    Human Resource & Administration Officer

    Department: Administration

    Reports to: Chief Executive Officer

    Terms: Open ended contract

    PURPOSE OF THE JOB: The position is responsible for ensuring that the UN-SACCO has the right quantity and quality of staff to support it to meet its overall goals. The position also ensures that the recruited staff meet the minimum requirements for their respective positions, are retained, motivated and are engaged at all times. The incumbent jobholder is also responsible for general administration of all departments.

     

    Main Duties and Responsibilities

     

     

    Human Resources

    • Reviews and updates HR Policy and procedures manual and ensure compliance with the best practice and the Employment Act
    • Ensures appropriate HR initiatives are in place to attract, motivate and maintain the right caliber of staff to support UN Sacco to achieve its mandate
    • Implements Performance Management System, ensures staff are regularly appraised and relevant reports prepared and submitted for management decision making
    • Conducts regular training needs assessments and prepares training plan with respective budgets for approval and implementation
    • Ensures that that UN-SACCO’s capacity building initiatives are effectively implemented as the approved training plan
    • Receives regular training reports
    • Compiles departmental training needs annually and prepares annual training plans, prepares related budget and monitors implementation.
    • In liaison with the records unit, creates and maintains staff records
    • In line with the Sacco’s business needs, prepares annual human resources plans for review by management and approval by the board.
    • Handles staff disciplinary matters
    • In liaison with Finance department manages the staff payroll.
    • Coordinates staff recruitment and placement process
    • In liaison with Heads of Departments, coordinates staff induction/orientation program
    • Manage Staff Records
    • Manage Employee relations

    Administration

    • Management of outsourced services; Tea girls, Cleaning services and Security
    • Liaises with the caretaker of leased office space
    • Maintenance and repairs of Office equipment and furniture
    • Carries out any other responsibilities as directed from time to time.

    Qualifications, Knowledge and Skills Required

    • Bachelor’s degree in human resource (from a reputable institution)
    • Possession of Legal qualification is an added advantage
    • Five (5) years’ in a similar role
    • Certified Human Resource Professional (CHRP)
    • Knowledge of labour laws and related legislations will be an added advantage.

    Head of ICT

    Department: ICT

    Reports to: Chief Executive Officer

    Terms: 5 Years Renewable contract

    Job Summary: Head of ICT will steer all technology functions encompassing ICT infrastructure set-up, systems security, development and implementation of ICT strategic plan and ICT policies,
    data back up and disaster recovery. He/she will ensure that the society adopts with the latest ICT developments in its operations.

     

    Main Duties and Responsibilities

    • Manage all operations of the ICT Department and ensure timely provision of ICT services to all functions of the Society
    • Oversee all technology operations including networks, computer infrastructure, Databases, Sacco core banking applications and deploy & operate them according to established goals
    • Formulate, implement and review Sacco’s ICT policies, procedures, strategies and systems, to support the implementation of strategies set by the Board.
    • Translate business needs to determine technology requirements
    • Establish appropriate management controls to oversee IT projects and system changes
    • Prepare ICT budget and manage both capital expenditure and OPEX in line with set goals and value for money
    • Establish and maintain operational and change management procedures
    • Execute departmental objectives in line with the Sacco’s strategic plan and aligning the ICT strategy with the Society’s strategic plan
    • Ensure compliance with ICT regulations and advise management on optimization of ICT resources in the Sacco.
    • Manage the Sacco ICT assets to support effective implementation of the Sacco objectives
    • Maintain register of all ICT hardware, software and systems to ensure full asset management and timely replacement/upgrades as required.
    • Maintain security, confidentiality and integrity of the Sacco’s systems and information
    • Formulating and implementing a prudent ICT risk management strategy.
    • Ensure that all IT dynamics in use by the organization keep pace with technological innovations and developments.
    • Assist, co-ordinate all systems implementation including working with ready-made applications and external consultation if need be.
    • Coordinate and supervise IT staff, vendors, and other professionals in delivery of Sacco’s objectives
    • Ensure business continuity and effective disaster management and recovery planning
    • Prepare and present ICT Reports to the management
    • Coordinate regular maintenance and serviceability checks to ensure all ICT equipment and systems remain functional.
    • Responsible for ongoing training of Sacco staff on ICT related areas to ensure staff have adequate ICT knowledge to perform their primary functions.
    • Management of IT incidences, support issues and services fulfilment.
    • Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts.
    • Manage and ensure effectiveness of servers, including e-mail, print, and backup servers, and their associated operating systems and software. Responsible for on-site and off-site data centers.
    • Actively ensure appropriate administrative, physical and technical safeguards are in place to protect Sacco’s information assets from internal and external threats
    • Manage and ensure effectiveness of security solutions, including firewalls, anti-virus solutions, and intrusion detection systems.
    • To perform any other duty as assigned in line with the Sacco’s goals and objective.

    Qualifications, Knowledge and Skills Required

    • Bachelor’s Degree in ICT, computer science, and/or another related field.
    • A Master’s degree in ICT or related field will be an added advantage.
    • Minimum 8 years of working experience and at least 5 years in a similar role in terms of scale and complexity, in a financial institution: Banks, microfinance, or Sacco institution.
    • ITIL foundation level certification
    • MCSA /MCSE/ CCNA certification
    • Project management certification
    • Knowledge and experience in Windows 2012/2019 SQL server
    • Knowledge and experience in Windows Server 2012/2019
    • Oracle / Microsoft Dynamics CRM and ERP Applications proven experience.
    • Knowledge of the Sacco products, services, policies and systems, to enable appreciation of the impact of the role.
    • Membership with ICT Professional Body e.g. Computer Society of Kenya, ISACA, PMI

    Procurement Officer

    Department: Operations

    Reports to: Head of Operations

    Terms: Open ended contract

    Job Summary: Responsible for ensuring that the UN-SACCO’s compliance with the procurement standards and ensures that they are met. The role also provides a responsive, effective and quality expertise procurement services and business advice to the UNSACCO ‘s CEO and the deputy CEO, while achieving best value for money, ensuring a competitive fair and transparent process in accordance with established

    regulations, rules and procedures.

     

    Main Duties and Responsibilities

    • Advice the CEO on procurement related matters providing a professional opinion
    • Plan, develop and manage all procurement and contractual aspects of projects of significant complexity.
    • Provide technical advice on procurement activities to officials of substantive units during all phases of procurement cycle
    • Supervise preparation and distribution of invitations to tender and manage/ conduct all aspects of the tender exercise.
    • Utilize established procurement procedures to clarify and solve procurement related queries from users
    • Establish and maintain work program and time frames for processing requests in accordance with the established procurement policy and manual
    • Develop and prepare contracts for the procurement of goods and services, issuing national/ international tender invitations, evaluate responses and make recommendations for the finalization of purchase and award of contracts, approve procurement orders through the ERP system up to the authorized limits and prepare draft submissions for the CEO before presentation to the relevant committees for review and subsequent approval by authorized official.
    • Conduct market research via internet and trade publications to keep abreast of market developments, research and analyze statistical data, market reports and availability of goods and services.
    • Oversee adherence to contractual agreements, recommend amendments and advice vendors and users on contractual rights and obligations, conduct or coordinate all phases of negotiation of disputes arising from contracts
    • Prepare a variety of procurement related documents, contracts, communication and guidelines, development of a procurement policy that fits the need of the organization.
    • Inventory management and inspection of delivered goods to ensure conformity to agreed specifications
    • Secretary to the |Tender Evaluation Committee, Disposal Committee and Procurement Committee

    Qualifications, Knowledge and Skills Required

    • Bachelor’s Degree in Business Related Subjects
    • Professional Certifications in procurement i.e. KISM, CIPS2
    • Five (5) years’ experience relevant experience in a busy financial institution
    • Knowledge of Public Procurement and Disposal Act, procurement rules and regulations and on all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services
    • Good working knowledge of INCOTERMS and international business practices.
    • Knowledge of contract law and expertise in handling complex contract issues
    • Knowledge in quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing.
    • Ability to apply technical expertise to resolve a range of issues/ problems

    ICT Security Officer

    Reports to: Head of ICT

    Terms: Open ended contract

    Job Summary: Reporting to the Head of ICT, the job holder will be responsible for Protecting computer assets by establishing and enforcing system controls and maintaining disaster recovery
    preparedness. Enforcing System Security controls as per ICT Policy and internationally recognized standards and best practices.

    Main Duties and Responsibilities

    • Ensure secure access to information, completeness, accuracy and privacy.
    • Enforce ICT Security Policy.
    • Monitor systems against breaches, data and income leaks 24-7
    • Research, develop, implement, test and review an organization’s information security in order to protect information and prevent unauthorized access
    • Assist Risk and Audit team with security related investigations.
    • Establish system controls by developing framework for controls and levels of access.
    • Ensures authorized access by investigating improper access; revoking access; reporting violations; monitoring information requests.
    • Test backups regularly, developing procedures for source code management and disaster preparedness
    • Develops security awareness by providing orientation, educational programs, and on-going communication.
    • Providing expert, timely, and relevant advice to the Head of ICT about computer system security issues and activities affecting the organization.
    • Championing security efforts towards compliance with regulatory standards and best Practice.
    • Preparation of reports on continued security status of ICT infrastructure and provide remediation measures where vulnerability exists to ensure no adverse threats/impacts affects the systems availability and security for possible financial loss.
    • Supervise the review of technical security assessments of computing environments to identify points of vulnerability, ethical hacking, penetration tests, non-compliance with established Information Security standards and regulations, and recommend mitigation strategies
    • Continuously research on emerging threats and vulnerabilities in information security to gain awareness of the latest information security technologies and developments.
    • Assess external partners such as vendors’ and contractors’ procedures, processes and security controls to ensure they adequately protect the organization’s business information and transactions.
    • Regularly conduct security audits on ICT infrastructure, to assess the strength of its current security arrangements and potential vulnerabilities, make recommendations and follow
    • Work with user departments to ensure information technology threats are properly identified, analysed, communicated, investigated and corrective actions taken.
    • Develop and maintain a continuous professional development (CPD) program for the staff in the Section in liaison with the Head of ICT and Human Resource.

    Qualifications, Knowledge and Skills Required

    • Bachelor’s degree in IT/ BBIT / Computer Science or IT related field;
    • 5 years of experience practical, proven, hands on experience in IT security from a financial institution including Sacco’s MFIs and Banks;
    • Web Applications Security, Network security or equivalent is an added advantage Boot camp (CEH, Ninja Ethical Hacking) with experience is an added advantage.
    • IT Security professional qualifications e. CCNA, CCNP, CISSP, CISA/CISM/CEH or other relevant security certifications.
    • MCSA /MCSE/ certification
    • ITIL foundation level certification
    • At least 3 years’ experience in Security/Network administration with strong technical knowledge of database, network and operating systems
    • Knowledge of various security methodologies and processes and technical security solutions (firewall and intrusion detection systems).
    • Knowledge of TCP/IP Protocols, network analysis, and network/security
    • Working knowledge and experience in penetration testing and vulnerability assessments.
    • Knowledge of common cybersecurity threats and sources of cybersecurity
    • Good understanding and knowledge of risk assessment, risk procedures, security assessment, vulnerability management, penetration testing.
    • Investigation skills, Knowledge and ability to identify information security breaches;
    • Ability to establish an information security monitoring system, Programming skills, Cyber Security: Digital forensic, malware analysis
