    Women Empowerment Project Officer

    Job Description/Requirements

    Job Title: Women Empowerment Project Officer
    Reporting To: Programme Manager
    Base Location: Wajir County, Kenya 100%

    Scope of the Role:
    The Women Empowerment officer will take the overall responsibility for the implementation of the Women Empowerment Through Socio-Economic Approaches (WETSA) in Wajir County working in close collaboration with the respective technical team at the country office to enhance the quality of implementation of program initiatives undertaken by IRK and local partners.

    SPECIFIC RESPONSIBILITIES:
    The responsibilities of the Women empowerment officer include but are not limited to the following:

    1. Project design and development
      1. Support in identification of projects needs in Wajir County
      2. Support in development of projects concepts and proposals
      3. Support in identification of better project implementation strategies
    2. Program Implementation
      1. Take full responsibility in planning and implementation of the Women Empowerment project in Wajir County project.
      2. Support the identification and formation of women and youth groups in different field sites in Wajir West, Eldas and Wajir North sub-counties and linking them to financial service providers
      3. •    Organize for training for women and youth group members on usiness and life skills.
      4. •    Carry out project beneficiary identification through a consultative community process.
      5. •    Organize and facilitate dialogue meetings, workshops and forums with government representatives, civil society, and communities in efforts strengthen gender equality in the county.
      6. Mainstream cross-cutting issues, among them, gender and youth and child protection in the project.
      7. Responsible for accurate narrative reporting against agreed objectives and results frameworks.
      8. Participate in and contribute to quarterly and other scheduled Programme performance review meetings.
      9. Participate in the research survey by IRK or partners by collecting, analyzing, and submitting relevant data and reports.
      10. Ensure project beneficiaries are aware of IRK complaint and response mechanisms.
      11. Management of project budget and expenditure to avoid over or under expenditure.
    3. Monitoring, Documentation, Communications, and reporting
      1. Ensure that the project target achievement is in line with the implementation plan, log frame milestones and the budget burn rate are up to date with the planned cash flow.
      2. Work with the communication staff to design appropriate mobilization and sensitization messages for the target population.
      3. Contribute to development of project implementation tools including implementation manual, Detailed Implementation Plans (DIPs), M&E Plans, Procurement Plans, Communication plan, weekly/monthly work plans as may be necessary.
      4. Document community and stakeholders’ feedback and share with relevant stakeholders for appropriate action.
      5. Ensure timely submission of project reports as per IR and Donor requirements.
      6. Conduct timely documentation of project progress through case studies, stories, photos, videos, lessons learnt among others.
      7. Support in regular monitoring of project implementation at local level.
      8. Contribute to the implementation of an effective programme and project monitoring and evaluation system.
      9. Ensure compliance with the requirements of the IRK’s M&E System, Core humanitarian Standard (CHS) and other relevant policies.
    4. Coordination, Relationship building and Advocacy
    5. Develop relationships with local community members, local organizations and relevant government departments to ensure the smooth implementation of project.
    6. Together with the team and local partners, assess gaps in women empowerment activities, make recommendations/suggestions for improvements to the management and develop strategies to address the gaps.
    7. Participate in GBV related assessments; including any inter agency assessments where necessary.
    8. Maintain positive coordination and relationships with partner and Contribute to a positive team spirit among all IRK staff.
    9. Represent the IRK in community and government meetings as required and maintain positive relationship with Community leaders, Local community structures and relevant government department.

    Qualifications

    1. Bachelor’s degree in gender studies, development studies, international relations, project management or related fields
    2. Minimum of at least for three years’ experience in working on women empowerment projects, peace building project, governance issues with civil society.
    3. Experience in projects planning, implementation, monitoring, evaluation and learning.
    4. Knowledge of the key issues and trends in women empowerment and gender equality
    5. Past work experience with the similar geographical context is desirable.
    6. Ability to work independently as a part of a team to implement the project.
    7. Proven analytical skills and ability to think strategically.
    8. Fluency in English – written and verbal.
    9. Experience in field data analysis packages e.g excel.
    10. Effective IT Skills (Microsoft Office).
    11. Planning, narrative, and financial reporting skills.
    12. Communication, tact, and negotiation skills.

    Desirable

    Knowledge of local language & Kiswahili.

    Project Assistant (PA) Education And Peace Building

    Reporting To: Project Officer -Education and Peace Building
    Base Location: Wajir Field Office 100%

    JOB PURPOSE:

    Overall Responsibility

    The project assistant (Education & peace building) will assist in the implementation of Education, peace building and women empowerment component of the project “Empowering Local Communities through Integrated Interventions project in Mandera & Wajir Counties. He/she will directly report to the project officer

    • Project planning and implementation
    • Conduct social mobilizations, project target identifications, setting target criteria for the integrated project activities.
    • Work closely with the Community focal persons in Mobilization, sensitization and general implementation of the project including handling beneficiaries complains.
    • Assist in the development of project implementation plans and budgets within the project framework.
    • Assist in Supporting and keeping track of day-to-day activities implementation at the selected sites.
    • Assist in the Preparation of weekly project implementation plans/acceleration plans
    • Ensure timely implementation of project activities as per the work plan budgetary, standards and procedures.
    • Ensure filling of project documents in accordance with IRK policy and procedures.
    • Assist in any other implementation duty assigned by line managers.
    • Monitoring, Documentation, Communications and reporting

    Qualification and experience

    • Diploma in education, peace, security and governance, Development studies and Project management
    • Minimum of at least three years’ experience working in similar context and fields
    • Past work experience with the similar geographical context is desirable.

    Emergency Project Assistant (PA)

    Reporting To: Project Officer
    Base Location: Garissa 100%

    Overall Responsibility

    This position holder will serve technically and administratively under the supervision and guidance of the Officer. The project assistant will support in the overall implementation and monitoring of Emergency response project in Moyale sub county, Marsabit County. The project intends to save lives and livelihoods of the drought affected communities by improving access to basic need such as food through provision of unconditional Cash transfer to the most vulnerable household, increased access to clean water through rehabilitation of strategic water sources as well as protection of vital assets such as livestock.

    DUTIES AND RESPONSIBILITIES

    1. Project Implementation
    2. Conduct social mobilization to sensitize the community on the project activities.
    3. Work closely with the Community owned resource persons at all levels Mobilization, sensitization, registration, verification of beneficiaries and general implementation of the project including right holders’ complaints handling.
    4. Assist in the development of project implementation plans and budgets within the framework of the emergency response Programme and strategy.
    5. Assist in the assessment of the water sources to be rehabilitated and supervise the implementation of the activity.
    6. Ensure timely implementation of project activities as per the work plan, budgetary, standards and procedures.
    7. Monitoring, Documentation, Communications, and reporting
    8. Ensure the project target is achievement is in line with the plans and result framework.
    9. Develop project implementation tools including Detailed Implementation Plans (DIPs), M&E Plans, Procurement Plans, Communication plan, weekly/monthly work plans as may be necessary.
    10. Document community and stakeholders’ feedback and share with relevant stakeholders for appropriate action.
    11. Ensure timely submission of project reports as per IR and Donor requirements.

    QUALIFICATION AND EXPERIENCE

    1. Diploma in Disaster Management, Project Management, Development studies or related fields.
    2. Minimum of at least four (4) years’ experience in in disaster management and project management
    3. Experience in projects planning, Implementation, Monitoring, Evaluation and Learning.
    4. Experience in Cash programming.
    5. Knowledge of the key issues and trends in advocacy and social mobilization.
    6. Past work experience with the similar geographical context is desirable.

    Education And Peace Building Project Officer (PO)

    Reporting To: Programme Manager
    Base Location: Mandera 100%

    Scope of the Role:

    The project officer – Education & peace building will be responsible for the implementation of Education, peace building and women empowerment component of the project “Empowering Local Communities through Integrated Interventions project in Mandera & Wajir Counties. The officer will directly report to the Field Coordinator but for technical issues will be supported by country office technical team and key stakeholders in respective sectors.

    Key Duties and Responsibilities (Key results areas)

    1. Planning, Design, Implementation:
      1. Actively participate in the design and implementation of new initiatives that would improve the current project design.
      2. Support proposal development for new project as necessary in line with the country business plan
      3. Assist in the development and implementation of the education, women empowerment, peace building & conflict Sensitivity activities.
      4. Contribute to internal discussions and deepen understanding on thematic issues particularly on key project areas.
    2. Project Implementation
      1. Prepare project detailed implementation and procurement plans.
      2. Develop plans for capacity building and training of community / institutional groups on various trainings needs.
      3. Carry out project beneficiary identification through a consultative community process.
      4. Support the field coordinator in project coordination and liaising with government and stakeholders.
      5. Promote awareness of project deliverables for accountability purposes.
      6. Support partners to mainstream cross-cutting issues, among them, gender, inclusivity, safeguarding and child protection in their initiatives.
      7. Conduct regular data collection using existing tools to track project performance on indicators and measure overall impact and for donor reporting purposes and make recommendations on the improvement of these tools.
      8. Responsible for accurate narrative reporting against agreed objectives and results frameworks
      9. Assist in regular review of project budget and expenditure to avoid over or under expenditure.
      10. Organize and facilitate dialogue meetings, workshops and forums with government representatives, civil society, and communities in efforts to prevent violent conflict and promote cooperative approaches to peace, security, and conflict resolution.
      11. Arrange for regular meetings with partners to review and reflect on progress and results to identify, mitigate challenges, and learn lessons for improved programme delivery.
      12. Carry out additional assignment as deem necessary by the organization and/or as assigned by line manager.
    3. Monitoring, Documentation, Communications, and reporting
      1. Ensure beneficiaries are consulted and their views considered during all stages of project implementation.
      2. Support the development of a need’s assessment plan, training of enumerators and quality data collection.
      3. Ensure that field-based monitoring data and information is collated regularly and made available to Field Coordinator and the MEAL Team for reporting and monitoring purposes.
      4. Ensure preparations of periodic progress reports in a timely manner for both internal and external use
      5. With the assistance of Communications officer, develop marketing and promotional materials to increase awareness of field level programs for fund-raising and profile enhancing purposes.
      6. Ensure that at all time the project target achievement is in line with the planned log frame milestones and the budget burn rate are up to date with the planned cash flow.
      7. Develop project implementation tools including implementation manual, Detailed Implementation Plans (DIPs), M&E Plans, Procurement Plans, Communication plan, weekly/monthly work plans as may be necessary.
      8. Document community and stakeholders’ feedback and share with relevant stakeholders for appropriate action.
      9. Regular monitoring and evaluation of project implementation at local level.
      10. Prepare and submit timely monthly, quarterly, annually narrative, and financial reports.
      11. Compliance with the requirements of the IRK’s M&E System.
    4. Coordination and Networking
      1. Represent IRK at relevant functions/forums as may be requested by the line Managers.
      2. Establish good working relationship with respective local authorities supporting the project implementations, school managements, county cohesion department and target communities.
    5. Staff management Other
      1. Supervise and technically support/mentor the project assistant to ensure quality and timely delivery of the project deliverables.**
      2. Conduct performance appraisal for the project assistants.
      3. Work closely in team spirit with other IR and contribute to maximum achievement of IR goals.
