    Program Driver

    Position Overview:

    As a program driver, your main responsibility includes:

    • Maintain all safety and security measures to all vehicles;
    • Check level of motor oil, water, tyre pressure, battery water and brakes to ensure that all are in working order on a daily basis.
    • Ensure that there is a spare tyre, jack and other necessary tools; fire extinguisher, first aid kits.
    • Ensure that the assigned vehicle is clean and regularly serviced as per schedules.
    • Provide safe and timely transport services to staff and participants.
    • Ensure that the assigned vehicle insurance policy and observe proper procedure for insurance claims are followed in the event of an accident.
    • Ensure that HK vehicles comply with G.o.K and County Government transport regulations.
    • Complete the logbook for every day trips or specific trip and complete the fuel log sheet for any fuel purchases.
    • In consultation with the HR Officer, coordinate vehicle allocation to staff.
    • Provide periodic usage report of vehicle including total mileage, fuel consumption and expenditures.
    • Ensure that all vehicle trips are authorized in advance by the HR Officer.
    • Ensure that all vehicle trips/journeys are recorded in the log book at the start and completion of the journey.
    • Ensure that the keys and vehicle documents are kept in a secure place when the vehicle is not in use.
    • Comply with all relevant Heshima Kenya policies and procedures with respect to child protection, health and safety, security and other relevant policies.
    • Ensure the effective and efficient use of all HK resources in order to keep costs low and ensure the security of staff.
    • Perform any other official duty as may be assigned by your supervisor from time to time.

    Qualifications:

    • Secondary ‘O’ level education
    • B, C, E Class driving license
    • At least five (5) years driving experience
    • Good practical mechanical knowledge
    • Certificate of good conduct

    Monitoring, Evaluation, Research and Learning Manager

    Reports to : Director of Program

    Position Overview:

    The Manager will be a technical specialist to provide overall leadership for MERL approach, policies and strategy for RefuSHE. The position will be responsible for defining RefuSHE Monitoring and Evaluation Frame Work and development of MERL plan and associated tools. S/he will lead in identifying MERL needs of RefuSHE making appropriate recommendations and leading in implementation of the same. S/he will also develop protocols and procedures to monitor and evaluate various projects and help provide accountability and ensure efficiency in success from projects baselines to end lines. The position will build capacities of program staff and ensure that data quality and standards are monitored, met and reported timely. S/he works hand in hand with the Director of Programs and Program Managers to asses and refine existing M&E tools in line with the existing program needs. S/he will be responsible for development of research tools for all research projects by taking lead in development of study design methodology, sampling protocols, survey development, data collection & data management/analysis, storage and retrieval. .The Manager will be responsible for dissemination of findings and learning’s from all research projects. Monitoring and evaluation initiatives. S/he works with the DoP and Program Managers in setting realizable project targets and clear outputs as well as associated indicators that clearly define what to be achieved and demonstrate RefuSHE results and impact of her programs to the beneficiaries. This position will have responsibility for monitoring and evaluating established and new projects providing accountability with a focus on efficiency and sustainability from the outset. A priority of continued improvement of RefuSHE systems and processes to support and drive learning, standards, quality, audit, analysis, data storage and retrieval will be crucial in this position.

    This is a senior position in RefuSHE Management structure but has no supervisory role and reports directly to the Country Director

    SPECIFIC ROLES

    • Monitoring and Evaluation
      • Supports program managers in strengthening their program monitoring systems, and effectively communicating and utilizing data for program improvement.
      • Trains and mentors RefuSHE program team to develop the necessary knowledge and skillset to run practically strong monitoring, evaluations and research studies
      • Works with Program/Project Managers to develop tracking mechanisms for monitoring program/project outcomes; helps analyze data to serve as part of the internal quality assurance mechanism for project delivery
      • Leads all M&E initiatives for assigned grants/projects including monitoring data quality, tracking the progress of activities, and informing staff capacity building initiatives
      • Leads M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities
      • Lead in the finalization of monitoring and evaluation framework and Plan
      • Provide technical guidance for the implementation of the M&E plan, through training and other on-site support
      • Participate and contribute in rollout of sales force platform for M&E and data management in the organization
      • Lead in development of monitoring and evaluation tools and processes for existing and future projects
      • Facilitates review of programs/projects progress on a quarterly basis and ensures problem solving through remedial actions
      • Ensures any disparities between planned and actual outputs are addressed
      • Oversees in-building of strong M&E systems during the planning cycles within all the programs/projects and in the annual operational plans
      • Works with DoP to prepare Terms of Reference (TOR) for baselines, mid-term, and summative surveys including methodology preparation, sample selection and staff /enumerators training on need basis, and provide overall technical direction for the conducting of the surveys/studies
      • Keeps the Country Director and Senior Managers of RefuSHE well appraised of all developments on the projects within portfolio and serve as a link between program staff in regard to MERL and senior management
      • Contributes in overseeing project financial management including creation and monitoring of project budgets, and ensures smooth integration of projects in RefuSHE financial systems
    • Research and Learning Roles
      • Contributes to the development of annual research and learning objectives that can be translated into action plans
      • Works with DoP and PMs to identify research needs and develop research designs and proposals
      • Undertakes literature reviews and synthesizes (oral & verbal) research results to provide context for research studies
      • Work with DoP and PMs to develop protocols, tools and systems to collect, collate and analyze research, monitoring, evaluation and learning data in a coherent and participatory manner
      • Responsible for analyzing quantitative and qualitative data, synthesizing findings, and writing summary reports.
      • Implementation of RefuSHE research, monitoring and evaluation polices and strategies
      • Facilitation of knowledge building and knowledge sharing on research, monitoring and evaluation.
      • Promotes a learning culture within RefuSHE that is inclusive, creative and forward thinking
      • Supports in dissemination of results via presentations and reports to various audiences
      • Undertakes other responsibilities/duties not outlined above which are commensurate with a role of this nature in the humanitarian sector and which have been discussed and agreed between the line manager/superiors and the post holder.

    ACADEMIC AND PROFESIONAL QUALIFICATIONS,

    • Master’s degree in a related field (e.g. education, social sciences, economics) and a minimum of a degree-level qualification or equivalent in a relevant discipline, i.e. research; project management; development studies etc
    • A minimum of 6 years of professional experience, with at least 3 years of experience monitoring, evaluation and research activities in NGO sector, including designing and managing data collection efforts
    • Well-developed skills in planning, prioritizing and project management
    • Experience in the development and implementation of research, monitoring and evaluation policies, systems, and tools
    • Experience of working on development projects structured according to outcomes and results frameworks
    • Technical expertise and practical experience in research, monitoring and evaluation
    • Strong analytical and writing skills, as demonstrated by the ability to produce high quality reports

    Legal and Advocacy officer

    Position Overview:

    Reporting to the Director of Programs, the Legal Advocacy Officer shall be responsible for the implementation of RefuSHE advocacy and policy activities and for informing, influencing and documenting advocacy work with the program beneficiaries and partners. The position works closely with the other URPN members to coordinate national and county level advocacy activities; ensuring participation and emphasis on the role of refugees in the process. The position will be accountable for developing networks and linkages with UN Agencies, CSOs and Government line ministries and other organs for the attainment of refugee rights and social entitlements with specific focus on unaccompanied and separated children under RefuSHE care and responsibility, building up strategies and messages for communication at different levels; and capacity building of refugee and host community structures in Advocacy skills and to ensure that advocacy reporting is regular from all fronts. The position works closely Community Outreach/SGBV and Livelihood Manager and the SGBV Coordinator in coordination of community based activities and responses at the same time paying keen attention to support for RefuSHE persons of concern in the GEP and Safe House.

    Key Responsibilities:

    • Assist UAMs/UASC in acquisition of necessary documents to obtain asylum seekers/refugee status/recognition in the country vide recognition by UNHCR and RAS. Explain the process of obtaining registration and renewal of documents as well as resettlement process to AUSCs/UAMs
    • Assist UASCS through the appeal process of obtaining asylum seekers /refugee status where a case has been rejected
    • Provides legal advocacy for SGBV/SEA survivors
    • Oversee RefuSHE cases requiring court interventions and/or Children’s Department and other tribunal’s involvement
    • Leads the process of strategizing, planning and co-ordination for building an enabling environment for the UASCs and successfully implements RefuSHE advocacy and policy work at the County and National level ensuring refugees community involvement and empowerment
    • Builds a sustainable system of support for refugee community especially Unaccompanied and separated Children under RefuSHE care and responsibility, Women and Youth in Urban areas through advocacy and referrals for actions against violations of their rights in line with International conventions, Regional and National covenants and laws
    • Keeps abreast of legal and advocacy developments on refugee issues at the National, Regional and International arena and ensuring that these are considered in the development and implementation of the planned interventions within RefuSHE programs
    • Develops networks and linkages with UN Agencies, URPN, National Assembly, and other State level authorities and concerned stakeholders for both RefuSHE and refugee community and participate in framing policy development and national guidelines on refugee protection issues.
    • Participates in the SGBV Working Group with UNHCR and ensures proper documentation and communication of all meeting minutes and progress reports.
    • Facilitates state and county governments level engagements by RefuSHE
    • Develops strategies to ensure information and initiatives from RefuSHE, Refugee community groups and URPN advocacy work inform national policy initiatives on refugee matters
    • Advises the CD and senior management team on legal compliance issues in regards to Kenya’s laws and regulations; represent Heshima Kenya’s legal best interests if and when necessary
    • Participates in capacity building of community structures, partners and government line departments in advocacy skills and coordination mechanism with county and national governments, and UN Agencies; and take initiatives to strengthen referral pathways and linkages for RefuSHE persons of concern
    • Leads in developing policy frame work for RefuSHE to increase knowledge on priority issues related to refugee children and community in general and supports program managers and other stakeholders to translate this into better policies, guidelines and programming decisions
    • Contributes to learning and sharing processes within RefuSHE; assists in the identification of relevant advocacy and policy directions and builds consensus among staff on key issues
    • Participates in monitoring the implementation and effectiveness of RefuSHE policy and advocacy strategies and revising the strategy based on specific needs
    • Plays a pivotal role in creating legal literacy and awareness for UASCs, Youth and women and other relevant stakeholders of the organisation
    • Liaises with the Country Director to track and address media advocacy along with building the capacities of the refugee community to interact with media
    • Conducts events and campaigns on major advocacy issues related to the area of programme with a view to create awareness among the refugees and host community in urban areas
    • Takes lead in organizing key events in the Human Rights calendar at Heshima Kenya including, Day of the African Child, World Refugee Day, 16 Days of Activism and other internal observances
    • Contributes to RefuSHE conceptual understanding of legal and ethical issues, as well as rights based programming, including providing inputs to programs for incorporating these issues
    • Supports the program team in addressing issues like safety and security of UASCs/UAMs and refugee women on an on-going basis (including issues of discrimination, SGBV/SEA and xenophobia along other issues of priority)
    • Develops, collates and disseminates advocacy resources, and provides advocacy guidance to the program team and refugee community.
    • Identifies key areas for research on relevant policy, SGBV and livelihoods issues and opportunities to implement such research in collaboration with program managers and monitoring, evaluation, research and learning manager and persons of concern
    • Manages processes for sharing lessons and drawing out experience from legal advocacy, outreach/SGBV/livelihoods project, including synthesising learning from monitoring and evaluation, and responding to policy opportunities emerging from the RefuSHE program work in collaboration with URPN members
    • Extends support to the senior management team for new programs development, including the development of concept notes and project/program proposals
    • Being a middle management team member, contributes to the organisational strategic planning process and participates in the planning, development and implementation of the overall RefuSHE operational plan and the aligned programs work plans
    • Represents RefuSHE at various policy forums: state, national and international fora as may be delegated by the Country Director from time to time
    • Ensures coordination and appropriate linkages on advocacy and policy work with URPN and contributes to the collaboration with the other aligned regional and International Alliances. Relay updates to staff
    • Strictly follows the organisational operational plan and individual activity plan and proactively contributes to the delivery of the strategic objectives of the organization; ensuring adherence to quality and timeliness of the deliverables
    • Undertakes other responsibilities/duties not outlined above which are commensurate with a role of this nature in the humanitarian sector and which have been discussed and agreed between the line manager/superiors and the post holder.

    QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

    • First degree in law specializing in human rights and be registered to practice law in Kenya and a member of law society of Kenya.
    • A second degree in advocacy and or Master’s degree in social sciences will be desirable.
    • At least four to six years of progressively responsible program/project management experience in the humanitarian, development and/ or other relevant sector
    • Minimum three years of middle management experience in an NGO, or government institution
    • Minimum four years of experience in developing and leading policy and advocacy work on refugee issues focusing on Unaccompanied and Separated Children and young Women and Sexual and Gender Based Violence Survivors
    • Strong commitment to refugee rights and SGBV and livelihood activities as well as good understanding of relevant issues.
    • Experience of working with multiple stakeholders in the civil society, private sector and the government at different levels
    • Demonstrable track record of significant accomplishments in policy and advocacy work.
    • Robust understanding and experience of direct project implementation and interface with vulnerable and marginalized refugee populations in urban areas
    • Demonstrable knowledge and understanding of partnerships and/or donor environment, donor relations and reporting.
    • Experience of providing technical support to, and capacity building of not for profit organizations, government institutions and community based structures
    • Sound understanding of the principles of NGO support, particularly around refugee issues
    • Strong commitment and a good understanding of policy issues around refugee rights and protection.
    • Excellent writing and verbal communication skills
    • Ability to work effectively in teams as well as independently
    • Ability and willingness to undertake field trips and community meetings, home visits within areas where RefuSHE persons of concern are domiciled
    • Conversant with English and Kiswahili languages
    • Good understanding of legal advocacy, development issues and challenges facing refugees in Kenya and the great lakes and the surrounding countries
    • Understanding about INGO reporting procedures and knowledge of donor’s strategies and policies
    • Good understanding of legal and ethical issues around humanitarian sector
    • Must be a Kenyan citizen; knowledge of refugee language desirable (Somali, Amharic, or Oromo etc)

    Education/Instructional Officer

    Position Overview:

    Education Officer or instructional coordinator directs and shapes the curricula and teaching processes in GEP. S/he works with department of adult education, Associate Director for GEP, teachers and students councils to come up with the most appropriate curricula to meet the needs of participants. The position holder provides advice to teachers, GEP Associates Director and senior management staff on how to improve participant’s performance and effectively and efficient deliver the curriculum. The position provides training in the use of educational materials and techniques. S/he advises instructors/teachers on how to comply with county, state and national educational standards, as well as working closely with student’s councils to apply the GEP SOPs and regulations. The position will be undertaking research and select textbooks, as well as other educational/instruction materials and order or recommend the purchase of supplies. S/he will research and design educational materials and instructional methods. S/he is responsible for mentoring new teachers, conducting teaching workshops/seminars and observing teachers in the classroom. The position provides constructive feedback based on teacher evaluations. The position supervises Teachers in level 1-4 and reports directly to the Associate Director for Girls Empowerment Program.

    Specific Roles

    • Setting short and medium term education program plans in liaison with the Associate Director-GEP, teachers and other GEP staff, and monitor performance against those plans.
    • Providing direct supervision to adult education teachers and vocational instructors and supporting them to achieve their goals as outlined in individual accountability plans.
    • Assisting with planning and design of the adult education curriculum and measures of achievement; including collecting data for Heshima Kenya GEP performance monitoring plan, especially with regard to education indicators.
    • Overall in charge of classroom supplies i.e., teaching and learning materials which includes: making requisitions on quarterly basis of the required school materials and equipment, distribution of the same to all levels in good time for appropriate utilization,
    • Continuing to investigate any existing imbalances in GEP service provision in the girl’s empowerment centers, and designing and implementing initiatives aimed at increasing enrolment and improving retention and performance of girls into the program. Communicate immediately to the Associate Director-GEP any challenges that affect the quality of teaching in the classroom, or hinder meeting project goals and outcomes so that solutions are created and implemented in a timely manner.
    • Monitoring progress of learners and working closely with teachers to ensure there is meaningful participation of learners in all aspects of learning.
    • Reviewing termly and annual work plans, schemes of work, lesson plans and activity plans of the basic education program for comprehensiveness, clarity and adherence to GEP goals and objectives.
    • Overseeing data collection and analysis in order to facilitate accurate and prompt provision of qualitative and quantitative information that will inform management on administrative and policy decision making.
    • Provide feedback to the GEP Program Manager, the Senior Programs Manager, and Country Director on learners progress during meetings
    • Organize and take part in GEP events, afternoon projects, field trip and any other activities that take place in the GEP.
    • Work closely with volunteers, selected and screened by the GEP Program Manager to facilitate one on one tutoring with GEP participants after having identified areas in need of additional work, and provide materials and support to volunteers as necessary.
    • Identify and develop working relationships with external adult education programs and testing centers for HK participants who may pursue Kenya Primary Certification outside GEP campus. Coordinate and monitor participants’ progress and attendance in said programs
    • Complete enrollment and individual assessments for each GEP participant. Maintain standardized and unit testing and evaluation schedule in classroom providing updated scores and evaluations to the Associate Director-GEP on monthly basis.
    • Support the GEP team with any other support if and when requested.

    Qualifications

    Child Protection & Case Management Coordinator

    Position Overview:

    Under the supervision of the Safe House Associate Director, The Case Management & Child Protection Coordinator will be responsible for all aspects case management and child protection including design and enforcement of strategy, policy and implementation related activities. The position ensures the planned interventions are technically sound and encompassing the best international standards related to case management and child. The position coordinators and provides direct supervision to child protection and case management officers based in GEP, SH and field level. The position works closely with the Associate Director in drafting the annual program description and budget as well as close monitoring of the same during implementation to ensure compliance to organizational standards and the grants requirements. The Coordinator will also support in drafting of concept notes and project proposal.

    DUTIES

    • Provides leadership in planning, implementation, monitoring case management and, child protection activities and policy
    • Coordinates and oversees initiation of Best Interest Processes for individual cases through BIAs, BIDs, making arrangement for alternative care, family tracing/reunification, coordinating home visits as well as reviewing and recommending case management services/ support
    • Supervise and provide technical support to the case management team in the implementation of child protection and case management activities including organizing monthly case committees and conferences
    • Coordinate the expansion of case management and child protection programming in close collaboration with the Associate Director, DoP and the other team members
    • Receives and coordinates referrals, arranging action and reviewing services for the persons of concern in line with the organization safe shelter and girls empowerment policies and criteria
    • Oversees maintenance of accurate, confidential and up to date documentation on all cases in the organization programs safeguarding their protection.
    • Works directly with children and their families as may be required to develop, promote, strengthen and implement the individual child/family development plans that promote child welfare and protection from harm alleviating suffering
    • Supports the care of children where their living arrangements are at risk of breakdown including conducting BIDs for separation and alternative care placement/arrangement
    • Keeps abreast of developments in the field of case management and child protection by liaising with UNHCR, Children department and attending child protection network meeting/events
    • Ensures effective communication and networking is developed and maintained through partnership and collaboration with partner organization
    • Participates in production and publication of child protection and case management information communication materials as well as updating the program team on the current trends in CP and case management
    • Reports any child protection concerns related staff, partners or consultants to the Associate Director as well as recommending appropriate action on the matter
    • In coordination with other program teams, formulates, coordinates and conducts quality research and policy analysis on child protection issues addressing the determinants of the SGBV and child violations in regard to unaccompanied and separated minors mostly
    • Actively contributes to identification of new funding opportunities, proposal writing and strategy development
    • Actively supports the Associate Director and the DoP in drafting of program reports adhering to set timelines
    • Undertakes other responsibilities/duties not outlined above which are commensurate with a role of this nature in the humanitarian sector and which have been discussed and agreed between the line manager/superiors and the post holder.

    JOB REQUIREMENTS

    • A University degree in the social sciences, preferably in social work, community work, sociology or other related fields. A master’s degree in humanities will be added advantage
    • Excellent professional track record with at least four years of experience in coordination of case management/child protection within NGO or government sector
    • Experience in coordination of child protection / humanitarian program implementation among refugees especially unaccompanied and separated minors will be preferred
    • Experience working in the UN Agencies or other international development organization, and field work experience will be an advantage
    • Good knowledge and understanding of international child protection and case management standards, policies and practice issues.
    • Strong proficiency in budget management, grants management and reporting.
    • Proven experience supervising and providing case management services and support
    • Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
    • Outstanding skills in team work and leadership, and comfortable in a multi-cultural environment, flexible and able to handle pressure well
    • At least 2-3 years of staff management experience, including staff capacity development and performance appraisals
    • Demonstrates an awareness of changes in organizational strategy that impact on own work area
    • Good coping strategies in stressful situation maintaining calmness and soberness

    Case Management & Child Protection Officer

    Position Overview:

    Under the direction of the Case Management and Child Protection Coordinator, the Case Management and child protection Officer is responsible for providing the protection of children by performing duties of Intake, Protection, Child Care and Emergency responses including After Hours as may be required, in accordance with provisions of Charitable Children Institutions regulations, Children Act 2002, RefuSHE Child Protection Policy and general RefuSHE child protection policies and SOPs

    Duties

    • Receiving and reviewing referrals and requests for service to determine eligibility to admission in GEP and Safe House as well as any other grant funded projects. Interviews sources of service referrals/requests to obtain and record detailed intake information; assessing nature of referral/request and identifying immediacy of intervention required through Best Interest Assessment; and refers ineligible cases to other agencies, as appropriate.
    • Gathers thorough information and conducts an assessment of the immediate safety of the child/ren at the point of first contact; intervening in risk situations and initiating immediate protection action, as required, which may include moving of children at risk to our Safe House or referring the Individual Cases to other appropriate agencies for protection
    • Conducts case investigations including reviewing plight history and comparing the same with available information from UNHCR and other agencies, coordinating and conducting forensic interviews, conducting homes visits, and interviewing child, family members and any other appropriate additional information sources such as other refugees community members, neighbors and assesses risk to the IC based on case investigation and develops IC service/development plan
    • Initiates and facilitates the referral for services provision from other agencies /organizations consistent with the proposed service plan; coordinating service requirements and advocating on behalf of the IC to ensure the receipt of appropriate and timely service/support
    • Strictly adhere and implement Safe House SOPs and other regulatory requirements as stipulated within the CCI registration Charters
    • Under direction of the case management and child protection coordinator, communicates on daily basis all relevant information regarding the SH to the Associate Director
    • Participates in consultations and case conference with individual case and other service providers
    • Under supervision of case management and child protection coordinator,determines the need for and recommends admission of children to GEP and Safe House; coordinating and facilitating admissions by advising the GEP or Safe House Associate Director(s) of all relevant case information, preparing required admission documents, and providing support to the child during the admission process; providing information and consultation to other program team regarding the individual case information and the specific needs of child who is being admitted to organization programs and ensures proper management of the child file(s) as required
    • Completes requirements for court hearings with support of legal advocacy manager if and where the law may require including preparing evidence materials, advising Safe House and Child Protection Associate Director on procedures, reviewing case information with area children officer and arranging for, or notifying, other stake holders who may be involved/interested in the case
    • Under guidance of case management and child protection coordinato,ensures the line Associate Director for Protection and Safe House is consulted and updated at appropriate points as required on each individual case in the
    • Prepares and ensures accurate, thorough and timely recording of case information including case notes, modules, reports, family case histories, correspondence, and legal forms, as required by the UNHCR, RAS and RefuSHE; compiles and completes case file documents for transfer of the case or to close the case as will be required from time to time
    • Provides information and advisory services to each child and members of the refugee community regarding the provisions and requirements of the UNHCR, RAS and RefuSHE service policies
    • Liaise with security officers on duty to ensure maximum security /safe environment for the residents and their belongings as well as Heshima Kenya assets
    • Participate in maintaining a daily , weekly and monthly Safe House inventory trackers and reconcile the same on weekly and monthly basis submitting the same to the procurement officer for verification purposes
    • Protection Service Responsibilities
    • Initiates a relationship with the child and the foster family to facilitate an accurate and thorough assessment of the protection issues and individual case needs, to inform the service plan and to effectively respond to problems and reduce the potential for risk to the child (ren)
    • Initiates Best Interest Processes for each individual case through conducting BIAs, BIDs, making arrangement for alternative care, family tracing/reunification, undertakes home visits as well as recommending case management support
    • Implements the service plan with the child and family (foster) including appropriate management of the therapeutic relationship, providing counseling or referring to counseling services for the child and the family and conducting an ongoing assessment of any child protection issues and the level of risk to children in the home or Safe House
    • Maximizes the participation of other program team and external service providers as appropriate in the development and review of the service plan through facilitating referrals, coordinating among collateral service providers, and advocating ensuring the receipt of appropriate and timely services; leading and participating in consultations and case conferences with the client and other service providers
    • Conducts child protection investigations including reviewing any relevant child protection records, coordinating and conducting forensic interviews, conducting investigative interviews of each individual case, caregivers, other family members and appropriate additional information sources such as UNHCR, children department, neighbors, community leaders and other agencies providing services to refugee children
    • Participate in developing and maintaining of weekly and monthly list of Safe House residents due for various appointments and accompaniment plan
    • Child Care Responsibilities
    • Conducts an assessment of physical, mental, emotional and social needs of each child in the organization programs, and establishes a trust relationship in order to support and facilitate the child’s growth and development while in the organization programs
    • Ensure high levels of hygiene and cleanliness among individual cases and the general environment with the Safe House/GEP
    • Develops and implements appropriate short and long term plans of care for the child based on the results of the needs assessment; providing information, advice and support to the child and the foster family regarding the plan of care; discussing specific care plan requirements with other program team staff, and other professional support service providers as appropriate
    • Provides informal counseling to the child and initiating/coordinating support linkages for the child with internal and external counselors acting as a support to the child during the conducting of any investigation or service provision
    • Coordinates service requirements and advocating on behalf of the child to ensure the receipt of appropriate and timely services; leading and participating in consultations and case conferences with service providers to discuss care plans and service needs of the child
    • Facilitates ongoing contact with the child and his/her biological family through family tracing process to ensure family reunification where and when possible
    • Provides support to the child and intervenes on his/her behalf in risk/crisis situations; facilitating the resolution of the crisis and developing plans in consultation with the child and other program team/service providers to reduce the likelihood of the crisis being repeated
    • Undertakes other responsibilities/duties not outlined above which are commensurate with a role of this nature in the humanitarian sector and which have been discussed and agreed between the line manager/superiors and the post holder.

    Qualifications

    • Bachelor’s degree in Social Work, Sociology, Counseling Psychology or related field with at least five 3 years of successful experience in program planning and management including grant funded programs. Master’s Degree in project planning and management, business administration, Social Work, Counseling Psychology or other related field will be added advantage.
    • At least 3 years’ experience in case management and child protection programs
    • Knowledge of sexual and gender based violence/domestic violence and sexual assault/abuse issues and solutions
    • Understanding of challenges facing refugees in Kenya and in the region

    Associate Director, Girls Empowerment Program

    Position Overview:

    The position generally supports the senior management in ensuring strategic program direction, continued high performance and responsiveness to changing needs within the Girls Empowerment Program; s/he provides technical support and guidance to ensure that the program implementation adheres to appropriate standards. Supports capacity building of program staff and partners, and contributes to the overall strategic goals of the assigned programs/projects. Directs complex program or functions in consultation with senior leadership. Leads and administers basic and high school education programs based on adult learning curriculum as well as vocational training and entrepreneurial courses with minimal supervision. Reporting to the Director of Programs, the Associate Director is responsible for four primary activities: leadership of program leads (over 12 staff), direct support of education and vocational training programs (4 programs), and the design and implementation of annual program/project descriptions and budgets, participates in development of annual operational plan, and development of the program policies to improve program effectiveness, efficiency, relevance, impact and sustainability. The Director will ensure continuous improvement of Girls Empowerment Program, participants satisfaction, and academic performance as measured by national exams scores, program evaluation survey results, as well as creating strong and lasting synergy with the other programs and functions within the organization, and lasting partnerships with government line ministries at county and national levels, private sector as well as UN Agencies, foreign missions and; other stakeholders. The position plays a key role in resource mobilization through concept and proposal development, and; establishment and increase of partnerships and networks for the program and the organization in general.

    Core Duties

      • Reports emergency cases or cases facing high risk directly to the Country Director for directions

      • Reviews GEP services and programs in conjunction with DoP on an ongoing basis and develop new strategies’ to address needs and or complex issues as they emerge as well as recommending new programs/project

      • Work with GEP staff to develop systems to ensure consistent, high-quality project management approaches

    Education and Professional Qualifications
