    Director Land Administration and Management

    Job Purpose

    The position exists to provide strategic leadership, technical expertise and coordination of the Directorate to deliver on their specific functions that contribute to the overall Commission’s mandate. These functions derive from the Constitution of Kenya and the Land Act (public land administration and management. Public Land Inventory, Monitoring of Land Rights), the National Land Commission Act (Public Land Information System) and the Land Registration Act (Commission Plans and Records Registry).

    Duties and Responsibilities;

    • Oversights management of the Land Administration and Management Directorate;
    • Supervises the Deputy Directors in-charge of the Survey Services, Land Administration, PLIM, and National Resource Management NRM Departments;
    • Provides leadership in Directorate, formulation and review of all policies, procedures and strategies on the core mandates of the Directorate to ensure delivery of Commission’s strategies;
    • Oversees implementation of Directorate’s programmes to give effect to Commission’s mandate;
    • Leads in development of budgets and monitors implementation of planned activities in the Departments within the Directorate;
    • Oversees provision of advisories to national and county government and other stakeholders for sustainable conservation and utilization of natural resources;

    • Undertakes performance management of staff in the Directorate;
    • Oversees the mentorship program in the Directorate for all staff;

    • Spearheads regularization and verification of ownership of land in market and urban centres in the Counties;

    • Spearheads undertaking of public land reservations and conversion;
    • Oversights issuance of consents for public land transactions
    • Steers the maintenance of up-to-date Public Land Register and records linked to the Public LandInventory;
    • Oversees implementation of Commission and Management Policy directions in the Directorate;
    • Oversees the development and management of the Commission Plans & Maps Registry;
    • Oversees the development and maintenance of a functional public land inventory (PLI);
    • Oversees the development and maintenance of an effective public land information system (PLIS);
    • Oversees the execution of the land rights monitoring function;
    • Oversees the development of framework and tools for monitoring registration of rights and interests in land;
    • Oversees the overall automation of Commission’s land administration and management functions;
    • Facilitates the conversion (scanning, geo-referencing and vectorization) of all hard copy maps and plans; Oversees development and maintenance of inventory of natural resources and generation of databases/ geoportals for supporting decision-making by county and national government on their use and sustainable management;
    • Coordinate the management and maintenance of public land that has endangered or endemic species of flora and fauna, critical habitats or protected areas;
    • Oversees monitoring of ecosystems and provision of recommendations to actors for their conservation and protection;
    • Oversees demarcation of ecologically sensitive areas that are within public lands and prevent environmental degradation and climate change;
    • Oversees the mapping and demarcation of boundaries for important ecologically sensitive public lands to support conservation and wise-use;
    • Oversees inspection/audit of all public land including leased or reserved to ensure compliance with lease/vesting orders terms and conditions; and
    • Guides the preparation and presentation of Commission Papers on Land Administration and Management to the Land and Management Committee of the Commission
    • Oversees the preparation and dissemination of the status of Public Land Inventory in the Country;
    • Leads collaboration with the Ministry of Lands in the development of all Land administration and management issues;
    • Oversees implementation of all land administration and management procedures and operations;
    • Leads the preparation and planning of all survey and geo-referencing fieldwork activities of the Directorate; Undertakes staff performance management in the Directorate;
    • Provides advisories to the Commission and other Directorates on matters touching on public land administration and management, natural resource management, surveying, Land Information Management and Land Rights Monitoring;
    • Oversees the execution of survey support services to Commission Directorates and Departments;
    • Oversees the verification of survey plans and maps received by the Commission;
    • Facilitates ground surveys for field verification exercises;
    • Oversees training of staff in matters survey, land information management and land rights monitoring in the Commission;
    • Initiate the process of setting out performance targets;
    • Approves leave for staff in Directorate;

    • Guides compliance with the laid down procedures and processes;
    • Supervises preparation of leases prepared after public land allocations;
    • Signs consents to transfer Land as instruments to facilitate issuance of titles to public institutions;

    Job Competencies (Knowledge, Experience and Attributes / Skills):
    Academic Qualifications;

    • Master’s Degree in either Surveying, Geomatic Engineering, Geomatics, GIS, Land Administration, Land Management, Real Estate Management, Land Economics or equivalent from a recognized University.
    • Bachelor’s degree in any of the following disciplines: Land Economics, Land Management, Land Administration, Real Estate Management, Surveying, Geomatic Engineering, GIS or equivalent qualification from a recognized University

    Professional Qualifications / Membership to professional bodies;

    • Full membership in the relevant Chapter of Institution of Surveyors of Kenya. Registered or licensed professional in the respective field of practice
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks
    • Previous relevant work experience required.

    Deputy Director Land Administration and Management

    Job Purpose

    The purpose of the job is to provide leadership in the administration and management of public land in line with the mandate of the National Land Commission as provided for in Article 67 (2) of the 2010 Constitution; the National Land Commission Act 2012 Section 5, the Land Act 2012 Sections 7 – 36, the Land registration Act 2012, National Land Policy 2009 and other relevant legislations.

    Duties and Responsibilities;

    • Guides the preparation and implementation of the strategic plan;
    • Spearhead setting of the Directorates’ performance targets and preparation of work plans;
    • Oversee verification of leases and grants before forwarding for execution;
    • Supervises the analysis of various provisions on leases and agreements;

    • Develops and implements internal financial and accounting policies, strategies, standards, programmes and regulations;
    • implements financial management and accounting regulations, systems and procedures as per the PFMA;
    • Provides technical advice on financial management and accounting for the Commission’s financial resources;
    • Maintains books of accounts relating to income and expenditure as well as assets and liabilities of the Commission;
    • Monitors budget and reporting; ensuring statutory deductions are remitted to relevant authorities;
    • Prepares budgets for the recurrent and development votes;
    • Preparers quarterly expenditure forecasts;
    • Initiates proposals seeking funds for additional expenditure and reallocations during the year;
    • Preparers management and statutory reports to aid in decision making;
    • Implements of approved annual budget;
    • Compiles budget estimates, expenditure proposals, budget outputs and Outcomes and fiscal returns and reports;
    • Updates records on financial and accounting operations;
    • Determines controls to ensure the integrity of financial procedures and records;
    • Monitors expenditure and projects on a periodic basis and ensure timely disbursement of funds;
    • Monitors and evaluating performance of the Directorate;
    • Plans and prepares budgets for the Directorate; and
    • Prepares progress reports of the Directorate.

    Academic Qualifications;

    • Master’s Degree in Business Management, Administration, Finance, Commerce or Economics from a recognized institution
    • Bachelor’s Degree in Business Management, Administration, Finance, Commerce or Economics from a recognized institution

    • Certified Public Accountant (CPA K)
    • Member of the Institute of Certified Public Accountants of Kenya (ICPAK).

    Senior Land Use Planning Office

    Job Purpose

    The purpose of this job is to undertake monitoring and oversight over the preparation and implementation of land use plans by Ministries, Departments and Agencies (MDAs), County governments and Community Land Management Committees in accordance with Article 67(2) (h) of the Constitution, Section 5(1) (h) of the National Land Commission Act, 2012; Physical and Land use Planning Act, 2019 and other land laws.

    Duties and Responsibilities;

    • Supervises and provides guidance to Land Use Planning Officers on the Implementation of Land Use plans.
    • Leads in monitoring implementation of land use plans by the Ministries, Departments and Agencies.
    • Undertakes monitoring of land use planning by Ministries, Departments and agencies (MDAS), county governments and communities to determine adherence to standards and guidelines.
    • Reviews land use plans prepared by the Ministries, Departments, state Agencies (MDAs) County
    • governments and Community Land Management Committees in line with the provisions of land use planning laws.
    • Conducts research on matters relating to land use planning at the inter-county and county level and make recommendations.
    • Collects land use planning data and information on emerging issues and provide feedback to
    • inform preparation and updating of land use planning guidelines and standards.
    • Prepares Public Education and sensitization materials on land use plan preparation, implementation and review of plans.
    • Updates inventory of land use plans submitted to the Commission by public agencies, county governments, national government and community land management committees.
    • Evaluates Airspace Master Plan for the safe and efficient utilization of Kenyan airspace; (section 7(v) of the Civil Aviation Act No 21 of 2013).
    • Undertakes public education on land use planning to promote public awareness on development control.
    • Evaluates land use plans for strategic national projects as per section 69 of the Physical and Land Use Planning Act, 2019.
    • Undertakes land suitability studies for land acquisition for public use and land banking.
    • Undertakes research and drafts responses on parliamentary question related to land use planning.
    • Drafts advisories to National Land Commission coordinators at County Levels in their function of processing development applications.
    • Prepares state of land use planning reports for submission to other oversight agencies.
    • Prepares monitoring report on implementation of land use plans
    • Updates Principal Land Use planning Officers on emerging issues on land use planning.
    • Represents the Directorate in various committees, conferences and workshops.

    Job Competencies (Knowledge, Experience and Attributes / Skills):
    Academic Qualifications;

    • Bachelor’s degree in Urban and Regional planning or other relevant field from a recognized university

    Professional Qualifications / Membership to professional bodies;

    • Graduate member certificate from a recognized planners’ professional association and in good standing.

    Previous relevant work experience required.

    • At least 5 years’ experience in Urban and Regional Planning or in a comparable position from a reputable organization.
    • Understanding of various types of plans at urban, inter-county, county and national levels.

    Job purpose:

    Duties and Responsibilities:

    • Investigates complaints of present or historical land injustices and development of related investigative findings;
    • Undertakes traditional and alternative dispute resolution in land dispute handling and management; and
    • Develops and implements programmes in line with appropriate provisions of Article 67 and Article 69 of the Constitution

    Academic Qualifications;

    • Bachelor of laws degree (LLB) or equivalent qualification from a recognized institution.

    Professional Qualifications / Membership to professional bodies;

    • Have Postgraduate Diploma in Law from the Kenya School of Law;
    • Be an Advocate of the High Court of Kenya;
    • Have valid practicing certificate/license;
    • Have membership with the Law Society of Kenya (LSK);
    • Have Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
