ROLE OVERVIEW
The East Africa Regional Chief Technology Officer’s key objective is to provide the requisite strategic planning for infrastructure and technology platforms to enable Africa digital future.
Strategize, design, plan and implement complete technology structure for 5 OPCOs providing services in the region. The Role is an Exco position for all operations which requires giving direction in strategy and execution to achieve revenue for every budgeted year. The RCTO will be responsible for SLA , KPI management and reporting to the different stakeholders.
All the Liquid Intelligent Technology infrastructure should be operated and maintained as a seamless network across all borders and achieve world class standards of QoS. The RCTO is responsible for all engineering projects, planning, design, procurement, implement and handover and overall reporting to EXCO.
ROLE REQUIREMENTS
University Degree in Engineering, B.Admin, Business Leadership or Strategic Management along with 15 years' experience managing and implementing the planning and design, construction, operations and maintenance of a telecommunications network (with at least 8 years at an Executive level)
ROLE OUTPUTS
BUSINESS STRATEGY, POLICY AND PLANNING
Contributes to overall EAR Technical strategy and policy. Formulates technical strategic plans for the region setting out the vision, mission and objectives of the departments with strategies for growing the department in response to the needs of the Group and capacity building.
Develops and Manages all OPCOs CAPEX and OPEX. Coordinate formulation of capital budgets for acquisition, construction, installation and commission of voice, IT, Internet and data networks.
Coordinates the strategic design, acquisition, management, and implementation of an enterprise-wide technology infrastructure. Ensure that technology standards and best practices are maintained across the region
SOLUTION DEVELOPMENT, DELIVERY & STAKEHOLDER MANAGEMENT
Serves as a technical expert representative across teams, clients, and the Telecommunications technology industry. Suggests alternative technical solutions to meet client requirements more efficiently. Continually defines ways to increase customer satisfaction and deepen client relationships.
Maintains lasting vendor /client relationships. Ensures that the company consistently deliver superior technical solutions to clients. Participates in key decisions as member of the Group executive team, as they relate to strategic initiatives and operational models. Selects, engages, builds and maintains relationships with external consultants and advisors.
RISK MANAGEMENT
Identifies and mitigates current and potential Technical and Operational risks.
Complies with Corporate Governance principles and Regulators. Coordinates network and infrastructure roll out as determined in the EA Region and ensures project are implemented in a cost-efficient manner without compromising quality.
STAFF DEVELOPMENT AND PERFORMANCE MANAGEMENT
Designs and agrees the optimum structure for the EAR Technical Division in agreement with the GCTO. Develops a performance management framework to ensure that the team is delivering against its performance indicators and service standards. Formulate and cascade to departments measurable and time bound objectives that are consistent with the broad corporate objectives annually. Measure achievement of these objectives through reviews. Undertake all aspects of staff management and development including monitoring and addressing quality standards. Ensure systems of management control are operating in order that work is performed efficiently, effectively and safely. Undertake all people management related activities in accordance with the Group’s Standard in line with Group guidelines.

ROLE OVERVIEW
The role is responsible for planning, deployment, implementation, operations and maintenance of the OPCO Network Infrastructure and Technologies to deliver the best in class network and service uptime for customer satisfaction, retention and growth. The role is also responsible for the service delivery, service assurance and service management as well as stakeholders management such as regulator, local authorities, business partners, suppliers, key customers etc

Technical Operations, Network and Customer Support Management.
Coordinates, directs, and reports all operations activities across the OPCO. A subject matter expert and an escalation point of critical network incidents.
Monitors OPCO network and service availability and uptime by ensuring escalated incidents are resolved within SLA. Participates in development of IT policies and procedures, including those for architecture, security. Supervises delivery of technical solutions from SDU backorders. Leads green field technical research and projects in introducing new products, product features, solutions, technologies. Designs and assists in developing core technologies platforms and processes to support them. Assists the presales team in evaluating market opportunities and scoping complex client solutions against network capabilities and evolving techniques and methodologies. Collaborates with the products, sales and marketing teams to review existing products, capture new markets by innovating around network capabilities for existing and new solutions, adopting new technologies and improving SLAs. Participates in providing technical guidance in vendor and contractor assessments and evaluations. Manages all the testing phase of products with the vendor. Coordinates third-party support and maintenance for active network infrastructure and passive elements Leadership and Governance.
Provides technical approvals and signoffs for inventory requisition, circuit upgrades, disconnections, reconnections and contracts. Develops and implements best practice policies, operational governance and interdepartmental communication and driving continuous improvement in terms of operations environment
