    Registration Officer

    Job Ref: WRSC/01/2022

    Job Specifications

    Reporting to the Officer-In-Charge of Central Registry, the job holder will be responsible for the following:

    • Capturing data on receipt transactions
    • Receiving and verifying the warehouse receipt transactions for conformity;
    • Receiving and verifying requests for approval of replacement of warehouse receipts;
    • Implement procedures and work plans of the Central registry;
    • Verifying the security features of the warehouse receipt for conformity;
    • Verifying the completeness and conformity of the warehouse receipt to the set standards; and
    • Receiving and consolidating queries on registered warehouse receipt transactions.

    Person Specifications

    For appointment to this grade, an officer must have: -

    • Bachelor's degree in any of the following disciplines: - Information Science, Management Information Science, Library/ Records Management, Business Information Technology, Information management, Archives and Records Management, or a relevant degree from a recognized institution;
    • Proficiency in computer applications; and
    • Met the requirements of Chapter six (6) of the Constitution.

    Planning and Strategy Officer

    Job Specifications

    Reporting to the Officer-In-Charge of Planning and Strategy, the job holder will be responsible for the following:

    • Collecting and collating statistical data;  
    • Implementing Council’s strategic plan and service charter; 
    • Implementing Council’s performance contract and master plan; 
    • Conducting corporate research, economic analysis and strategies;  
    • Undertaking feasibility studies and service delivery surveys; and 
    • Providing input in the preparation of development plans.

    Person Specifications

    For appointment to this grade, an officer must have:: -

    • Bachelor’s degree in any of the following fields: - Economics, Statistics, Mathematics, project planning and management or equivalent qualification from a recognized institution; 
    • Proficiency in computer applications; and

    Information Communication Technology Officer

    Job Ref: WRSC/05/2022

    Job Specifications

    Reporting to the Officer-In-Charge of Information Communication Technology, the job holder will be responsible for the following:

    • Maintaining Local Area Network and Wide Area Network;
    • Drawing and scheduling preventive and corrective maintenance.  
    • Providing technical ICT support to users;
    • Installing and configuring ICT equipment and services;
    • Monitoring the use of hardware and software and ensuring that all are licensed;
    • Maintaining and supporting information systems and/or implementing new computer‐ based systems; and
    • Monitoring backup logs and resolving any failures.

    Person Specifications

    For appointment to this grade, an officer must have: -

    • Bachelor's degree in any of the following disciplines: - Computer Science, Information Technology, Business Information Technology or equivalent qualification from a recognized institution;
    • Professional certificates in any of the following areas: - Microsoft Certified Systems Engineer (MCSE), Microsoft Certified IT Professional (MCITP) or Certified Network Associate/Network+ (CCNA/CISCO) or Certified Information Systems Auditor (CISA) or Certified Information Systems Manager (CISM);

    Legal Officer

    Job Ref: WRSC/04/2022

    Job Specifications

    Reporting to the Officer-In-Charge of Legal Services, the job holder will be responsible for the following:

    • Preparing and reviewing legal documents/instruments;
    • Preparing legal opinions and legal briefs;
    • Drafting legal documents, leases and contracts;
    • Undertaking research on specific legal areas;
    • Ensuring compliance with statutory and other legal requirements;
    • Representing the council in litigations and other legal matters;
    • Safeguarding the interest of the council in all legal matters;
    • Liaising with the office of the attorney general on legal matters; and
    • Ensuring safe custody of the Council’s legal documents and records.

    Person Specifications

    For appointment to this grade, an officer must have: -

    • Bachelor of Laws (LLB) Degree from a recognized institution;
    • Post Graduate Diploma in Law;
    • Valid legal practicing certificate;
    • Proficiency in computer applications; and
    • and Met the requirements of Chapter Six of the Constitution

    Accountant

    Job Ref: WRSC/03/2022

    Job Specifications

    Reporting to the Officer-In-Charge of Finance and Accounts, the officer may be deployed in Accounts or Finance.

    Accounts

    Duties and responsibilities will entail: -

    • Preparing payment vouchers; 
    • Processing imprests and travel advances; 
    • Receiving cash, banking, balancing and reconciling cash books on daily basis;
    • Posting payments and receipts in the cashbook; 
    • Providing safe custody of cash and payment vouchers; 
    • Preparing and updating creditor, debtors and general ledgers; 
    • Liaising with customers to provide billing information;
    • Preparing monthly bank accounts reconciliations; 
    • Processing of statutory deductions payments; and
    • Preparing and maintaining accurate prepayments, accruals and provision schedules.

    Finance

    Duties and responsibilities will entail: -

    • Checking the Vote Book and ensuring budgetary controls are in place;
    • Ensuring safe custody of accountable documents;
    • Reviewing monthly, quarterly and annual management reports;
    • Reviewing vote book entries and undertaking monthly variance analysis;
    • Conducting below the line analysis accounts; and 
    • Providing input in the preparation of budget estimates.

    Person Specifications

    For appointment to this grade, a candidate must have: -

    • Bachelor’s degree in any of the following disciplines: - Commerce (Accounting/ Finance option), Finance, Economics, Business Management (Accounting/ Finance option) or equivalent qualification from a recognized institution; 
    • Certified Public Accountants of Kenya (CPA-K) or equivalent qualification from a recognized institution
    • Membership to ICPAK and in good standing; 
    • Proficiency in computer applications; and 
    • Met the requirements of Chapter six of the Constitution.
