    Partner, Program Contracts And Compliance (Re-advertised)

    THE OPPORTUNITY    

    Reporting to the Lead, Program Contracts and Compliance and working closely with the Legal and Compliance, Finance, and Programs teams, in the Eastern & Southern Africa region. You will work to implement and build capacity regarding a broad range of high impact contracting and program compliance practices to the Foundation. They will support the operationalization of the Foundation’s funding mechanisms delivering best-in-class resourcing opportunities for the Foundation’s partnerships. They will also deliver the implementation of contract management and monitoring programs to promote the highest levels of integrity and ethics and ensure the Foundation meets its Canadian regulatory requirements.   

    The Partner, Program Contracts and Compliance is a newly created position at the Foundation and comes at an exciting time of growth for the Foundation as it implements its new strategy, Young Africa Works. The Foundation is evolving to a new way of working to deliver on our Young Africa Works Strategy. This role will focus on implementing compliance programs across various Canadian regulatory areas to support innovative and cutting-edge programming approaches. 

    This role is open to candidates in any of our country offices in Eastern and Southern Africa (Rwanda, Kenya, Ethiopia, or Uganda). 

    WAYS YOU CAN CONTRIBUTE 

    • Implement standardization of contract management and monitoring processes for local partners to align with Canada Revenue Agency, local standards, Foundation policies and project requirements to enable achievement of organizational goals. 
    • Lead engagement with Finance and Programs to align programmatic realities with contractual and Canadian regulatory requirements.  
    • Support the operationalization of Foundation’s funding mechanism strategy in collaboration with appropriate departments, ensuring efficient and effective program implementation.  
    • Co-create with internal stakeholders to ensure funding mechanisms effectively facilitate program implementation through the developments of processes and tools to enable successful partnerships. 
    • Contribute to the roll-out and implementation of an integrated compliance framework to build organizational capacity in support of the Foundation’s reputation.  
    • Support the continuous improvement of contracting processes and procedures to effectively manage risks associated with program non-compliance.  
    • Inform and implement initiatives to improve monitoring and program contracting activities. Proactively identify, analyze and respond to developments affecting program contracting and compliance activities.  
    • Support the development and delivery of training tools and e-learning solutions that enhance employee contracting knowledge and capabilities.  
    • Provide critical support and insight to the development of systems and processes that support efficient and effective management of program contracting and funding. 
    • Build and maintain relationship of trust with both internal and external stakeholders.  
    • All other duties and obligations as may be required from time to time. 

    WHO YOU ARE 

    • University degree preferably in International Development, Accounting, Law or a related field. Master’s degree is highly preferred and/or equivalent combination of education and relevant experience. 
    • Minimum 5+ years of progressive experience working with charities in Livelihoods and/or Education, contracting, and/or Canadian regulatory compliance. Ideal experience from Canadian or large multi-lateral agencies preferred. 
    • Experience in developing and delivering a broad range of training formats including experience with e-Learning Platforms.
    • Proven ability to effectively influence, build relationships and leverage formal and informal organizational structures. 
    • Ability to challenge appropriately and voice alternative perspectives and viewpoints. 
    • Ability to exercise sound judgement and discretion in dealing with confidential matters.

    THE OPPORTUNITY

    The role serves the Regional Head Eastern & Southern Africa and the leadership team to support overall coordination, effectiveness and execution follow through of regional work program. The incumbent leads regional strategic alignment, planning, coordination, business performance (against strategic KPIs) monitoring, processes management, reporting and operational support. The incumbent will be required to effectively coordinate and work collaboratively across the Foundation e.g., with programs teams, Regional Heads of Programs as well as Strategy and Planning, Strategic Operations, Finance, Impact etc.

    Regional Planning and Coordination

    • Partner with the Regional Head and the Strategy and Planning team to support the development of regional planning, prioritization and reporting aligned to enterprise-wide strategy and governance.
    • Coordinate with Regional Head to align, support and track translating regional plans into tangible workplan(s) including the identification of resourcing requirements to support delivery
    • Lead the execution of routines and coordination of governance and ways of working including, committee meetings, workshops and other regional convenings.
    • Lead cross regional collaboration & programmatic integration – link activities across Regions, Functions, Countries and Thematic areas and programs.
    • Provide support to the Regional Head on operationalization efforts including training, change management and communications.

    Business Performance Management

    • Develop and manage integrated plans and dashboards to track and report regional business performance against strategy, objectives, KPIs and impact measures. This will include partnering and liaising with regional impact team.
    • Coordinate tracking against progress and achievement of aggregated milestones at level of Regional Head through ensuring regular status reporting (liaising with regional heads, programs, impact and financial colleagues).
    • Identify, document, assess, monitor, report and escalate as appropriate, all dependencies, risks, issues, and decisions to the Regional Head.

     Project Management Office Leadership

    • Work with multiple enterprise functions and regional teams to prioritize projects in line with regional, functional and enterprise strategy.
    • Act as the Project Manager for ‘special’ regional and functional projects as assigned by the Regional Head; lead workstreams balancing scope, time, cost, geography, and quality.
    • In coordination with strategic operations as relevant, develop and embed project management processes and routines.
    • Actively engage stakeholders to ensure projects are on track and provide problem-solving support as needed and in liaison with strategic operations staff.
    • Ensure completion of deliverables and effectively closing out projects through transition documentation and lessons learned.
    • Link in and partner with the Strategic Operations team regarding operational excellence and Enterprise-wide projects

    Process Management and Quality Assurance

    • Review and as needed develop detailed workflows to support process (re)design, and/or improve existing processes, partnering with relevant colleagues including Country Program Coordinators, Integrated teams and other Functions. This will include performance reporting (manage coordination amongst program, impact and finance staff).
    • Develop and document workflows, tools, and accountability frameworks (RACI/RAPID) as required by the Regional Head, coordinating housing information in relevant knowledge repository.
    • Lead program system implementation for the region coordinating with country offices (Fluxx, business analytics, etc.).
    • Roll out regional programme quality assurance and effectiveness initiatives as guided e.g. peer review processes.
    • Act as the point of contact with the Strategy & Planning Function on all matters related to region.

    WHO YOU ARE

    • Ten (10) years’ experiences in strategy planning and implementation including program project management experience and performance management.
    • Experience leading and managing complex projects across multiple functions and countries.
    • Demonstrated experience applying strategy, planning and PMO methodologies for planning, risk management and reporting.
    • Experience synthesizing and analyzing information/multiple data sources. Focus on execution and attention to detail.

    THE OPPORTUNITY

    Reporting to the Head of Strategy and Planning, the Lead, Strategy and Planning will work directly with the Head of Strategy & Planning to support overall effectiveness of the department. She/he will support enterprise-wide program strategy development, alignment & review, planning and programming processes, performance tracking against strategic goals, cross department coordination and programs operations support (data and business intelligence analyses and reporting, quality streamlined processes, quality control measures etc.).     THE OPPORTUNITY

    Reporting to the Head of Strategy & Planning, the Executive Assistant for the Head of Strategy and Planning will be responsible for providing comprehensive administrative support to include the management of meeting/event scheduling, coordination of travel as well as support of Strategy and Planning staff for designated administrate tasks.  He/she will lead coordination of Foundation internal matters in close alignment with other Executive Assistants and Foundation staff.

    • Manage and coordinate internal and external events/meetings for the Head of Strategy & Planning – act as an effective ‘gatekeeper’ while ensuring access to the Head of Strategy & Planning.
    • Prepare/coordinate talking points, pre-read materials and Agenda.
    • Capture complete and detailed minutes of meeting, ensure timely distribution to attendees and related staff.
    • Lead follow-up on post meeting/events actions to support Head of Strategy & Planning, designated staff.
    • Coordinate logistics including room bookings, catering, refreshments etc.
    • Manage and coordinate Head of Strategy & Planning travel arrangements, to include accommodation, ground/air transport, immigration/ Visa/immunization details.
    • Prepare and submit expense reports accurately and efficiently in line with organizational policies.
    • Support Strategy and Planning team in the following areas:
    • Manage Strategy and Planning team calendar including prioritizing and resolving scheduling conflicts as required, leave and back-up schedules etc.
    • Working closely with the office coordinator, coordinate logistics of project meetings and events including room bookings, catering, refreshments etc. for any Strategy and Planning team events.
    • Facilitate internal communication within the Strategy and Planning team.
    • Maintain in good order content of shared folders used by Strategy and Planning team.
    • Compose routine correspondence to support Head of Strategy & Planning interaction with internal staff and external stakeholders.
    • Support to coordinate and compile material for (Foundation) Board and SLT reporting.
    • Support distribution of correspondence from Head of Strategy & Planning country/Regional staff.
    • Organize and maintain documentation/files related to Head of Strategy & Planning and the Strategy and Learning team.
    • Build, liaise and sustain relationships with Executive Assistants /offices for Mastercard Foundation key partners, stakeholders as designated by Head of Strategy and Planning.
    • Provide backup to other Executive Assistant /Administrators of the Foundation as required.

    WHO YOU ARE

    • College Diploma or University Degree is required.
    • Minimum 7 years of experience in an Administrative Assistant role in a fast-paced environment with senior management. Regional experience preferred.
    • Excellent prioritization, organization, and time management skills.
    • Excellent planning and logistical skills.
    • Excellent interpersonal skills, exhibiting grace under pressure.
    • Excellent communication skills in English; written and spoken, and ability to communicate in Kiswahili.
    • Proficient in MS Office applications (PowerPoint, Word, Excel, Office 365 and SharePoint).
    • Detail-oriented with a demonstrated ability to produce high quality work consistently and effectively.
