    Monitoring, Evaluation & Learning Officer

    Responsibilities

    • Adapt and support implementation of the TCI Kenya MEL framework, tools, and reporting systems in alignment with national and county health information systems and donor requirements.
    • Work closely with the Senior Field Coordinator and Technical Officers to ensure MEL informs strategic oversight and county-level implementation.
    • Strengthen county capacity to collect, aggregate, analyze, and report FP and MNCH data using routine systems, including DHIS2.
    • Coordinate and support routine data quality assurance (DQA) and HII quality checklist activities to identify data quality gaps and work with county teams to develop and implement corrective action plans.
    • Compile, analyze, and visualize program performance data to track progress against targets and identify trends, gaps, and opportunities.
    • Facilitate regular data review and reflection meetings with county and sub-county teams to inform adaptive programming and course correction.
    • Build capacity of county leadership and technical teams to interpret and use data for planning, advocacy, and resource allocation.
    • Document implementation progress, challenges, innovations, and lessons learned to inform program improvement and scale-up.
    • Provide technical input into the design, adaptation, and implementation of evaluations/ operational research activities and support dissemination of findings to county, national, and regional stakeholders to inform policy and practice.
    • Monitor quality and fidelity of program implementation in collaboration with Technical Officers and Sr. Field Coordinator.
    • Support preparation and quality assurance of routine program reports, dashboards, communication products in collaboration with program teams.
    • Represent TCI, as appropriate, in national and regional MEL forums and technical meetings, facilitating dissemination and use of program data among government and development partners.
    • Lead the team to adhere to TCI, Jhpiego, and donor MEL standards, policies, and ethical guidelines.

    Required Qualifications

    • Bachelor’s degree in Epidemiology, Biostatistics, Demography, Monitoring and Evaluation, or a related field; a Master’s degree is an added advantage.
    • Minimum of 6 years of relevant experience in monitoring, evaluation, and learning for FP/RMNCAH or health systems strengthening programs. 
    • Demonstrated experience working with government health information systems, including DHIS2.
    • Strong experience in data quality assurance, data analysis, and data use for decision-making at sub-national level.
    • Experience supporting capacity strengthening of government teams in MEL and D4D.
    • Excellent analytical, writing, and presentation skills.

    Senior Field Coordinator

    Responsibilities

    • Provide overall TCI Kenya program management and leadership to ensure the effective and successful program implementation, and alignment with TCI Global standards.
    • Provide strategic oversight and coordination to support counties to operationalize approved FP/MNCH high impact interventions and best practices, ensuring alignment with national policies and goals.
    • Lead and oversee capacity strengthening strategies, including the design, coordination, and quality assurance of training, coaching, and mentorship approaches.
    • Provide leadership in data use for adaptive management through routine data literacy forums, supporting data quality assurance (DQA) processes, and promoting the use of performance data to guide programmatic decisions.
    • Oversee documentation and learning processes, ensuring systematic capture of implementation progress, challenges, innovations, and lessons learned to inform reporting, learning, and scale-up.
    • Provide strategic oversight of FP commodity security by supporting counties to monitor availability, identify systemic supply chain gaps, and strengthen forecasting and quantification processes.
    • Coordinate engagement with county and national supply chain stakeholders to address bottlenecks in FP commodity distribution
    • Advocate and guide counties in strengthening FP/MNCH financing mechanisms
    • Provide leadership support to CHMTs to strengthen governance, coordination, accountability, and stewardship for FP/MNCH programming.
    • Provide coaching and technical assistance to support county HMTs on implementation of FP/MNCH interventions and best practices, innovations scale-up, and sustainability.
    • Ensure strategic documentation and dissemination of best practices and success stories, positioning county experiences to inform national dialogue and intra + cross-county learning, TCI University and Communities of Practice.
    • Provide oversight and final review of routine program reports, activity summaries, and progress updates to ensure quality, coherence, and alignment with donor and TCI requirements.
    • Represent TCI East Africa Hub at national, regional, and technical forums, ensuring effective dissemination and use of program data and learning.
    • Provide technical review and strategic input into the design, adaptation, and improvement of key TCI components.
    • Support the preparation and monitoring of country monthly, quarterly and annual program reports, annual work plans and budgets.

    Required Qualifications

    • Master’s degree in Public Health, Population Studies, Development Studies, Health Systems Management, or a related field.
    • Minimum of 8 years of progressively responsible senior experience in FP, AYSRH, MNCH, preferably within international NGOs or donor-funded projects.
    • Demonstrated experience providing technical assistance and managing large-scale, multi-stakeholder health programs at national and sub-national levels.
    • Strong understanding of Kenya’s health system, FP/RH policy environment, and county-level governance structures and health financing.
    • Proven experience in stakeholder engagement, partnership management, and advocacy with government and development partners.
    • Experience in proposal development, work planning, budgeting, and donor reporting.
    • Excellent written and verbal communication skills in English; proficiency in Kiswahili is an asset.

    Technical Officer – FP MNCH

    Responsibilities

    • Support counties to operationalize FP/MNCH work plans at facility, sub-county, and community levels.
    • Provide on-site technical support to public and private health facilities to implement evidence-based FP/MNCH service delivery functions including high-impact interventions and best practices.
    • Support planning and implementation of training, coaching, and mentorship for health workers on FP/MNCH interventions.
    • Facilitate data management practices through regular data review meetings and DQA with county and facility teams to inform adaptive programming.
    • Build capacity of county teams to use data for planning, performance monitoring, and advocacy.
    • Document implementation progress, challenges, and lessons learned for reporting and learning purposes.
    • Support counties to monitor FP commodity availability, identify stock-outs, and strengthen forecasting and quantification practices.
    • Collaborate with county and national supply chain actors to address bottlenecks in FP commodity distribution.
    • Promote best practices in logistics management information systems (LMIS) and last-mile distribution at facility level.
    • Assist county teams to track FP/MNCH expenditures and advocate for increased domestic financing and release.
    • Support CHMTs and Sub-CHMTs to strengthen governance, coordination, and accountability mechanisms for FP/AYSRH.
    • Support advocacy efforts targeting county leadership to sustain political and financial commitment to FP/AYSRH.
    • Contribute to documentation of best practices, success stories, and lessons learned from county-level implementation.
    • Support peer learning and exchange visits among counties and facilities and contribute technical inputs to TCI knowledge platforms, including TCI University and Communities of Practice.
    • Support preparation of routine program reports, activity summaries, and progress updates.
    • Ensure accurate documentation of field activities, results, and expenditures in line with TCI and donor requirements.

    • Experience working with DHIS2, routine health data, and performance monitoring systems.
    • Familiarity with national FP/AYSRH guidelines and high-impact practices.
    • Willingness to travel frequently to counties and facilities.
