Main Purpose

• Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSFprotocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

Accountabilities

• Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
• Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
• Follow up the evolution of the hospitalized/IDP patients, through daily visits, consultations and examinations, prescribing the necessary treatment followingMSFprotocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
• Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
• Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
• Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
• Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
• Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

Context Specific Accountabilities

• This position requires to work on shifts rotational in all departments either in IPD or ER/OPD including peadiatrics, ITFC, maternity, adult ward, NBU, ICU and other (isolation, outbreak repsonses like the cholera treatment center)
• Ensure proper triaging, timely consultations, and intervention of patients in the clinical setting where the officer is designated to work (ER or wards).
• Ensure activities in the reproductive health and newborn unit are organized. Support / collaborate with the midwife activity manager, midwife supervisor in charge of department in the management of obstetric emergencies or other obstetric problems.
• Responsible for the care and treatment of pregnant mothers (including ANC-PNC, high risk clinic and neonates in NBU and maternity ward by ensuring Daily ward rounds & routine reviews in Maternity ward and NBU is done.
• Perform procedures, like vacuum delivery, assist the nurses during difficult deliveries, perform C/S as soon as it is necessary etc.
• In coordination with the midwife activity manager conducts the High-risk clinic and ensures a follow up strategy is in place with the outreach team CHW / TBA s visits all High-risk mothers and remind them of the danger signs.
• Conduct CME at least monthly in collaboration with Medical Activity Manager to clinicians, nursing and midwifery team, and other staff as necessary.
• Examine and treat all SGBV cases observing confidentiality in collaboration with midwife supervisor and be responsible for the P3 forms for the SGBV cases.
• Actively participate in the project’s quality of care activities such as CMEs, case reviews, Near-miss audits, Mortality audits & rational prescription audits.
• Perform minor surgeries like debridement trauma stabilization before referral if needed.
• Perform any other duties assigned by line manager as per need arise.
• Identify cases for referral following the referral SOP and discuss with MAM
• Inform linemanager by any outbreak related diagnosis as suspected measles, cholera, polio etc.
• Use appropriate personal protective equipment (PPEs) provided by the facility when attending patients.

Requirements

• Education Essential:Bachelor of Medicine
• Desirable: Diploma in Tropical Medicine
• Registered and licensed by Kenya medical practitioner board.
• Experience Essential :Two years experience minimum as a Medical Doctor or in clinical work . Desirable in tropical medicine, or postregistration experience in Public Health , obs and gynae, paediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.
• Languages Essential: English. Desirable: Swahili

Rationale/Objective for Position

The Application Manager- Single Data Entry (SDE) Project is responsible for leading the testing, deployment, technical support, and evolution of a stock management application across MSF-EA, ensuring its operational readiness and sustainability in low-connectivity warehouse and pharmacy contexts, in collaboration with technical teams.

This position will be hierarchically and functionally accountable to the Program Manager.

Tasks & Responsibilities

Deployment, Support & Maintenance

• Deployment Support: Provide hands-on technical expertise during the deployment of the solution.
• Troubleshooting: Diagnose and resolve technical issues related to the application, including connectivity, configuration, and system integration challenges.
• User Support: Assist end-users in understanding and using the application effectively, addressing their queries, and ensuring the application meets their needs.

Operational Readiness

• L1/L2/L3 Support Levels: Collaborate with the IT organization to design and implement a sustainable support structure, defining clear roles and responsibilities for Level 1 (L1), Level 2 (L2), and Level 3 (L3) support.
• Knowledge Base Creation: Develop and maintain documentation, FAQs, and training materials to empower support teams and end-users.
• Capacity Building: Train and mentor support teams to ensure they are equipped to handle technical issues and provide high-quality assistance.

Product Development

• Request Management: Contribute to the writing of requests for change (RFC), bug and user stories, enabling the service provider to develop features smoothly.
• Test Coordination: Coordinate test scenarios and environments to ensure thorough testing and validation of the application, engaging relevant stakeholders as needed.

Stakeholder Collaboration

• Cross-Team Collaboration: Act as a liaison between project teams and IT focal points.
• Regular Communication: Maintain clear and consistent communication with stakeholders to provide updates, resolve issues, and ensure alignment.

Qualifications

Education

• Bachelor’s or Master’s in Computer Systems or Information Systems (IS).

Experience

• Min 3-5 years of work experience in application development and support.
• Experience with mobile application development in hybrid environments (cloud/on-premise) from development to go-live.
• Experience in an international environment.
• Familiarity with humanitarian supply chain solutions or products is highly advantageous.
