    VPRU Measurement Advisor

    Job Overview:

    •  The Violence Prevention and Response Technical Unit (VPRU) provides dynamic support to IRC’s country offices on protection programming—including direct technical assistance to country program staff—ensuring innovation, promotion of standards, and improvements for all protection programming implemented by the organization. This includes work across the streams of women’s protection and empowerment (WPE), child protection (CP), and protection rule of law (PRoL), as well as cross-cutting/integrated protection approaches.
    • As part of VPRU’s MEAL team, the VPRU MEAL Advisor provides critical support to help systematize VPRU monitoring systems, strengthen quality and alignment of our global data, and build a team culture of collaborative learning and reflection. As part of this role, the VPRU MEAL Advisor will work closely with the IRC Measurement Unit and peers to directly support, manage and coordinate key activities related to global monitoring systems and data quality, such as VPRU’s Annual Statistics processes, Core Indicator revisions and socialization, Program Indicator Dashboard rollout, data toolkit development, etc. Beyond data collection systems and quality, the Advisor will also work with protection country- and regional-facing colleagues to strengthen internal team MEAL comfort, capacity, and guidance to analyze, interpret, and meaningfully use different types of data across VPRU’s global programming (in close collaboration with the VPRU Senior MEAL Advisor). In addition to these cross-cutting tasks, the Advisor may also support MEAL activities for a limited number of VPRU-led projects.
    • The Advisor will work closely with the VPRU MEAL team, VPRU technical leadership and technical advisors (TAs), and country program teams as they strengthen MEAL systems and promote consistency, quality, reflection, and use across IRC’s global protection data.

    Major Responsibilities:

    Lead Systematization, Quality Review, and Use of Protection Data Related to Country Programs (primary role)

    • Lead and coordinate VPRU’s engagement in the Annual Statistics process, including liaising between the IRC Measurement Unit, VPRU TAs, and country programs on preparation, training, data quality review, and data analysis and reflection processes
    • Update and streamline IRC Core Indicators for protection across sectors (in collaboration with senior technical leadership), including (i) development and refining of any new protection indicators and frameworks and (ii) supporting socialization, uptake, and use of Core Indicators with VPRU team
    • Develop, refine, and validate new and existing monitoring tools and approaches for key indicators
    • Support rollout and socialization of IRC Program Indicator Dashboards among VPRU colleagues, including support to TAs on related interpretation and decision-making with country teams
    • Lead development and rollout of data toolkits for specific protection interventions with the IRC Measurement Unit (MU), including drafting of select toolkits
    • Provide ongoing training and capacity building with protection colleagues – both within VPRU and with country programs, as needed – on core protection MEAL competencies, tools, different types of data, analysis, interpretation, and meaningful use of data for decision making
    • Collaborate with VPRU colleagues to identify further approaches to strengthen global data quality, triangulate different types of data, and explore how data can be used for protection-focused advocacy, communication, and programmatic decisions

    Provide Ongoing Direct Technical Support to VPRU Projects

    • Independently lead and manage MEAL activities for a limited number of VPRU-led grants, while working closely with VPRU technical advisors (TAs), specialists, and MEAL staff. We currently anticipate this role will support a single project for FY24 on Protection Case Management

    Support Broader Learning Strategies, Guidance, and Resources for VPRU MEAL

    • Provide ad hoc support to other VPRU team members for discrete MEAL-related tasks, as needed
    • Support the creation and rollout of core MEAL guidance and resources for VPRU teams
    • Lead and track against relevant components of VPRU MEAL’s strategic workplan
    • Lead and contribute to MEAL technical sections of business development
    • Represent VPRU MEAL on external meetings, working groups, and other platforms, as needed
    • Contribute to VPRU’s anti-racism commitments

    Job Requirements:

    • A minimum of 6 years of experience in humanitarian, international development or similar fields working or researching gender-based violence, child protection, protection rule of law, or relevant technical areas.
    • At least 3-5 years of experience leading protection-specific MEAL activities, preferably in humanitarian contexts. May substitute protection programming experience for some protection-specific MEAL experience.
    • Strong interpersonal skills and collaborative approach: able to successfully work with, facilitate discussion among, and build trust with diverse teams and across diverse contexts, including senior technical leaders
    • Strong understanding of protection data monitoring and evaluation considerations in low resource and humanitarian contexts
    • Demonstrated MEAL expertise across the data life cycle – with a particular emphasis on strong data collection, management, analysis, and interpretation skills – for multiple types of data

    • Experience developing and refining logframes, theories of change, and/or indicator drafting/revisions
    • Strong data visualization and dashboard development skills that demonstrate an understanding of how to use data to tell a compelling story

    VPRU MEAL Specialist

    Senior Director CRRD People & Culture

    • The Senior Director, People & Culture will develop and lead a highly effective, strategic People & Culture team across IRC’s 6 regional units (Asia, East Africa, Great Lakes, Latin America, Middle East, West Africa), Emergency & Humanitarian Action Unit, and Technical Excellence team to ensure the organization has the structure, culture and talent needed to deliver on global program goals and effectively serve its clients.     Deputy Director, Inclusive Learning

    • The Deputy Director of Inclusive Learning provides expertise in creating environments and cultures that value and respect diversity and promote equity and access for all individuals, regardless of their backgrounds and identities. They will influence the design and implementation of global learning and development programs at the IRC. They develop strategies and initiatives that foster a more inclusive learning experience, focusing on historically under-represented groups.

    Major Responsibilities

    • Audit and assess current L&D programs processes and tools. Identify and address barriers to inclusion. As a subject matter expert, provide coaching and support to L&D team members and leaders. Collaborate with Gender Equality, Diversity and Inclusion (GEDI) colleagues to identify the organization's inclusive learning needs and align program content with the organization's goals and values.
    • Target and develop under-represented populations. Identify gaps in the L&D portfolio for programming that can be focused on the development of historically underrepresented groups. This could be new programs/tools or additional versions of current offerings.
    • Understand the diverse backgrounds and experiences of IRC’s learners to design and incorporate effective inclusion strategies into L&D offerings.     Deputy Director, Leadership Development

    • Reporting to the Director of Leadership Development, the Deputy Director will design, refine and implement L&D programs with a focus on identifying, retaining, engaging and developing future IRC leaders. The Deputy Director will provide expertise in designing learning and development programs that work toward building a diverse workforce that is treated fairly and equitably and feels a sense of inclusion and belonging.

    Major Responsibilities

    • Designs, develops and supports the implementation of the Talent Dialogue process including:

    Senior Program Support Manager, Private Partnerships – East Africa

    Major Responsibilities

    • The role will serve as the primary focal point and liaison between the private fundraising teams, the regional team, and country office teams for all aspects of business development and grant management. The major responsibilities will span across all award lifecycle stages and include:

    New funding and proposal development (20%):

    • Pursues new funding opportunities for the region suitable for presenting to private sector entities including corporations, foundations, wealthy individuals and faith and membership organizations;
    • Ensures that country office funding needs and priorities are well represented across high-value fundraising teams on an ongoing basis, and proactively shares information, and advocates as needed on behalf of country offices;
    • Scans the program work in the region to identify new areas of work that can be proactively worked up and offered to new partners and donors;
    • Manages proposal development processes as required for single-country, multi-country and/or multi-region opportunities, bringing together teams across fundraising, program regions and technical units;
    • Reviews and provides substantive feedback and content on all private donor proposals and drafts proposals with inputs from country programs when needed;
    • Reviews budgets and supporting documentation for proposals in coordination with the HQ Finance Department and assists country programs in creating budgets when necessary.

    Private funding portfolio management (70%):

    • Maintains an up-to-date record of all private sector partnerships in the region to inform effective and timely delivery of relevant updates, progress and insight to the relevant business teams;
    • Ensures consistency and compliance across private partnerships for the entire duration of a partnership in close coordination with country teams to ensure donor requirements are met and compliance issues are raised to the appropriate focal point;
    • Keeps up-to-date with developments around program implementation, flagging risks and challenges around implementation, and ensures timely flow of information to support efficient delivery of donor reports;
    • Proactively reviews and provides substantive feedback or content on donor reports, guides country offices with budget realignments, and supports grant amendments;
    • Coordinates and ensures clear, reliable reporting and data-points for maximum partnership impact, including drafting and finalizing donor reports and communication materials for country offices as needed;
    • Flags donors who need to be stewarded by Fundraising to maintain and deepen relationships, especially if there have been any issues with program implementation;
    • Supports country offices to apply internal procedures and systems such as OTIS (IRC’s grant information tracking system), and PEERs (IRC’s partnership management system) for private funding portfolio and ensure SNAP entries are up to date;
    • Maintains an ear to the ground on programmatic issues and security & political developments in East Africa and how they might affect private partnerships;
    • Provides project management support on large multi-year and multi-country opportunities and grants as requested from fundraisers, the region and Technical Units.

    Process improvement (10%):

    • Responsible for establishing the foundation for the development of processes and systems that would advance our private-sector partnerships pursuits;
    • Coordinates with relevant teams in ER to ensure optimal support for country program offices;
    • Reviews and proposes improved processes as needed to help reduce time, and ensure appropriate partner sign off, to better match private sector donor timescales.

    Essential Qualifications

    • Approximately 6 years working in private sector grant support or related area, with at least 3 years working in or closely with the East Africa region;
    • Demonstrable experience of running and/or monitoring large, multi-sectoral and multi-country private sector partnerships and working across various teams and functions;
    • Knowledge of the drivers and motivators for support from corporations, foundation, wealthy individuals and faith and membership based organizations, and experience working directly and supporting private sector fundraisers;
    • Experience in developing and leading successful complex proposals and providing impactful reporting for high value donors;
    • Ability to effectively manage and coordinate with geographically dispersed teams throughout all stages of the private grant lifecycle;
    • Experience managing donor compliance, budgeting, negotiating agreement provisions, technical and financial reporting;

    Monitoring, Evaluation, Accountability & Learning (MEAL) Manager

    Job Description

    • Under the direct supervision of the Senior Field Coordinator, and technical supervision of the MEAL Coordinator, the MEAL manager shall be responsible for strengthening MEAL efforts, approaches, and systems to foster learning and accountability to all stakeholders including our clients; support IRC’s global and measurement ambitions of Strategy 100 and the Country Strategic Action Plan. They will oversee the MEAL functions within the Health, Nutrition, WPE and Protection sectors and head the MEAL department in Hagadera Refugee Program. They will provide technical inputs in development and use of information management systems to ensure continuous learning and improvement of programs through generating data analysis and visuals for evidence-based decision making. They shall coordinate with program managers in sharing monitoring and evaluation information and support in preparation and dissemination of program reports. In general, they shall ensure delivery of quality programming to meet overall program and IRC objectives.

    Responsibilities

    Leadership and partnership

    • Manage all technical aspects and actions of MEAL regarding the Health, Nutrition, Protection and WPE sectors; respond to program needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, and donors.
    • Improve MEAL systems and approaches and foster learning.
    • Represent IRC at technical meetings, forums, and other events & build partnership within IRC and other areas of expertise.
    • Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making.
    • Develop IRC’s partners capacity in MEAL and enhance capacity sharing to ensure quality implementation of MEAL.
    • Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches, sharing capacity and experiences. 

    Technical Oversight

    Lead the MEAL system and processes for the Hagadera Refugee program in harmony with the MEAL Country, Regional and Global Strategy throughout the project cycle which include:

    • Use learning, evidence, and data from previous projects to inform project proposal design.
    • Develop logical frameworks, MEAL plans, digital data collection tools, processes for online data management.
    • Develop and manage information management systems for monitoring and evaluation and generate periodic reports to inform and guide programs.
    • Oversee implementation of MEAL systems (including EMR, DHIS and LMIS) through regular field monitoring visits and tracking of Key Performance Indicators at the facility and camp level.
    • Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization.
    • Supervise all MEAL field activities within Hagadera Refugee Program.
    • Undertake regular analysis of monitoring data and work closely with program coordinators and managers to facilitate decision-making for real-time program adaptation.
    • Produce quality reports and update program dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
    • Identify and share lessons learned to improve services and results for our clients. 
    • Participate actively in the enforcement of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for all field program interventions.
    • Engage in the design, methodology, and conduct of surveys such as baseline and end line, reporting, and the commission of evaluations in coordination with colleagues and partners.
    • Advocate for and support the expansion of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis, and visualization.
    • Ensure a high level of communication and close working relationships with the project team, project implementers, and other key stakeholders.
    • Join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.

    Human Resources

    • Coordinate, lead, mentor and support a dynamic MEAL team fostering timely and high-quality achievement, and an inclusive and respectful team environment.
    • Promote the growth and development of others in IRC teams and partners in MEAL: Lead in planning and delivering high-quality technical training and learning materials for partners, colleagues, and junior staff.
    • Participate in the recruitment and onboarding of country MEAL officers, assistants, and (if relevant) external consultants.

    Qualifications

    • University degree in Health Informatics, Monitoring and Evaluation, Computer Science, statistics or Public Health or related field.
    • A Minimum 3 years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions.
    • Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
    • Proficiency and experience with mobile data collection such as CommCare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA, Epi Info, or other similar software.
    • Knowledge of PowerBi, or other data visualization platforms is an additional asset.

    Required Experience & Competencies:

    • Good knowledge of monitoring and evaluation technologies, techniques, approaches and methodologies in programs.
    • Demonstrated experience and understanding of health information systems design, development, roll-out, and/or use (e.g. HMIS, DHIS, EMR)
    • Demonstrated analytical, systematic-thinking, and problem-solving skills.
    • Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.
    • Confirmed ability to lead, mentor and empower a small to medium professional team.
    • Self-motivated with good organization, planning skills, including prioritizing work and delegation.

    Business Development Officer

    Job Overview:

    • This Business Development Officer, filling a critical gap in Technical Excellence, will sit within the Grant Operations & Analytics Team (GOAT) and will be responsible for leading effective business development processes for highly complex global funding opportunities. The position collaborates closely with Technical Excellence program and grants teams, Country Program teams and IRC support departments like Finance and the Awards Management Unit to ensure that all proposals are developed and submitted in accordance with IRC and Donor policies.

    Key Responsibilities:

    Business Development (90%)

    • Bid Coordination: Serve as the bid lead for Technical Excellence opportunities and coordinate with the Awards Management Unit (AMU) on opportunities with an AMU assigned bid lead 
    • Support the technical team in donor-specific program scoping in advance of anticipated calls, including pre-development of concept notes and donor feedback solicitations for specific programmatic elements/ideas
    • Drive the proposal timeline forward, including HQ approval processes and submission 
    • Manage OTIS (Opportunity Tracking Information System) workflow for proposals
    • Be responsible for the coordination with country programs and partners on documents needed
    • Provide templates and guidance to program teams
    • Lead on the coordination of reviews between technical units
    • Work with AMU on potential institutional funding opportunities and solicitations
    • Attend key cross-unit and cross-departmental meetings regarding business development
    • Develop and maintain an in-depth understanding of Technical Unit funding streams and business development priorities

    Proposal Budget development: Lead on the development of proposal budgets that reflect the technical design 

    • Develop proposal budgets to ensure consistency and accuracy across projects. Design, draft, refine, and finalize budgets and budget narratives (as needed) that are reflective of program design costs
    • Ensure appropriate internal formats and donor formats for budget development are used
    • Advise on the allowability of costs
    • Guide supporting financial documentation for proposals in coordination with the HQ Finance Department, including annexes
    • Coordinate with and support country program finance and grant staff on proposals, providing guidance and feedback on workplans, deadlines, and proposal parameters 
    • Secure approvals across departments for submissions

    Proposal Development:

    • Support the proposal development processes for TU-specific opportunities as required for multi-country, multi-Technical unit, and/or multi-region opportunities 
    • Support Unit technical staff in the development of proposals, including reviewing and contributing to concept notes, proposals and creating budgets ensuring donor and IRC compliance
    • Track Technical Excellence’s pipeline for business development and assist with assigning business development (concept note, expressions of interest, proposal development) to Grants Managers
    • Coordinate with GOAT staff to ensure visibility on all opportunities and the appropriate level of salary support in the post-award phase 

    Process Support and Feedback (10%) 

    • Go/No Go (GNG) Process: Working closely with the Sr BD Advisor and BD Coordinator, support on process changes in the Technical Excellence GNG processes, including the following:
    • Support the collection of GNG inputs on live opportunities for appropriate next steps
    • Support on KIIs with key staff when changes are being proposed
    • Collect lessons learned from previous iterations of the GNG process

    Key Working Relationships:

    • You will report to: the Senior Business Development Advisor, GOAT

    Other Internal and/or external contacts: 
    Internal: Regular contact with Technical Unit teams, GOAT Grant & Contract Mangers, GOAT BD Coordinator, BD Officer—Private Sector, and Country Program staff, the Awards Management Unit, Finance, Human Resources and Global Supply Chain.
    External: Interact with donors, vendors, contractors, and consultants.

    ERICC Programme Manager

    • The Programme Manager will provide direct programmatic and administrative support to the ERICC Project Management Team, Research Directors, and consortium partners to help us deliver an ambitious programme of research, research uptake and capacity sharing activities. 

    Major responsibilities

    • Coordinate ERICC Research Programme Consortium’s recurring meetings with IRC teams, consortium partners, FCDO and other external partners, ensuring invites are sent out on time, correct attendees are invited, and invites include key pre-reads and meeting documents.
    • Support the Programme Management Team with meeting requests, scheduling, travel and project administration.
    • Develop and maintain ERICC Google Calendar, including standing meetings, contract due dates, and IRC and partner leave and holidays. 
    • Take detailed and accurate notes in key meetings, and assist with key follow-up items. 
    • Maintain the ERICC Communications Matrix (internal and external), ensuring all partner and IRC staff are included. Coordinate the quarterly comms matrix update. 
    • Manage the IRC ERICC Box Drive and full consortium Google Drive, ensuring access permissions and filing structures are kept up to date, and ensuring proper naming conventions and version controls are maintained. 
    • Coordinate and track partner- and consortium-level deliverables, including knowledge management of submissions, communications, feedback and approvals.
    • Quickly and accurately file key documents and communications including partner reports, deliverables, communications with FCDO, and monthly consortium updates.
    • Assist in the organization, support and coordination of meetings and conferences. 
    • Field general administrative support requests from team members, striving for rapid problem resolution and flagging issues as appropriate.

    Skill and Experience Requirements

    • Minimum 2-3 years related non-profit and/or administrative work experience, preferably in international humanitarian aid organizations, development, and/or education.

    Significant experience and comfort using a range of administrative, collaborative, and communication tools, including: 

    • Microsoft office (Excel, Word, Outlook, Teams, Sharepoint), 
    • Google suite (Drive, Docs, Sheets, Calendar), 
    • Box Drive
    • Zoom 
    • Doodle (or other meeting planning applications)
    • Strong attention to detail and consistency in operating set administrative processes,
    • Strong writing and communication skills,

    • Ability to work with people of different cultures, experiences, and perspectives in a sensitive and positive way is required, experience working with teams from multiple countries/cultures is strongly preferred.
