    Chief of Party, USAID Media Projects, East Africa

    DUTIES AND RESPONSIBILITIES

    • Provide strategic and technical leadership to the program
    • Serve as principal liaison with USAID, as well as with key government officials, other donors and implementers, private sector and civil society partners, program beneficiaries, and other stakeholders
    • Develop and maintain effective partnerships with local, regional, and international organizations active in the media sector
    • Oversee and monitor quality of organizational capacity development to local organizations
    • Ensure program activities are implemented on schedule and within budget
    • Supervise, manage, and mentor program staff and work in close coordination with IREX’s home office
    • Oversee program budgeting, financial management, and compliance
    • Oversee monitoring, evaluation, and reporting of program activities
    • Represent IREX publicly and supports its organizational development
    • Other duties, as assigned

    SKILLS AND EXPERIENCE

    • 10 years of progressive international experience working in media sector strengthening and reform, journalism, civic engagement, or related fields; or a bachelor’s degree in a relevant field with at least 12 years or relevant experience also considered. Successful track record of at least five (5) years supervising, managing, and implementing USAID-funded programs and or other related donor-funded programming, with at least five (5) years of experience managing programs in East Africa
    • Successful track record of supervising, designing, managing, and implementing complex donor-funded technical assistance programs (with strong preference for past USAID-funded media development project management experience)
    • Ability to establish strong working relationships with senior government officials; media, civic, and private sector leaders; international donors; and other stakeholders
    • Proven leadership qualities and excellent management skills
    • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives
    • Experience convening diverse stakeholders to address legal and regulatory media reforms and/or emerging technological issues affecting the media sector
    • Experience working with private and public sector partners to leverage additional sources of funding to meet program objectives
    • Effective oral and written communication skills
    • Strong representational and organizational skills
    • English language fluency is required, including the ability to provide written reporting in English

    Implementation Research Consultant (Gender Norms Transformation)

     Summary of Responsibilities:

    • Working collaboratively with the Youth Excel team, the local partner, and USAID, serve as an implementation research technical mentor. Learn and use the Youth Excel implementation research approach.
    • Manage the adherence to workplan timelines and support local partner throughout implementation.
    • Provide individualized technical assistance and strengthen local partner capacities to use implementation research tools, use a variety of data collection methods, and help them succeed in using implementation research.
    • Co-lead the development and implementation of a stakeholder engagement plan with the local partner.
    • Co-lead the development and implementation of research plans.
    • Coordinate the ethical review of all research plans.
    • Co-lead the organization and facilitation of regular learning workshops to interrogate, synthesize, and apply research data and findings.
    • Assist local partner in organizing and facilitating monthly refresher trainings with mentors to inform and implement adaptations recommended from learning and adaptation workshops.
    • Co-author knowledge products (i.e. learning briefs and learning report) with local partner.
    • Coordinate and facilitate virtual event to support the release of the Young Emanzi Boys Mentorship Learning Report.

    Skills and Qualifications

    • Technical knowledge and expertise in gender transformative approaches, gender norms programming, positive masculinities, girls’ empowerment, adolescent sexual and reproductive health, and/or gender and social inclusion.
    • Master’s degree in a field related to implementation research and/or participatory action research in a field related to international development, youth development, health, or another relevant field.
    • Experience developing and publishing academic knowledge products.
    • At least three (3) years’ experience using implementation research, participatory action research, or related methodologies with local organizations in Tanzania. Experience working with youth researchers is strongly preferred.
    • Experience providing technical assistance in research to individuals who may not have had research experience.
    • Experience upholding high ethical standards in research. Experience working with minors in research preferred.
    • Demonstrated facilitation skills with widely diverse groups.
    • Demonstrated ability to manage complex projects in fast-paced work environments, and deliver high quality results under tight deadlines.
    • Exceptional written and oral communication skills in English. Conversational skills in Swahili a plus.
    • Demonstrated commitment to collaboration, reflection, and learning.
    • Physically based in Tanzania preferred.

    Short Term Consultant: Ed Tech Consultant, Mombasa

    DELIVERABLES 

    Under the supervision and in consultation with the Project Director and Training Associate, the Short-Term Consultant will provide support for digital skills and creative coding training for teachers and CSOs in Kwale and Kilifi County. Specifically, the short-term consultant will complete the following ongoing tasks September through December:

    • Prepare and review content for basic digital skills and creative coding for delivery of training activities targeting education officials and teachers in coastal Kenya.
    • Conduct basic digital skills training sessions with targeted teachers and Curriculum Support Officers.
    • Supports the Training Associate to ensure the implementation of feedback from participants for further improvement of content and training mechanism.
    • Diagnosing and resolving ICT-related challenges for digital devices in targeted schools in Coastal Kenya.
    • Understanding the KPLAY program principles and outcomes and seeking to align daily work to our goals and objectives.
    • Participating in team virtual calls and other activities while maintaining a positive attitude. 

    Required Skills and Experience 

    • Bachelor’s Degree in Information Technology or related studies.
    • Demonstrate skills in use of Microsoft Office, coding, and mobile app development. Experience in Scratch is an added advantage
    • Demonstrated experience in conducting adult digital skills training. Experience in teacher capacity building and professional development training preferred
    • Good working knowledge of the educational system and processes. Experience in the Coastal region will be an added advantage.
    • Demonstrate mastery of fluency in spoken and written English and Kiswahili
    • Administrative writing and reporting skills 
    • Excellent written and oral communication skills. 
    • Attention to detail and ability to remain flexible in a fast-paced environment 
    • Professionalism and teamwork 
    • Excellent organizational skills
