    People & Culture Officer - Talent Acquisition

    Reporting to : Senior Manager People & Culture

    Grade Level : 14

    Purpose of Position

    Provide staffing services ensuring that World Vision Kenya recruits the right people in the right place at the right time. The position holder will work to meet the office’s diverse staffing needs by providing proactive sourcing; accountable, transparent, and focused recruitment processes as well as expert support to hiring managers.

    Major Responsibilities

    Recruitment & Selection (40%)

    • Provide staffing services to the National Office ensuring that World Vision recruits the right people in the right place at the right time.
    • Ensure achievement of World Vision’s diverse staffing needs by providing proactive sourcing; accountable, transparent, and focused recruitment processes; and expert support to hiring managers
    • Provide technical guidance to the hiring managers in the development of job descriptions and ensure that proposed jobs are subjected to hay evaluation and are aligned to the approved WVK structures.
    • Coordinate and guide the selection process including short listing and interviewing candidates
    • Conduct candidates screening in accordance to the WVK Polices
    • negotiate pay package for successful candidates and extend employment offers to successful candidates
    • Provide timely updates to the Hiring managers and P & C teams to ensure smooth staff orientation and induction.
    • Ensure timely management of recruitment related conflicts and disputes
    • Provide timely reports i.e. recruitment plans, interview reports and recruitment status reports.

    Employee Contract Management (30%)

    • Administer employment contracts, ensuring that appointments, contract renewals, contract extensions and separations are effected timely as per policy.
    • Coordinate changes in employee movement including acting appointments, promotions transfers, deployments, special appointments, to ensure timely appointments and advise payroll accordingly.
    • Track respective Grants Cycle and ensure timely staff contracts renewals and extensions and non-renewals are effected.
    • Ensure compliance of Contract management process with employment legislation to avoid litigation.
    • Process staff separations owing to resignations, terminations, retirements, end of contracts, death among others to ensure timely update of such changes on staff records, People & Culture Information System and payroll processes and work with hiring managers to ensure timely replacements of such separated staff who need to be replaced.
    • Ensure completeness and correctness of staff data on People & Culture Information Systems and conduct periodic reviews to ensure that errors are maintained at 0%
    • Provide accurate and timely contracts management status reports.

    Work Force planning & Grants Acquisition (20%)

    • Collaborate with Directors to ensure timely development and implementation of Work Force Plans (WFP)
    • Provide recruitment expertise during the Proposal development/ grant acquisition process to ensure that proposed grants have the right structures, staffing levels and Job Descriptions that meet the required standards.
    • Identify and analyze staffing needs from the WFP and the Grants Acquisition process and collaborate with line managers for strategic prepositioning of staffing capacity.

    Collaboration & Networks (5%)

    Knowledge, Skills and Abilities

    • University degree in Human Resource Management or related field
    • A professional diploma in Human Resources Management is required if the first degree is not in HRM
    • Licensed Practicing Member of the IHRM or equivalent recognized Professional body.
    • A minimum of four years’ experience in human resources in the Humanitarian Sector in a similar role
    • Extensive experienced in recruiting, interviewing and conducting job evaluations.

    Project Coordinator - Economic Empowerment (Isiolo)

    Reporting to : Cluster Manager

    Grade Level : 13

    Work Location : Isiolo

     

    Purpose of Position

    To provide technical support, guidance and field level coordination for timely and quality implementation of the Isiolo Women Economic Empowerment project activities within Burat and Ngaremara Wards in Isiolo County in full adherence to KOICA and WVK regulations and policies

    Major Responsibilities

    Project Planning, Coordination, Implementation and technical guidance (50%)

    • Responsible for the implementation of all the Economic Empowerment activities and coordination of the WASH component in the project
    • Ensure integration of WASH and Economic Empowerment sectors as well as other area program interventions
    • Work closely with the Cluster Manager and the Risk and compliance manager to ensure that the appropriate controls are in place to realize effective, quality and timely project delivery in full compliance with the project guidelines and donor standards
    • Enhance coordination with respective government and private partners to ensure synergy building and joint execution planning
    • Ensure quarterly, monthly and weekly activity work plans (4D Matrices) and budgets are in place for effective activity implementation
    • Work with the accountant to monitor and support the timely and appropriate utilization of budgeted resources for all project interventions.
    • Proactively enforce controls and checks as well as ensure effective and timely response plans to all financial audit findings and take the needed measures to prevent future recurrence.
    • Provide technical support to the Assistant project officer Economic Empowerment for effective delivery of the planned activities
    • Ensure that the economic capabilities of Women farmers' organizations are strengthened through climate smart production, trainings,

    Quality Assurance - Monitoring, Reporting and Documentation (30%)

    • Supervise and monitor project interventions in strict adherence to WV Kenya, Kenya government & KOICA regulations and other agreed standards.
    • Develop monitoring plan with communities and partners agreeing on the required standards for monitoring, with support from the M&E specialist.
    • Undertake regular project progress review meetings with staff and communities
    • Ensure project data is captured, validated and updated on horizon and or any other approved World Vison Kenya (WVK) DM&E system.
    • Coordinate with Cluster Manager, Risk compliance manager, Regional Design & MEAL Coordinator and relevant technical teams at the national Office to effectively support the project to carry out all measurements baselines, assessments, designs, monitoring and evaluations - in accordance with WV established standards, policies and procedures.
    • In Liaison with project Accountant, track project implementation expenditure levels, manage work plans and budgets
    • Compile the necessary monthly, quarterly and annual reports and submit to the Cluster Manager, Risk Compliance manager and Technical team at the National Office.

    Advocacy, Engagement, Networking and Partnerships (10%)

    • Work with respective County Governments to leverage on financial and human resources to enhance synergy for project sustainability
    • Participate in County Sector Technical Working groups and forums at the Sub-County and Ward levels as will be appropriate.
    • Enhance partnerships with government and private partners to leverage on technical capacity development for farmers, extension support, inputs, financial services, market access and water services

    Capacity Building (5%)

    • Ensure the capacity of partners (Saving groups, CBOs, Farmers Groups, cooperatives) is built to enable them effectively intervene in economic empowerment initiatives appropriately
    • Ensure development of women group training curricula in conjunction with relevant partners
    • Establish specific capacity building methodologies for effective delivery & sustainability of project interventions
    • Take lead in project staff and community capacities development through trainings and other information sharing avenues to handle project activities effectively.

    • At least four years on job experience and specialties in climate smart agricultural production, agribusiness, economic empowerment projects including gender mainstreaming

    Monitoring Evaluation Accountability Learning Coordinator

    Reporting to : Program Director - IMARA

    Grade Level : 15

    Purpose of Position

    The MEAL coordinator will establish an effective monitoring, evaluation, accountability and learning system, with roles to develop, review and implement a robust Monitoring, Evaluation, Accountability & Learning framework and tools to facilitate measurement of progress; enhance compliance of IMARA Program with World Vision and consortium partner’s standards, policy frameworks and best practices in achieving efficiency and accountability as per donor requirements. He/she will promote learning; provide guidelines and standards for the program plan/design; implementation, monitoring, evaluation, accountability and learning of field level based Program interventions and ensure compliance with relevant norms and policies.

    Major Responsibilities

    Program planning (25%)

    • Ensure that Program is planned/designed in accordance to the agreed partners/donor standards by providing requisite tools including templates, guidelines and review tools.
    • Provision of IMARA Program partners with strategic direction in the planning/designing processes
    • Together with the Program team and consortium partners, organize and facilitate Strategic/multiyear Plans/designs and budgets for the overall Program.
    • Coordinate and support IMARA consortium members to generate designs and plans for their components of the Program in their respective counties and Program sites.
    • Together with NRT & SEI partners, review and update logframes, M&E Plans, Program indicators and periodic targets and detailed implementation plans.
    • Support develop clear and implementable work break down structure for respective Program activities
    • Together with the identified partners identify and document the geographical coverage of each partner and produce a RS/GIS activity /Program map.
    • Together with the finance team, ensure realistic scheduling of Program activities and budgets.

    Implementation, co-ordination and quality assurance (25%)

    • Coordinate the successful roll out and implementation of all MEAL related initiatives among the partners
    • Support the Program partners to develop appropriate implementation strategies for the Program.
    • Develop and disseminate clear business processes for respective MEAL components and Program implementation planning procedures/ business processes for partners
    • Develop and support implementation of Program MEAL annual calendars
    • Lead the process of organization capacity assessments for potential local partners.
    • Lead national partner capacity building initiatives on Planning, M&E, Accountability and Learning
    • Ensure that respective consortium staff are provided with requisite MEAL technical support to perform.

    • Coordinate inter-country exchange meetings on M&E for lessons learnt and upscale to regional programme level intervention
    • Develop fully cross-functional and effective working relationships between and amongst key local partners, Secretariat, Northern Rangeland Trust (NRT), Stockholm Environmental Institute (SEI) and Sida
    • Coordinate effective implementation and delivery of measurements (Characterizations studies, Baseline and Evaluation Surveys) in collaboration with key partners.
    • Coordinate and facilitate timely review and sharing of all Program documents; plans/designs and reports.
    • Support all field level Programs to implement, monitor and evaluate interventions as per standards and procedures of the donor
    • Ensure that business processes, standards and policies – developed in coordination with other implementing partners – are effectively implemented by all partners;
    • Develop and share for use requisite standardized MEAL programming tools including templates, guidelines and review tools for assessments, designs/plans, baselines, evaluations and reporting.

    Monitoring, Reporting and Accountability (25%)

    • Take lead in the design and implementation of a monitoring framework to track delivery against program objectives.
    • Monitor and coordinate activities of partners’/service delivery organizations, including the (process).
    • Coordinate, participate and report on technical field monitoring visits.
    • Take charge of collating and analysing data and synthesizing information, updating the monitoring matrix and other monitoring tools in place.
    • Ensure timely analysis of monitoring data and dissemination to key stakeholders for management decision making.
    • Support remote sensing and GIS Mapping of Program activities, Outputs and Beneficiaries in all the Counties
    • Ensure the appropriate use of information management systems in compliance with WV Kenya, GoK, and Sida and in line with partnership agreements.
    • Coordinate reporting from partners and support the Program team and consortium members to gather relevant data and compile and submit quality reports on the Program implementation and any other reports required by Sida and/or any of the partners.
    • Provide regularly updated reports to the Program director /secretariat on the status of implementation against set objectives and targets. Additionally, the incumbent will work with Programme teams to ensure timely and quality technical reports (monthly, quarterly, semi-annual and annual) as per WV standards and donor requirements.
    • Support establishment of accountability mechanisms for the program to enhance information sharing and complaints and timely feedback flow.

    Research, Learning and Knowledge Management (20%)

    • Take lead in the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
    • Coordinate periodic reviews/evaluations of IMARA interventions using appropriate methodologies such as LQAs to determine achievements
    • Together with SEI and other consortium partners, coordinate and undertake Program baseline and end line surveys are undertaken as scheduled.
    • Ensure that the Program assessments, feasibility studies and or characterization processes are conducted in a timely manner and quality reports are produced as per standard.
    • Together with SEI and NRT partners, undertake operational researches/action researching, in producing scientific, analytical and evidence based products for implementation in years
    • Coordinate inter-country exchange meetings on MEAL for lessons learnt and upscale to regional programme level intervention
    • Establish effective knowledge management mechanisms including documentation and sharing of innovative/promising/best practices or lessons learned and impacts;
    • Ensure that lessons learnt and reports are documented (printed, visual) and published for sharing with the donor and other partners;
    • Organize and conduct learning forums/events at regular points to facilitate learning by the consortium partners
    • Facilitate ongoing and collaborative learning within WVK and partners based on key data from the performance management system.
    • Through the Project Communications Officer ensure the effective communication of and about the Program with beneficiaries, WV Kenya, Consortium Partners, GoK, Sida, and other partners.

    Knowledge, Skills and Abilities

    • The holder of this position must have a Bachelor’s Degree in Natural Resource Management, Agriculture, Agricultural Economics, Agro-forestry, Range Management, Environmental, Biosystems Engineering or related studies
    • Post graduate in, M&E or Statistics or related studies
    • Minimum 5 years’ professional experience in project/Programme design implementation and M&E
    • Must be results orientated as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands;
    • Experience in the execution of development cooperation projects and consortiums;

    Governance & Legal Officer

    Reporting to : Senior Manager: Governance & Legal

    Grade Level : 15

    Purpose of Position

    Under the leadership of the Senior Manager- Governance & Legal, the position will support governance services to the World Vision Kenya Intermediate Board for compliance with regulatory as well as Partnership governance regulations; & Legal functions to ensure risk is minimized and that the organization complies with policies, procedures and standards; and ensure legal support services to the organization in consultation with the external counsel on a needs basis.

    Major Responsibilities

    Support Board Governance (55%)

    Provide support to the Senior Manager to ensure the Board meets its legal mandates in accordance with Kenyan laws; and the governance processes are carried out in accordance with the requirements and policies of WV for an Intermediate Board

    Support Board Governance Processes:

    • Support in the preparation of the ND’s Quarterly Updates to the Board;
    • Organization of Board Meetings and ensure that proper records are taken and safe keeping of the minutes of WVK Board meetings including supporting management of the National Office Global Governance database.
    • Follow up of Board meeting action plans.
    • Assist in organizing Board Committee meetings and follow up on management action points arising from these meetings
    • In consultation with Senior Manager, support in the recruitment and orientation of Board and organizational members
    • Support capacity building initiatives on governance for the Board and senior leadership
    • Support organization of Board field trips to the WVK project sites to help deepen Board members understanding of WV’s ministry

    Support Board Legal Processes:

    • Update and maintain the organizational membership register and ensure that all regulatory compliance issues of members are up to date;
    • Support calling and holding of Annual and Extraordinary General Meetings as provided by the WV Kenya Constitution
    • Support statutory compliance issues with the NGO Coordination Board and completion of relevant annual returns for WVK

    Coordination of organizational legal and policy matters (40%)

    • Support regular review of governance policies and procedures for alignment with partnership policies and national law
    • Implement organizational contract management procedures and ensure that they are regularly reviewed for effectiveness. Where appropriate, this may include maintaining the contract under the organizational contract records
    • Assist in the establishment of a mechanism that encourages the coaching and development of all WVK employees in contracting practices and procedures and compliance thereof.
    • Provide expert legal advice to management of significant issues that cut across legal and related areas such as external and internal partnering processes, grant-contracting processes, operations, (which includes evaluating and weighing multiple inputs and impacts of any decision and course of action.)
    • Establish systems that identify areas of criticality or high risk from a legal perspective and design contingency plans around each identified element.
    • Legal drafting and documentary review of agreements, contract and other legal agreements such as organizational leases, allotment letters, key title documents etc to ensure WVK’s full rights.
    • Serves as the primary liaison to the external counsel for coordination and following through on ongoing litigation for a fast, effective and cost efficient closure with the minimum risk to the organization.
    • Establish an audit process that regularly evaluates the legal position of the organization in regards to legal compliance
    • Monitor changes in relevant legislation and the regulatory environment, to ensure that internal management policies and procedures for WVK are reviewed for relevance and effectiveness.

    Knowledge, Skills and Abilities

    • Bachelor degree in Law, from a recognized university.
    • A Postgraduate Diploma in Legal Studies from the Kenya School of Law.
    • Must be a member of the Law Society of Kenya with a current practicing certificate.

    • At least 3-5years hands-on experience in corporate governance or legal support role.

    Senior Manager - Governance & Legal

    Reporting to : National Director

    Grade Level : 17

    Purpose of Position

    Under the leadership of the National Director, the position will support governance through provision of company secretarial services to the World Vision Kenya Intermediate Board for compliance with regulatory as well as Partnership governance regulations; provide supervisory oversight over the NO Risk, Compliance & Legal functions to ensure risk is minimized and that the organization complies with policies, procedures and standards; and ensure legal support services to the organization in consultation with the external counsel on a needs basis.

    Major Responsibilities

    Board Governance Coordination (50%)

    Ensure the Board meets its legal mandates in accordance with Kenyan laws; and the governance processes are carried out in accordance with the requirements and policies of WV for an Intermediate Board

    Board Legal Responsibilities

    • Maintain the organizational membership register and ensure that all regulatory compliance issues of members are up to date;
    • Manage the process of calling and holding of Annual and Extraordinary General Meetings as provided by the WV Kenya Constitution
    • Responsible for statutory compliance with the NGO Coordination Board and completion of relevant annual returns for WVK
    • Coordinate the Succession planning in conjunction with the Board Chair and Governance and Nominations Committee.

    WVI Partnership Requirements

    • Prepare the quarterly Chair’s report to the WVI President and other Partnership reports that may be deemed necessary for the purpose of WVK’s governance accountability
    • Ensure Board members are updated; given guidance and access to Partnership Policies. Further, establish that new WV Partnership policies are owned, contextualized, implemented and monitored by the National Office
    • Coordinate NO peer review sessions in conjunction with the Partnership Peer Review Office and prepare the National Office Action plan on implementation of the Peer Review Report recommendations. Further, follow up on the implementation of the recommendations to ensure WVK’s compliance
    • In conjunction with the Governance and Nominations Committee and the Board Chair, coordinate the Annual Board Self Review, individual and peer Board effectiveness review processes. In addition, ensure that the learnings inform Board work plan and development processes.
    • Ensure that the Governance Risk Register is followed up and referenced by the Board Committees.

    Coordination of the Risk and Compliance functions (20%)

    • In consultation with the Audit and Risk Committee of the Board, contribute to the development and implementation of the WVK’s Enterprise Risk Management Framework
    • Facilitate and advise the Board in assessing its governance risks and in designing relevant risk mitigation measures
    • Provide leadership in the development of the NO Risk management plans, updated enterprise risk register and monitor its implementation
    • Ensure that national office systems and business processes are regularly reviewed for compliance with the policies, procedures and standards
    • Review and issue reports of operational risks identified as a result of financial and operational reviews, special investigations and Risk Assessment Reports conducted by the Risk and Compliance Function; and implement a system to track the implementation of risk mitigation recommendations by the management
    • Provide summaries of organizational and operating environment risk trends to management regularly and advise management of the formulation of risk management strategies and relevant policies
    • Contribute towards the maintenance of effective internal control systems in the entire World Vision office by ensuring that risk identification is embedded in the routine operating procedures of the organization.
    • Provide leadership in the process of development and implementation of systems, policies and procedures for the identification, collection and analysis of risk related information. This will include measuring the effectiveness of these programs such as the Whistle blower and make recommendations on measures that can be taken to strengthen the programs.
    • Ensure that an organizational Compliance Framework/ matrix and monitor its implementation
    • Create professional linkages and networks with regulatory bodies in country to enhance capacities that will improve and reduce risks of the organization.
    • Engage with the WVK Board Audit and Risk Committee; and ensure that the Board is always apprised on prevailing enterprise risks for effective decision making
    • Supervision and performance management of Enterprise Risk Management Officer and Governance & Legal Officer including continuous professional development

    Coordination of organizational legal and policy matters (15%)

    • Ensure that internal governance policies and procedures are reviewed regularly for alignment with partnership policies and national law
    • Establish and implement organizational contract management procedures and ensure that they are regularly reviewed for effectiveness. Where appropriate, this may include maintaining the contract under the organizational contract records
    • Establish a mechanism that encourages the coaching and development of all WVK employees in contracting practices and procedures and compliance thereof.
    • Provide expert and strategic legal advice to management of significant issues that cut across legal and related areas such as external and internal partnering processes, grant-contracting processes, operations, (which includes evaluating and weighing multiple inputs and impacts of any decision and course of action.)
    • Establish an audit process that regularly evaluates the legal position of the organization in regards to legal compliance
    • Monitor changes in relevant legislation and the regulatory environment, to ensure that internal management policies and procedures for WVK are reviewed for relevance and effectiveness.

    Strategic Planning and implementation of programs & Others (10%)

    Through a consultative process with the key stakeholders:

    • Participate in the process of developing the NO Strategy and priority areas.
    • Prepare Annual Operational Plans and budgets for the Department and monitor implementation.
    • Analyze key issues emerging from Program and National Office audits; evaluation and monthly reports for the ND.

    Others (5%)

    • Attend and participate in devotional life of the organization such as chapel, transteam meetings etc.
    • Participate and contribute in committees and task forces as may be signed from time to time
    • Perform any other duty as assigned by the supervisor or Designee

    Knowledge, Skills and Abilities

    • A minimum of a Master’s degree in Law, Corporate Governance, Organizational Development or any other relevant degree from a recognized university
    • Holder of a Certified Public Secretaries practicing certificate
    • An advocate of the High Court of Kenya is desirable
    • Proficiency in the English and Swahili language.
    • At least 5-10 years’ hands-on experience in corporate governance.
    • Good understanding of risk and audit management, compliance/legal affairs, and in developing and implementing robust internal control measures preferably in a Non- Governmental organization
    • Minimum 5 years of experience working in an international NGO with a strong understanding of the humanitarian operating models and development programs / approaches in both regular and relief situations.
    • Ability to demonstrate high degree of professionalism in a rapidly changing environment.
    • Strong leadership skills with ability to positively influence others to support strategic initiatives.
    • Commitment to continuous learning and willingness to keep abreast of new developments in the field of development.
    • Excellent communication, collaboration, interpersonal skills and information management skills
    • Analytical and critical thinker with ability to work with tight deadlines and handle multiple concurrent projects.
    • Team player, with respect for diversity in multicultural environment.
    • The position requires proactivity, self-management, tact, diplomacy, discretion, and confidentiality on a wide variety of complex and sensitive issues
    • Ability and willingness to travel domestically and internationally up to 20% of the time.
