    Stores and Assets Assistant (Business Analyst 2), Kisumu Branch

    Job Purpose

    The holder will serve as the custodian of all stores, materials, and movable assets at CBK Branches and/or Centres, ensuring accurate inventory control, secure storage, and proper record-keeping in compliance with the Public Procurement and Asset Disposal Act (PPADA) 2015 and internal control procedures under the guidance of the Inventory Manager / Deputy Manager.

    Inventory Control and Reconciliation

    • Receive, inspect and document incoming goods and materials against approved delivery notes and specifications to verify quality and quantity.
    • Transfer received items to their respective storage shelves after receipt.
    • Issue store items to authorized user departments upon receipt of duly approved issue vouchers/requisitions, ensuring items are issued accurately and promptly.
    • Maintain up-to-date and accurate physical and electronic stock records (e.g., Bin Cards, Stock Ledgers, or ERP system entries).
    • Implement stock rotation methods, such as First-In, First-Out (FIFO) or First-Expiry, First-Out (FEFO), to prevent losses due to expiry or obsolescence.
    • Conduct periodic physical stock-taking (spot checks, quarterly, and annual counts) and reconciling physical inventory balances with ledger records, reporting any discrepancies immediately.
    • Regularly inspect storage areas in the stores to ensure the highest standards of housekeeping, safety and security arrangements are achieved and maintained.
    • Adhere to the laid down standard operating procedure and work instructions in stock management and storage of materials.

    Asset Management

    • Ensure all movable, non-consumable institutional assets (e.g., furniture, computers, equipment) are physically tagged and registered upon receipt.
    • Maintain a comprehensive and accurate offline GSD Assets Register.
    • Participate in the annual or periodic physical verification of assets and reconciling the findings with the Asset Register to ensure accountability.
    • Compile preliminary lists of obsolete, redundant, or unserviceable materials and assets, ready for onward submission to the disposal committee.
    • Collect surrendered items and facilitate transport to the designated storage area.
    • Participate fully in the asset disposal processes and facilitate all attendant processes.

    Documentation and Reporting

    • Ensure all store documents, including goods received notes, issue vouchers, stock sheets, and asset movement and asset tagging forms, are properly filed and maintained for audit purposes.
    • Prepare periodic reports on inventory levels, consumption rates, and stock status for review by the Section Manager.
    • Any other assigned roles and responsibilities.

    Qualifications

    • Diploma in Supply Chain management, Stores Management, Purchasing and Suppliers Management or Logistics from a recognised institution.
    • Be an Associate Member of the Kenya Institute of Supplies Management (KISM) OR be eligible for membership.

    Work Experience

    • A minimum of two (2) years of relevant experience in stores operations or inventory control, preferably within the public sector or a large organization.

    Officer, Purchase Orders and Disposal (Business Analyst 1), Mombasa and Eldoret

    Job Purpose

    Issue Purchase Orders (PO) to suppliers based on the approvals issued by the Accounting Officer or Head of Procurement in accordance with the authorized approval matrix within a particular Financial Year and Process payment documents to Finance for disbursements.

    Job Purpose

    Contract Management Officer (Business Analyst 1), Procurement and Disposal Division

    Job Purpose

    Draft simple contracts based on the approvals issued by the Accounting Officer or Head of Procurement for works and services within the Financial Year (F/Y) and follow up on delivery of various goods, works and services whose service contracts have been executed within the period.

    Job Purpose

    Assist in the drafting of policies and guidelines for market conduct, Anti-Money Laundering (AML), Combating Financing of Terrorism (CFT) and Combating Proliferation Financing (CPF) for institutions licensed by CBK and conducting AML/CFT/CFP onsite examinations and offsite surveillance.

    Job Purpose

    Assist in the implementation of the data supervisory technology strategy for institutions licensed by CBK.

    Key Duties and Responsibilities

    Strategic Responsibilities

    Technical and Operational Responsibilities

    • Assist in executing the Data and Analytics Strategy to continuously monitor and analyse the financial soundness of regulated institutions.

    • Assist in conducting on-site and off-site surveillance of commercial banks, microfinance banks, and non-bank financial institutions' ICT and cybersecurity aspects to ensure compliance with the banking sector legal and regulatory frameworks.

    Business Analyst 2, Surveillance Banks (Business Analyst 2)

    Job Purpose

    Conduct off-site surveillance of a portfolio of Commercial Banks, Mortgage Finance Companies (MFCs)and Non-Operating Holding Companies (NOHCs) with a view to promoting safety, soundness, access and integrity of the financial system.

    Key Duties and Responsibilities

    Strategic Responsibilities

    • Contributes as appropriate to the performance of other functions and to the overall achievement of the Bank’s strategic objectives.

    Technical and Operational Responsibilities

    • Contribute to the preparation of draft portfolio budget estimates.
    • Conduct risk-based site surveillance framework of Commercial Banks, Mortgage Finance Company and Non-Operating Holding Companies (NOHCs) and continuously monitor its effectiveness by developing the Institution Risk Profiles of the banks including Domestic Systemically Important Banks (D-SIBs).
    • Carry out surveillance of Commercial Banks, MFCs and NOHCs and ensure compliance with legal, regulatory and prudential requirements.
    • Review and engage banks on audited financial statements and unaudited quarterly financial statements of Banks and related disclosures.
    • Participate in on-site entry and exit meetings with Senior Management of Commercial Banks and in the presentation of the inspection reports to institutions’ Board of Directors
    • Prepare and continuously monitor supervisory programs.
    • Conduct consolidated supervision and contribute to planning and participate in discussions during home supervisory colleges meetings.
    • Participate in host supervisory college meetings.
    • Participate in the Assessment of the quality of host supervisory framework to which CBK can place reliance on the supervisory framework of the Host Country
    • Review of Internal Capital Adequacy Assessment Process (ICAAP) models to ascertain whether commercial banks have adequate capital consistent with their risk profiles.
    • Participate in Implementing a multi-dimensional Early Warning System and highlight emerging challenges.
    • Process, analyze and make appropriate recommendations on applications for new branches, mergers & acquisitions, new products, change in tariffs and vetting of Senior Managers, Directors and significant shareholders of banks and approve new premises and customer complaints and other corporate applications.
    • Contribute and participate in the development of policy and legal and regulatory frameworks.
    • Prepare quarterly reports, Institutional Profiles (IP) and conduct on-going risk assessments from on-site and off-site supervision for appropriate action.
    • Prepare periodic reports on the performance of Banks and collect information as required.
    • Participate in periodic regulatory meetings on regulatory concerns and emerging developments with Senior Management of Banking Institutions.
    • Represent the Department in various meetings and committees as and when required.
    • Provide on the job training and mentor new staff.

    Qualifications

    Job Purpose

    The role holder will contribute towards the formulation and review of policies and standards that are aligned with international best practices for prudential supervision and regulation; and participating in the processing of licence applications by market entrants.

    Key Duties and Responsibilities

    Strategic Responsibilities

    • Contribute to the performance of departmental functions towards the achievement of the Bank’s strategic objectives.

    Technical and Operational Responsibilities

    • Input to the preparation of the Policy Division strategy, operational manual , annual budget estimates; and subsequently monitor and report on their implementation.
    • Participate in the processing requests for authorization of new Banking products and financial products by various institutions.
    • Participate in the processing applications for licenses of banks, CRBs, Representative Offices of foreign Banks and Mortgage Refinance Companies and advise Assistant Manager.
    • Part of team conducting inspection of newly licensed institution’s premises and systems for approval and prepare recommendation report.
    • Carry out preliminary policy research and benchmarking for supervision to shape regulatory and supervisory systems to promote efficiency, inclusion, integrity and efficiency.
    • Participate in making logistical arrangements for internal and external consultative forums.
    • Monitoring and drafting CBK’s progress updates on implementation of domestic, regional and other international supervisory commitments to which CBK has signed up to as a member of relevant global fora partner.
    • Input to the periodic reports on strategy, budget implementation, and Departmental Risk Register.
    • Input to the periodic review of the Departmental Operations manual.

    Senior Manager, Financial Inclusion and Innovation (Bank Supervision Department)

    Job Purpose

    The role holder will be responsible for the development and review of regulatory frameworks for financial inclusion for institutions licensed by CBK and advising on emerging innovations. He/She will also be responsible for working effectively as part of the team to deliver on the Key Result Areas and demonstrate competencies of his/her role.

    Key Duties and Responsibilities

    Strategic Responsibilities

    • Advise on review and development of financial inclusion legal and regulatory frameworks for institutions licensed by CBK and advice on emerging innovations.
    • Contribute as appropriate to the performance of other functions and to the overall achievement of the Bank’s strategic objectives.

    Technical and Operational Responsibilities

    • Develop financial inclusion policy/guideline/regulations as required for banks and other regulated entities.
    • To research and advise on emerging innovations including but not limited to disruptive technology and make actionable recommendations.
    • Co-ordinate the development of a regulatory impact assessment framework to assess the impact of legal and regulatory reforms initiated to enhance financial inclusion and innovation.
    • Convene internal and external consultative forums and obtain feedback on financial inclusion and innovation policy implementation from various entities and draft comprehensive policy/ frameworks as required.
    • Monitor implementation of financial inclusion and innovation related recommendations from collaborations with domestic and international financial regulators, regional and international organisations and development partners.
    • Provide Secretariat support for CBK’s participation/membership in national, regional and international financial inclusion and innovation initiatives/organisations.
    • Review applications for licenses for non-banks including carrying out the vetting of significant shareholders and proposed directors in accordance with existing laws, regulations and guidelines.
    • Ensure that the CBK website and other channels are updated on approval of new licenses for Non-Banks.
    • Oversee drafting and issuance of Banking Sector Annual Innovation Survey by end of March following the year end.
    • Oversee drafting and issuance of Bi-Annual Survey on MSME Access to Bank Credit by end of March following the year end.
    • Provide the requisite financial inclusion and innovation policy implementation reports within set timelines.
    • Report on emerging challenges and market dynamism.
    • Develop, train, coach, motivate and evaluate functional staff to achieve highest levels of performance.
    • Ensure adherence to Bank policies, procedures, guidelines and related legislations.
    • Responsible for succession management and resource management to ensure effective performance.
    • Any other assigned duties and responsibilities by the Supervisor.

    Qualifications
