    Director Supply Chain Management

    JOB GROUP CPSB 02
    V.NO. KCPSB/03/2021/07 
    Terms of Engagement: 3 years' contract
    Reports To: Chief Finance Officer

    Job Purpose

    The officer will be the head of supply chain management and be responsible to the Chief Officer Finance for the efficient management of Supply Chain Management function.

    Specific duties include:

    Managerial/ Supervisory roles

    • Implementation and interpretation of Supply Chain Management Policies, guidelines and procedures.
    • Providing guidance on disposal of county Assets and coordinate the administration of procurement and asset disposal contracts.
    • Preparation of budgets and work plans
    • Providing overall guidance and contract design and management
    • Advising on quality assurance on goods, works and services
    • Co-ordination of consultations with county stakeholders of the public procurement and asset disposal system in liaison with the National Treasury and the Public Procurement Regularly Authority (PPRA)
    • Co-ordinate monitoring and evaluation of the supply chain management function to ensure compliance.
    • Coordinate the tendering process of various goods and services and monitor contract management by user departments to ensure implementation in accordance with the contract.
    • Coordinate preparation of procurement plans and ensure consolidation of procurement and disposal plans
    • Certify supply invoices and payment vouchers
    • Recommend tender committee members for appointment by Chief Officers
    • Spearhead performance management exercise.

    Operational responsibilities

    • Implement Public Procurement and Asset Disposal procedures
    • Promote preference and reservations schemes for small and micro enterprises (SMEs), minority and marginalized groups in county procurement.
    • Promote preference and reservation schemes for residents of the county to ensure a minimum of 20% in county procurement.
    • Maintain and update annually standing lists of registered suppliers and liaise with Public procurement Regulatory Authority (PPRA) in respect of PPRA's register of suppliers and procuring agents
    • Maintain, safeguard and archive procurement and disposal document
    • Introducing modern inventory management techniques, approaches and implementation of E-government strategy
    • Act as secretary to all procurement committees
    • Prepare and submit reports required by CGK and PPRA
    • Conduct periodic market surveys, annual stock take and disseminate market and financial information to relevant officers
    • Administer the scheme of service for county government procurement and supply chain management officers and capacity building

    Key Requirements

    • Be a Kenyan citizen.
    • Hold a Bachelor's degree in Procurement and Supply Chain Management or related field from a recognized institution.
    • Possession of a Master's degree in a relevant field from a recognized institution will be an added advantage
    • Must have at least seven (7) years relevant professional experience, five (5)  years of which should be in a senior position in the Public Service or Private Sector
    • Must have served in the grade of Deputy Director Supply Chain Management in the public sector or in a similar and relevant position in the private sector
    • Have excellent communication, organization and interpersonal skills
    • Be a strategic thinker and results oriented
    • Have capacity to work under pressure to meet strict timelines
    • Meets the requirements prescribed in Chapter six of the Constitution on leadership and integrity
    • Must be a member of Kenya Institute of Supply Management (KISM) or Chartered Institute of Purchasing & Supplies Management (CIPSM) in good standing.

    Chief Supply Chain Management Officer

    JOB GROUP CPSB 07
    VACANCY NO. KCPSB/03/2021/08   
    NO. OF POSITIONS: 13
    Terms of engagement: 3 years' contract
    Reports to: Director Supply Chain Management

    Job Purpose:

    The officer will be in-charge of planning, coordinating, organizing and controlling activities in Supply Chain Management unit.

    Specific duties include:

    Managerial/ Supervisory roles

    Monitoring the implementation of the Supply Chain Management Policy guidelines and procedures issued by the Directorate of Supply Chain Management from time to time and recommending appropriate action where necessary.

    Operational responsibilities

    • Ensure correct interpretation and implementation of the procurement and Disposal Act 2015
    • Assist in collation and analysis of Supply Chain Management requests that arise from the departments.
    • Assist in the Pre-qualification of suppliers and maintenance of pre-qualification documents for record purpose.
    • Carry out market survey and research to determine market rates
    • Issue administrative guidance to suppliers and users on interpretation and implementation of the Public Procurement and Disposal Act, 2006 and other policies.
    • Inspect, verify and manage procurement documents to ensure they contain the right quality and quantity of goods and services as per the requested specification.
    • Participate in procurement planning and consolidation of annual procurement plan within the department
    • Ensure effective inventory control of goods and assets.

    Key requirements:

    • Be a Kenyan citizen

    Technical Supervisor

    The department requires the services of the following officers to assist in maintenance of roads within Kisumu County. Successful candidates will be engaged on casual basis

    VACANCY NO. KCPSB/03/2021/09

    NO OF POSITIONS -12:
    Terms: Casual basis — sh. 1,500 per day

    Specific duties include: -

    1. Ability to design road, culvert and interpret technical drawings and compute project requirements
    2. Carry out road maintenance site supervision
    3. Ensure effective implementation of work plan
    4. Carry out technical assessment of the roads within Kisumu County
    5. Prepare and submit project status report
    6. Perform oversight to the work being done by the contractors and road maintenance teams
    7. Maintain a systematic computation of project works
    8. Participate in technical meetings (PMC, Site Meetings)
    9. Ensure correct interpretation of BQs
    10. Ensure EIA is carried out before project commencement
    11. Ensure quality material is used at all times

    Key requirements: -

    1. Be a Kenyan citizen
    2. Diploma in Civil Engineering/ Construction Management or any other relevant qualification from a recognized university or college
    3. Computer literate
    4. Relevant experience of at least one (1) year in Road construction
    5. Must meet the requirements of Chapter Six of the Constitution.

    Supervisors

    DEPARTMENT OF ROADS, TRANSPORT AND PUBLIC WORKS

    The department requires the services of the following officers to assist in maintenance of roads within Kisumu County. Successful candidates will be engaged on casual basis

    VACANCY NO. KCFSB/03/2021/10
    NO OF POSITIONS: 35
    Terms of Engagement: Casual basis — sh. 800 per day

    Specific duties include: -

    • Maintain a daily attendance record of road maintenance team
    • Liaise with Village Administrators on identification and supervision of road maintenance work -progress in the village
    • Attend meetings at ward level to identify emergency road-work requirements
    • Handle roadside maintenance program, resolve roadside defects with relevant technical assistance, implement tasks and prepare daily work load sheet
    • Ensure constant availability of road maintenance materials as required.
    • Monitor fuel distribution and maintain timely records for the same
    • Document work load on the equipment's used and roads maintained
    • Monitor machine usage odometer hours in comparison with the work done.
    • Ensure bush clearance and pot holes are identified and repaired
    • Maintain daily register of labourers and submit it periodically to the village administrator (copy to the technical supervisor) for preparation of payroll.
    • Maintain daily report on road activities
    • Determine the selection and prioritization of village access roads for maintenance in liaison with the village administrator and the sub-county roads inspector.

    Key requirements

    • Must be a Kenyan Citizen and a resident of the locality with good geographical knowledge of the area.
    • Minimum KCSE Mead grade of D- (Minus)
    • Craft Certificate in Building and Construction, Civil Engineering or any other related discipline from a recognized institution
    • Knowledge and experience in record keeping
    • Knowledge in Road Maintenance or construction will be an added advantage

    Store Keeper

    DEPARTMENT OF ROADS, TRANSPORT AND PUBLIC WORKS

    NO OF POSITIONS: 35
    Terms of engagement: Casual basis — 600 per day.

    Key duties include: -

    • Maintain inventory of road tools and equipment's
    • Provide supervisory support to road maintenance team as directed
    • Collate information and alert management on any pertinent issue regarding repair/ maintenance of the tools and equipment's
    • Ensure records of fuel distribution are kept per ward
    • Responsible for the tools and equipment's   issued to the labourers for roads maintenance work
    •  Prepare weekly inventory reports for timely submission

    Key requirements

    • Must be a Kenyan Citizen and a resident of the locality with good geographical knowledge of the area
    • KCSE certificate
    • Knowledge and experience in book keeping will be an added advantage
    • Police Clearance Certificate
    • Computer Literary will be added advantage
