    Program Assistant - Kakuma

    The Program Assistant will support the implementation of the Economic Empowerment, Protection and Community Capacity Strengthening initiatives in Kakuma Refugee camp, Kalobeyei settlement. This includes supporting the implementation of initiatives such as skills development, business training, cash-based interventions, and kitchen gardening, market linkages. Additionally, the PA will support to organize community forums, conducting physical assessments, monitoring, evaluation and reporting activities. They will provide administrative support in logistics planning for program activities.

    Specific Responsibilities:

    Program Implementation

    • Implement ORAM’s economic empowerment and protection-related activities with an emphasis on resilience building through promoting skill development, enterprise development and climate-smart agri-practices and CBO capacity strengthening.
    • Conduct vulnerability and capacity assessments to identify appropriate clients for interventions, factoring SOGIESC's analysis to identify specific needs, vulnerabilities and interests.
    • Work closely with community-based organizations (CBOs/RLOs) and community representatives to co-create projects, assessing their needs and priority areas.
    • Organize and conduct training on entrepreneurship, business management, and financial education, group saving and provide long-term business mentorship working closely with the ToTs.
    • Support in mapping potential partners to facilitate market & job linkages for small and medium-sized enterprises in partnership with other organizations and private sector actors.
    • Support in conducting training on household-level vegetable production, and poultry management among other agri-related activities, supporting clients with household food needs and income generation from surplus.
    • Support in sensitization, formation and training on Community Savings & Loans Associations and business groups & cooperatives to promote access to markets.
    • Conduct regular site visits to follow up on clients offering them technical support and mentorship to strengthen their livelihoods and build resilience.
    • Support in the development of assessment, monitoring and evaluation tools, and conduct field visits related to these activities.
    • Produce quality and accurate reports of field activities, success stories and program learnings.
    • Contribute to drafting spending, procurement, and work plans based for program activities.
    • Contribute to program review meetings to promote sector learning, knowledge management and adoption of innovative practices.
    • Support in the identification of vendors for program and project-related supplies.
    • Organize all necessary logistics for program activities workshops, training, and office supplies, in consultation with the PO.
    • Contribute to ensuring the safety and security of office staff, clients and assets.
    • Ensure proper filing of program documents hard and soft copies in line with data protection policies.

    Admin and Operations Management

    Representation and coordination

    • Support to develop and maintain effective working relationships with all stakeholders, through participation in community forums, events and technical working groups. To this end, ensure professional standards in the external representation of the organization to build trust and ensure effective collaboration with all concerned stakeholders.

    Team Supervision

    • Support the PO in the supervision of Field Assistants and Trainers of Trainers (ToTs).

    QUALIFICATIONS

    • A bachelor’s degree in Social sciences, Community Development, or Business - Related Studies.
    • At least three years of professional experience in community development and/or livelihoods programming for marginalized and vulnerable populations.
    • Have technical training and experience in supporting micro-enterprises through conducting business training, coaching and agri-business related activities such as kitchen gardening and poultry production.
    • Experience implementing livelihoods initiatives such as skill development, enterprise development, group saving & loan approaches, to enhance income generation and resilience.
    • Knowledge of the local context of Turkana County including Kakuma Refugee Camp and Kalobeyei.
    • Field experience in mobilization, organizing, and facilitating community forums with an understanding of camp management leadership structures.
    • Experience in conducting eligibility assessments, monitoring, and providing field activity reports.
    • Knowledge of refugee protection and livelihood sector principles.

    Livelihoods and Resilience Manager- Nairobi

    The Livelihoods & Resilience Manager will serve as the technical lead in ORAM's Economic Empowerment Pillar in Kenya. This role will lead the development and implementation of program activities in Nairobi and Kakuma, ensuring they are market-oriented, and sustainable, and empower ORAM's target population. Key responsibilities include contributing to the program design, proposal development & budget management, contextualizing tools and leading assessments, and monitoring and evaluating project activities to facilitate data-driven decision-making in collaboration with the team. This role requires strong technical expertise to guide in the adoption of innovative approaches to livelihoods and resilience building in refugee settings, and leadership skills to guide and mentor staff, program actions align with ORAM's strategic goals.

    Specific Responsibilities:

    Program Management

    • Lead in the implementation of Economic Empowerment projects in Nairobi and Kakuma Refugee Camp business processes and adherence to sector standards and guidelines, including skill development, business development support, job creation, financial support, value chain development, agri-enterprises, market linkages etc community savings & loaning etc.
    • Make technical input in the design/review of the Economic Empowerment pillar, proposal development and budget development, results framework, and contribute to innovative approaches to the program.
    • In liaison the team and E.A. PM, develop program operational, implementation and spending plans and budget management in line with the spending plan; ensure diligence in grants utilization including financial compliance, procurement policies, timely spending, and value for money.
    • Implement these operational work plans in accordance with the budget, results framework and administrative guidelines as provided by the organization.
    • Lead technical input and support the design, planning, and execution of MEAL activities for the program conducting program and project-specific assessments, monitoring and evaluation and analysis ensuring SOGIESC-specific needs and outcomes are captured and reported.
    • provide quality and accurate program reports (statistical and narrative) and supporting documentation on the program activities and ensure timely submission in accordance with quality metrics.
    • Conduct program contextual scanning, and research and contribute to program review and learning meetings sharing data-driven recommendations to inform decision-making.
    • Support the E.A. PM in overseeing the assignments of consultants supporting the program.

    • Guide in meaningful community engagement to ensure the program is aligned with community needs and trust strengthening.

    Team Management and Staff Capacity Building

    • Support in the recruitment, onboarding, and oversight of program staff and consultants.
    • Conduct performance management, promote accountability, learning and development of staff program officers and assistants.
    • Contribute to the identification of staff capacity gaps, developing capacity strengthening plans and lead in building program staff capacities in economic empowerment, livelihoods and resilience building sector interventions through training, coaching and continuous support.

    QUALIFICATIONS REQUIRED

    • A degree in a relevant field such as Community Development, Social Science Economics, Agriculture, or a related field. A higher degree will be an added advantage.
    • A minimum of 5 years of progressively responsible experience in livelihoods program management, preferably with an INGO in Kenya or a similar context.
    • Demonstrated technical expertise in designing and implementing livelihoods and resilience programs; economic & financial development, food security, and social protection for vulnerable and marginalized clients.
    • Demonstrated experience in applying Livelihoods and Protection sector frameworks, standards and guidelines.
    • Strong familiarity with the refugee context, political, economic, and social context in Kenya.
    • Experience in managing grants and projects throughout the project cycle, including project design, proposal development, budget preparation, expenditure tracking, monitoring, and evaluations and reporting.
    • Experienced in designing assessments and MEAL activities, with the ability to analyze & interpret data, identify patterns, and make recommendations.
    • Practical understanding and application of age, gender, and diversity inclusion across the program cycle.
    • Proven ability to lead and manage teams, including staff development and capacity building.
