    Early Childhood Development and Education (ECDE) Teachers (92 Vacancies)

    Terms of Service: One (1) year renewable contract, based on agreed performance levels. 

    Duties and Responsibilities

    1. Implement Competency Based Curriculum (CBC);
    2. Ensure admission of children and enroll them in the attendance register on daily basis; 
    3. Prepare schemes of work and lesson plans for teaching/learning process; 
    4. Organize and participate in field visits for ECDE children; 
    5. Identify children with special needs in learning; 
    6. Prepare assessment reports for individual children in their class; 
    7. Organize Co-curriculum activities for ECDE children; 
    8. Prepare and develop adequate teaching/learning materials; 
    9. Mobilize parents, community members and stakeholders to support and provide for health and nutritional needs of children such as, feeding programs and immunization; 
    10. Enhance a safe and conducive learning environment of children; 
    11. Implement ECDE policies and procedures at the ECDE Centre; 
    12. Prepare learners portfolio; and  
    13. Any other duties that may be assigned by the teacher in charge from time to time. 

    Requirements for Appointment

    For Appointment to this grade, a candidate must: –  

    1. Be a Kenyan citizen and a resident of Kakamega County;  
    2. Have a Diploma in Early Childhood Development and Education (ECDE) preferably examined by the Kenya 
    3. National Examination Council (KNEC);  
    4. Be knowledgeable about the new trends in Competency Based Curriculum (CBC); 
    5. Knowledge about the functions of the County Government of Kakamega with a focus on ECDEs; 
    6. Knowledge in ICT will be an added advantage; 
    7. Be registered with the Teacher Service Commission (TSC) and provide the registration number.

    Municipal Manager(Mumias Municipality- Job Group CPSB 03 (‘R’)

    Basic Salary Scale: Ksh 121,430 x 6,070- 127,500 x 6,370- 133,870 x 6,570- 140,440 x 6,770- 147,210 x 6,960- 154,170 x 7,160- 161,330 x 7,810 – 169,140p.m

    Terms of Service: Three (3) years contract renewable subject to performance

    Duties and Responsibilities

    The Municipal Manager will be responsible to the Municipal Board for managing the affairs of the Municipality in line with Article 184 of the Constitution of Kenya 2010, and the Urban Areas and Cities Act, 2011 and (Amendment) 2019. The manager shall be the Secretary of the board and an ex official member of the board. Specific duties will entail:-

    1. Ensure provision of services to its residents; 
    2. Develop and adopt policies, plans, strategies and programmes for efficient running of the municipality; 
    3. Formulate and implement integrated development plans; 
    4. Responsible for Control of land use, land sub-division for various development purposes within the framework of the spatial and master plans for the municipality as may be delegated by the County Government;
    5. Promote and undertake infrastructural development and services within the Municipality as may be delegated by the County Government; 
    6. Develop and manage schemes, including site development in collaboration with the relevant National and County Agencies; 
    7. Maintain a comprehensive database and information system for the municipality; 
    8. Enforce the fees, levies and charges as may be authorized by the County Government for delivery of services; 
    9. implement applicable national and county legislation; 
    10. Prepare the Annual Budget estimates for  consideration by the County Treasury and transmission to the County Assembly for approval; 
    11. Coordinate and facilitate citizen participation in the development of policies and plans for delivery of services; 
    12. Promoting a safe and healthy environment;
    13. Facilitate and regulate public transport.

    Requirements for Appointment 

    • Be a Kenyan citizen; 
    • Have a Bachelor’s Degree in Public Administration, Management, Economics, Urban Development, Sociology or any other related field from a recognized University; 
    • Master’s Degree in Public Administration, Management, Economics, Urban Development, Sociology or any other related field from a recognized University will be an added advantage;
    • Has proven experience of not less than ten (10) years in administration or management either in the public or private sector;
    • Possession of a Strategic Leadership Development Program (SLDP) lasting not less than six weeks (6) or its equivalent from a recognized institution will be an added advantage; 
    • Possession of a Post-graduate qualification ¡n Urban Planning and Development or a related discipline from a recognized institution will be an added advantage; 
    • Demonstrate Managerial, leadership and professional competence in work performance and results; 
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010.

    County Solicitor – Job Group CPSB 03 (‘R’).

    Duties and Responsibilities

    Reporting to: County Attorney

    The County Solicitor shall be the Accounting Officer for the Legal Services Division and Principal Assistant of the County Attorney in execution of the functions of the Legal Services. 

    The Specific duties will entail:

    1. Develop and implement Strategic Plans and sector annual development plans;
    2. Provide strategic policy direction for effective service delivery;
    3. Ensure effective and efficient utilization of the Division’s financial and non-financial resources including management, control and reporting on financial information, material resources and facilities;
    4. Implement policies and regulations;
    5. Build human resource capacity by developing and implementing human resource plans for the Division;
    6. Responsible for efficient and effective service delivery to the County Service and public in general;
    7. Shall negotiate, draft, vet and interpret documents and agreements for and on behalf of the County Executive and its agencies or as delegated by the County Attorney;
    8. Promote the realization of County Integrated Development Plan (CIDP): 
    9. Ensure compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya; and 
    10. Shall perform any other function as may be necessary for the effective discharge of the duties and the exercise of the powers of the County Solicitor. 

    Requirements for Appointment 

    For appointment to this grade, a person should:

    1. Be a Kenyan citizen; 
    2. Have at least five years’ experience as an Advocate of the High Court of Kenya; and
    3. Meets the requirements of Chapter Six of the Constitution on leadership and integrity.

    County Attorney

    Duties and Responsibilities

    The County Attorney shall report to the Governor and:-

    • Is the principal legal adviser to the County Government;
    • Shall attend the meetings of the county executive committee as an ex-official member of the executive committee;
    • Shall on the instructions of the county government, represent the county executive in court or in any other legal proceedings to which the county executive is a party, other than criminal proceedings; 
    • Shall advise departments in the county executive on legislative and other legal matters; 
    • Shall negotiate, draft, vet and interpret documents and agreements for and on behalf of the county executive and its agencies;
    • Shall be responsible for the revision of county laws;
    • May liaise with the Office of the Attorney General when need arises; and
    • Shall perform any other, function as may be necessary for the effective discharge of the duties and the exercise of the powers of the County Attorney.

    Requirements for Appointment

    For appointment to this grade, one must;

    1. Be a citizen of Kenya;
    2. Be an Advocate of the High Court of Kenya of at least five years standing; and
    3. Meets the requirements of Chapter Six of the Constitution on leadership and integrity;
