    Human Rights Officer (Investigator)

    Responsibilities
    Within delegated authority, the Human Rights Officer (Investigator) will be responsible for the following duties:

    • Researches, collects and analyses information and documentation pertaining to human rights, international humanitarian and criminal law matters as required by the mandate, and, under the guidance of the Investigation Team Leader, proposes investigative methods and tools;
    • Conducts investigations, including through interviews with victims and witnesses, to gather information and corroborate allegations of violations of international human rights, humanitarian or criminal law as stipulated in the Fact-Finding Mission’s mandate;
    • Conducts timely monitoring of trends and patterns of violations;
    • Employs monitoring and mapping tools and multi-source, including open sources material and satellite imagery, to support geolocation of incidents and to assess the authenticity of collected materials and testimonies;
    • Identifies alleged perpetrators based on agreed information gathering methods;
    • Participates in and organizes missions to sites of violations or other places as required;
    • Ensures that all measures are taken for the protection of victims and witnesses who will cooperate with the Fact-Finding Mission’s according to the agreed methodology and respect for the ‘do no harm principle’, and by making effective use of pathways for survivors;
    • Ensures that the information and documentation related to the investigation is protected, stored and preserved safely in accordance with procedures established by the Fact Finding Mission;
    • Undertakes preliminary analysis of information gathered and drafts analytical documents, including a gender analysis;
    • Drafts relevant sections and provides inputs for the Fact-Finding Mission’s report;
    • Ensures that gender perspective and gender-sensitive approaches are integrated at all stages of the investigation, analysis and report drafting;
    • Performs other related duties as required.

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures.     Education

    • Advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    • A minimum of five (5) years of progressively responsible work experience in human rights is required.
    • A minimum of two (2) years of experience carrying out investigations of violations of international human rights law, international humanitarian law or international criminal law is required.
    • Relevant working experience in or on the region is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, (both oral and written) is required. Fluency of Arabic is desirable. Knowledge on another UN official language is an advantage.

    Human Rights Officer (Fact-Finding Team Leader)

    Responsibilities

    • Within delegated authority, the Human Rights Officer will be responsible for the following duties:
    • Manages the day-to-day operations of the Fact-Finding Mission’s investigations team;
    • Participates in and organises missions to sites of violations or other places as required;
    • Serves as first reporting officer of the team of Human Rights Officers/Investigators and other experts in the Fact-Finding Mission;
    • Develops investigations, information gathering and operational plans in accordance with standard OHCHR methodology, including on the integration of gender perspective;
    • Adapts methodologies and tools to collect and process all data;
    • Oversees, guides and conducts interviews and other evidence gathering activities;
    • Develops and oversees plans to ensure that all required measures are taken to protect victims and witnesses who will cooperate with the Fact-Finding Mission and that effective referral pathways for survivors are used when possible;
    • Coordinates drafting of the Fact-Finding Mission’s internal analyses and public reports;
    • Revises all team inputs and ensures highest quality standards of investigation, corroboration, analysis, conclusions and recommendations are incorporated in the final report;
    • In coordination with the Information Management and Evidence Unit, oversees the proper handling, secure storage and preservation of information and data in accordance with procedures and tools adopted by the Fact-Finding Mission;
    • Incorporates gender perspective into all areas of work, in particular in the investigations plan, information gathering, analysis and reports of the Fact-Finding Mission;
    • Performs any other duties.

    • At least two years of experience in investigations of international human rights law violations with human rights investigative bodies or tribunals is required.

    • Relevant working experience working in/on the region is desirable.

    Senior Human Rights Officer (Coordinator)

    Responsibilities
    Within delegated authority, the Senior Human Rights Officer, Coordinator will:

    • Supervises the development of investigation plans, methodology and tools to collect and process all data;
    • Supports the Members of the Fact-Finding Mission on substantive, operational and administrative procedures and ensure their implementation;
    • Manages the overall work of the Secretariat of the Fact-Finding Mission, including by facilitating constructive internal work-flows, information sharing, accountability and performance management;
    • Facilitates the communication between the Members of the Fact-Finding Mission and OHCHR as required;
    • Ensures that the Fact-Finding Mission carries out its tasks in accordance with agreed strategic objectives and standard fact-finding methodology, including gender perspectives;
    • Coordinates the investigating and reporting tasks of the Fact-Finding Mission members;
    • Oversees the development of plans to ensure that all required measures are taken to protect victims and witnesses who will cooperate with the Fact-Finding Mission and that effective referrals pathways for survivors are used when possible;
    • Accompanies the Members of the Fact-Finding Mission in their field missions;
    • Acts as the main interlocutor on operational and substantive matters with duty bearers, member states, UN agencies, media and other stakeholders;
    • Ensures the integration of gender perspective, including in the investigation plan, interviewing of victims, evidence gathering, analysis and report writing;
    • Takes ultimate responsibility for the quality and timely delivery of the Fact-Finding Mission’s reports;
    • Liaises with the security coordinator/UNDSS on aspects related to the security requirements and informs accordingly the Members and staff of the Fact-Finding Mission;
    • Manages the budget and finances of the Fact-Finding Mission and responsible for regular operational, financial and administrative reporting to OHCHR and/or other UN entities as required;
    • Performs other duties as required.

    • A minimum of five (5) years of experience in managing teams is required.
    • A minimum of two (2) years of experience carrying out human rights, international humanitarian law or international criminal law investigations is desirable.
    • Relevant working experience in or on the region is desirable.

    Languages
