    Tana River County is one of the forty seven (47) counties in the Republic of Kenya. The County takes its name from River Tana which is the longest river in Kenya. It is a County in the former Coast Province, Kenya with an area of 35,375.8 square kilometers (13,658.7 sq mi) and a population of 262,684 according to the 2012 census.

    Medical Specialist (General Surgeon)

    V/NO.2/2021: MEDICAL SPECIALIST I (GENERAL SURGEON), JOB GROUP ‘Q’ (1 POSTS)

    Responsibilities

    • Management of health care services at the district level or in a district or provincial health services set-up;
    • Organization and management of a framework of health delivery system in a provincial general hospital or a district hospital within a
    • Planning and implementation of specific projects and programmes related to the various areas of health care including curative, preventive and promotive services;
    • Provision of epidemiological surveillance on diseases and condition obtaining within the province and developing strategies for prevention or eradication of these conditions and diseases;
    • Participation in the overall planning in the province, contributing specifically to planning for health services in his area of jurisdiction;
    • Provision of health services in the various disciplines in medicine, surgery, dentistry and other recognized specialties at the national hospital and provincial/district
    • A specialist will also be expected to provide professional guidance and training to Doctors, Dentists and health personnel working under him/her to ensure maintenance of the highest standards of health care in the hospital

    Qualifications

    • Must be a Kenyan citizen;
    • A bachelor of Medicine and Bachelor of Surgery (M.B.Ch.B) degree or any other equivalent qualification from an institution recognized by the Medical Practitioners and Dentist Council;
    • Master’s Degree (M.Med) in General surgery or equivalent postgraduate qualification from a recognized institution;
    • Registered with Medical Practitioners and Dentists Board;
    • Being in possession of valid practicing license from the Medical Practitioners and Dentists Board

    County Attorney

    V/NO.9/2021: COUNTY ATTORNEY (1 POST)

    Salary Scale: The salary/allowances and other benefits attached to this position will be as determined by Salaries and Remuneration Commission.

    Terms of Service: Six Years

     Responsibilities

    The County Attorney:

    • Is the principal legal adviser to the county government;
    • Shall attend the meetings of the county executive committee as an ex-officio member of the executive committee;
    • Shall, on the instructions of the county government, represent the county executive in Court or in any other legal proceedings to which the county executive is a party, other than criminal proceedings;
    • Shall advise departments in the county executive on legislative and other legal matters;
    • Shall negotiate, draft, vet and interpret documents and agreements for and on behalf of the county executive and its agencies;
    • Shall be responsible for the revision of county laws;
    • May liaise with the Office of the Attorney – General when need arises; and
    • Shall perform any other, function as may be necessary for the effective discharge of the duties and the exercise of the powers of the County

    Qualifications

    • Be a Kenyan Citizen;
    • Be a holder of LLB degree from a reputable and recognized university;
    • Have a postgraduate Diploma in Legal Studies from the Kenya School of Law and be admitted as an advocate of the High Court of Kenya with a current Practicing Certificate;
    • Master’s degree from a reputable University will be an added advantage;
    • Be a member of Law Society of Kenya in good standing;
    • Must be an Advocate of the High Court of Kenya of at least five (5) years standing;
    • Meets the requirements of leadership and integrity set out in Chapter six of Constitution of Kenya;

    Performance Management Assistant Director

    V/NO.8/2021: ASSISTANT DIRECTOR PERFORMANCE MANAGEMENT JOB GROUP ‘P’ (1 POST)

    Responsibilities

    • Co-ordinate and facilitate performance management function;
    • Co-ordinate performance contracts in the departments to set their performance targets based on their mandates, functions and strategic objectives;
    • Provide technical advice to the Department on performance management matters;
    • Co-ordinate preparation of performance management reports;
    • Initiate review of staff performance appraisal system;
    • To ensure that performance contracts shall be anchored on CIDP and cascaded to all ,
    • Departments, Directorates, Sections and cadres of employees
    • To ensure that all categories of staff in the County Public Service are placed on Staff Performance Appraisal System;
    • Co-ordinate staff performance appraisal System quarterly, Mid-year performance review and end of year appraisal process;
    • Ensure that the  performance  of all officers is evaluated and feedback on performance is relayed in writing at the end of the year;
    • Ensure that the overall assessment of employee performance is evaluated as per agreed targets;
    • Communicate to Department to hold quarterly and Mid-Year performance review meetings;
    • Develop and implement the internal monitoring and evaluation and reporting system;
    • Make recommendations to the County Chief Officer for rewards and sanctions;
    • Performing any other relevant duties as may be assigned from time to time

    Qualifications

    • For appointment to this grade, candidates must have:-
    • Bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Public Administration, Business Administration, Economics, Education, Sociology, Political Science/Government, Anthropology or any other relevant qualification from a university recognized in Kenya;
    • Have relevant knowledge, experience and a distinguished career in matters performance management of not less than five (5) years, three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector
    • Member of a relevant professional body;
    • Attended a management course lasting not less than four (4) weeks from a recognized institution;
    • Demonstrated general administrative ability required for direction, control and implementation of Inspectorate
    • Demonstrated a thorough understanding of National goals, policies and development objectives and ability to transform them into Human Resource Management and Development policies and programmes;
    • Demonstrated a thorough understanding of relevant legislation, best practices and emerging issues in performance Management;
    • Performing any other relevant duties as may be assigned from time to time

    Energy Officer

    • Participating in collection, collation and analysis of data on renewable energy activities;

    Climate Change Assistant Director

    V/NO.4/2021: ASSISTANT DIRECTOR CLIMATE CHANGE J/G ‘P’ (1 POST)

    Responsibilities

    • To provide analytical support on climate change to various sector departments of the county government;
    • Establish and manage county registry for appropriate mitigation actions by public and private entities;
    • Serve as the county knowledge and information management centre for collating, verifying, refining and disseminating knowledge and information on climate change;
    • In collaboration with other agencies at national and county levels:
    • identify low caron development strategy and coordinate related measurements reporting and verification;
    • Develop strategies and coordinate actions for building resilience to climate change and enhancing adaptive capacity;
    • Optimize the county’s opportunities to mobilize climate finance;
    • Coordinate adherences to county’s international obligation including associated requirements;
    • Coordinate implementation the gender and intergenerational climate change education, consultation and learning at the national and county levels;
    • Advise the County Executive Committee Member, on matters relating to legislation, policy coordination, regulation and monitoring of climate change

    Qualifications

    • Must be a Kenyan citizen
    • Bachelor’s degree in any of the following disciplines: – Environmental Studies, Environmental Science, Environmental Law, Environmental planning and management, environmental engineering, meteorology, climatology or its equivalent qualification from a recognized institution.
    • Has an experience of at least three (3) years
    • Experience at senior management course lasting not less than four (4) weeks from a recognized institution.

     Responsibilities

    Duties and responsibilities will entail:

    • implementing county environmental management plans;
    • participating in environmental audits and following up implementation of the recommendations;
    • maintaining register on compliance to environmental legislation, propose corrective actions and follow up on implementation;
