    Project Coordinator

    Reporting to: National Department Manager, Programmes & Projects.

    General areas of responsibility: The position holder will be responsible for the overall implementation of the ‘Vijana Vuka na Afya’ (VIVA-ITH) and will take lead in providing project management & coordination, relationship building, partnership and networking with key partners to ensure the realisation of VIVA – ITH project objectives.

    In addition, the position holder will oversee the Project Monitoring and Evaluation and ensure adherence to high standards of project management and donor reporting.

    The position holder will work in close cooperation with the Country Office National Department Manager-Programmes and projects, to ensure the effective and efficient implementation of the project while cooperating closely with all other Country Office team coordinators to effectively link project implementation, monitoring & reporting and communication of DSW youth empowerment.

     

    Overall VIVA –ITH Project Management, Coordination & Leadership;

    • Coordinate overall project implementation, management, monitoring and supervision in close collaboration with the National Department Manager, Programmes and Projects.
    • Lead the preparation, review and periodic revision of detailed country-level implementation plans, monitor and respond to performance and be responsible for driving communication between the partners, stakeholders and Donors.
    • Oversight the preparation and execution of VIVA-ITH project costed work plans, conduct project budget expenditure monitoring.
    • In collaboration with the National Team Coordinators (Advocacy, Communication, Evaluation & Research) ensure evidence generated from the project counties informs national level advocacy engagements between Non State Actors and decision makers; and participate in national level consultations around relevant policies and strategies.
    • Undertake periodic visits to project areas to backstop challenges and ensure project implementation is on course.
    • In consultation with the National Department Manager, Programmes and Projects manage all the Communication with the contractors, donors and ensure compliance with contractual requirements.
    • Coordinate and lead the preparation of quality and timely project reports in accordance with the contractual and donor requirements.

    Partner Coordination, & Relationship Building;

    • Coordinating the project implementing partners, ensuring partner activities are aligned and implemented efficiently and effectively in order to meet targets and deliver value for money.
    • Management of Stakeholder relations and engagement – the project works closely with the Directorate of Youth, County Government-department of Health, Youth Enterprise Development Fund (YEDF), National Industrial Training Authority (NITA) in addition to working with the donor and other development partners.
    • Lead and oversee partner coordination & communication in the project sites and at national level; participate in stakeholder meetings including the Project Implementation Unit (PIU) and Project Steering Committee (PSC) at the national level and undertake periodic internal project reviews and reflections.
    • Maintain donor relationships and ensure efficient and effective communication with all the project funders.

    Budget oversight and Management;

    • Provide project budget oversight and track activity implementation.
    • Lead the preparation and management of costed work plans for the project.

    Monitoring & Evaluation;

    • In conjunction with Trigerrise, participate in the development and implementation of a service provider accreditation system and support the continuos assessment of the technical quality and safety of services for continuos improvement of youth empowermnet programmes.
    • In Collaboration with Triggerisse, ensure monthly data generation through the platform & analsyis, tracking and feedback and; ensure this information is well captured in DSW monitoring platfforms for use in DSW overall programming.
    • Coordinate the generation and documentation of good practises, lessons and actions for lesson learning and knowledge sharing to profile project outcomes with a special focus on youth empowerment.
    • Provide technical support and backstopping for the project Monitoring & Evaluation.
    • Coordinate internal DSW (cross departments, offices and teams) and external cooperation and interaction in regard to research and knowledge management issues of Youth Empowerment.

    Team supervision & coordination;

    • Provide support supervision for project staff.
    • Conduct appraisals, performance reviews and implement professional development plans for Project staff.

    Operational responsibilities;

    • Collaborate closely with the relevant partners and departments to ensure seamless processes such as accreditation of suppliers/ facilities, procurements, & reimbursements.
    • In collaboration with the National department manager represent DSW overall perspectives and interests to external and internal stakeholders.
    • In collaboration with National department manager and the National Team Coordinator, Communications, support DSW engagement with media for visibility and profiling.
    • Support the resource mobilisation efforts to ensure continued resourcing of DSW Programmes.
    • Any other duties assigned by the supervisor.

    Requirements and Experience;

    • Masters’ Degree in Social Sciences, or related field.
    • Post graduate training in Project Management, monitoring & evaluation and related fields an added advantage.
    • Must have prior working experience of not less than 5 years in an NGO setting, leading and managing complex projects.
    • Good understanding of youth and women empowerment and Reproductive health issues.
    • Good networking and capacity building skills, good communication skills.
    • Hands on project management experience and reporting for international donors.
    • Proficiency in Microsoft office.
    • Team management abilities.
    • Ability to work independently and within a team.
    • High level of personal integrity

    Terms of Reference for Facilitator of Training of Trainers (TOT)

    In Uganda, DSW remains active through a local partner organisation Action 4Health.

    In seeking to strengthen the capacity of staff, develop skills, conduct budget analysis, policy analysis, monitoring, and advocacy work that has a measurable and positive impact on the lives of people in Kenya, DSW seeks to conduct an internal capacity building workshop for trainers of trainers (ToTs).

    The training will be an intensive four-day learning experience that will help DSW staff to develop substantial and practical competence in health, policy analysis and budget advocacy work.

    The proposed ToT will comprise of preparing the content and training materials as well as organizing, administering and facilitating a workshop between 18th May to 21st May 2021

    Objective: The main objective of the consultant will be to conduct a four-day training on budget advocacy process and policy analysis for DSW Staff in Kenya. The main aim will be to increase understanding of the budget making process and key moments for SRH/FP advocacy at national and county levels

    Scope

    The following are the expected outcomes from this training for the required technical support towards the following areas:

    • Focus Area 1: Overview of the Budgeting Process (this process would potentially focus on what happens at the national and County level and advocacy entry points)
    • Focus Area 2: Understanding Key Budget Documents (this process would require training on how to Read Key Budget Documents- the consultant will provide a guide on how the staff can analysis various budget documents that cut across the budget making process including but not limited to AWPs, to CBROPs and the HSWG Docs)
    • Focus Area 3: Responsibilities of Citizens Under the Constitution and Legislation (this would predominately focus on the PFM Act, 2012, our theory of change & the legitimacy of engaging youth champion)
    • Focus Area 4: Understand how to conduct policy analysis including practical sessions where staff are signed to analyze policies
    • Focus Area 5: The National Reproductive Health Policy 2020-2030 in Kenya and their implementation at National Level

    The general methodology, tools and approaches, expected outputs/deliverables and the required qualification and experiences of the consultant to conduct the trainings

    Specific Tasks

     

    The consultant will be tasked with the following deliverables

    • Conduct a training needs assessment to identify staff capacity gaps
    • Develop a training schedule and tools for the training to be delivered (this may be informed by DSW’s internal capacity outcome);
    • Develop training manuals/Notes to be used in the delivery of the training (share the budget documents to be used during the budget analysis and include practical budget review sessions in the training schedule).
    • Deliver training with focus and practical examples to demonstrate the following:
      • Basics of budget documents for policy analysis and advocacy in relation to Health, RMNCAH and FP (there must have a practical session when participants are trained on policy analysis and tasked to conduct and present their own analysis)
      • Evidence based advocacy with specific focus to Health, RMNCAH and FP national policies
      • Influencing planning processes at local and national levels – Mobilizing citizens/constituents to play an active and informed role in advancing resilience and scaling up of program methodologies and identify strategies which reflect the needs of different groups (such as women of reproductive age and youth groups, among others); have a practical session where staff prepare memos and provide a template to be used
      • Provide Kenyan budget documents to be used and in the learning session, must use examples of analyzed budget documents- BPS, CBROP, Budget estimates

    Outcome

    At the end of the session, the staff should be able to:

    • Demonstrate that adequate allocations and expenditures for health can strengthen provision of public health services and promote realization of the right to access FP services;
    • Capacity of DSW staff built in budget research, analysis, and advocacy to improve allocations and expenditures so as to advance enjoyment of the right to access FP services;
    • Enhanced understanding of how these skills impact on issues like transparency, accountability, citizen participation, and women’s access to FP services; and
    • Importance of strategic collaborations in advocacy (e.g. developing Memos and supplementary budgets) understood

    Profile of the Consultant

    • Demonstrable knowledge and experience working in the areas of Budget analysis, Health policy analysis, budget cycle and advocacy especially in low and middle income countries
    • Possess knowledge and experience in Policy analysis, budget analysis for evidence-based advocacy within the Kenyan context
    • Knowledge in designing training material/ guide on budget cycle, policy analysis, budget analysis in the Kenyan context
    • Similar work in the last 5 years (please provide at least one sample copy of a budget and policy analysis training report/manual conducted in recent time)
    • A demonstrated high level of professionalism; ensure efficient, and constructive communication with DSW.
    • Ability to work independently and in high-pressure situations under tight deadlines involving teams in remote locations
    • High proficiency in written and spoken English is required.
    • Extensive experiences in policy analysis and budget analysis in reproductive health and development projects in Kenya.

    Compensation

    The consultancy fee will be paid in instalments as agreed in contract and is based on production of deliverables in accordance with contractual requirements and deadlines.

    Project Officer

    Place of Work: Mombasa, Nairobi and Kisumu (3 positions).

    Reporting to: Project Coordinator.

    General areas of responsibility: The Project Officer is responsible for the VIVA project implementation based in any of the three counties above

    Overall Goal: The Project Officer supports the Programs and Projects department in successfully implementing Project goals. This position reports to the Project Coordinator.

    The project officer is responsible for overall project implementation in the project area, activity coordination and engagement with Youth Empowerment Centres and other key partners in the project area to ensure the realisation of project objectives.

    Working closely with key partners and in support of existing youth clubs and Youth Empowerment Centres, s/he will mobilize young people to use digital platforms and support the voucher distribution models that will energize the youth, help increase demand for services geared towards youth empowerment, and increase the adoption of healthier behaviors.

    Specific Responsibilities:

    • Lead the implementation of all project activities and ensure VIVA-ITH activities are effectively implemented and in accordance with project standard documents, work plans and budgets.
    • Ensure that procedures for financial requisition, accounting and reporting are effectively fulfilled by all implementing partners and other collaborators.
    • Supervise, oversee and support the implementation of the DSW’s Youth empowerment approach, of working with Youth Empowerment Centres (YEC), youth clubs and/or partners and advise them as appropriate e.g. in terms of management, implementation and mobilisation.
    • Build and strengthen strategic networks and linkages with key actors including decision makers, existing advocacy networks within the project areas and link these efforts with County level actions.
    • Jointly with the Project Coordinator, participate in the preparation and execution of VIVA -ITH project plans & budgets.
    • In close collaboration with Youth Officers from MoICTIYA support the identification of capacity training needs, development and execution of training modules and coordinate the Youth Empowerment activities.
    • Participate in stakeholder meetings and undertake periodic project reviews and reflections.
    • Undertake regular visits to project areas to backstop challenges and ensure project implementation is on course.
    • Strengthen the use of sports as a medium to mobilise young people for behaviour change.
    • Maintain positive relations with government agencies, civil society, multilateral and bilateral partners in the areas of operation.
    • Create strategic linkages of Youth Empowerment Centres with local community, decision-makers, health facilities, micro-finance institutes, and other CSOs.
    • Lead the preparation of quality and timely project reports in accordance with the project document.
    • Ensure effective collaboration and coordination of key project partners, including YECs, service providers and Government officials at county levels for attainment of project results.
    • Support the resource mobilisation efforts to ensure continued resourcing of DSW Programmes.
    • Lead the documentation of lessons and actions to profile project outcomes.
    • Any other duties assigned by the supervisor.

    Requirements and Experience

    • Bachelors’ Degree in Social Sciences or related field.
    • Relevant training in Project Management, participatory methodologies and related fields an added advantage.
    • Good understanding of youth and women empowerment and Reproductive health issues.

    Project Assistant

    Reporting to: Project Coordinator.

    General areas of responsibility: The main task for the Project Assistant is to support the VIVA –ITH project implementation in Kisumu. The Project Assistant will support the VIVA project officer in the day to day implementation of project activities.

    Overall Goal: The Project Assistant supports the Programs and Projects department in successfully implementing Project goals. This position reports to the Project Coordinator.
    S /He is responsible for youth organising and social mobilisation and coordination of capacity building actions at the project site to ensure the realisation of project objectives.

    Specific Responsibilities:

    • Support the implementation of all project activities in liaison with the Project Officer.
    • Support the implementation the DSW-supported program activities that complement the Youth Empowerment Initiative.
    • Participate in partner meetings at the county level and support periodic project reviews and reflections.
    • Undertake regular visits to project areas to backstop challenges and ensure project implementation is on course.
    • Support the preparation of quality and timely project reports in accordance with the project document.
    • Support the resource mobilisation efforts to ensure continued resourcing of DSW Programmes.
    • Support documentation of lessons and actions to profile project outcomes.
    • Any other duties assigned by the supervisor.

    Requirements and Experience

    • Diploma in community development or related field with at least 3 years’ working experience in an NGO setting.
    • Trainings in participatory methodologies and an added advantage.
    • Good understanding of youth and women empowerment and Reproductive health issues.
    • Good networking and capacity building skills, good communication skills.
    • Proficiency in Microsoft Office.
    • Ability to work independently and within a team.
    • High level of personal integrity.
