The Social Policy Officer is based in the Country Office and reports to the Chief of Field Office (CFO); and provides technical and operational support in all stages of social policy programming by administering, implementing, monitoring, and reporting of social policy initiatives and activities particularly supporting programme implementation, capacity building, documentation and strengthening evidence based social policy dialogues focusing on social policy especially at the county level.

Improving data on child poverty & vulnerability for increased use for policy and programme action

• Support the collection, analysis and user-friendly presentation of data on multidimensional and monetary child poverty, including strengthening national capacity to collect routinely, report and use data for policy decision-making.
• Provide timely, regular data-driven analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, and scaling-up specific social policy initiatives to reduce child poverty.
• Contribute to analysis of the macroeconomic context and its impact on social development, emerging issues and social policy concerns, as well as implications for children, and proposes and promotes appropriate responses in respect of such issues and concerns, including government resource allocation policies and the effect of social welfare policies on the rights of children.

Strengthening social protection coverage and impact for children

• Support the development of social protection policies, legislation and programmes with attention to increasing coverage of and impact on children, with special attention the most marginalized. Identifies, generates and presents evidence to support this goal in collaboration with partners.
• Support strengthening of integrated social protection systems, providing technical support to partners to improve the design of cash transfers and child grants and improve linkages with other social protection interventions such as health insurance, public works and social care services as well as complementary services and intervention related to nutrition, health, education, water and sanitation, child protection and HIV.
• Support improved monitoring and research around social protection impact on child outcomes and use of data and research findings for strengthening programme results.

Partnership, capacity building and coordination

• Build and sustain capacity of partners for improved monitoring and tracking of public expenditure to support transparency, accountability and effective financial flows for essential service delivery, including through support to district level planning, budgeting and public financial management as well as facilitating community participation.
• Conduct regular programme field visits for technical support and surveys, and exchange information with partners and stakeholders to assess progress and provide technical support. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
• Support National and Local authorities to improve policies, planning, budgeting, consultation and accountability processes so that decisions and child-focused service delivery more closely respond to the needs of local communities.
• Supports National and Local authorities to strengthen capacity on quality data collection, analysis for policy development, planning, implementation, coordination, monitoring of essential social services, with emphasis on community participation and accountability.
• Participate in capacity development activities involving knowledge sharing, the organization of training workshops, seminars and meetings as well as the development of related materials and online tools and information kits;

Strengthened advocacy and partnerships for child-sensitive social policy

• Support correct and compelling use of data and evidence on the situation of children and coverage and impact of child focused services – in support of the social policy programme and the country programme overall.
• Participate in establishment and enhancement of effective partnerships with National and County Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals.
• Identify other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within the UN family.

UNICEF Programme Management

• Contribute to and coordinate technical support around child poverty, social protection, public finance and governance ensuring it is well planned, monitored, and implemented in a timely fashion so as to adequately support scale-up and delivery.
• Ensure risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF programme sections, Cooperating Partners, and governments.
• Support and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the country programme.
• Ensure that the social policy project enhances policy dialogue, planning, supervision, technical advice, management, training, research and support; and that the monitoring and evaluation component strengthens monitoring and evaluation of the social sectors and provides support to sectoral and decentralized information systems.
• Ensure effective implementation of monitoring plans by consultants and development partners.
• Prepare quality programme reports and briefing notes to ensure regular internal and external updates on programme status and progress.
• Ensure timely submission of progress and results for inputting into donor reports, and for planning, management, monitoring and evaluation purposes as needed.

To qualify as an advocate for every child you will have

• A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field. A Master's degree is considered an added advantage.
• A minimum of two years of relevant professional experience in social policy areas is required.
• Developing country work experience and familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

The Health Specialist (HIV: PMTCT/Pediatric Care) supports the development and preparation of the health programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the health programme (HIV: PMTCT/Pediatric Care) within the country programme.

Support to Health (HIV: PMTCT/Pediatric Care) programme development and planning

• Support and contribute to the preparation, design and updating of the situation analysis for the sector(s) to establish a strategic plan for development, design and management of health-related programmes. Keep abreast of development trends to enhance programme management, efficiency and delivery
• Participate in strategic programme discussions on the planning of health programmes. Formulate, design and prepare a sector of the health programme proposal, ensuring alignment with UNICEF’s Strategic Plan, the Country Programme, as well as coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies, and national priorities, plans and competencies
• Establish specific programme goals, objectives, strategies, and implementation plans based on results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval
• Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and competencies to ensure the achievement of concrete and sustainable results
• Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated

Health (HIV: PMTCT/Pediatric Care) programme management, monitoring and delivery of results

• Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in health programmes
• Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results

• Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the interpretation, application and understanding of UNICEF policies, strategies, processes, and best practices and approaches on health-related issues to support programme development planning, management, implementation and delivery of results
• Participate in discussions with national partners, clients and stakeholders to promote health and development issues, especially in the areas of gender, emergency preparedness, maternal and neonatal health, and child survival and development
• Draft policy papers, briefs and other strategic programme materials for management use, information and consideration
• Participate in emergency preparedness initiatives for programme development, contingency planning and/or to respond to emergencies in country or where designated

• Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders, as well as global partners, allies, donors, and academia. Through active networking, advocacy and effective communication, build capacity and exchange knowledge and expertise to facilitate the achievement of programme goals on child rights, social justice and equity.
• Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships/alliances, and support fund raising for health programmes (maternal, neonatal and child survival and development)
• Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health-related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of health programmes/projects, ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting

• Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results

• Relevant experience in a UN system agency or organization is considered as an asset

The Child Protection Officer provides professional technical, operational and administrative assistance throughout the programming process for child protection programmes/projects within the Country Programme with a focus on justice for children and civil registration from development planning to delivery of results.

Support to programme development and planning

• Conduct and update the situation analysis for the development, design and management of justice for children, civil registration and CP related programmes/projects. Research and report on development trends in the justice and civil registration sector and data for use in programme development, management, monitoring, evaluation and delivery of results
• Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning through research, analysis and reporting of child protection, justice for children and civil registration and other related information for development planning and priority and goal setting
• Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical, programme, operational, and administrative transactions, preparing related materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluating of results
• Prepare required programme documentations, materials and data to facilitate the programme review and approval process

Programme management, monitoring and delivery of results

• Work closely and collaboratively with UNICEF and other UN colleagues including UN Legal Identify Agenda (LIA) and National Council for Administration of Justice (NCAJ) partners to discuss implementation issues, provide solutions, recommendations and/or to alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned
• Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes/projects, and to report on required action/interventions at the higher level of programme management
• Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verifying compliance with approved allocations, organizational rules regulations, procedures and donor commitments, standards of accountability and integrity. Report on critical issues and findings to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution
• Prepare regular and mandated child protection, justice for children and civil registration programme/project reports for management, donors and partners to keep them informed of programme progress

Technical and operational support to programme implementation

• Conduct regular programme field visits and surveys and exchange information with UN LIA and NCAJ Special Task Force on Children Matter partners/stakeholders to assess progress and provide technical support. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results
• Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in justice for children, to support programme implementation

Networking and partnership building

• Build and sustain close working partnerships with UN LIA and NCAJ counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of justice, civil registration and child protection stakeholders to achieve and sustain results on child protection
• Participate in inter-agency meetings/events on programming to collaborate with inter-agency partners/colleagues on UNSDCF operational planning and preparation of child protection/justice programmes/projects, and to integrate and harmonize UNICEF’s position and strategies with UNSDCF development and planning processes
• Ensure leveraging of results for justice for children, civil registration and child protection from the inputs of other UN agencies and development partners
• Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes
• Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fund raising for justice for children, civil registration and child protection programmes as part of the overall protection system

Innovation, knowledge management and capacity building

• Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders around justice for children and civil registration
• Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results
• Research and report on best and cutting edge practices for development planning of knowledge products and systems
• Participate as a resource person in justice for children and civil registration capacity building initiatives to enhance the competencies of clients and stakeholders

To qualify as an advocate for every child you will have

• A university degree in one of the following fields is required:  international development, human rights, psychology, sociology, law, international law, or another relevant social science field
• A minimum of four years of professional experience in social development planning and management in child protection related areas are required. Experience working with the Justice and/or Civil Registration Sector and management in justice for children related areas and/or civil registration required
• Relevant experience in programme development in justice for children and civil registration related areas in a UN system agency or organization is considered as an asset
• Experience in both development and humanitarian contexts is an added advantage
• Fluency in English is required.  Knowledge of a local language of the duty station is considered as an asset
