    Assistant Director, Regulatory Framework

    Job Purpose

    • Reporting to the Deputy Director Policy & Regulatory Framework, the officer will be responsible for coordinating development and review of legal and regulatory frameworks by supporting formulation of regulatory instruments, stakeholder consultations and policy implementation to strengthen an effective and responsive capital markets regulatory environment.

    Job Responsibilities

    • Coordinating the development of Bills, Regulations, Rules, guidelines, policy guidance notes, procedures and other regulatory instruments to operationalize approved policy;
    • Organizing and facilitating consultations with capital markets stakeholders to build consensus on internal and external legal and regulatory initiatives aimed at addressing policy, legal, supervisory, institutional and capacity constraints affecting market development;
    • Reviewing legal advisories, opinions and regulatory instruments emanating from the Division to ensure quality, consistency and alignment with policy objectives;
    • Providing technical input to internal process and project delivery committees;
    • Contributing to the overall management, strategic planning and decision-making processes of the Authority;
    • Overseeing the implementation of business process improvement initiatives within the Division;
    • Coordinating the preparation and review of management reports, Board papers, proposals and other divisional submissions;
    • Providing technical input in development, implementation and review of the Authority’s strategic plan, vision, mission and objectives;
    • Overseeing establishment, nurturing, and strengthening collaborations and partnerships with Government agencies, development partners, the private sector, and other key stakeholders to enhance synergy, resource mobilization, and effective delivery of the Department’s mandate; and
    • Coordinating day-to-day Division activities and ensure smooth operations in line with approved work plans and performance targets.

    Minimum Requirements

    • Cumulative period of twelve (12) years’ relevant work experience, three (3) of which should have been in a Principal Legal Officer or in an equivalent or comparable position;
    • Master of Laws (LLM), Business Administration, Public Administration or equivalent qualifications from a recognized institution;
    • Bachelor of Laws (LL. B) degree from a recognized and accredited institution;
    • Membership to the Law Society of Kenya and in good standing;
    • Advocate of the High Court of Kenya;
    • Current Advocates Practicing Certificate;
    • Leadership Course lasting not less than four (4) weeks from a recognized institution; and
    • Proficiency in computer applications.

    Principal Corporate Communications Officer

    Job Purpose

    • Reporting to the Assistant Director, Corporate Communications and International Affairs, the job holder will be responsible for handling communication between the internal and external stakeholders and provides a linkage between the Authority and all its stakeholders in promoting the Authority’s brand, image and visibility.

    Job responsibilities

    • Managing relationships with regulators and other strategic partners on areas of mutual interest;
    • Coordinating execution and monitoring of the Authority’s external affairs programs;
    • Coordinating media relations to improve visibility and enhance the Authority’s brand;
    • Monitoring the execution of the Authority’s Brand Guidelines and the production of branded merchandise;
    • Coordinating corporate events and activities;
    • Fostering a positive working relationship with local and international capacity building institutions;
    • Coordinating the procurement of communications services with third party providers and overseeing the implementation of their briefs;
    • Coordinating the development and placement of content on digital media assets including the website, Facebook, Twitter, LinkedIn and YouTube;
    • Implementing and adhering to the Customer Service Charter to meet customer requirements;
    • Coordinating the organization's crisis communication response to ensure accurate, consistent, and timely information is communicated to all stakeholders during highpressure situations.
    • Providing technical input to ensure continuous improvement of business processes and controls in the section and develop mechanisms for corporate consultations; and
    • Overseeing implementation of principles of Corporate Governance, relevant national policies, guidelines, and directives within the Section;

    Minimum Requirements

    • Cumulative service period of nine (9) years of relevant work experience, three (3) of which should have been at the grade of Senior Corporate Communications Officer or in a comparable position;
    • Bachelor’s degree in Journalism, Mass Communications, Public Relations, Marketing, Communication and Media or equivalent qualification from a recognized institution;
    • Management Course lasting not less than four (4) weeks from a recognized institution;
    • Membership to Public Relations Society of Kenya and in good standing; and

    Principal Market Development Officer (Research & Analytics)

    Job Purpose

    • Reporting to the Deputy Director, Research Analytics and Knowledge Management the job holder will be responsible for implementing market development initiatives through research and stakeholder engagement to enhance innovation, participation and growth of the capital markets.

    Job Responsibilities

    • Supervising the implementation of data collection and gathering strategies to ensure alignment with the Authority’s goals, priorities and analytical needs;
    • Supervising, updating and maintaining data in designated database systems and ensuring data confidentiality, integrity and controlled accessibility;
    • Preparing and publishing periodic capital markets updates, statistical bulletins and analytical reports;
    • Undertaking and supervising research on capital markets products, services, infrastructure and emerging issues, and preparing findings and recommendations to inform policy and regulatory decisions;
    • Supporting the preparation and monitoring of divisional budgets and work plans;
    • Identifying opportunities for enhanced data collection and modelling to address gaps in existing models and strengthen analytics across the Authority;
    • Supervising collection, validation and analysis of regional and international capital markets statistics, including data from EAC member states and other relevant sources; and
    • Coordinating stakeholder engagement sessions and overseeing responses to enquiries on capital markets, financial sector and economic issues.

    Minimum Requirements

    • Cumulative period of nine (9) years’ relevant work experience, three (3) of which must have been at the grade of Senior Officer or in an equivalent or comparable position;
    • Bachelor’s degree in Economics, Statistics, Accounting, Public Policy, Actuarial Science, Business, Finance, Financial Engineering, Data Science, Data Analytics, Computer Science, Information Technology, Management Information Systems, Engineering, or relevant degree from a recognized and accredited institution;
    • Management Course lasting not less than four (4) weeks from a recognized institution;
    • Member of any of the following; Institute of Certified Investment and Financial Analysts (ICIFA), Institute of Certified Public Accountants of Kenya (ICPAK), Economic Society of Kenya, The Actuarial Society of Kenya (TASK) and in good standing where applicable; and
    • Proficiency in computer applications.

    Deputy Director Commodities

    Job Purpose

    • Reporting to the Chief Executive Officer, the job holder will be responsible for providing strategic leadership and technical direction in the development, regulation and growth of Commodities, Virtual Assets and Carbon Credit Markets by driving policy and regulatory frameworks, stakeholder engagement, market survey and capacity-building initiatives to support sustainable, innovative and well-regulated market segments.

    Job Responsibilities

    • Providing strategic leadership in stakeholder engagements to support development and implementation of Commodities, Virtual Assets and Carbon Credit Markets in Kenya;
    • Spearheading market survey and analysis to inform development of policy, regulatory and institutional frameworks that address emerging risks and opportunities in these markets;
    • Providing leadership and advisory on internal and external capacity-building programmes to support effective oversight and growth of commodities, virtual assets and carbon credit markets;
    • Overseeing the research, contract development and related initiatives to support effective regulation and functioning of the markets;
    • Providing leadership in market analysis to understand and forecast market dynamics, including supply–demand trends, pricing and market behaviour;
    • Devising and recommending strategies to facilitate development and enhancing uptake of commodities, virtual assets and carbon credit market products and services.
    • Providing leadership in the review and enhancement of policy, legal, regulatory and institutional frameworks governing commodities, virtual assets and carbon credit markets
    • Overseeing the formulation and implementation of departmental work plans, budgets and procurement plans in line with corporate strategy, performance contract, productive management requirements and governance frameworks to ensure prudent resource utilization and operational efficiency;
    • Providing leadership and ensuring departmental compliance with applicable legal, regulatory and policy requirements;
    • Providing technical input to internal process and project delivery committees; and
    • Contributing to the overall management, strategy execution and decision-making of the Authority.

    Minimum Requirements

    • Cumulative service period of fifteen (15) years relevant work experience, three (3) of which should have been at a grade of Assistant Director in an equivalent or in a comparable position;
    • Bachelor’s degree in Economics, Agricultural Economics, Agri-business management, Finance, Statistics, Engineering, or Business Law or equivalent qualification from a recognized institution;
    • Master’s degree in Economics, Agricultural Economics, Agri-business management, Finance, Statistics, Engineering, or Business Law or equivalent qualification from a recognized institution;
    • Leadership Course lasting not less than four (4) weeks from a recognized institution;
    • Membership with a relevant professional body in good standing where applicable;
    • Valid practicing license from a relevant professional where applicable; and

    Director Research Policy & Market Development

    Job Purpose

    • Reporting to the Chief Executive Officer, the job holder will be responsible for providing strategic leadership and direction to the Research, Policy & Market Development in the Directorate’s functions of research, analytics, knowledge management, and policy development, strengthening the regulatory framework, and driving market deepening, investor education, awareness and certification initiatives to advance the Authority’s mandate.

    • Driving initiatives to enhance uptake of existing and new capital markets products and services across diverse investor segments;
    • Spearheading capital markets innovation and emerging market solutions to strengthen market depth, efficiency and competitiveness;
    • Leading the development and implementation of operational and institutional frameworks for delivery of market certification and capacity-building programmes;
    • Articulating the Authority’s position in domestic, regional and international forums to enhance issuer, investor and intermediary experience and to support market deepening and integration; and
    • Providing strategic direction in the development and implementation of the Authority’s knowledge management framework.
    • Oversee the development and execution of the Authority’s data strategy to support regulatory intelligence and market development.
    • Leading the development and implementation of technology roadmaps for adoption of advanced data analytics tools including Artificial Intelligence, Big Data, Machine Learning and Blockchain.
    • Providing oversight in the coordination and execution of market and product surveys in collaboration with internal and external stakeholders to inform policy, innovation and market growth.

    Minimum Requirements

    • Cumulative period of fifteen (15) years’ work experience, five (5) years of which must have been a Deputy Director and above or in an equivalent or comparable position;

    Assistant Director, Enforcement

    Job Purpose

    • Reporting to the Deputy Director Investigations and Enforcement, the job holder will be responsible for coordination and implementation of enforcement strategies and programs in the Enforcement Division.

    Job Responsibilities

    • Overseeing the designing, development and implementation of enforcement policies, strategies, programs, systems, manuals and procedures to achieve protection of investors’ interest, enhance market integrity and increase deterrence;
    • Coordinating the processes leading to administrative actions, defense and prosecution for breaches of regulatory framework;
    • Coordinating administrative enforcement activities including hearings and ensure that all statutory, procedural and substantive requirements are observed;
    • Coordinating the review of enforcement recommendations emanating from Market Supervision and Approvals, Financial Analysis and Sustainability Departments and propose appropriate enforcement actions;
    • Coordinating enforcement activities with the Directorate of Criminal Investigations - Capital Markets Fraud Investigations Unit (CMFIU) in relation to criminal violations of capital markets legal and regulatory frameworks;
    • Coordinating collaborative asset tracing activities with Asset Recovery Agency with respect to assets belonging to capital markets stakeholders obtained by persons through fraud or other illegal means;
    • Coordinating with the Directorate of Legal, Governance and Advisory Services in supporting legal proceedings in relation to investigations, forensics, asset tracing, investigations and enforcement where the Authority is a party including through execution of appropriate pleadings;
    • Coordinating engagements with other relevant government investigative and enforcement agencies including the Office of the Attorney General, Business Registration Service, Directorate of Public Prosecution and Judiciary;
    • Coordinating engagements with other relevant domestic and international strategic partners to promote successful investigations, administrative actions and prosecutions;and
    • Leading in the establishment and maintenance of a database to document information on all Division’s activities.

    Minimum Requirements

    Principal Internal Auditor

    Job Purpose

    • Reporting to the Director Internal Audit, the job holder will be responsible for coordinating provision of an independent, risk based and objective assurance on the effectiveness of the Authority’s internal controls, risk management and governance processes.

    Job Responsibilities

    • Participating in Directorate planning processes including development of internal audit strategy, programs and plans;
    • Developing and implementing audit programmes and annual work plans;
    • Conducting risk based, value-for-money and systems audit to strengthen internal control mechanisms at the Authority;
    • Carrying out internal and information systems audits and assessing the Authority’s operations, processes, compliance and other associated risks;
    • Analysing and compiling data on financial records, systems and processes for purposes of internal audits;
    • Undertaking spot-checks and cash surveys;
    • Obtaining and reviewing evidence ensuring audit conclusions are well supported and documented;
    • Implementing the Workplans, Budgets, Procurement Plans in line with the corporate strategy and performance contract obligations; and
    • Supporting and taking part in ad hoc, special and audit investigations when need arises.

    Minimum Requirements

    • Cumulative period of nine (9) years’ relevant work experience, three (3) of which must have been at the grade of Senior Internal Auditor or in an equivalent or comparable position;
    • Bachelor’s degree in Finance, Accounting, Commerce, Business Administration, Economics, Business Management, Law, Information and Technology or equivalent qualification from a recognized institution;
    • Professional qualifications either in Certified Internal Auditor (CIA), Certified Public Accountants CPA(K), CISA, ACCA or equivalent qualification from a recognized institution;
    • Membership to either the ICPAK, IIA, ISACA, ACCA or relevant professional body and in good standing; and
    • Management Course lasting not less than four (4) weeks from a recognized institution or its equivalent.
