    Finance Manager

    Job Summary:           

    The Finance Manager reports to the Program Director and will provide overall oversight in financial planning and budgeting, proper maintenance of accounting records as well as financial reporting and the administration of comprehensive set of internal controls to mitigate against financial risk. The Finance Manager will also provide oversight in administration, operations, logistics, procurement, human resources, and provide support in project management aspects of Kenya RAPID+ Program.                                            

    Job Functions:–

    Financial Management:

    • Develop, implement and maintain consolidated/unified financial management system in QuickBooks multi-currency accounting system.
    • Develop, implement and maintain financial policies, procedures and ensure compliance.
    • Monitors projects expenditures against budgets and provide monthly variance reports to Executive team in HQ and the in country Programs team
    • Prepare monthly financial reports required by donors, HQ and local statutory bodies using multi-currency QuickBooks automated accounting system.
    • Serve as the primary contact for Project bank accounts.
    • Take leadership on yearly audits and implementation of recommendations.
    • Oversee the accounting functions of the Projects i.e. processing of payments, review and approval of payment vouchers, travel advance requests and reconciliations, petty cash management.
    • Interface with headquarters’ focal persons on finance, administration and human resource functions to ensure consistent adherence to policies and procedures.

    Grants Management:

    • Manage grants awarded to sub-grantees and provide advice on funding/sub granting mechanism, budget preparation and management, financial reporting formats and timelines.
    • Provide oversight and technical support and assistance to MWA Partners and also    participate in actual budget preparations and consolidation
    • Timely preparation of standard and uniform Finance and accrual reporting templates to adequately prepare the implementing partners for financial reporting
    • Timely preparation, accuracy review and consolidation of finance & Donor Reports from all partners and submission to Donors/ Head Office. 
    • Conduct Partner assessments and expense verification to identify gaps and thereafter build the capacity of all sub-grantee Accountants and to coach and develop them to ensure that they apply sound financial policies in implementation practices.
    • Working closely with both internal and external auditors to ensure that implementing partners maintain financial compliance. Making follow ups to ensure that Audit recommendations are implemented. 

    Human Resource Functions:

    • Participate in the Development, implement and maintain human resource policies and monitor adherence.
    • Manages line human resource functions i.e. Recruitment, selection, orientation, placement, performance management, training, job classifications/reclassifications, job evaluations and termination.
    • Secure relevant and adequate personnel insurance to minimize risk and liabilities to the Program.
    • Ensure MWA compliance with local labor laws, tax laws and any new/upcoming legislation.
    • Oversees preparation of monthly payroll transfers to outsourced HR, monitor salary adjustments and ensure compliance with local statutory regulations.
    • Supervising, coaching and mentoring of other officers under the department
    • Developing and implementing personnel competency framework for the Finance and administration staff.
    • Maintain contract renewal schedules, performance appraisal schedules and leave schedules for all staff.

    Administration and Procurement/operations Functions:

    • Oversees the procurement function in MWA including Pre-qualifications and  procurement of goods and services, receiving and dispatch of goods.
    • Ensures strict compliance and adherence to procurement policies.
    • Oversees management of Program vehicles and ensure compliance to traffic safety regulations, insurance and safeguard
    • Oversees the management of Program office supplies and equipment.
    • Oversee inventory management functions of the Program assets i.e. maintain inventory register, tagging of inventory, disposal of old assets, makes proposals of new acquisitions and carry out annual physical counts and verifications.
    • Ensure proper functioning of and maintenance of ICT equipment.
    • Oversee Program assets and staff security 
    • Takes appropriate Program risk mitigation measures i.e. take yearly insurances, implement risk mitigation plans and ensure adherence to security measures, procedures and policies. 

    Knowledge, Skills and Abilities:

    • Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
    • Ability to coordinate sub recipients and get their support in reporting and compliance
    • Able to research, learn and implement new technologies quickly
    • Good analytical and writing skills
    • Presentation, facilitation, training, mentoring, and coaching skills
    • Proactive, resourceful and results-oriented

    Qualifications

    • Bachelor’s degree in Accounting/Finance. Masters in Accounting/Business Administration or CPA is an added advantage
    • Minimum of 10 years of finance and accounting experience, including finance, accounting, audit, and analysis (including gathering, evaluating, presenting, and reporting financial information to management and external stakeholders). 
    • Experience in managing sub recipients is strongly desired
    • Solid experience in coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments. 
    • Nonprofit experience, with strength in fund/grants accounting preferred. 
    • Proficiency with Quick books accounting software and excellent Excel skills.

    Monitoring & Evaluation Specialist

    Job Summary

    The Monitoring and Evaluation (M&E) Specialist reports to the Program Direcotr and will work closely with partner M&E focal point persons and county M&E and data management officers to develop and implement the MEL framework for Kenya Arid Lands Partnership for Integrated Development (Kenya RAPID+) program. The M&E specialist shall also work closely with the  implementing partners supporting the program  to set up and implement an effective program information and data management system.  The M&E Specialist will ensure that program results data is accurate and complete and that rigorous analytics and projections are available to the Program Director and partners for learning and adjusting program activities.

    Roles and Key Responsibilities

    Programme and Technical Roles

    • Set up and manage the Kenya RAPID+ Program Monitoring & Evaluation and learning system while ensuring that there is adequate technical capacity to enhance the performance of the system to achieve optimal reporting of the program
    • Closely work with the KENYA RAPID+ hub and partner team to review the joint MEL framework and theory of change with a view to developing an annual performance management plan (PMP) with clear targets per implementing partner per year
    • Lead the development of annual and quarterly work plans that are in line with the PMP and activity work plan.
    • Develop and adopt M&E tools for measuring and reporting on indicators performance; develop indicator guidance reference sheet for activity output and outcome indicators
    • Lead the development of monitoring, evaluation and learning system for MWA and its partners. Also Provide leadership in organizing the M&E systems strengthening for KENYA RAPID+ partners and ensure that contract conditions related to M&E are fully implemented and shared on a timely basis to the various donors
    • Provide site field support; review monthly and quarterly program staff field reports, compile quarterly field reports after analysis and consolidation, identify, draw action plan and implement partner specific action plans emanating from field monitoring and technical M&E support visits. 
    • Take lead in the development of effective approaches to facilitate the achievement of MWA M&E capacity building goals and train and or orient KENYA RAPID+ program staff and  Partner’s M&E staff on  understanding indicators description for the program, utilization of M&E tools, reporting requirements and analysis of M&E reports .
    • Develop and implement M&E plan templates for use by MWA partners and support the Partners to finalize the M&E plans and review for approval, in consultation with the County data management specialist
    • Support in developing TOR for external consultants and STTAs for baseline surveys, assessments and studies
    • Coordinate MWA partners review of lessons learnt, innovative models and best practices, documentation, and dissemination with other collaborative partners during partner review meetings, development partners and stakeholders forums,
    • Lead the development of knowledge management and learning platform and support the facilitation of learning and sharing of innovative models and successes of the program within the framework of strengthening the Program Learning agenda

    Knowledge, Skills and Abilities:

    • Education: Preferably Master’s degree in Monitoring and Impact Evaluation, statistics analysis using programs such as STATA and/or SPSS, coupled with at least 7-10 years of experience in Monitoring and Evaluation in WASH programs preferably with partners or sub recipients and multi-donor setup.
    • Experience: Experience with Swiss SDC’s or other bilateral donor M&E framework requirements and conversant with their reporting formats. Experience with cloud-based data collection and analysis platforms. 
    • Understanding of Market systems and governance strengthening approaches will be an advantage.

    Program Director & Governance Expert

    Job Summary

    The Program Director (PD) reports to the MWA Deputy Director and will provide overall leadership to the execution and coordination of the RAPID+ program and provide governance expertise and support across the program.  The PD will work closely with the Technical Specialists and MWA Partners. You will be responsible for all the aspects of the Kenya RAPID Program in leading a robust and dynamic team at the MWA Program Hub and at the implementing partner level in interventions targeted at improving safe water access, sustainable livestock and rangeland management, and adoption of market systems development that stimulate growth in the ASAL counties of Kenya. This includes fostering and influencing existing strategic relationships with MWA members including private sector partners, National government, County government and local players, key stakeholders and donor community, and representing MWA at national and regional WASH, rangeland and livestock forums. You will lead the design effort for raising additional funds for improved impact of Kenya RAPID+. As the overall lead manager in Kenya, it is your responsibility to ensure that all Program objectives in WASH, rangeland and livestock management and market systems development for Kenya RAPID are fully met.  You will also lead the Governance Technical Specialist roles to support the program stakeholders with specific technical expertise related to the regulatory, county capacity building and legal frameworks related to the program design.  

    Roles and Key Responsibilities 

    Leadership: 

    • Promote strong coalition building across MWA members in Kenya and provide consistent communication, shared learning and strategizing across MWA members 
    • Ensure high quality, well-coordinated program implementation and knowledge management and communication & documentation of program learnings and outcomes 
    • Promote and support development of an organisational culture that reflects collegiality and peer support, accountability and high performance, innovativeness and continuous quality improvement, respect and effective team communication 
    • Establish, maintain, and improve working relationships with key Kenya donors, governments, strategic partners and other collaborators within the country 
    • Provide high level representation and communication about program achievements to government and other key stakeholders  

    Programme Design and Technical Assistance 

    • Ensure that MWA is implementing quality WASH programs that are county-led/supported and proactively utilising market-based approaches to attain sustainability and scale 
    • Ensure that Kenya RAPID+ delivers quality technical programming, according to national and international standards, oversee the design, implementation and monitoring of technical goals, objectives and activities. 
    • Lead program support activities and provide advice, expertise and training to the program stakeholders, and lead relationship development activities with government officials and supporting government and the related legal and regulatory environment to achieve the WASH goals. 
    • Lead the other in-country management and Technical team and sectors for MWA and partners to ensure all aspects are coordinated, integrated and support each other to achieve Kenya RAPID program targets  
    • Convene and lead regular country program meetings including country director meetings and technical working group meetings as well as Program Management meetings 
    • Lead the program teams in developing and submitting all necessary reports and documents to the local/country governments and to donors 
    • Ensure that cross-cutting themes such as gender equity and sustainability are fully integrated into programming.  
    • Stay informed about activities in the country and innovations that MWA might want to consider testing or using 
    • Develop, in collaboration with MWA members, national and regional supporting strategies and take the lead in coordinating the implementation of those 
    • Support the Kenya RAPID team in identification of funding opportunities and lead technical writing to raise funds to add unto the Kenya RAPID+ program interventions 

    Knowledge Management 

    • Collect and share ideas from programs that should be disseminated for mutual learning 
    • Oversee Knowledge Management so that all program minutes, reports, proposals, documents are accurately labelled and stored in a shared MWA repository 
    • Help to position MWA as a regional and national expert via sharing of tools , presentations in high level forums and lessons learned 
    • Support members in documenting and share research, pilots, innovations and lessons learned.  Ensure that MWA staff have time to generate knowledge management pieces for learning and sharing. 
    • Write and design communications documents to leverage program based evidence for advocacy and development and learning purposes, including internal documents, narrative articles, and external publications 
    • Coordinate workshops/meetings in collaboration with program/country offices by country or region or topic to facilitate knowledge sharing 
    • Produce at least two learning documents each year for sharing among members or in the WASH sector 
    • Provide timely preparation and submission of high quality reports 

    Monitoring, Evaluation and Learning 

    • Oversee development, execution and periodic review of program MEL  
    • Convene regular learning events to ensure that all members/WASH players are getting learning value from the program 
    • Utilize program learnings to influence modifications to the program to increase program value 
    • Support MEL personnel in analysis of field data to be used in program reporting, learning and program improvements, including qualitative and quantitative statistical analysis and narrative evidence from MWA programs 
    • Ensure that monitoring, evaluation, and learning processes are standardized throughout consortium partners to successfully manage knowledge on the project. 
    • Provide timely preparation and submission of high quality reports 

     Finance and Administration: 

    • Provide strong budget management and oversight to quickly identify problems and take corrective action. 
    • Ensure program compliance with MWA policies and procedures and Donor regulations. 
    • Ensure accurate and timely reporting of program finances and the status of activities. Review actual financial performance against the budget for MWA and Partners 
    • Ensure good stewardship of resources and appropriate budget management. 

    Membership Value-add 

    • Provide and promote regular communication and transparency among MWA staff and MWA members in the country 
    • Engage in frequent communication with members to ensure collaborative relationships and shared value 
    • Seek ways to provide and improve value for MWA members through the above objectives and other opportunities that are developed 
    • Continuously look for new strategic partners that may add value or collective impact to MWA programs 

     Qualifications: 

    • Master’s degree preferred in a relevant field E.g. environmental studies, development studies, water resources management, engineering, and/or public health. 
    • Expertise in governance (relevant legal, regulatory, county government capacity and delivery) is required.   
    • Leadership and management experience and strong networks in Kenya’s arid and semi-arid counties preferred. 
    • At least 10 years of high level management experience in the development sector, preferably in water, sanitation and hygiene (WASH). 
    • Demonstrated experience of successful management including management of functions of complex multi-activity projects 
    • Experience engaging partners and strengthening partnerships.  
    • Proven ability to provide representation at high profile donor and governmental meeting 
    • Staff management experience and abilities that are conducive to a good and productive working environment 
    • Experience in MS Office package (Excel, Word, PowerPoint)  

    Knowledge, Skills and Abilities 

    • Strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
