    Research Officer

    Reporting to the Senior Research and Planning Officer, this position is responsible for implementation of research policies, systems and procedures to guide research programs in the office of the Controller of Budget. The position is also responsible for monitoring implementation of strategic plan for the OCOB.

    Key Responsibilities:

    • Undertake objective research and analysis on budget implementation matters
    • Prepare research papers and policy briefs on budget implementation.
    • Identify areas of research and prepare concept papers
    • Collect and collate data on budget implementation
    • Develop and update database on macro-economic and fiscal indicators relating to budget implementation matters and prepare briefs
    • Prepare departmental work plan in line with the strategic plan
    • Implement statistical plans to guide data collection and sharing with stakeholders
    • Draft guidelines for policy formulation in the office of the Controller of Budget
    • Review draft policies, laws and regulations on budget implementation matters
    • Carry out review of planning and budget documents including Budget Review Outlook Paper (BROP), Budget Policy Statement ( BPS), County Budget Review Outlook Paper (CBROP) County Fiscal Strategy Paper (CFSP), and National Budget Estimates.
    • Prepare progress reports on the implementation of strategic plans by the office of the Controller of Budget
    • Implement the OCOB monitoring and evaluation framework in accordance with the COB Act, 2016
    • Implement a business continuity plan for the department
    • Any other relevant duties assigned by Senior Research and Planning Officer from time to time.

    Required Education, Skills and Experience:

    • Bachelor’s Degree in Economics, Statistics, Business Administration, Finance or its equivalent from a recognized university
    • Must have at least 3 years’ experience in research and data analysis.

    Manager Information Communication Technology

    GRADE COB 5: 1

    Reporting to the Chief Manager ICT, this position is responsible for development andmaintenance of the office of the Controller of Budget’s systems and infrastructure by ensuring a functional and secure architecture.

    Key Responsibilities:

    • Coordinate the development of strategies to ensure network capacity meets the existing and future IT infrastructure requirements.
    • Develop and implement an integrated ICT strategy, policies and standards in line with OCOB strategic plan
    • Ensure compliance with service management and IT security policies and standards, technical architecture, and service level agreements and report noncompliance as appropriate.
    • Coordinate, implement and maintain OCOB’s infrastructure components, ensuring adherence to best practice IT/Cyber security principles and approaches as well as guidelines and principles set forth by the National ICT Masterplan
    • Promote the use of robust and efficient systems/processes focused on ICT leverage to improve efficiency, value addition and cost reduction
    • Coordinate the documentation of systems, configuration and procedures to enhance knowledge-sharing and transfer
    • Develop and implement guidelines on data protection, internet use, e-mail, security and ICT infrastructure as per the set standards and regulations
    • Coordinate the development and implementation of ICT guidelines on distribution, installation, upgrade, maintenance and replacement of infrastructure and promote the use of cost effective ICT solutions
    • Develop, implement and continuously review and document system security, back-up and recovery procedures
    • Deploy and maintain the infrastructure to support exchequer automation
    • Research and evaluate emerging technologies relevant to OCOB ICT operations
    • Prepare technical specifications to facilitate procurement of ICT infrastructure that supports business applications across OCOB
    • Any other relevant duties assigned by the Chief Manager ICT from time to time.

    Required Education, Skills and Experience:

    • Masters degree in Computer Science, Applied Computing, Information Technology/Systems or its equivalent from a recognized University
    • Bachelor’s degree in Computer Science, Information Technology, Computing or any other IT related field from a recognized university
    • Certified Computer Network Professional (CCNP), MCSE, CISM/CISA or PMP or
    •  equivalent qualifications from a recognized institution
    • Must have at least 5 years relevant work experience 3 of which should be at a management level from a reputable organization

    Principal Monitoring and Evaluation Officer

    GRADE COB 5: 1

    POSITION

    Reporting to the Director Research & Planning, this position is responsible for development and implementation of a framework for monitoring, evaluating and reporting in line with the COB Act, 2016

    Key Responsibilities:

    • Coordinate the planning and implementation of Monitoring and Evaluation activities in line with the office of the Controller of Budget mandate
    • Carry out Monitoring and Evaluation activities and prepare reports in accordance with the COB Act, 2016
    • Coordinate the planning and implementation of periodic field exercises on monitoring and evaluation and prepare reports
    • Develop and implement the work plan and budget for M/E activities
    • Develop and implement policies, strategies and procedures for conducting monitoring and evaluation in line with the COB Act, 2016
    • Collaborate and partner with key stakeholders in monitoring and evaluation activities
    • Manage partnerships and collaborations with key stakeholders in monitoring and evaluation as per the COB Act, 2016
    • Develop, monitor and evaluate tracking tools in consultation with ICT department
    • Review budget planning documents including the Budget Policy Statement,
    • Budget Estimates, County Fiscal Strategy Papers and make recommendations
    • Develop and implement a business continuity plan for the department
    • Conduct annual, mid-term and end-term review of the OCOB strategic plan
    • Any other relevant duties assigned by the Director Research & Planning from time to time

    Requirements for the position:

    • Masters Degree in Economics, Statistics, Project Management, Business
    • Administration, Finance, Research or equivalent from a recognized university
    • Bachelors Degree in Economics, Statistics, Business Administration, Finance or equivalent from a recognized university;
    • Relevant Professional qualification e.g. M&E certification, Project planning,
    • Project Management or equivalent professional qualification.
    • Must have at least 5 years relevant work experience 3 of which should be at a management level from a reputable organization.

    Senior Fiscal Analyst

    Reporting to the Principal Fiscal Analyst, the position is responsible for analysis of performance of National/County Government budgets, review of withdrawal requests from Public Funds and preparation of statutory and special reports.

    Key Responsibilities:

    • Review and enforce budget ceilings at item level as approved by Parliament
    • Review and make recommendations on budget implementation framework
    • Review requests for approval for withdrawal from the Consolidated Fund and Equalization Fund and any other public fund which by Act of Parliament requires approval of the Controller of Budget
    • Monitor, evaluate, report and make recommendations on appropriate measures to improve National/County budget implementation
    • Review National budget planning documents – the Budget Policy Statement, Budget Review Outlook Paper and Debt Management Strategy and advice the Controller of Budget accordingly
    • Analyze National/County Governments budgets and prepare periodic and special reports
    • Prepare work plans and monitor implementation
    • Review formats of requisition and approvals of withdrawals and advice management
    • Prepare annual and special reports that provide information on implementation of budgetary allocation for various MDAs
    • Monitor expenditure for National/County Government on an ongoing basis to ensure compliance with provisions of the law
    • Any other relevant duties assigned by the Principal Fiscal Analyst from time to time.

    Required Education, Skills and Experience:

    • Bachelors Degree in Economics, Business Administration, Finance or equivalent from a recognized institution
    • Certified Public Accountant of Kenya (CPA)(K), Association of Chartered Certified Accountants (ACCA), Chartered Financial Analyst (CFA) or its equivalent
    • Possession of a Masters Degree in Economics, Business Administration, Finance or equivalent from a recognized institution will be an added advantage
    • Must be a member of a recognized professional body e.g. Institute of Certified Public Accountants of Kenya (ICPAK)
    • Must have at least 5 years of relevant work experience from a reputable organization.
