    Public Communication Officer

    JOB GROUP CPSB 10 (‘J’)

    No of Positions: 3

    Duties and Responsibilities:

    Specific duties will entail:-

    1. Gathering information on programmes and significant events for production of county weekly newsletter;
    2. Social media Management and media monitoring;
    3. Liaising with media practitioners on issues of mutual concern;
    4. Writing and Editing content for a variety of internal communications channels;
    5. Developing content on topical issues for uploading onto county’s website and social media platforms;
    6. Support on protocol organization during government functions;
    7. Assisting in the preparation of media reviews, briefs, press releases/statements and supplements;
    8. Video and Still Camera operations; shooting, production and publicity;
    9. Maintaining public relations records and documents;
    10. Participating in event organization
    11. Writing news stories and features in internal and external publications including, fliers and newspaper supplements; and
    12. Performing any other lawful duties that may be assigned.

    Requirements for Appointment

    For appointment to this grade, a candidate must:

    1. Be a Kenyan citizen;
    2. Have a Bachelor’s degree in any of the following: Journalism, Mass Communication or Media Studies from a recognized university; and
    3. Have a certificate in computer applications.

    Internal Audit

    Duties and Responsibilities

    Duties and responsibilities at this level will entail:-

    1. Provide Strategic, Operational Planning and Coordination of Internal Audit Services in the County Government;
    2. Review risk management mechanisms, internal controls and governance processes;
    3. Coordinate development, review and implementation of Internal Audit policies and procedures manuals;
    4. Manage the Performance of the staff;
    5. Provide consultancy and advisory services in regard to internal audit in the County Government entities;
    6. Coordinate preparation of Budgets, Procurement Plans and Annual Work Plans in the Unit
    7. Review and Issue Internal Audit reports to the County management;
    8.  Review and monitor the implementation of audit recommendations;
    9. Coordinate quality assurance reviews of internal audit function and independent assessments of the internal control systems; and
    10. Overall supervision of staff in the Internal Audit department.

    Requirements for Appointment

    For appointment at this grade an officer must:-

    1. Be a Kenyan citizen;
    2. Have served in the grade of Senior Assistant Director, Internal Auditor Job Group CPSB 04 (‘Q’) or comparable and relevant position in the Public Service for at least three (3) years and shown merit and ability and demonstrated a high degree of outstanding professional competence in managing the internal audit function and be of integrity with proven leadership qualities in the previous position and results oriented;
    3. Have Bachelor’s degree in any of the following fields: Commerce (Accounting/Finance Option), Business Administration (Accounting/Finance Option) or equivalent qualification from a recognized institution;
    4. Have a Master’s degree in any of the following fields: Auditing and Consultancy, Business Administration, Commerce, Finance, Accounting, Project Management, Risk Management or equivalent qualification from a recognized institution;
    5. Be a Certified Public Accountant (CPA – K);
    6. Have a Certificate of registration as a member of the Institute of Internal Auditors (IIA) or Certified Information Systems Auditors (CISA) or Association of Certified Fraud Examiners (ACFE) or any other recognized professional body; and Candidates with a certificate in Strategic Leadership Development Programme will have an added advantage.

    • Safeguarding County Government property;
    • Sensitizing the community on matters of health, water and environment, roads and infrastructure, education, governance, agriculture or any other devolved function;
    • Identifying and reporting on areas/cases prone to alcohol, drug and substance abuse;
    • Notifying relevant authorities on cases/issues of likely conflict in the area of jurisdiction;
    • Creating awareness on relevant statutory registration and other emerging issues;
    • Encouraging participation of locals in socio-economic development activities;

    • Any other duties as may be assigned from time to time.

    Requirements for Appointment

    For appointment to this grade, an officer must:-

    1. Be a Kenyan citizen;
    2. Be in possession of Kenya Certificate of Secondary Education (KCSE) minimum mean grade C- (Minus) or its approved equivalent, with C (Plain) in English or Kiswahili from the Kenya National Examination Council (KNEC);
    3. Have a Certificate in any of the following fields: Education, Mass Communication, Public Administration/Management, Social Work/Welfare, Community Development, Disaster Management or equivalent qualification lasting not less than six (6) months from a recognized institution;
    4. Have a Certificate in Computer Applications from a recognized institution;
    5. Be a resident of the particular Community Area;
    6. Have high integrity and command respect; and
    7. Possess excellent communication skills.
