    Director Technology, Research and Knowledge Management

    CMA/DTRKM/01/2021-1 POST

    Reporting to the Chief Executive, the Director Technology, Research & Knowledge Management will be responsible for providing oversight, technical leadership and strategic direction to Research, Knowledge Management, Information and Communication Technologies (ICT) functions at the Authority. The successful candidate will serve on a five (5) year contract renewable only ONCE based on performance. The Authority will offer a competitive remuneration package to the successful candidate.

    Responsibilities

    1. Overseeing development, implementation, monitoring and review of Research, Knowledge
    2. Management and Information Communication Technology frameworks’ responsiveness to support the functions and mandate of the Authority;
    3. Overseeing, implementing and reviewing appropriate governance strategies to support research and analytics;
    4. Providing knowledge management thought leadership gained through projects, research, and benchmarking activities from both internal and external opportunities;
    5. Overseeing development, implementation, monitoring and review of Research, Knowledge
    6. Management and Information Communication Technology frameworks’ responsiveness to support the functions and mandate of the Authority;
    7. Overseeing the development and implementation of ICT Strategy, disaster recoverym strategy and technology related projects;
    8. Overseeing and coordinating execution of knowledge management programs and projects from the planning to the implementation phase to ensure value for money and return on investment;
    9. Overseeing the formulation and implementation of the Directorate’s Workplans, Budgets,
    10. Procurement Plans in line with the corporate strategy and performance contract obligations;
    11.  Advising CMA’s senior leadership on emerging information technologies, strategic systems, and integrations in support of the Authority’s strategic objectives;
    12. Overseeing the identification and mitigation strategies of the directorate risks in line with the Authority’s Enterprise Risk Management Framework and ensuring Directorate’s compliance with relevant regulations;
    13. Overseeing preparation of management and relevant Board reports for the Directorate and facilitating audit and other compliance related activities within the Directorate;
    14. Overseeing business process improvement initiatives within the Directorate and
    15. Overseeing compliance of the Directorate with the Authority’s Quality Management System;
    16. Planning for the departmental human resource needs and liaising with People and Culture Directorate for implementation.

    Minimum Requirements

    1. Bachelor’s Degree in computer science, Project Management, Finance, Economics, or relevant field;
    2. Relevant Master’s Degree;
    3. Member of professional body in good standing;
    4. At least twelve (12) years of work experience
    5. At least six (6) years’ experience in senior management level
    6. Leadership course lasting not less than four (4) weeks is added advantage

    Senior Manager, Supply Chain Management

    CMA/SMSCM/02/2021

    Reporting to the Chief Executive, the Senior Manager Supply Chain Management will be responsible for managing the supply chain function at the Authority, overseeing all
    procurement and disposal activities, and coordinating the internal monitoring and evaluation of the supply chain function. The successful candidate will serve on a five (5) year contract renewable based on performance. The Authority will offer a competitive remuneration package to the successful candidate.

    Responsibilities;

    1. Managing the Supply Chain Management function to achieve effective governance, controls and compliance with the public procurement laws and regulations;
    2. Coordinating the preparation, implementation and monitoring of the Authority’s Procurement Plan in conformity with the budget;
    3. Coordinating the preparation of tender documents to be used for the effective sourcing of goods, works and services;
    4. Overseeing contract management for respective user departments, monitoring contract escalations and pricing mechanisms;
    5. Overseeing the identification and mitigation strategies of departmental risks in line with the Authority’s Enterprise Risk Management Framework;
    6. Overseeing the tendering process for the acquisition of goods, works and services;
    7. Overseeing control and Management of the Authority’s inventory and declaration of obsolesce;
    8. Driving value for money across the Authority in the purchasing of goods and services;
    9. Coordinating disposal process in line with the provisions of the policy and the Act;
    10. Overseeing the planning and implementation of user training in the procurement processes;
    11. Coordinating and managing supplier performance

    Minimum Requirements

    1. Bachelor’s degree in law or Purchasing and Supplies or any other relevant field
    2. Relevant Master’s degree
    3. Diploma in Purchasing and Supplies Management
    4. Member of the Kenya Institute of Supplies Management (KISM)
    5. A registered Procurement practitioner
    6. At least 8 years of relevant experience
    7. At least three (3) years’ experience in management level
    8. Management course lasting not less than four (4) weeks is added advantage

    Senior Manager, Research and Analytics

    CMA/SMRA/03/2021- 1 POST

    Reporting to the Director Technology Research & Knowledge Management, the Senior Manager Research & Analytics will be responsible for providing technical leadership and management support as well as supervision with respect to the development, implementation, monitoring and review of Research, Knowledge Management, data editing, storage, and analytics at the Authority. The successful candidate will serve on a five (5) year contract renewable based on performance. The Authority will offer a competitive remuneration package to the successful candidate.

    Responsibilities:

    • Developing and maintaining a coherent CMA research agenda attuned both to internal and external needs and challenges that inform, shape and align strategies across CMA;
    • Managing knowledge management processes including projects, research, and benchmarking activities both internal and external for provision of effective knowledge retention and transfer;
    • Managing research work processes summarizing and presenting high level recommendations on a wide range of the issues, products, services/infrastructure and/or challenges that have an ultimate impact on the performance of capital markets in Kenya;
    • Leading and developing research policies and procedures that will promote a standardized methodology for all research projects;
    • Managing the preparation and publication of periodic capital market updates, bulletins and reports;
    • Supervising the coordination of stakeholder engagement sessions and oversight of responses to client enquiries on capital market, financial sector and economic issues;
    • Leading the review of the research process, identify areas for change and manage such change together with the implementation of an ongoing monitoring process;
    • Leading the data analytics team in delivering solutions that fulfill the business information needs for CMA while enforcing integrity, confidentiality and accuracy of data;
    • Overseeing monitoring of the effectiveness of software and databases providing analytics and warehousing services at the Authority and providing management with periodic reports;
    • Developing strategies and processes for effective data analysis and reporting;
    • Formulating and implementing the Department’s Workplans, Budgets, Procurement Plans in line with the corporate strategy and performance contract obligations;
    • Overseeing the identification and mitigation strategies of Departmental risks in line with the Authority’s Enterprise Risk Management Framework and departmental compliance with relevant Regulations;

    Manager, Administration

    CMA/MA/04/2021 – 1 POST

    Reporting to the Director Corporate Services, the Manager Administration will be responsible for the planning and coordination of administrative services at the Authority. This is a position under permanent and pensionable terms of service.

    Responsibilities:

    1. Planning, administering, and controlling budgets for contracts, equipment, maintenance and office supplies;
    2. Coordinating the provision and implementation of general insurance needs of the Authority to ensure risk mitigation;
    3. Developing service delivery standards and monitoring mechanisms for externally provided administrative services;
    4. Overseeing office cleaning and fumigation to ensure maintenance of a conducive work environment;
    5. Overseeing the execution of all contracts relating to provision of administrative services;
    6. Overseeing the maintenance and repair of office equipment, furniture and fittings, electrical and mechanical systems, vehicles and other related appliances;
    7. Managing leasing of office space and oversee necessary renovation projects to improve efficiency and to ensure that facilities meet environmental, health, and security standards, and comply with government regulations;
    8. Coordinating development and implementation of transport and travel policies and procedures at the Authority;
    9. Overseeing the implementation and monitoring of the Occupational Health and Safety Policy working closely with the Senior Manager People and Culture;
    10. Managing the identification and mitigation of divisional risks and coordinate the Quality Management Standards implementation for the Unit.

    Minimum Requirements

    1. Bachelor’s degree in a relevant field;
    2. Master’s Degree in relevant field;
    3. Diploma in Business Administration/Management or related field
    4. Member of a professional body in good standing where applicable
    5. At least 2 years in a supervisory position
    6. At least six (6) years of work experience

    Principal Legal Affairs Officer

    CMA/PLAO/05/2021 

    Reporting to the Director, Corporation Secretary and Legal Services, the Principal Legal Affairs Officer will be responsible for guiding the Authority on legal expectations, defending the Authority in Court or suing in its behalf and ensuring delivery of the Authority’s Contracts, Agreements and coordinating the Authority’s Board affairs under the guidance of the Corporation Secretary. This is a position under permanent and pensionable terms of service.

    Responsibilities:

    • Managing litigation of Court and Tribunal cases through Internal Legal Officers and liaison with external Advocates procured to provide legal services for the Authority on witness identification, preparation of witness statements, preparation of pleadings and other court documents such as written submissions;
    • Advising Management on the applicable laws, rules, and standards with regard to the Authority’s business processes;
    • Developing, implementing and maintaining Directorate obligations guidelines regarding compliance, corporate governance, business ethics issues and practice including regulatory requirement;
    • Preparing legal opinions on legal issues pertaining to the Authority’s mandate and issues arising in its engagement with internal and external stakeholders;
    • Facilitating Authority’s compliance with relevant Statutory and Regulatory requirements and Government Circulars and keeping abreast with legal reforms;
    • Advising the Authority’s management on general legal issues;
    • Coordinating the procurement of legal services providers and their effective management to ensure delivery of quality legal services;
    • Coordinating legal research;
    • Coordinating the drafting and negotiating of Contracts/Agreements/MoUs and other legal documents between the Authority and other parties to ensure that the interests of the Authority are protected;
    • Monitoring the Division’s compliance with the Authority’s Quality Management System and compliance related activities;
    • Coordinating the preparation of draft management reports, Board Papers, proposals, and any other documents emanating from the Department.
    • Attending Board and Board Committee Meetings.

    Minimum Requirements

    • Bachelor of Laws
    • Relevant master’s degree
    • Advocate of the High Court of Kenya with a valid Practicing Certificate
    • Certified Secretary and in good standing the Institute of Certified Secretaries (ICS)
    • A minimum of six (6) years relevant experience
    • At least two (2) years in a supervisory position
    • Management course lasting not less than four (4) weeks is added advantage

    Assistant Licensing Officer

    CMA/ALO/06/2021

    Reporting to Senior Officer, Licensing, the Assistant Licensing Officer will be responsible for reviewing applications for issuance of licenses to ensure compliance with the Capital Markets Legal and Regulatory Framework and applicable standards.

    Responsibilities

    1. Reviewing applications for licensing of market institutions and intermediaries, including securities exchanges, over the counter (OTC) platforms, central securities depositories, central counter parties (CCPs) and other market infrastructures;
    2. Proactively engaging applicants, potential candidates for licensing and other stakeholders with a view of facilitating the licensing process within the Regulatory Framework and applicable standards;
    3. Coordinating fitness and probity assessments of key personnel and entities including engaging with local and foreign regulatory and private entities;
    4. Reviewing relevant notices, announcements and advertisements by licensed entities and making recommendations of their suitability for publication;
    5. Conducting research in matters affecting the development and changes in the Kenyan capital markets institutional arrangement in liaison with relevant stakeholders;
    6. Updating the status of all outstanding licensing applications received by the division, in liaison with officers from other divisions in the department;
    7. Preparing reports that assist in management and decision making of the Authority.

    Minimum Requirements

    1. Bachelor’s degree in Law
    2. Advocate of the High Court of Kenya
    3. A valid Practicing Certificate.
    4. Minimum of one year experience in capital markets sector is added advantage.

    Competencies

    1. Presentation and communication skills including ability to write reports
    2. Proficiency in computer applications such as Microsoft Word, Excel, Access, Power Point and Outlook express including financial and statistical packages
    3. Organization and analytical skills
    4. Ability to meet tight deadlines and work with minimal supervision.
