The Commission on Administrative Justice, more commonly known as (Office of the Ombudsman), is a constitutional commission established under Article 59(4) of the Constitution, and the Commission on Administrative Justice Act, 2011.
The mandate of the Office of the Ombudsman is two-fold and extends to both national and county governments. Firstly, the Commission has the mandate of tackling maladministration (improper administration) in the public sector. In this regard, the Commission is empowered to, among other things, investigate complaints of delay, abuse of power, unfair treatment, manifest injustice or discourtesy. Secondly, the Commission has the mandate of overseeing and enforcing the implementation of the Access to Information Act, 2016.

TERMS OF EMPLOYMENT PERMANENT AND PENSIONABLE
JOB DESCRIPTION
This position is responsible to the Assistant Director Supply Chain management for procurement of goods, works and services in line with the relevant laws to enable the Commission realize its mandate.
MAIN RESPONSIBILITIES
- Analyze procurement data;
- Implement and enforce regulations and policies on supply chain management;
- Consolidate budget estimates for the supply chain management function
- Verify stores;
- Coordinate receipt of goods and services from suppliers and issuance of the same to the consumers;
- Provide support in stock taking exercise;
- Prepare stocks reconciliation reports;
- Provide input in the preparation of procurement plans;
- Appraise stores requisitions and issuance of store supplies.
- Maintain records of goods purchased and disbursed;
- Maintain safe custody of all procurement records and documents;
- Maintain asset register of the Commission;
- Ensure security and safe custody of stores;
- Provide secretariat service to procurement committees;
- Prepare and regularly update list of registered suppliers;
- Liase with user departments to identify obsolete and unserviceable stores for the Commission;
- Undertake market surveys and research;
- Any other duty as may be assigned from time to time
COMPETENCIES
For appointment to this position, a candidate must;
- Have a Bachelor’s degree in any of the following disciplines: - Supply Chain management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce (Supplies Management option), Business Administration (Supplies Management option) or an equivalent qualification from a recognized institution.
- Must have a diploma in Supplies management or any other relevant and equivalent qualification from a recognized institution;
- Must have three (3) years of relevant experience with a reputable organization;
- Knowledge of IFMIS will be an added advantage;
- Membership to a relevant professional body;
- Certificate in computer applications skills from a recognized institution

This position is responsible to the Director Complaints, Investigations and Legal Services in the resolution of complaints and rendering of legal services in line with the mandate of the Commission.
MAIN RESPONSIBILITIES
The position will be based at CAJ - Nyahururu office and will:-
- Promote and facilitate resolution of complaints and disputes as per the Commission’s mandate
- Attend to clients on matters relating to the Commission’s mandate and offer legal advice;
- Represent the Commission in legal proceedings;
- Assist the Commission in conducting hearings, inquiries and investigations in matters falling within its mandate;
- Conduct legal research on matters relating to administrative justice and other legal matters;
- Prepare periodic reports on complaints handled by the Commission;
- Prepare legal and advisory opinions;
- Provide recommendations or remedial alternatives for resolution of disputes;
- Any other duty assigned by the Commission.
COMPETENCIES
For appointment to this position, a candidate must;
- Have a Bachelor of Law Degree (LL.B) from a recognized university.
- Post graduate diploma in Law
- Be an Advocate of the High Court of Kenya with a valid practicing certificate.
- Must be a member of the Law Society of Kenya in good standing
- At least 3 years’ of post admission to the bar experience
- Ability to undertake research and provide sound legal opinions
- Knowledge and exposure to Alternative Dispute Resolution will be an added advantage
- Have excellent interpersonal, presentation and communication skills.

JOB DESCRIPTION
Duties and responsibilities for this position will include: -
- Drive the assigned vehicle
- Report vehicle defects on time
- Ensure vehicle cleanliness
- Ensure routine services and maintenance checks of the vehicle
- Ensure security and safety of the vehicle, passengers and goods
- Maintaining daily work ticket
- Carrying out routine checks on vehicle’s cooling, oil, electrical and brake systems and tyre pressure
- Ensure timely reporting of any accidents on assigned vehicle and follow up on the police abstracts
- Ensure vehicle inspection and keeping up to date insurance documents, and
- Any other duties as may be assigned from time to time.
COMPETENCIES
For appointment to this position, a candidate must;
- Kenya Certificate of Secondary Education (KCSE) Mean grade D or its equivalent
- Valid Class BCE Driving License free from any endorsement
- Occupational Trade Test Grade III for drivers
- Passed Suitability Test for drivers administered by Public Works
- First – Aid Certificate Course lasting not less than one (I) week from a recognized Institution
- Three (3) years relevant experience
