    Grants and Compliance Manager

    Key Responsibilities

    Grants Management & Compliance

    • Maintain an up-to-date compliance tracker for all donor deliverables, deadlines, and obligations.
    • Ensure timely preparation and submission of high-quality narrative and financial reports in line with donor requirements.
    • Track and follow up on all World Bank requests and actions throughout project implementation.
    • Develop, implement, and oversee grant management systems to ensure compliance with World Bank and organizational requirements.
    • Provide regular compliance updates and risk analysis to the project management unit.
    • Coordinate Semi- Annual Audit preparations including but not limited to Audit ToR, preparation of audit trial and supporting documentation. 

    Reporting & Tracking

    • Establish and manage a centralized reporting system for donor deliverables and program milestones.
    • Consolidate reports and data from state-level teams, ensuring consistency, accuracy, and timeliness.
    • Monitor progress toward grant deliverables, identifying potential delays or risks, and coordinating corrective actions.
    • Maintain documentation and records in compliance with audit and donor requirements.

    Sub-Granting & Partner Oversight

    • Lead the full cycle of sub-grant management, including development and dissemination of RFAs.
    • Conduct due diligence and organizational capacity assessments of potential sub-grantees.
    • Draft, review, and monitor sub-grant agreements to ensure clear deliverables and compliance obligations.
    • Provide training and ongoing support to sub-grantees on compliance, reporting, and World Bank requirements.
    • Monitor sub-grantee performance, conduct compliance visits, and address any issues of non-compliance.

    Capacity Building & Technical Support

    • Provide technical guidance and mentoring to hub and state-level teams on grants management and compliance.
    • Design and deliver training sessions on donor compliance, reporting, and documentation standards.
    • Strengthen internal systems to improve efficiency, transparency, and accountability across all project locations.
    • Foster a culture of compliance, learning, and continuous improvement within the project.

    Risk Management & Continuous Improvement

    • Identify and address compliance risks related to grants and sub-grants.
    • Recommend and implement improvements to policies, systems, and procedures.
    • Ensure the project is audit-ready at all times and coordinate audit processes as required.
    • Integrate lessons learned and best practices into future grants and compliance processes.

    Skills & Competencies

    • In-depth knowledge of World Bank regulations, donor compliance frameworks, and financial reporting standards.
    • Excellent analytical, risk management, and problem-solving abilities.
    • Strong organizational and project management skills with the ability to manage multiple priorities under tight deadlines.
    • Excellent communication, negotiation, and interpersonal skills.
    • High proficiency in MS Office Suite (Word, Excel, PowerPoint) and familiarity with grant management systems; experience with World Bank reporting platforms (e.g., STEP, Client Connection) is an asset.
    • Fluency in English required.

    Qualifications

     Professional Experience

    • Minimum of 7–10 years of progressive experience in grants management, compliance, and donor reporting within large-scale, donor-funded projects.
    • Demonstrated experience working with World Bank–funded projects. 
    • Proven expertise in sub-grant management, including RFAs, due diligence assessments, agreement development, and compliance monitoring.
    • Experience coordinating donor audits and managing compliance documentation.
    • Strong track record of providing technical assistance and capacity building to multi-level project teams and local partners.
    • Experience working in multi-state or fragile/conflict contexts is highly desirable.

    STEP Senior Procurement Officer

    Key Responsibilities

    • Update procurement plans and progress on the World Bank STEP system, ensuring data accuracy and timely submissions.
    • Track procurement approvals within STEP and escalate any pending actions to the Procurement & Logistics Manager.
    • Monitor contract implementation timelines, coordinating with logistics, finance, and technical teams to ensure timely delivery and payments.
    • Prepare, compile, and upload all required procurement documentation into STEP, including advertisements, bid evaluation reports, and contract award notices.
    • Liaise with the World Bank STEP Help Desk to resolve technical issues and remain informed on new system features.
    • Maintain procurement records within STEP to support supervision missions and donor reporting requirements.
    • Ensure all procurement processes and documentation meet World Bank compliance requirements, including the use of standard bidding documents and forms.
    • Maintain a complete, accurate, and organized procurement filing system (electronic and hard copy) for audit readiness.
    • Support suppliers and service providers during bidding, evaluation, and contract management processes in line with World Bank Procurement Regulations.
    • Prepare and share regular procurement status reports and dashboard updates for the Project Management Unit (PMU) and World Bank supervision missions.
    • Participate in procurement audits, reviews, and post-procurement evaluations, ensuring timely responses to findings.
    • Coordinate closely with cross-functional teams (finance, logistics, and technical staff) to streamline procurement workflows.
    • Uphold confidentiality, transparency, and integrity in all procurement transactions.
    • Ensure compliance with organizational procurement ethics standards and World Bank guidelines.

    Required Languages - English proficiency

    Skills & Competencies

    • In-depth knowledge of World Bank Procurement Regulations and international best practices.
    • Strong proficiency in using the World Bank STEP platform.
    • Excellent analytical and reporting skills, with attention to detail.
    • Strong coordination, communication, and interpersonal skills for working with internal teams and external stakeholders.
    • High proficiency in MS Office applications (Word, Excel, PowerPoint); knowledge of procurement software is an asset.
    • Fluency in English required.

    Qualifications

    Qualifications & Experience

    • Bachelor’s degree in supply chain management, Procurement, Business Administration, or related field (Master’s degree or professional certification such as CIPS preferred).
    • Minimum of 5–7 years of progressive experience in procurement and supply chain management within donor-funded projects.
    • Demonstrated experience working with World Bank–funded projects, specifically with STEP.
    • Proven experience in preparing and managing procurement documentation (EOIs, RFQs, RFPs, bid evaluation reports, contracts).
    • Experience supporting donor audits, post-procurement reviews, and compliance checks.

    Thabat / Grant Accountant

    Key Responsibilities:

    • Set and monitor sound accounting and financial reporting procedures for Thabat subrecipients and partners in line with CRS and donor standards.
    • Ensure accurate setup and maintenance of financial data in the accounting software for all assigned Thabat accounts.
    • Document financial transactions by compiling, analyzing, and verifying account information, and preparing journal entries.
    • Conduct monthly reviews of project expenditures to ensure proper cost allocation and coding.
    • Assess, evaluate, and monitor subrecipient financial management systems to ensure compliance with World Bank and CRS requirements.
    • Strengthening the financial capacity of subrecipients through targeted training, mentoring, and capacity-building activities.
    • Monitor disbursement and liquidation schedules; communicate with partners and staff to ensure timely financial resource management.
    • Prepare and submit accurate and timely Interim Financial Reports (IFRs) and quarterly forecasts to the World Bank.
    • Prepare periodic and ad hoc financial reports, perform variance analysis, and share insights with program teams to support decision-making.
    • Monitor budget utilization, expenditures, and commitments to ensure alignment with approved budgets.
    • Support budget revisions, reforecasts, and financial planning processes in coordination with program staff.
    • Support timely reconciliation of bank and cash accounts.
    • Provide guidance to Thabat staff, subrecipients, and partners on financial accounting policies, compliance standards, and reporting requirements.
    • Deliver training sessions and develop tools to strengthen compliance with World Bank financial rules and CRS standards.
    • Support audit preparations, coordinate audit fieldwork, and ensure timely responses to audit queries and recommendations.
    • Collaborate with Procurement and Operations teams to ensure that all project expenditures are booked promptly and accurately.
    • Ensure timely sharing and coordination with program and operations units to support efficient financial management.

    Qualifications

    Basic Qualifications:

    • Minimum of two-five years' experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.
    • Bachelor’s Degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
