    Finance Manager

    Job Description

    JOB REFERENCE: NYAHUWASCO/FM/003/2020

    Laikipia County is seeking to recruit a self-driven individual for the position of Finance Manager.

    Reporting to the Managing Director, the successful candidate will be responsible for providing leadership and strategic direction for the development of a sound Financial Framework for the Organization, implementation of the Board Financial Policy and management of overall company assets. In addition, he/she will be accountable for financial operations - billing, revenue collection and management, disbursements, accounting and financial reporting as well as providing advice and direction on the same.

    KEY RESPONSIBILITIES

    • Ensure achievement of the overall financial goals of the Company
    • Lead the development of policies and systems to support efficient functions framework
    • iii. Lead the development of procedures and processes to assure efficient service delivery and quality of services
    • Initiate, develop and maintain sound and mutual relationships and network with relevant stakeholders
    • Provide sound leadership and supervision to staff in the department while ensuring proper books of account are maintained and comply with the accepted international standards
    • Ensure compliance with approved budgets and timely reporting of the department’s performance as well as cash flow management
    • Lead the development of a sound budgeting and budgetary control framework for the company
    • Monitor the company’s budgetary performance highlighting key variances for management action
    • Lead the revenue growth diversification of the company and monitor the company’s performance including revenue growth patterns and productivity
    • Accurate and timely generation of Financial Reports and preparation of special reports as required by management, stakeholders and regulatory authorities
    • Ensure the company’s compliance in relation to tax and other statutory regulations
    • Coordinate external Audit Preparation and respond on issues raised to management
    • Approve all bill adjustments and act as the signatory to all bank accounts
    • Management of financial risk and the revenue collection process
    • Perform any other duties & responsibilities that may be assigned by management.

    REQUIREMENTS

    • A Bachelor’s Degree in Commerce, Business Management, Finance or Accounting from a recognized university
    • A Masters in Business, Finance or Accounting
    • Full professional qualification in either ACCA or CPA (K)
    • Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) with year 2020 membership certificate
    • At least Eight (8) years of experience in utility management or service industry, three (3) of which should have been in a senior management position
    • Proficiency in ICT with strong MS office and internet use knowledge
    • Excellent planning and organizational skills
    • Strong analytical and excellent communication skills
    • Good interpersonal relations skills
    • Strong leadership and problem solving skills
    • Must satisfy the requirements of chapter six of the constitution of Kenya on Leadership and integrity through provision of;-
      • Current certificate of good conduct from Directorate of Criminal Investigation Department
      • Current Tax compliance certificate from Kenya Revenue Authority
      • A clean and current report from an approved credit reference Bureau (CRB)
      • Clearance from the Ethics and Anti-Corruption Commission (EACC)
      • Clearance Certificate from Higher Education Loans Board (HELB)

    TERMS OF EMPLOYMENT

    The appointment will be for a contract term of 3 YEARS renewable subject to satisfactory performance evidenced by continuous achievement of performance targets.

    Managing Director

    JOB REFERENCE: NYAHUWASCO/MD/001/2020

    Nyahururu Water and Sanitation Company LTD, a public water utility company fully owned by the County Government of Laikipia and with a mandate to provide water and sanitation services in Laikipia County is seeking to recruit a self-driven individual for the position of Managing Director.

    The successful candidate will be responsible for providing strategic leadership to the water utility positioning it for rapid growth and leading cultural transformation. The person appointed shall head the management team and shall oversee the company’s functions and operations. Reporting to the Board of Directors, the incumbent will ensure implementation of the board’s decisions as well as establish long-term goals, strategies, plans and policies that are aimed at improving performance, service delivery, attaining growth and improving operational efficiency.

    KEY RESPONSIBILITIES

    • Developing, reviewing and implementing the Company’s strategic plan;
    • Developing and implementing policies and procedures aimed at giving the utility competitive advantage while adhering to all statutory and regulatory guidelines;
    • Coordinating the development and implementation of the annual business plans, budget and
    • procurement plans for approval by the board;
    • Enhancing customer service by establishing innovative customer interaction solutions for the water utility;
    • Leading a cultural transformation and organizational restructuring to position the utility as a leader in the water sector;
    • Driving Business automation to leverage on technology and improve on operational efficiency, effectiveness and business growth;
    • Ensuring regulatory compliance and implementation of high standards of internal controls and procedures;
    • Engaging with and successfully managing strategic relationships with the County Government, the Board of directors, regulatory bodies, development partners, investors and other key stakeholders;
    • Identifying, nurturing and developing appropriate human resource to deliver exceptional customer service, achieve targets and effectively deliver on the Company’s business plans;
    • Identifying and developing innovative solutions to increase water and sanitation coverage;
    • Communicating and liaising with the regulators, and keeping the county government, the Board and other key stakeholders, promptly and fully informed;
    • Any other duties assigned by the Board of Directors.

    REQUIREMENTS

    • A Bachelor’s degree in Engineering (Civil or Water), Finance, Economics ,Environmental science or Business Management from a recognized university
    • A postgraduate qualification in Project Management, Finance management or Strategic management
    • Be registered with the relevant professional body and be a member of good standing in the current year
    • Possess a minimum of 10 (ten) years’ experience in utility management or service industry, 5 (five) of which should be in senior management
    • Should have extensive knowledge and experience of the water sector and water sector reforms and laws governing water and sanitation service provision in Kenya
    • Excellent interpersonal and leadership skills with highly demonstrable competencies in strategy formulation and implementation, building shared vision, championing customer focus and managing people in a multi-cultural environment
    • Should possess good knowledge on ethics, governance and operations of Boards
    • Training in corporate governance
    • Excellent knowledge of IT Systems
    • Knowledge of Public Procurement and Disposal Act, procurement rules and guidelines
    • Must satisfy the requirements of chapter six of the Constitution of Kenya on Leadership and Integrity through provision of;-
      • Current certificate of good conduct from Directorate of Criminal Investigation Department
      • Current Tax compliance certificate from Kenya Revenue Authority
      • A clean and current report from an approved credit reference Bureau (CRB)

    Human Resource and Administration Manager

    Reporting to the Managing Director, the successful candidate will be responsible for the management of Human Resources function including formulation, periodic review and implementation of HR policies, coordination of the recruitment processes, compensation and benefits, staff training and development, employee industrial relations and the building of a committed, competent and productive workforce.

    KEY RESPONSIBILITIES

    • Ensure that all employment practices, compensation, employee benefits, and human resources programs are within established standards, procedures, guidelines, and policies of the company and local labour laws
    • Lead the development and periodic review and update of Human Resources policies, planning and management processes and procedures in line with changes in the regulatory and labour environment
    • Coordinate the performance and reward management process to ensure that it is effective and linked to the staff development programmes
    • Coordinate staff training and development programmes. This includes training needs analysis, evaluation of training, feedback to management, and coordination of special programmes within the organization
    • Responsible for the development and implementation of the recruitment and selection process
    • Responsible for maintaining a compensation and benefits package that is fair, equitable and competitive within the ministry’s philosophy on compensation and ability to pay
    • Ensure maintenance of personnel records, payroll administration, processing of staff benefits and management of the retirement benefits/pension scheme and staff exit among any other administrative support roles that may arise
    • Ensure maintenance of good employee and industrial relations through well-managed staff welfare schemes, a healthy and safe working environment, effective
    • handling of staff disciplinary and grievance procedures, and effective communication processes
    • Coordinate employee related legal and HR issues and advise management on appropriate course of action
    • Maintain contact with the labour industry, other organizations and government departments to keep abreast and updated on developments that are relevant to the human resources process
    • Prepare and control Human Resource budgets
    • Coordinate security matters of the company
    • Fleet and logistics management
    • Ensure effective maintenance and cleaning of offices premises and maintenance of building to the required standards

    REQUIREMENTS

    • Bachelor’s Degree in human resource management or related field from a recognized institution
    • Possess a Master’s Degree from a recognized institution in human resources management or any other related field
    • Membership to Institute of Human Resource Management (IHRM) with a current year membership certificate
    • Must be a Certified Human Resource Professional with a current practicing license.Training in Business Administration/Management or related field is an added advantage.
    • At least Eight (8) years of experience in utility management or service industry, three (3) of which should have been in a senior management position
    • Knowledge of Kenyan Employment and Labour Laws
    • Proficiency in human resource management based computer applications
    • Knowledge and understanding of human resource issues related to gender, equality and diversity
    • Excellent interpersonal communication, negotiating and counseling skills
    • Excellent planning and organizational skills
    • Strong leadership and problem solving skills
    • Must satisfy the requirements of chapter six of the constitution of Kenya on Leadership and integrity through provision of;-
