Job Overview

• The Computer Management Assistant (CMA) shares responsibility for support of all equipment, applications, and cloud services at Embassy Nairobi. A senior member of the 17-person Information Systems Center, the CMA provides leadership and guidance to agile teams as a frequent technical project manager and lead. Additional duties include managing physical and virtual servers, routers, switches, cloud-based applications and services, mass data storage devices, virtual private network (VPN) connections, digital signage, audio visual solutions, and various other hardware and software which together provide access to one of the largest and most complex Embassies in the world. CMA also manages all forms of computer peripherals and networks host devices such as workstations, providing technical expertise and support to all users locally and remotely.

System Administration and Management – 25%

• The incumbent proactively looks at potential network problems and ensures that the network continues to operate while maintaining a maximum possible uptime. The position coordinates with ENM, the ITSC, other relevant Washington offices, and the Nairobi CIS team to configure VPN devices, troubleshoot network latency, monitor line availability and client switch configurations and coordinates failover to VPN alt route, as necessary.

User Support - 25%

• Computer Management Assistant provides advanced support to the IRM Help Desk Support Team and as such is responsible for the 'second and third tier' troubleshooting of all hardware, including PCs, printers, etc., and software, including support for post SharePoint office file shares, OneDrive and Office 365 tickets assigned by help desk coordinator. Once a ticket or task has been assigned, the position is expected to take responsibility for the issue, resolve it in a timely manner, write the steps taken in the Help Desk comments field and close the ticket, all while providing outstanding customer service.

The CMA analyzes user requests and provides technical guidance and suggest appropriate solutions to the end user, pointing the user to the best available tools of trade.

IT Consulting and Technical Project Management - 20%

• The position is one of the lead IT consultants working closely with end users to identify gaps and provide customized solutions to their needs; introduces customers to new and better computing tools and solutions, conducting tech-talks sessions where necessary to bring users up to speed on the technology; and also serves as an advocate and champion for new tools and will help manage change with our user base, driving efficiencies, greater management oversight and transparency, and better collaboration across the interagency.

Mobile Computing Support - 15%

• In support of an increasingly mobile workforce, the position sets up and configures smart mobile computing devices for use on different government system. Devices include tablets, smart phones, laptops, virtual and augmented reality headsets, mobile internet routers, public address systems, internet of things devices, and other gadgets as they emerge. The incumbent sets up these devices, registers and activates users on Department information platforms, and creates and maintains user accounts and authentication services to enable access to applications and services via Virtual Private Network (VPN). Such services include but not limited GO Mobile, GO Desktop and GO Virtual, and FAN.gov.

Systems Engineering and Design - 10%

• The position is responsible for engineering and design of various systems for Nairobi. These systems include Audio Visual systems, virtual meeting rooms, conference centers, digital signage, DIN network architecture, and Public Diplomacy American Center spaces to name a few. The Computer Management Assistant also provides back-end technical support for these system on an ongoing basis; gathers user requirements and work with the IRM management in putting together scope of work (SOW) and bills of materials (BOM) for procurement actions. The position makes recommendations and provides guidance on appropriate technology considering that such system, component, or equipment are approved by Information Technology Configuration Control Board (ITCCB) or relevant office with the Department of State, for use on various networks, within Government facilities and are in strict compliance with Department security guidelines. Part of the duties include preforming constant reviews and evaluations of system and where necessary recommend upgrades, refreshes, or system re-engineering.

Job Overview

• Under the supervision of the Senior Facility Manager, the Electrical Engineer Supervisor leads a team of skilled tradespersons and is responsible for maintaining all the New Embassy Compound (NEC) Electrical Power Distribution Systems, both interior and exterior. Included among these components are the Generators; Voltage Regulators; Transformers; Medium and Low-Voltage Switchgear; Automatic Transfer Switches; Motor Control Centers; Distribution Panel-Boards and Sub-Panels; Feeder Wire and Cabling; Branch Circuit Wiring; Lighting and Power Outlets, and Uninterruptible Power Supply (UPS) Systems.

Duties and Responsibilities

Operations and Maintenance Support (50%)

• Serves as the Subject Matter Expert and oversees the operations and maintenance of large, complex, electrical systems and equipment including emergency generators and power generation equipment, medium and low-voltage switchgear, motor control centers; distribution panelboards and sub-panels; transformers; voltage regulators; automatic transfer switches; feeder wire and cabling; branch circuit wiring; lighting and power outlets, the fire alarm system and components, and uninterruptable power supply systems.
• Resolves complicated complex electrical problems with minimal disruption to the NEC operations and restores these systems to their designed operating parameters and efficiency. Oversees an aggressive and comprehensive preventative maintenance program for critical and non-critical equipment and systems by directing subordinate electrical technicians from the facility maintenance staff, and/or monitoring contracted service providers, ensuring they use KPIs to analyze equipment and system performance, and that their repair and service techniques are code and life safety compliant.
• Maintains; monitors; troubleshoots; configures; identifies; isolates and corrects faults; performs diagnostic tests; ensures the proper operations of designated equipment and systems.
• Oversees the electrical operations and maintenance of Operating Leased properties to include large, complex, electrical systems and equipment including emergency generators and power generation equipment, medium and low-voltage switchgear, motor control centers; distribution panel boards and sub-panels; voltage regulators; automatic transfer switches; feeder wire and cabling; branch circuit wiring; lighting and power outlets, and uninterruptable power supply systems.
• Resolves complicated electrical problems with minimal disruption to operating leased operations and restores these systems to their designed operating parameters and efficiency.
• The value of oversight by the incumbent will be approximately $3 million. 

Management and Logistic Support (35%)

• Focused on all components of the electrical systems, the Electrical Engineer provides budget input for operating, maintenance and repair, and replacement costs to include all tools, special equipment and spare parts required to maintain all systems within the designed operational performance requirements and within operating budget limits.
• Assist the Senior Facility Manager in briefing post management on work and project status. Attends senior level staff meetings, as delegated, to provide justifications for equipment/system outages for preventive maintenance, minor repairs, major overhauls, or replacement.
• This position will assist in maintaining post’s Computerized Maintenance Management System (CMMS) for the electrical department, in conjunction with post’s Work Control Clerk to ensure that planned preventative service events and unscheduled events are recorded/documented in the CMMS and closed out when they are completed. 

Ancillary/Collateral Duties (15%)

• Assists the Post Occupational Safety and Health Officer (POSHO) in the day-to-day management of the safety program. Provides weekly safety training to subordinate staff on various topics such as use of personal protective equipment (PPE), lock-out/tag-out procedures, ladder safety, and confined space entry safety.
• Conducts daily inspections of facilities to ensure fire and life safety practices are in compliance with Department of State (DOS) fire and life safety requirements.
• Develops deficiency reports with recommendations for solutions along with independent government cost estimates to bring facilities, especially electrical equipment and systems, into compliance.
• Ensures that Overseas Buildings Operations (OBO) Fire and SHEM deficiency reports and action items are corrected in a timely manner, and that online reporting (SMARTS) requirements are kept up to date. 

Qualifications and Evaluations

Requirements:

• All selected candidates must be able to obtain and hold a security certificate; or security clearance. 
• All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:

• Completion of a 4-year Bachelor of Science degree, or equivalent, in Electrical Engineering or similar engineering degree that is close in degree course requirements from an accredited university program is required.
• To be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited or equivalent by the Accreditation Board for Engineering and Technology (ABET), (or a host-country engineering board equivalent), as a professional engineering curriculum.

Experience:

• Must have a minimum of five (5) years’ experience working as a project engineer/engineer at a manufacturing plant, major resort, hospital, office complex, or a large university/school system managing a preventative maintenance program that incorporates and utilizes a CMMS to track scheduled and unscheduled maintenance requests and their related expenses.
• The incumbents work experience must demonstrate a progression of increased responsibility throughout their career, including developing scopes of work, construction documents (plans and specifications) and cost estimates for new construction projects, building repairs, equipment overhauls, and equipment replacement schedules. 
• Must have a minimum of one year experience managing/supervising at least 5 subordinates.
