part of the global network & support structure. 
    •   The Head of the Unit shall supervise case management of investigations carried out by the pool and work close with other management team members to ensure capacity is sustainable.

    QUALIFICATIONS AND COMPETENCES REQUIRED 

    Any combination of education and experience that demonstrates a in depth level understanding of DEI, Responsible Behavior and organizational development. This may include:

    • University degree in international development, social sciences, law, education or similar field. Diversity, Equity & Inclusion specific education (or experience) highly valued
    • 5+ years of experience in developing and implementing initiatives of DEI and Responsible Behavior, including experience in creating collaborative and productive working relationships across sectors.
    • Knowledge of DEI and Responsible Behavior principles and capacity to use it to empower and create engagement.
    • Ability to design, implement and evaluate DEI strategies and programming.
    • Ability to coach, mentor and facilitate a broad spectrum of people on the topics.
    • Excellent written and verbal communications skills.
    • Strong commitment to social justice and equity.
    • Fluency in English is required, and knowledge of French and a third language is desirable.
