    Customer Service Assistant

    CUSTOMER SERVICE ASSISTANT, GRADE ORPP 7

    Duties and Responsibilities

    This is the entry and training grade for diploma holders in this this cadre. Duties and responsibilities at this level will entail:

    •  Receiving, guiding and directing visitors to designated offices and areas;
    •  Providing relevant information to visitors;
    •  Responding to visitor’s basic queries;
    •  Compiling daily records of visitors;
    •  Recording physical visits and managing quests protocols;
    •  Managing visitors passes.
    •  Compiling weekly reports on customer’s compliments/complaints;
    •  Collating and undertaking simple customer data analysis and generating appropriate reports;
    •  Assist in managing corporate telephones and other communication infrastructure; and
    •  Proposing strategies for enhancing customer satisfaction.

     Requirements

    For appointment to this grade, a candidate must have: –

    • Diploma in any of the following disciplines: Customer Service, Public Relations, Communication Management, Front Office Management or its equivalent qualification from a recognized institution;

    Supply Chain Management Officer

    SUPPLY CHAIN MANAGEMENT OFFICER, GRADE ORPP 6

    Duties and Responsibilities

    This is the entry grade for this cadre. An officer at this level will work under the guidance of a senior officer.

    Duties and responsibilities will entail: –

    •  implementing existing supplies management regulations, procedures and systems;
    •  ensuring goods delivered by suppliers are of the right quality and quantity;
    •  recommending disposal of unserviceable stores;
    •  compiling procurement plans;
    • sourcing for suppliers;
    •  conducting market surveys;
    • conducting stock control, stock taking and stock audit;
    •  implementing of e–procurement strategies.
    •  preparing estimates of expenditure on supplies and services;
    •  preparing procurement plans and inventory control;
    • taking inventory of disposal of unserviceable stores; and
    •  implementing e–procurement strategies.

     Requirement for Appointment

    For appointment to this grade, a candidate must have:

    Registration Officer

    REGISTRATION OFFICER, GRADE ORPP 6

    Duties and Responsibilities

    This is the graduate entry and training level for officers in this cadre. An officer at this level will be responsible to a more senior officer for the following duties and responsibilities:

    •  Implementing procedures and guidelines for provisional and full registration of Political Parties;
    • Participating in development of checklist for provisional and full registration;
    •  Ensuring all applications for provisional and full registration are effectively reviewed in accordance with the Political Parties Act (PPA);
    •  Updating of change of particulars of a Political Parties;
    • Participating in preparation of all statutory documents for publication in the Kenya Gazette and advertisement in the newspaper as provided for in law;
    •  Ensuring that any information required by the Registrar from the applicant with regard to change of particulars or registration is timely provided;
    •  Scrutinizing and making corrections on registration documents as presented by applicants in readiness for approval;
    •  Assessing applications for registration and providing formal and effective communications to applicants with regard to the same;
    •  Developing notifications and other relevant statutory documents in relation to registration and changes;
    • Compiling status reports on the registration of political parties;
    •  Scrutinising the coalition agreements as deposited to the Office to be in line with Law; and
    •  Any other lawful duty as may be assigned from time to time.

    Requirements for Appointment

    For appointment to this grade a candidate must have:

    •  Bachelor’s Degree in any of the following disciplines: – Laws (LLB) and an advocate of the High Court of Kenya; Public Administration; Political Science or its equivalent from a recognized institution; and

    Compliance Officer

    COMPLIANCE OFFICER, GRADE ORPP 6

    Duties and Responsibilities

    This is the graduate entry and training level for officers in this cadre. An officer at this level will be responsible to a more senior Officer for the following duties and responsibilities:

    •  Implementing strategies and policies for compliance and regulation of political parties;
    •  Implementing guidelines and procedures for tracking compliance by political parties to the law;
    •  Publishing statutory documents and sources of funds of political parties;
    •  Investigating offences under the Political Parties Act;
    •  Implementing and issuing guidelines to political parties on sanctions for noncompliance to the Law;
    • Liaising with other agencies to ensure adherence to the law by political parties;
    •  Monitoring political party nominations and campaigns to ensure adherence to Political Parties Act; and other relevant laws;
    •  Liaising with IEBC on adherence to the Election Campaign Finance Act and other relevant laws; and
    • Assisting in development of regulations for the better implementation of the Political Parties Act.

    Requirements for Appointment

    For appointment to this grade, a candidate must have: the following qualifications:

    •  Bachelor’s degree in any of the following disciplines: Laws (LLB) from a recognized institution and an advocate of the High Court; Public Administration, Political Science; Social Science or its equivalent from a recognized institution;
    •  Proficiency in computer application skills.
    •  Member of a professional body in good standing

    Management Officer

    RECORDS MANAGEMENT OFFICER, GRADE ORPP 6

     Duties and Responsibilities

    This is the graduate entry and Training level for officers in this cadre. An officer at this level will be responsible to a more Senior Officer for the following duties and responsibilities:

    •  Implementing Policies, procedures and guidelines on records management and documentation;
    •  Overseeing prompt filing and dispatching of mails and retrieval of mails/records as and when required;
    •  Classifying, coding and indexing of files and mails received as stipulated in the records management Manual
    •  Creating, maintaining, usage and disposition of records in accordance with relevant policies and procedures;
    •  Ensuring safe custody and confidentiality of records and Information;
    •  Receiving and maintaining political parties’ records;
    •  Collecting and compiling of political parties’ data/records;
    • Keeping record of all mails received and dispatched and up–to–date record of file movement.
    • Appraising and updating records for retention and disposal process;
    • Identifying and communicating potential risk pertaining to records management; and
    • Participating in automation of office records.

    Requirements for Appointment

    For appointment to this grade an candidate must have: –

    • Bachelor’s Degree in any of the following fields: Information Management Science, Library and information Science or equivalent qualification from a recognized institution;

    Manager, Supply Chain Management

    MANAGER, SUPPLY CHAIN MANAGEMENT, GRADE ORPP 4

     Duties and Responsibilities

    The Manager, Supply Chain Management will be responsible to the Registrar of Political Parties for efficient management and administration of the Supply Chain Management Unit. Duties and responsibilities at this level will include: –

    •  Interpretation and effective implementation of supply chain management policies, regulations and procedures
    •  Providing professional opinion to the Accounting Officer on all procurement of Goods, Works and Service and disposal of unserviceable, obsolete or surplus stores, equipment or assets;
    •  Coordinating preparation and consolidation of procurement plans in accordance with the budgetary allocation;
    •  Overseeing inventory management and assets disposal processes and procedure;
    • Facilitating research, market surveys and benchmarking on procurement best practices;
    •  overseeing prequalification of suppliers, preparation and review of tenders, evaluation of bids and award of tenders;
    •  Ensuring all mandatory periodic reports are prepared and forwarded to the relevant Authority;
    •  Preparing a disposal plan for unserviceable stores;
    • Ensuring goods delivered by suppliers are of the right quality and quantity;
    • Evaluating the performance of suppliers and contractors;
    •  Overseeing implementation of e–procurement strategies. and
    •  Supervise departmental staff and conduct staff appraisal to ensure optimal performance and delivery of set targets.

     Requirements for Appointment

    For appointment to this grade, an applicant must have: –

    •  served in the grade of Senior Supply Chain Management Officer for a minimum period of three (3) years or in a comparable and relevant position in the public or private sector for a cumulative period of nine (9) years;
    •  Bachelor’s degree in any of the following disciplines: – Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution;
    •  Master’s degree in any of the following disciplines: – Supplies Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution;
    •  Senior Management Course lasting not less than four months from a recognized institution;
    •  Membership to a relevant professional body;
    •  Proficiency in computer use and applications;
    •  met the requirements of Chapter Six of the Constitution; and
    •  Demonstrated professional competence and management capabilities as reflected in work performance and results.

    Driver

     Duties and Responsibilities:

    Duties and responsibilities at this level entail:

    • Driving motor vehicles in the authorized Class;
    •  Carrying out routine checks on the vehicle’s cooling oil, electrical and brake systems and tyre pressure;
    • Ensuring that work tickets are authorized;
    •  Ensuring security and safety of the vehicle on and off the road;
    • Ensuring safety of passengers and/or goods therein;
    •  Adhering to the ORPP’s transport policies and guidelines; and
    •  Maintaining daily cleanliness of the vehicle.

     Requirements for Appointment

    For appointment to this position an applicant must have:

    •  Kenya Certificate of Secondary Education (KCSE) mean grade D or its equivalent from a recognized institution;
    •  Valid driving license free from any current endorsement(s) for class (s) of vehicle (s) the Officer is required to drive;
    •  Passed Occupational Trade Test III for Drivers;
    •  Suitability Test for Drivers Grade III conducted by the Ministry of Transport and Public Works
    •  Valid Certificate of Good Conduct from the Kenya Police; and
    •  First–Aid course lasting not less than one (1) week from St. Johns Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution
