    Secretary / CEO OF Siaya County Public Service Board

    Pursuant to the Constitution of Kenya Article 235 and Section 57,58 & 59 of the County Government Act No. 17 of 2012, the County Government of Siaya hereby invite applications from suitable qualified persons to fill the position of Secretary/CEO of the Board. Salaries and other allowances payable as per Salaries and Remuneration Commission(SRC) guideline.

     Duties and Responsibilities

    • Facilitating, coordinating and ensuring execution of the Board’s mandate
    • Preparing and circulating Agenda and minutes of the Board meetings custodian of all Records, Assets and minutes of the Board
    •  Implementing decision of the Board
    • Develop an Annual Work Plan for the Board with the guidance of the Chairperson, conveying decisions of the Board and providing guidance and advice to the Secretariat;
    • Overall in- charge of the Secretariat and providing guidance and advice to the Secretariat on matters of ethics and good governance;
    • Preparing regular reports for submission to the County Assembly on execution of the functions of the Board;
    • Evaluating and reporting to the County Assembly on the extent to which the values and principles referred to in Article 10 and 232 are complied with in the County Public service;
    • Pursuant to section 149(1) of the Public Finance Management(PFM) Act 2012 ensure that resources of the Board are used in a way that is lawful and authorized and effective, efficient economical and transparent;
    • Perform any other duty as may be assigned by the Chairperson of the Board.

    Requirements for Appointment

    • Must be a Kenyan citizen.
    • Bachelor’s degree in Human Resource Management, Business Administration. Public administration or any relevant Social Sciences from a recognized University in Kenya.
    • Master degree in Human Resource Management, Business Administration, Public Administration or any relevant Social Sciences from a recognized University in Kenya will be added advantage,
    •  Must be a certified Public Secretary of good professional standing.
    • Experience of ten years, five years of which should been at senior management and administration level.
    • Satisfies the requirement of Chapter Six of the Constitution of Kenya 2010.
    • Demonstrate professional competence and managerial capabilities and understanding of the County Government Mandate, Vision and Mission as well as Vision 2030.
    • Demonstrate clear understanding of National and County Government Goals, Policies and development objective and tenants of Article 10 and 232 of the Constitution.
    • Have demonstrated high degree of leadership and administration capabilities.

    Chief Officer – Health and Sanitation

    The Chief Officer shall be the Accounting and Authorized officer for the department or division for which they are in-charge in accordance with Section 45 of the County Government Act, 201The Chief Officer will be responsible to the County Executive Committee Member under which the department falls.

    Duties and Responsibilities

    • Administration of a County Department:
    • Formulation and implementation of programs to attain Vision 2030 and sector goals;
    • Development and implementation of strategic plans and sector development plan;
    • Implementation of policies and regulations;
    • Providing strategic policy direction for efficient and effective service delivery.
    • Ensuring compliance, understanding and commitment to National Values and Principles of Governance and Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya, 2010 respectively.
    • Ensuring efficient and effective utilization of the departments’ financial and non-financial resources including budget control and reporting on financial information , material resources and facilities.
    • Building human resource capacity by developing and implementing human resource plans for the department
    • Promoting the realization of County Integrated Development Plans

    Requirements for Appointment

    • Be a Kenyan Citizen
    • Be a holder of at least a first Degree in related discipline from an institution recognized in Kenya.
    • Masters’ Degree in a relevant field from an institution recognized in Kenya will be an added advantage.
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks or its comparable and equivalent qualification from a recognized institution;
    • Have good communication, presentation, research and analytical skills;
    • Have knowledge, experience and distinguished career of not less than ten (10) years in the related field, five (5) of which should have been at a senior/managerial level.
    • Understand the diversity, challenges and opportunities within the County;
    • Appreciation of information, communication and Technology (ICT),
    • Meet the requirements of Chapter Six of the Constitution of Kenya, 2010
    • Must be a visionary and strategic thinker;
    • Have ability to work in a multi-ethnic and multi-cultural environment with sensitivity and respect for diversity.

    Director Industrialization

    Duties and Responsibilities

    • Providing linkages to finance, markets, resource efficiency and cleaner production technology suppliers, Research and Development findings, quality assurance, and intellectual property protection.
    • Creating linkage for subcontracting among MSI and Medium and Large Industries
    • Identifying potential investors in specific industrial sectors in the County
    • Disseminating industrial information to stakeholders.
    • Identifying and Documenting indigenous technologies and entrepreneurs.
    • Undertaking monitoring and evaluation on the implementation of Industrial projects/ programmes.
    • Undertaking benchmarking surveys and supporting the rehabilitation of industries; identifying, promoting and creating awareness on market opportunities for county products.
    • Creating awareness on counterfeit goods in liaison with Anti-Counterfeit Agency (ACA), and preparing industrial performance reports to enhance productivity.

      Requirements for Appointment

    • Served for a cumulative period of five (5) years, there (3) years of which should have been in the grade of Senior Assistant Director of Industries, Job Group Q and above or in a relevant and comparable position in the public service or private sector.
    • A Bachelor’s degree in a relevant field from a a university recognized in Kenya.
    • A Master’s Degree in from a relevant field recognized in Kenya will be an added advantage.
    • A certificate in any of the following fields: project Planning, Project Appraisal, Project Monitoring and Evaluation, Entrepreneurship, Public Policy Analysis, Small, Enterprises Policy and Promotion, Environmental Impact Assessment and Auditing, Environmental Management or Business Development. Services from an recognized institution recognized in Kenya.
    • Demonstrated professional competence, managerial and administrative capability in work performance and results; and
    • Thorough knowledge of the county’s economic development strategies, policies and programmes.

    Deputy Director Revenue

    Duties and Responsibilities

    • Assist in planning, organizing, coordination, supervisions and administration of all revenue matters;
    • Assist in provision of advisory on revenue matters to Director Revenue;
    • Assist in ensuring proper enactment of laws, financial regulations and procedures pertaining to revenue matters;
    • Assist in initiating internal controls and procedures within the department of revenue;
    • Assist in provision of quality and timely accounting services in the revenue unit. They include, maintenance of accurate accounting records and preparation of management and statutory reports; and
    • Develop fresh revenue streams giving annual collection targets.

    Requirements for Appointment

     For appointment to this grade, a candidate must have: -

    • Must be a Kenyan Citizen
    • Must have served for a period of not less than 6 years in the relevant field three out of which must have been in the position of Assistant Director of Revenue or in a relevant  equivalent and comparable position in the public or private sector.
    • Must have passed CPA part III; Examination or its equivalent from a recognized institution;
    • Must have a degree in the following field of study; Bachelors in Accounting, Finance, Business Administration, Commerce, economics, statistics or relevant/equivalent qualification from an approved institution;
    • Shown merit and ability as reflected in work performance and results
    • Must have high degree of professional competence and administrative capability required for effective planning, direction control and condition of the accounting function; personal integrity and responsibility.

    Principal Social Welfare Officer

    Requirements for Appointment

    • Have a Bachelor’s Degree or Diploma in the following disciplines; sociology, physiology, social work, or equivalent qualification from a recognized institution.
    • Have served  as a Chief Social Welfare Officer in a  comparable and relevant position in the public service or private sector  for a minimum period of three (3) years.
    • Must have attended a management course for a period not less than 3 weeks in a recognized institution.
    • Have demonstrated professional administrative capability in the general organization and management of the social welfare functions.
    • Be fully conversant with the Government Policy in Social Welfare.
    • Be computer literate.

    Senior Clerical Officer

    Duties and Responsibilities

    • To secure information on the insurance policies
    • To verify the accuracy and completeness of information on claims
    • Administer and advice on insurance policies.
    • To identify opportunities for Insurance plans
    • Ensuring that the County Government of Siaya gets value for money on insurance services.
    • To identifying risk management strategies.
    • Process information on incidents and financial loss to the County
    • Haling of policy renewals and tracking claims.
    • Supervise and provide guidance to officers working under him/her.

    Requirements for Appointment

    For appointment to this grade, a candidate have: -

    • Served for a minimum period of 3 years in the position of Clerical Officer 1 or in a comparable and equivalent position in the public or private sector.
    • Have passed the Proficiency Examination for Clerical Officers;
    • Possess a Certificate in any of the following disciplines; Insurance, Human Resource Management, Business Administration, Kenya Accounts Technician Certificate (KATC), Kenya Administration and Management Examination (KAME) or any other approved equivalent qualification from a recognized institution:
    • Be in possession of an information Communication Technology (ICT) certificate and be proficient in word Processors, Spread Sheets, Presentation and Database; and
    • Have shown merit and ability as reflected in work performance and results
