    Junior Security Analyst

    The WFP Regional Bureau for Eastern and Central Africa (RBN) is based in Nairobi and provides strategic direction, technical guidance, resource mobilization and management support to WFP operations and activities in ten countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan , Sudan and Uganda.

    JOB PURPOSE

     To analyze and contextualize security information that identifies potential impact on WFPpersonnel, assets and operations, contributing to WFP’s security ability to acquire, process and effectively communicate security threat information supporting decision-making and ensuring operational success.

    To perform a range of specialised and process-oriented responsibilities related to security operations including monitoring and maintaining security equipment in line with established procedures.

    STANDARD MINIMUM QUALIFICATIONS

    Education:Advanced university degree  preferably in Political or Social sciences, Security Management, International Relations , Business Analysis or related Fields

    Experience: A minimum of 3 years of professional experience in political or security analysis with an academic, military, police, intelligence, humanitarian, peacekeeping, diplomatic or corporate security, management organization is required.

    Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

    KNOWLEDGE AND SKILLS

    • Knowledge and understanding of methodologies for information, collection, collation and analysis.
    • Excellent analytical and English drafting skills.
    • Proven ability to conduct research projects and perform studies of security and political matters.
    • Uses understanding of operations within an emergency context and knowledge of the risks within the geographical setting in which they operate to apply analytical skill to various sources of data to enable the identification of threats to WFP’s operations.
    • Ability to identify priority activities and assignments, effectively manage workload.
    • Ability to work under strict deadlines.
    • Proven ability to produce analytical reports on security and political issues, preferably in the international perspective.
    • Proven ability to communicate complex concept orally and in writing.
    • Ability to appreciate sources, resources and information in terms of relevance and credibility.
    • Knowledge of the UN context, preferably in the field of security management, peacekeeping or humanitarian operations, is an asset.
    • Has applied knowledge of security operations  technical processes which must be adhered to in day to day work
    • Has supported security operations efforts as directed
    • Has supported in providing ad-hoc technical guidance to staff members

    KEY ACCOUNTABILITIES 1/2 (not all-inclusive)

    Under the direct supervision of the Regional Security Analyst, the incumbent will be responsible for the following duties:

    • Conducts research on identified topics related to the security situation in countries of WFP operations in Central and Eastern Africa.
    • Collects, collates, validates and analyzes information from a variety of sources and prepares background notes, updates and reports on prioritized security-related issues.
    •  Prepares and updates Country Security Profiles (CSPs) of countries in the region based on information from open and internal sources and ensures the posture of updated CSP versions on the RBN Teamwork space.
    • Assists the Regional Security Analyst in preparation of security-related inputs to the daily morning update, Daily Executive Director Operational Brief (DEDOB), Weekly Emergency Overview (WEO) and RBN RSO Monthly Security
    • Overview, with a focus on developments that affect or may affect the safety and security of WFP staff/assets/operations.
    • Prepare weekly Analytical digest reports on security related issues in the region and share with the Senior management team.
    • Provides inputs for topical analysis and other analytical reports/updates pertaining to the security situation in the region, as well as conflicts/crises that have cross-cutting implications in the Great Lakes Region.
    • Prepares ad hoc security updates, analytical reviews and background notes as required and conduct briefings on security developments, threats and risks in specific areas of relevance to WFP operations.

    KEY ACCOUNTABILITIES 2/2

    • Monitors Security Incident Reports (SIRs) entered in to SIMSAS on incidents involving WFP staff/assets/operations, as well as contractor and partner staff engaged in support of WFP operations in the region; ensures necessary follow-up and integrity of SIR data; prepares SIR analysis.
    • Identifies appropriate sources/resources to obtain security-related informationpertaining to countries of the region; prepares a list of such sources/resources and makes suggestions on its update and development.
    • Assists the Regional Security Analyst in dissemination of security-related information to FSOs/Security Teams, CSFPs, LSAs and other users.
    • Monitors upcoming events in the short-term, medium-term and long-term perspectives, highlighting events which may have impact on the security situation in countries of the region.
    •  Maintains liaison with the RBN Emergency Preparedness and Response (EPR) Unit and other pillars of RBN in monitoring and analyzing the security situation in the region, ensuring collaborative approach in preparation of regional reports and  analytical papers. Special focus is made on early warning indicators and early action benchmarks.
    • Produce and regularly update the Regional Risk Outlook.
    • Prepare country-specific Conflict Risk Outlooks.
    • Prepare Monthly Conflict Risk Watch List for the region.
    • Provide proposals on conflict risks for the Corporate Alert System (CAS).
    • Performs other duties as required.

    Security Business Support Assistant SC5

    To coordinate and control a full range of business support services including procurement-oriented processes to ensure that services are delivered effectively; and to perform a range of process-oriented responsibilities related to security operations including Information and Knowledge management,monitoring and maintaining security budget cost & equipment in line with established procedures.

    To deliver a wide range of business support processes and activities for a specific professional area of work, to facilitate effective service delivery. 

    STANDARD MINIMUM QUALIFICATIONS

    Education: The candidate must have an undergraduate degree preferably in Business Management, Human Resources, International Relations, Business Administration, Strategic Management, or other related fields.

    Experience: Five or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

    Knowledge & Skills:

    •  Knowledge of specialised common business practices and methods, gained through relevant technical training and experience.
    • Ability to develop and maintain relationships with a range of individuals in order to provide a high quality support service.
    • Ability to carry out basic data analysis and independently rectify problems requiring attention.
    • Ability to monitor and record financial transactions.
    •  Good communication skills required to give and receive information and work with a variety of individuals.
    • Proficiency in MS Office/Office 365 (Word, Excel, PowerPoint, Access, SharePoint) and ERP systems.

    •  Assist managers in planning, monitoring and reconciling budget(s) to ensure that planned financial resources are used effectively.
    • Prepare and/or consolidate comprehensive reports, documentation, correspondence, briefing notes, etc. and conduct research in the area of work.
    • Actively seek and use feedback to improve business processes and procedures.
    • Respond to complex business support queries in order to provide a timely and accurate resolution of enquiries for clients.
    •  Conduct training sessions on information repositories and on sound information management practices with the team.
    • Identify content internally and externally to WFP and support the creation of new content that can bring new insights to WFP’s work.

    • Oversee the maintenance of records and databases to ensure information is organized and readily available for staff and compliant with all relevant regulations and policies.
    • Revise and review correspondence and documentation, providing feedback and making amendments where appropriate, to contribute to production of these materials to time andquality standards.
    • In coordination with relevant services ensure preparation of training/workshop facilities, including catering facilities, provision and installation of necessary equipment.
    • Assess and recommend improvements to procedures and practices, to contribute to the effective delivery of business support services.
    • Provide a full range of complex business support services to staff to contribute to the effective functioning of business operations.
