    Data Quality Assessment Consultant

    Reports To: Chief of Party or Designee
    Type: Consultant
     
    Overview:
     
    International Business and Technical Consultants Incorporated (IBTCI) is seeking a Data Quality Assessment (DQA) Consultant. He or she will be responsible for a number of activities to ensure that the USAID/EA/Somalia Office is aware of 1) the strengths and weakness of data collected by the Office from its implementing partners; 2) the extent to which the data can be trusted to influence management decisions. 
     
    This position is based in Nairobi, Kenya and requires short trips throughout Somalia. The estimated start date is October /November 2018 and the position will continue intermittently until February 2019.
     
    Essential Duties/Tasks and Responsibilities:  
     
    The Data Quality Assessment (DQA) Consultant must:
    • Review documentation, including past DQAs, the USAID/Somalia Performance Management Plan, and Implementing Partner (IP) Activity Monitoring & Evaluation Plans.
    • Communicate with IPs such that they are adequately prepared for the DQA.
    • Train IPs using a mix of teaching techniques such as lectures, discussions and practice exercises to ensure that trainees are able to internalize information provided and apply their learning.
    • Ensure that all necessary information is collected during meetings with IPs and site visits; travel to the sites and report findings.
    • Review each indicator against the quality standards and complete a DQA checklist and where appropriate a System Assessment Protocol at the USAID, IP and IP sub-contractors level (as appropriate); based on this review, and identify actionable recommendations to address any emerging data quality issues.
    • Facilitate a series of validation and findings dissemination workshops with each IP and their COR/AOR. 
    • Submit a detailed DQA report to IBTCI/SPSS.
    Required Knowledge, Skills and Abilities:
    • Extensive experience in conducting rigorous and evidence-based DQAs;
    • Strong understanding of stabilization, electoral systems, and democracy and governance programming;
    • Proven ability to review and update training materials and conduct trainings, findings dissemination sessions using DQA findings;
    • Knowledge of USAID requirements on DQAs; and
    • In-depth understanding of USAID performance management standards and guidelines.
    Minimum Requirements:
    • At least eight years of experience in monitoring and evaluation, preferably with experience working on USAID projects.
    • Extensive experience in conducting rigorous and evidence-based DQAs.
    • Willingness and ability to travel to Somalia.
    • Fluency in spoken and written English.
    Education:  Graduate degree in a relevant field preferred.
     
    Working Environment:  Work is typically performed in an office environment.
     
    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    Supervisory Responsibility:  This position does have supervisory responsibilities.
     
    Travel: International travel to Somalia is required.

    Evaluation Team Leader

    Department/Location: Kenya and Somalia
    Reports To: Chief of Party

    Overview:

    IBTCI seeks candidates for Team Leader of an evaluation of a democracy and governance program in Somalia that provides assistance to help build electoral systems, strengthen civil society and encourage civic participation in Somalia with a particular focus on women, youth and other marginalized groups. This position is based in Kenya with travel to Somalia and the duration of the consultancy is TBD. This position is contingent upon award.

    Scope of Work:

    • Using your experience and subject matter skills, the Consultant will perform the following tasks. Tasks could include but not be limited to:
    • Supervise the other evaluation team members and ensure high quality products are delivered in a timely manner;
    • Finalize the evaluation design and develop a work plan and tools for the evaluation;
    • Write a high quality evaluation report with clearly stated, well-grounded findings, corresponding conclusions and recommendations that meets the standards in the USAID Evaluation Checklist;
    • Lead the preparation and presentation of the key evaluation findings and recommendations to the USAID/Somalia field office and other major partners and stakeholders.

    Required Knowledge, Skills and Abilities:

    • At least 10 years of experience conducting evaluations, ideally for governance and/or elections programming;
    • Experience with quantitative and qualitative data collection in fragile environments, and quantitative and qualitative data analysis;
    • Knowledge of / experience with programming focused on elections and good governance;
    • Experience working in the Horn of Africa, especially Somalia, preferred.

    Minimum Requirements:

    • Excellent communication, team management, and leadership skills.
    • Willingness and ability to travel to various project sites in Somalia as needed.
    • Excellent oral and written communication skills.


    Education: Master’s Degree in Monitoring & Evaluation, governance, public policy or a related field.

    Report Writer

    Reports To: Chief of Party or his designee
    Type: Consultant, Short-Term Technical Assistance

    Overview: The purpose of the Somalia Monitoring & Learning Project (SMLP) is to gather and provide independent, verifiable, primary data to USAID’s Office of U.S. Foreign Disaster Assistance (OFDA), Office of Food for Peace (FFP), and their partners regarding the outputs, outcomes, progress, quality, challenges, successes and lessons learned from activities funded by OFDA and FFP in Somalia. The primary task of SMLP to establish an independent, impartial third-party monitoring (TPM) system to verify and provide independent confirmation of humanitarian programs in Somalia funded by OFDA and FFP.

    IBTCI requires a Report Writer to support the SMLP project in the preparation of assigned monthly Site Visit Reports. Tasks could include, but not be limited to:

    Essential Duties/Tasks and Responsibilities:

    • Supports IBTCI’s Somalia Monitoring Project (SMP) for USAID’s OFDA and FFP clients, in the preparation of assigned monthly Site Visit Reports.
      • IBTCI will assign specific monthly Site Visit Reports to the Report Writer, specifying the required deadline for completion of each Report.
      • Conducts initial review of Site Visit data for quality control purposes and immediately alerts the Senior Reporting Specialist if there are missing elements that require follow-up communication with the TPM team in Somalia.
      • Completes the Data Quality Review Checklist.
      • Analyzes site visit data from the TPM subcontractors and writes the associated Site Visit Reports using the assigned SMLP format, and sends to IBTCI SMP team in Nairobi by the assigned deadline.
      • The consultant will be paid monthly on a fixed-fee deliverable basis, per completion of each assigned SMP Site Visit Report.
    • Prepares a summary of IP awards to be disseminated to monitors.
    • Serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance division.

    This position does not authorize/require the consultant to directly communicate with IBTCI clients.
    This position does not authorize/require the consultant to have decision making authority on final work product.
    While working on proposals with IBTCI, the consultant is prohibited from working on that same proposal with any other organization.

    Required Knowledge, Skills and Abilities:

    • Experience with proposal writing for USAID preferred.
    • Experience with journalism and research writing preferred.
    • Ability to be flexible and adaptable as a writer with varying levels of raw data quality from field teams in Somalia.
    • Experience with implementation of emergency response programs in health, WASH, food security and livelihoods would be preferred.
    • Ability to work independently and in team settings.

    Minimum Requirements:

    • Fluency in English with a proven ability write succinctly, quickly and coherently to produce high-quality written reports for USAID.
    • One year of experience with monitoring and evaluation or report writing for USAID-funded programs as either a staff member of a consultant.
    • Ability to work quickly and with attention to detail.
    • Ability to meet assigned deadlines and prioritize work.
    • Ability to communicate clearly and respond to requests in a timely manner.

    Education: Bachelor’s Degree in International Affairs, Economics, Business /Business Administration, English or related field.

    Supervisory Responsibility: No supervisory responsibilities are required for this position. This position will be supervised by the Chief of Party or his designee.

    Travel: No travel will be required for this position.

    Senior Strategy Specialist

    Overview:
     
    Using your experience and subject matter skills, the Consultant will perform the following tasks. Tasks could include but not be limited to:
     
    IBTCI seeks candidates for a full-time Senior Strategy Specialist to assist the USAID/EA/Somalia Office in the strategy formulation process. The purpose of the strategy formulation process is to underpin the Mission’s internal participatory discussion process and the external consultation process. Internally, the purpose is to build a shared sense of ownership; to breakdown technical stovepipes; and to identify gaps in the organization’s thinking and learning. Externally, the objective is to stimulate analysis; to build relationships; and to create connections to or between responsible stakeholders to build a platform for effective implementation. This position is based in Kenya with travel to Somalia and the duration of the consultancy is TBD. This position is contingent upon award.
     
    Scope of Work:  
    • Write summary of relevant guidance from applicable USAID and USG policies and strategies and propose policy framework for the strategy on this basis;
    • Write summary of relevant findings and proposals for future programming contained in applicable assessments and evaluations conducted by USAID and other actors
    • Conduct stakeholder consultations in various locations in Somalia and in Nairobi, Kenya, provide written summary of each consultation, as per above;
    • Lead offsite meetings to present results;
    • Draft a Somalia Strategy synthesizing the above deliverables, and incorporating direction received from USAID;
    • Revise Strategy in response to feedback and as directed by USAID. Revisions may require substantial re-writing;
    • Serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance; 
    • Other duties as assigned.
    Required Knowledge, Skills and Abilities:
    • At least 10 years of experience in the design and implementation of development assistance projects;
    • Substantial knowledge and experience in the area of strategy formulation;
    • Demonstrated capability to produce quality strategy documents in a timely fashion;
    • Experience working in conflict-affected or fragile states;
    • Knowledge of the Somalia context, preferred;
    • Understanding of USAID’s strategy process, preferred.
    Minimum Requirements:
    • Excellent communication, team management, and leadership skills.
    • Willingness and ability to travel to various project sites in Somalia as needed.
    • Excellent oral and written communication skills.
    Education:  Advanced degree in economics, international development or a related field.
