    Technical Adviser SRHR and Humanitarian Response (Bilingual)

    JOB PURPOSE

    • To provide IPPFAR a performing and sustainable Humanitarian and Sexual Gender Based Violence (SGBV) response
    • To mobilize additional funds to develop and strengthen and/or sustain ongoing Humanitarian/SGBV response and Peer to peer programs at ARO and MA levels
    • To lead and strategically guide IPPFAR humanitarian/SGBV response for Internally Displaced Persons (IDPs), refugees and other vulnerable groups
    • To support and track the implementation of programs and projects of the assigned MA and ensure implementation is guided by the policies and principles of the federation.

    KEY TASKS

    • Design and guide the implementation of a harmonized humanitarian/SGBV response in line with existing best practices and IPPFAR policies/procedures
    • Develop guidelines that enable MAs correctly manage humanitarian/SGBV response interventions
    • Monitor social, environmental, political strife, and other events on the continent that pose wide scale instability on livelihoods of populations including SGBV and guide on intervention strategies
    • Document successful innovative SGBV, IDPs, refugees and other vulnerable groups’ projects and experience in the Region for publication as appropriate
    • Promote and facilitate intra-regional collaboration/training and sharing of lessons and experiences on matters relating to IDPs, refugees, SGBV survivors and other vulnerable groups
    • Develop, review, and support the diffusion and use of technical tools, policy statements, guidelines, standards, framework relating to IDPs, SGBV survivors and other vulnerable groups by IPPFARO and MAs
    • Provide support to MAs in mapping out areas of conflict and those that need SGBV responses at country level and establish intervention areas, conducting needs assessment and reviewing project proposals
    • Create a platform for partnerships with other key players working towards IDPs, refugees, support to SGBV survivors and other vulnerable groups at Regional Level
    • Build MA and ARO staff skills and competences in emergency and SGBV responses.
    • Work with the Technical Lead Advisor SRHR and ensure efficient management of Humanitarian and SGBV response interventions at MA level
    • Collaboration with SPOD and ERA teams to document promising/best practices for Humanitarian response and Peer to peer support in the region
    • Collaborate as a consultative member of the ARO technical bid committee
    • Actively engage in all priority initiatives in the Programmes & HSS Department including but not limited to the quality of care and enabling services initiatives
    • Contribute to a substantive technical capacity development of regional institutions in Humanitarian and SGBV response, including the Minimal Initial Service Package of SRHR in emergencies (MISP)
    • Coordinate IPPFAR technical network in the region in Humanitarian and SGBV Response; manage communication and feedback on all substantive work
    • Maintain, develop and manage a substantive and intellectual collaboration with regional partnerships in Humanitarian and SGBV response.
    • Provide support in the process of identifying, analysing and synthesizing state-of-the-art technical knowledge and evidence in Humanitarian and SGBV Response and Peer to Peer Support
    • Contribute to IPPFAR documenting of lesson-learned from implementations to refine effective methodologies for Humanitarian and SGBV Response and Peer to Peer Support
    • Make quality contributions in promoting the substantive area as well as IPPFAR’s comparative advantage, role and specific contribution in the international development agenda of Humanitarian and SGBV Response
    • Contribute and review materials for both internal and external audiences including presentation, briefing material and background document for SMT.

    EDUCATION & QUALIFICATIONS

    Master’s Degree in Social Sciences/Human Rights Studies/Public Health/Communication Studies and other relevant fields

    PROFESSIONAL EXPERIENCE

    At least seven years’ experience in working with displaced and vulnerable groups, community mobilisation, SGBV response and IEC/SBCC and/or social development.

    Lead Technical Adviser, Business Development

    JOB PURPOSE

    • To provide strategic direction and technical coordination for ARO and IPPFAR Member Associations in the furtherance of IPPF Resource mobilization strategies
    • To be specifically accountable for the achievements of the outcome 4, priority 7 as provided for in the IPPF Strategic Framework
    • To increase and diversify IPPFAR core and restricted funds from traditional donors and emerging strategic partners
    • To ensure that IPPFAR wins tangible bids or tenders that will support the delivery of IPPF’s Strategic Framework.

    KEY TASKS

    • Lead the designing, monitoring and reviewing of a IPPFAR Partnership and Resource Mobilization (PRM) strategy in order to achieve IPPF strategic deliverable linked to outcome 4, priority 7
    • Technically support the PRM strategy to effectively prepare and make the region ready for bidding and tendering
    • Identify and track likely forthcoming funding trends and opportunities that may be aligned with IPPF strategic objectives to guide strategic decision related to proposal-submission and to develop a bidding pipeline for IPPFAR
    • Maintain a refined overview of and make recommendations about the global and regional geo-political influences for IPPFAR future funders and income streams
    • Coordinate and lead the negotiation of donor agreements and their clearance by Africa Regional Office and Member Associations
    • Guide and support the ARO technical bid committee through initial training and tailored capacity-building on tendering and bidding
    • Plan, organize, implement, monitor and evaluate all programmes, strategies/approaches and activities and budgets related to partnership and resource mobilization
    • Lead and to contribute to all aspects of proposal development and other resource mobilization initiatives
    • Track and generate reports/updates of resources mobilised within the region including non-financial resources
    • Evaluate restricted funding proposals, communicate outcomes and disseminate key learning points post-bidding to improve IPPFAR PRM strategies and approaches.
    • Ensure smooth handover of successful restricted project proposals to the Restricted Funding Projects Delivery team for programme management & reporting.
    • In collaboration with Senior Advisor Restricted Funding Projects Delivery, to research and establish a network of potential donors for restricted funding projects, to evaluate competitor organizations and to build relationships with key partners/contacts.
    • Collaborate with CO New Business Development Team to ensure that bids market intelligence is integrated into IPPFAR bidding pipeline

    EDUCATION QUALIFICATIONS

    Master’s Degree or equivalent in Business Administration, Economics, Social Sciences, International Relations, Political Sciences, International Development Studies or related field with focus on resource mobilizing

    PROFESSIONAL EXPERIENCE

    • At least eight years relevant experience and proven track record in networking and fundraising from donors and within international organisation
    • Familiarity with international and domestic funders across health and human development sectors, including but not limited to EU, GAC, USAID, CDC, World Bank, DFID, UN agencies, bilateral funding, and private foundations and corporations funding health and human development activities
    • Knowledge of Non-Governmental Organization (NGO) business development process activities required.

    Project, Finance Officer

    IPPF ARO is seeking to recruit a Project Finance Officer in its Regional Office.

    JOB PURPOSE

    She/he is responsible for collecting, analysing and processing accounting and transactions into IPPF AR Enterprise Resource Planning System as well as reviewing and analyzing financial data and providing the Finance team with information that will support strategic business planning, decision making and ensure strong financial control of the organization. She/he must contribute to the effective operation of an efficient budgetary system execution and maintain the donor fund accounting system for restricted and other designated funds as may be required.

    KEY TASKS

    • Scrutinize all requests for payment for eligibility ensuring that procurement procedures have been meticulously followed; authorisation levels for expenditure are in accordance with regulations
    • Weekly review the supplier and other payables listing from the ERP System and raise payment vouchers for review and timely raise related financial instruments for payment authorization by bank signatories
    • Undertake a weekly review control accounts sub-ledger such as MA advance accounts, Staff travel advance accounts, Interoffice Accounts, Grant Receivable Income to identify outstanding unaccounted advances and proactively liaise with MA, Technical Advisors (Finance and programs) to obtain supporting documentation related to payments made on behalf of IPPFARO and ensure they reviewed, analysed and processed into the ERP System by end of each week
    • Liaise with the supervisor to obtain all invoices related to the procurement of goods and services and ensure that these are reviewed, analysed and processed weekly into the ERP System
    • In coordination with the Administration Unit, to participate in the monthly physical inventory of consumables and stationaries for purposes of reconciliation and inventory adjustment
    • Calculate monthly depreciation of fixed assets and process depreciation charge journals into the ERP System
    • Ensure that all transactions are in compliance with the funding agreements, the procedures, the rules and regulations
    • Ensure that invoices and other transactions attracting statutory deductions are accurately processed and deductions are dully remitted
    • Comply with the systems in place for the proper recording of all transactions against approved Budget, including the correct procedures for authorization of expenditure and make recommendations to Finance team for change as appropriate
    • Prepare monthly analysis of donor income in accordance with the accrual basis of accounting and propose journal entries for review by the supervisor
    • Prepare monthly and annual reconciliation of Bank balances, Petty Cash, Receivables, Payables, Inventories and Fixed Assets for approval by Supervisor
    • Ensure that restricted donor reports are reconciled to the general ledger at all times

    EDUCATION & QUALIFICATIONS

    • Bachelor’s degree in accounting or finance
    • Master’s degree in any relevant field a strong added advantage
    • CPA certification backed by a minimum of five years’ experience
    • ACCA

    PROFESSIONAL EXPERIENCE

    • Experience in working with similar organizations or institutions will is essential.
    • Knowledge of program finance documentation and experience of handling financial closing work (either as project/program developer or as lender) is essential as well as working with various donors and other large institutional and foundations.

    Government, Diplomatic and Protocal Liaison Assistant

    IPPF ARO is seeking to recruit Government, Diplomatic and Protocol Liaison Assistant in its Regional Office.

    JOB PURPOSE

    The job holder will be responsible for supporting the Operations in the provision of general administrative support to service in the Regional Office.

    KEY TASKS

    • Assist supervisor in maintaining good relationships with the Government Ministries (MOFA), Foreign Missions and Agencies based in Kenya
    • Support supervisor to prepare note verbal addressed to the MOFA of the host country relating privileges and immunities of ARO
    • Receive and manage motor vehicle registration, de-registration of all ARO official vehicles with diplomatic plates
    • Support supervisor to provide assistance to expatriate staff, their dependants and official visitors to ARO on matters of consular nature including application to the relevant authorities for visas, work permits, renewal of passports etc
    • Prepare, dispatch and follow up on residence permits, diplomatic cards, motor vehicle registration and VAT exemptions for ARO
    • Follow up with the host country’s authorities, procedures for obtaining importation and exportation of personal effects, vehicles for AOR staff
    • Ensure that at all times, that equipment required for the smooth running of the office are in a good operating condition and to timely arrange for their repairs in the event of a breakdown
    • Ensure that the office vehicles are in a serviceable condition at all times and to timely arrange for repairs in the event of such a need and/or routine servicing
    • In collaboration with the supervisor, ensure timely and adequate valid insurance cover for general office assets and office vehicles
    • In collaborate with supervisor maintain and ensure accuracy electronic database and updated the filing system containing relevant information relating staff i.e entry passes/visas/ diplomatic cards and diplomatic vehicles quick retrieval of required information
    • Assist supervisor to track the expiry dates of documents to remind the relevant staff members to initiate action for renewal in a timely manner

    EDUCATIONAL & PROFESSIONAL QUALIFICATIONS

    • Bachelor’s in Business Administration or a similar or other related field
    • Post graduate/Diploma International Relations or Political Science

    PROFESSIONAL EXPERIENCE

    Minimum 5 years’ NGO experience in protocol affairs, practices of Governments (Ministries of Foreign Affairs) and embassies

    Monitoring and Evaluation Officer

    IPPF ARO is seeking to recruit an Monitoring and Evaluation Officer in its Regional Office.

    KEY TASKS

    • Strengthen the monitoring and evaluation system for the ongoing review of projects in the region, using approved indicators and targets for measuring, progress and make recommendations for improvement in collaboration with the at ARO and at Central Office
    • Work with the Monitoring & Evaluation Officers in Africa Regional Office to introduce and implement accurate collection of performance data from the MA that implement the CANADA SHE DECIDE project
    • Ensure compliance with reporting requirements in collaboration with Central Office and ARO Perform Unit
    • Ensure consistency of approach on monitoring and evaluation for the CANADA SHE DECIDE project in collaboration with the Perform Unit and Central Office using tools (hardware, software, written), developed to monitor projects being implemented by the Member Associations
    • Participate in strengthening the Health Management Information System of the Member Associations implementing the project
    • Strengthen the monitoring, evaluation, and data collection capacity of staff at Member Associations’ level through initiating, organising, participating or conducting of training sessions and evaluation workshops
    • Take the lead in regular collection, analysis and reporting on data from Member Associations
    • Support the implementation of baseline and other surveys, such as project reviews, and mid-term and end-of-project reviews
    • Comply with the requirements of the reporting systems for preparing reports as per the Donor formats/requirements
    • Prepare for presentation and distribution to stakeholders - data, lessons learned best practices, and the statistical, qualitative, and anecdotal evidence provided by the CANADA SHE DECIDE activities
    • Responsible for the production of supporting documents e.g. data summaries, workshop reports, etc.
    • Support the Member Associations in the revision of work plans and strategies in collaboration with the project team
    • Contribute to the Regional Office’s Annual Performance Report including the review and use of IPPF service statistics
    • Build and maintain positive relationships with all members of staff, and contacts within and outside the Federation
    • Become familiar with the Federation’s Health and Safety Programme and Guidelines for using Visual Display Units. To do everything possible to ensure a healthy and safe working environment, including following instructions and guidance.

    EDUCATION & QUALIFICATIONS

    The post holder must have a degree in a social science, statistics, demography, development or health related subjects, or equivalent standard of education.

    PROVEN ABILITY

    • Developed application in the evaluation and / or operational research of programmes, to include the design and implementation of evaluation strategies
    • Knowledge of sexual and reproductive health issues in developing countries
    • At least five years experience in the design and implementation of monitoring and evaluation systems for development programmes.

    SKILLS

    • Excellent interpersonal and communication skills required to train / coach staff and give occasional presentations
    • Excellent written communication skills
    • Strong analytical skills including analysis of both quantitative and qualitative data
    • Excellent organisational and time management skills required to meet deadlines
