    Cross-Border Trade and Market Systems Lead

    Activity Overview and Role:

    The Regional Agriculture and Market Systems (RAMS) activity is a 5-year, $23 million task order under USAID’s Regional Integration and Stronger Economics (RISE) IDIQ mechanism. RAMS is designed to promote increased agricultural production, trade, improved policies, finance and investment, and resilience to shocks and stresses in the East Africa region by addressing agricultural issues that can only be solved on a regional basis. RAMS will collaborate closely with USAID/Kenya and East Africa’s regional intergovernmental partners, including the East African Community (EAC), the Intergovernmental Authority on Development (IGAD), and the Common Market for Eastern and Southern Africa (COMESA) region. The Activity is organized under four objectives: 1) Strengthening cross-border agricultural market systems, 2) Accessing and scaling technologies, 3) Strengthening regional resilience, and 4) Strengthening the regional agriculture policy and regulatory environment. The RAMS geographic area of focus includes the East African countries of Kenya, Tanzania, Uganda, Rwanda, Burundi, Ethiopia, Somalia, South Sudan, and Zambia.

     

     The Cross-Border Trade and Market Systems Lead will lead Objective 1, overseeing and leading design and implementation of activities expected to build more effective cross-border market systems that take full advantage of new and existing international market opportunities. S/he will identify and manage market linkage activities that expand trade opportunities across East Africa and will support Objective 4-led efforts to improve the business enabling environment and remove trade barriers. S/he will report directly to the Project Manager. 

     

    Primary Duties and Responsibilities: 

    • Provide technical and managerial support to strengthen structured cross-border trade in RAMS value chains and improve capacity to respond to shocks and stresses. Focus value chains include but are not limited to: livestock, climate resilient staple crops, and nutrient-rich horticulture.
    • Lead efforts to identify cross-border value chain constraints and address barriers that limit trade competitiveness.
    • Develop action plans for focus value chains in collaboration with other stakeholders such as private sector lead firms, input supply dealers, producer organizations, banks and insurance companies, regional intergovernmental bodies (i.e., EAC, COMESA, IGAD), national governments, USAID, USDA and other actors.
    • Forge value chain-specific, business-led partnerships to stimulate cross-border trade.
    • Identify new opportunities for regional cross-border trade and facilitate medium- to long-term private sector investment in value chain systems, supporting industries, and infrastructure.
    • Oversee provision of technical assistance and grants to the private sector and across value chains to increase competitiveness, diversify production/exports, support capacity building, and any other relevant efforts required to expand cross-border trade and strengthen regional market systems.  
    • Improve the capacity of value chain actors, including private sector firms, financial institutions, agro-dealers, and regional organizations to facilitate cross-border agriculture trade, and overcome barriers to trade.
    • Share results and learning with project leadership, Palladium, and USAID.
    • Other duties as assigned. 

    Required Qualifications:

    • Bachelor’s degree in business administration, economics, international trade, or related field. Master’s degree preferred.
    • Seven to 10 years of relevant professional experience implementing trade and market systems interventions within the East African context.  
    • Ability to establish effective, long-term partnerships and market linkages among private-sector actors and demonstrated ability to provide TA in strengthening value chains and building private sector firm-level capacity.
    • Demonstrated ability to work effectively with intergovernmental, private sector, and governmental representatives, particularly at the regional level.
    • Prior USAID or donor experience preferred. 
    • Strong preference for Kenyan and East African citizens.

    Project Manager

    The Project Manager for this activity will be responsible for the technical and administrative excellence of RAMS. S/he will be based in Nairobi and will work with private sector actors, regional intergovernmental bodies, East African governments, and other USG-sponsored cross-sector activities, to drive activities and facilitate the partnerships needed to achieve RAMS’ expected results. The Project Manager will report to Palladium's Home Office Project Director and will serve as the primary contact for USAID. 

     

    Primary Duties and Responsibilities: 

    • Lead technical direction and strategy development for implementation of RAMS and ensure an integrated vision across components and partners. 
    • Ensure overall quality and cost effectiveness, and establish and maintain robust and adaptive knowledge management and M&E systems. 
    • Serve as the primary point of contact for communications with USAID counterparts.  
    • Ensure effective use of resources, on-time delivery of project activity reports and deliverables, and overall compliance with USAID regulations and Palladium policies and procedures. 
    • Work with staff to recruit, hire and manage staff and consultants as needed to carry out activities. 
    • Work in partnership with Home Office Project Director, engaging in frequent, routine communication so that the home office is aware of both progress and potential issues, and solicit assistance and input as needed to ensure that performance meets or exceeds technical and financial contractual requirements. 
    • Manage subcontractors, both international and local, to ensure that their performance meets or exceeds technical and financial contractual requirements. 
    • Serve as the key liaison between USAID, host-country counterparts, project partners, and Palladium. 
    • Support implementation of Palladium's security protocols and provide leadership in handling security-related issues. Address local staffing and personnel issues related to security. 

    Required Qualifications:

    The position requires significant coordination skills, broad general and technical knowledge, experience in developing countries, and the ability to ensure coherence and consistency while under urgent deadlines. The minimum qualifications are as follows: 

    • Bachelor’s degree in agriculture, economic policy, international trade, or related field. Master’s degree strongly preferred. 
    • Ten years of relevant professional experience, managing donor projects at the senior level. 
    • Seven years of experience working on agriculture-related projects within the East African context.  
    • Thorough understanding of USAID policies and procedures from a compliance perspective, including knowledge of financial, operations, and monitoring and evaluation practices. 
    • Demonstrated ability to work effectively with intergovernmental, private sector, and governmental representatives, particularly at the regional level. 
    • Strong Preference for Kenyan and East African citizens.

    Deputy Project Manager

    The Deputy Project Manager will manage day-to-day operations and cross-cutting activities. S/he will contribute to the overall technical vision of RAMS, while ensuring seamless implementation through operational management. S/he will report to the Project Manager.

     

    Primary Duties and Responsibilities

    • Support the Project Manager in the successful management of all administrative and programmatic functions and activities in line with the project’s Scope of Work and approved annual work plans.
    • In the absence of the Project Manager, serve as the project representative, liaising directly with USAID, national governments, regional intergovernmental bodies, Palladium Home Office, implementing partners and subcontractors, and the private sector actors.
    • Oversee finance, operations, and Monitoring, Evaluation and Learning (MEL) activities under RAMS, ensuring USAID compliance and program cohesiveness among technical and operations staff.
    • Provide technical and managerial leadership and, in collaboration with the COP, build partnerships with key stakeholders.
    • Support adaptive management of RAMS, and work with staff, home office and USAID to adjust programmatic approach, staffing and resources if required based on continuous monitoring of the program course.
    • Support the annual work planning process and completion of high-quality deliverables.
    • Conduct communications and media relations in close coordination with USAID as required.

    Required Qualifications

    • Bachelor’s degree in agriculture, economics, international development, or related field. Master’s degree preferred.
    • Ten years of relevant professional experience, managing donor projects at the senior level.
    • Five years of experience working on agriculture-related projects within the EA context.
    • Demonstrated expertise in two or more technical areas related to RAMS' scope (e.g., agriculture/livestock value chain development, regional integration, agricultural financing, accessing and scaling technologies, trade policy and trade facilitation, and resilience)
    • Thorough understanding of USAID policies and procedures from a compliance perspective, including knowledge of financial, operations, and monitoring and evaluation

    Data Analytics and Visualization Expert

    Primary Duties and Responsibilities:

     

    The Palladium Data, Informatics and Analytical Solutions (DIAS) practice vision is to improve health and development investments and outcomes by strengthening information and governance systems and local capacity and ownership at scale to use quality data in real time for positive impact. To do this, DIAS takes a systems approach that combines its expertise in M&E and research; effective data use; and information and communication technology (ICT) to help governments and development partners throughout the world design, implement, and evaluate service delivery and performance monitoring systems at all levels of the health, education, agriculture, and economic growth systems. To support the technical delivery of informatics solutions, DIAS has formed a regional team of informatics experts based in Nairobi, Kenya. The Kenya Informatics Team is responsible for supporting health informatics and ICT projects across the DIAS portfolio globally.

    Purpose of Position

    Palladium is seeking a Data Analytics and Visualization Consultant to support the Strategic Information (SI) Team. The Data Analytics and Visualization consultant will provide in-depth analysis of data, develop high quality dashboards and information products for key priority indicators.

    Key Responsibilities

    • Conduct regular analysis of performance on key priority indicators
    • Create dashboards, automated reports, report templates and presentations by analyzing requisite data using of data visualization and analysis tools.
    • Influence interventions through state-of-the-art analytics through understandable, actionable, data-driven insights and quickly identify key themes from their data.
    • Work with Strategic information advisor(s) to understand, clarify and document data analysis and reporting needs. Provide guidance and insight on data visualization options for dashboard design.
    • Work with the support of Snr Regional Data analytics and use Advisor and health informatics teams to enhance data collection structures and procedures to include information that is relevant for building analytic systems.
    • Apply data mining techniques, do statistical analysis, and build high quality predictive analysis information products. Doing ad-hoc analysis and presenting results in a clear manner.
    • Recommend data architecture and engineering structures necessary to support reports and dashboards.
    • Aggregates large data sets using analytical tools for analysis. Develops data strategies specifically around data structures, identifying critical information, as well as the tools used to retrieve and analyze the data. Performs research and analysis on large data sets - data exploration, trending, modeling, etc.
    • Develop and generate high quality information products and infographics to generate meaningful use of data for programmatic decision making.

    Required Qualifications:

    Candidate Requirements

    • Degree in computer science, statistics or management information systems, or any health-related degree with health informatics experience preferred. Master’s degree an added advantage.
    • Advanced data analysis skills and proficiency in statistical and GIS packages at least one or two such Stata, SPSS, Epi, QGIS and so on
    • At least 5 years work experience in data analysis, data mining, BI (Tableau, Power BI and other tools) and Analytics development or other related analytical projects with recent proven experience developing data visualizations, dashboards, and reporting. Proficient in development of infographics and packaging of information products
    • Experience working with large datasets (on relational as well as non-relational data stores) and excellent understanding of metadata, DHIS2 and patient level data.
    • Possess sharp analytical skills and problem-solving abilities especially with data forecasting, cleaning and transformations.
    • Strong proficiency in query/reporting tools, SQL, Advanced Excel, (or similar visualization tool), R/Python or other statistical tools.
    • Experience working in Health programming will be added advantage
    • Ability to work well in a fast-paced environment with cross-functional teams to accomplish objectives.
    • Ability to mentor and train through a variety of methods including online, face-to-face, or blended learning opportunities.
    • Excellent verbal and written communication skills.
