    Research, Monitoring & Evaluation Advisor

    Job Overview:

    The IRC is pursuing a new funding to implement a multi-country last mile immunization initiative in fragile, emergency and refugee settings. The Research, Monitoring and Evaluation Advisor will have overall responsibility for outlining the program’s monitoring and evaluation and learning agenda in collaboration with research partners and IRC country program staff.
     
    Position Summary

    The RM&E Advisor will develop the M&E System including the design of indicators, data collection tools, data quality controls and analysis; this position will also oversee the project’s research agenda and take responsibility for dissemination strategies. This position will lead a team responsible for the implementation of M&E protocols in the countries where the project will operate. It will also oversee a portfolio of field-based implementation research or evaluations that may be led by IRC researchers or research partners.

    Major Responsibilities

    • Provide technical leadership in the development and implementation of overall monitoring and evaluation framework for project implementation across country programs.
    • Strengthen capacity on interpretation and use of performance benchmarking measures, indicators, and program learning to consortium staff and MoH counterparts;
    • Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely, and complete data and reports;  
    • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed;
    • Prepare the M&E section of the annual work plans, and of review or updates of it, as needed;
    • Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan;
    • Collaborate with research partners on design and implementation of implementation research and program evaluations, including hiring and supervision of consultants when needed;
    • Provide direction and oversight for all RM&E staff.

    Job Requirements

    Minimum requirements

    • Education: MA/MS in public health, statistics, or related field. PhD is an advantage.
    • Work Experience: At least 5 years’ experience in monitoring and evaluation, including experience in last mile immunization required; at least two years working on M&E or research in low and middle income countries required; at least one year field experience in humanitarian or low-resource setting required; demonstrated experience in leading their own research is an advantage
    • Technical Expertise: Experience training and supervising country-office teams, project management, and history of publication and dissemination of results required; demonstrated technical expertise in the design and implementation of M&E systems required; experience in both quantitative and qualitative research methods as well as data platform development an advantage
    • Team work: Able to work with remote, multi-cultural, and multi-disciplinary teams
    • Communication Skills: Excellence in writing and presentation
    • Training Skills: Able to transfer technical knowledge and skills
    • Willingness to travel to fragile / conflict-affected contexts.  
    • Language Skills: English required, and French or Arabic proficiency strongly preferred

    Work Environment: Expected Travel 30-40% of the time.

    Technical Advisor – Immunization

    Specific Responsibilities:

    The Senior Immunization Advisor will be responsible for leading the technical design of the program in each country in partnership with country program staff and partners. The Senior Immunization Advisors’ specific responsibilities are as follows:

    Influence

    • Collaborate with advocacy and communications teams to identify ways to leverage programmatic and research work to influence donors, peers and policy makers.
    • Represent the health unit and the IRC in inter-agency working groups, various global/regional fora and conferences related to immunization
    • Attend targeted conferences and develop specific publications (issues papers, technical documents, presentations and peer-reviewed articles) relevant to advancing immunization program strategies and research results.
    • Synthesize key findings of current literature related to increasing routine immunization coverage—particularly through ‘last mile’ and community engagement strategies—for program use

    Technical

    • Identify and/or develop global tools/resources/curricula relevant for quality immunization programming and research.
    • Conduct technical trainings and ongoing technical coaching for country program staff related to immunization programming quality improvement.
    • Support design of program in project countries and ongoing monitoring of progress
    • Participate in analysis of program data with M&E and project staff to advise on program adaptations to achieve targets
    • Engage with stakeholders during visits to country programs
    • Share cross-context learning with country program staff across the project
    • Support senior country program staff recruitment and onboarding

    Other Internal and/or external contacts:

    Internal:   Regular communication with health technical advisors supporting project countries. Close relationships with regional and country program teams.  Interacts with IRC internal departments, including business development, external relations and advocacy departments, to keep them informed of program activities.

    External:  Serve as IRC program representative in outside regional meetings and global meetings and academic forums with donors, other non-governmental organizations, inter-agency groups and foundations.

    Job Qualifications:

     Education: Masters in public health or related area.

    •  Work Experience: A minimum of two years as technical advisor supporting immunization programs, plus three years of international field experience in managerial/coordination positions with Non-Governmental Organizations in humanitarian or post-conflict settings.   Experience in technical tools and materials development. Experience in strategy development and working across sectors or disciplines is highly desired.
    • Demonstrated Skills and Competencies: Demonstrated expertise in working with donors, project design, proposal development, and monitoring and evaluation, with the ability to turn concepts and strategy into measurable action. Able to work with remote, multi-cultural and multi-disciplinary teams. Strong interpersonal verbal and written communication skills and ability to facilitate collaboration. Ability to transfer technical knowledge and skills. Demonstrated commitment to renewing and maintaining with current best practices. 

    Additional competencies include:

    • Experience providing strategic leadership to new thematic public health areas.
    • Experience working with ministries of health, international agencies and/or NGO public health programs in Africa and other developing countries.
    • Knowledge of vaccine preventable disease control initiatives (e.g., polio, measles, tetanus), Global Vaccine Action Plan and Gavi strategies for health systems strengthening.
    • Proven ability to independently assess routine immunization needs and lead stakeholders in the development and implementation of successful program interventions, including prior experience with:
      • national or sub-national immunization planning;
      • capacity building for system strengthening;
      • design of community-oriented strategies to increase coverage;
      • use of immunization data for monitoring and decision making;
      • assessment of cold chain and logistics performance and needs;  and,
      • other actions to sustain quality immunization services
    • Ability to work independently, and meet deadlines, with attention to detail and quality.
    • Language Skills: Fluency in English required; proficiency in French.

    Working Environment: Up to 40% travel may be required.  This position will be based in Nairobi.

    Investigator

    The Investigator for the East Africa, West Africa and Great Lakes regions will assist the IRC Ethics and Compliance Unit (ECU) conduct investigations of allegations involving fraud, waste, abuse, corruption, beneficiary exploitation and abuse, and other misconduct. In this role, you will support IRC programs to ensure continued vigilance with regard to the risks associated with violations of IRC’s Code of Professional Conduct and Policies the law/regulations and the further development of complaints mechanisms and investigation capacity. You will additionally collaborate with other IRC functional areas and programs to support our partners, sub-grantees and other agencies in encouraging a work environment that minimizes the potential for misconduct.

    Two commitments lie at the foundation of the IRC’s work: 1) our unceasing quest to serve the needs of our beneficiaries; and 2) our determination to meet the requirements of our donors as trusted stewards of their resources. This position will play a key role in meeting these challenges by furthering a critical mission of the ECU - to safeguard our employees, beneficiaries, staff and resources from misconduct and abuse in complex and high-risk operating environments through investigating allegations of fraud, collusion and corruption in the use of the grant funds. Given the nature of our work, the position requires extensive travel on field missions to conduct investigations at IRC locations.

    • Prepare reports and ad hoc briefs pertaining to investigations in coordination with the Senior Investigator, Ethics and Compliance Unit management, and others as appropriate;
    • Prepare recommendations for corrective actions and improved controls and effectiveness or efficiency of IRC operations;
    • Aid in the prioritization of investigative work in consultation with Ethics and Compliance Unit management;
    • Participate in developing and revising compliance-related best practices and lessons learned from investigative work;
    • Engage regularly with Country Directors and Regional Vice Presidents on investigations;

    Recruiting Administrator

    The Recruiting Administrator supports the Global Recruitment team in various capacities. This person works with the recruiters to post roles, create offer letters, lead vendor partnerships, and new hire onboarding into expat assignments. This is a perfect learning ground to learn more about recruiting and understand the various phases of the hiring process. The administrator liaises with recruiters, other HR team members, finance and payroll, global supply chain, as well as other administrative staff as well as HR leads in a wide variety of countries.

    Major Responsibilities:

    • Handle and send welcome email to new hires along with hire letters and new hire documentation
    • Collect and review all new hire paperwork for international and US program staff, liaising with recruiters on promotions, transfers in a timely manner to ensure timely processing for payroll
    • Follow up and communicate to new hires on missing paperwork
    • Provide support to Recruiters scheduling interviews and coordinate travel arrangements when required
    • Coordinate deployment travel arrangements and processing of travel expense reimbursements for candidates
    • Process temporary housing requests for headquarter new hires as requested
    • Process reference and background checks for interns and candidates as requested
    • Open and post requisitions in Cornerstone (ATS) and on external job boards
    • Become expert in Cornerstone usage with ability to guide recruiters, candidates, and hiring managers when needed
    • Handle vendor accounts and process invoices in a timely manner
    • Handle the IRC recruiting mailbox, resolving and escalating any complaints as received.
    • Provide back up support to other Recruiting Administrator when needed for leave coverage
    • Pro-actively suggest process improvement to enhance efficiency and effectiveness of team
    • Other recruitment team projects as assigned.

    Qualifications
