Key Responsibilities:
Leadership and Strategic Management
- Provide leadership and management to the Resource Acquisition and Management (RAM) unit staff by ensuring clear goals and accountabilities are established and achieved.
- Direct the elaboration, roll out and implementation of a coordinated, multi-level engagement strategy to advance WVK’s programmatic priorities and enhance its organizational profile;
- Direct the elaboration, roll out and implementation of an integrated, organizational wide, resource acquisition and management system for all funding streams and lead engagement efforts with prioritized, high profile donors;
- Establish and roll out protocols for coordinating communication between ministry units and support offices, key international and national donors and other stakeholders;
Grow WVK’s Resource Acquisition and Management portfolio
- Lead WVK’s growth and diversification of funding efforts based on the NO strategy and annual grant acquisition targets.
- Provide leadership and management support in proposal writing, forming consortia and follow up with donors to ensure complete and smooth transition to management the program
- Develop locally acquired resources through Public Private Partnerships and all other means
- Lead the WVK brand repositioning efforts for resource development in conjunction with Communications Department
- Develop and Implement effective PPP, PR and Marketing strategies
- Ensure that the successful implementation of the resource acquisition management system that enhances WVK programmatic impact in accordance with established strategic priorities while increasing donor satisfaction and retention;
- Ensure that the resource acquisition management system effectively standardizes processes for identifying and establishing priority sectors and opportunities, assessing risk considerations and making go / no go decisions, managing project design and proposal elaboration, managing project inventory, project start up, project implementation and evaluation and project close out;
- Monitor the RAM unit’s performance including conducting assessments on what is leading to poor win rates or grant implementation and work to address them.
Engagement, Networking & Collaboration with Internal & external stakeholders
- Ensure successful implementation of a coordinated engagement strategy that identifies and prioritizes key external stakeholders; creates clear points of engagement locally, regionally, nationally and internationally; defines roles and responsibilities within WVK; creates essential core competencies and provides the support and assistance to foster continuous, effective engagement;
- Effectively represent WVK in strategic donor meetings with foundations, bilateral and multilateral institutions; Be the face of WVK to donors – participate in meetings
- Actively network and initiate linkage - strategic meetings for between donors representatives and National Director/designee and participate in Partner negotiations
- Research, analyze, develop, track relationships with new and current donors; prepare capacity statements for to be utilized in prepositioning meeting with donors ; monitor the donor competitive landscape as part of early alerts to organize prepositioning meetings for possible funding forecasts in collaboration with the EAR Resource Development Director.
- Organise pre-positioning meetings with priority/new donors and partners and develop capacity statements to be utilized during prepositioning meetings with donors.
Strengthening grant compliance within the organization
- In close collaboration with Oerations and Program Effectivenss departments, ensure effective launching of new grants and a smooth transition process from grant acquisition to implementation as well as successful close out of large scale grants.
- Build staff and partners capacity for grants compliance (financial, contractual, programmatic and reporting) to increase program quality, credibility and marketability of WVK programmes
- Strengthen grant funding monitoring and evaluation systems in order to generate and demonstrate evidence based impact of WVK programming
- Ensure that business processes, standards and policies – developed in coordination with other WVK entities– are effective and consistent.
- Design systematic performance indicators to inform management as to progress, roadblocks, and other relevant performance details.
- Track, monitor and ensure successful grant and contract management and fulfillment in accordance with donor requirements to increase refunding rates.
- Review Grants before they are submitted
- Organize quarterly review meetings with donors (nonfundraising focused)
Staff capacity building
- Provide leadership to team members and help develop them through mentoring and rigorous performance management
- Develop strategies to attract and maintain staff numbers aligned to Grant portfolio.
- Identify staff capacity gaps in grants acquisition and management and other factors leading to poor proposal designs, poor win rates and grants implementation and work with Associate Director, Regional Resource Development Unit and SOs to develop plans to address them.

- Carry out any other responsibilities as assigned by the supervisor or designee
Knowledge/Skills and Experience Requirement
- Minimum Master’s Degree in a relevant field from a recognized University.
- Minimum 10 years’ experience in designing, planning, implementation and reporting on integrated development, relief and/or advocacy & peace building projects; 5 of which must be in managerial position and 5 in donor relations and fundraising.
- Must be a results orientated leader who can handle heavy work load as well as manage multiple organizational, donor and other stakeholder demands.
- Must have ample experience and expertise in public relations and donor engagements.
- Must be a strategic thinker and a strong team player.

Key Responsibilities:
Support Implementation & monitoring of IMARA Program (30%)
- Under the guidance of the Program Director, manage day-to-day and provide support to iMARA Program Secretariat.
- Support effective and timely management of donor/consortium needs, queries and requests.
- Contribute to the processes of creating linkages with other partners
- Support MEAL Advisor to coordinate and monitor program processes with Consortium Partners;
- Support program staff with People and Culture related processes e.g. contract renewals, performance agreements, appraisals among others.
- Prepare regular inputs to status and progress reports in collaboration with various groups.
- In collaboration with MEAL officer, promote organizational learning culture particularly through creation and sharing of knowledge by synthesizing and documenting findings and lessons learned success stories and best practices, strategies and approaches of the groups and drafting relevant materials for dissemination.
- Support organization and documentation of consortium learning and sharing forums in consultation with MEAL officer and communications officer in dissemination of knowledge/best practice, challenges, and knowledge gaps.
Administrative Support (30%)
- Maintains confidential records for the Program Director;
- Manage office correspondence and documentation Assists other team members in preparing and formatting documents, including PowerPoint presentations.
- Develops and maintains an efficient filing system for the team, including assistance in processing calls for proposals as required;
- Maintains a tracking system of responses to sub grantees;
- Maintains and updates team’s databases and mailing lists using and Maintains team members’ contacts using;
- Contributes to electronic filing of team documents.
- Organizes regular team meetings and conference calls/videoconferences, including the preparation and distribution of documents and providing the necessary technical devices.
- Takes minutes of regular team meetings and other meetings as required.
- Assists in the coordination of the Secretariat process by tracking Program completion for the programs, scheduling interviews as necessary and e-filing the final document.
- Liaises with Regional Office staff as required and provides assistance to National Office staff when visiting Secretariat.
- Assists in the orientation of new staff, interns, research fellows and consultants by providing them with the necessary documents and materials for orientation; and
- Works with other Partner Organizations to coordinate work activities, meet deadlines, and provide support where needed.
- Performs other related duties in accordance with instructions from team members.
Workshops and Events, (20%)
- Liaises with members and partners to coordinate logistical arrangements for workshops.
- Liaises with Program team and other agencies regarding venue, travel, hotels, and with Catering Services staff for provision, room organization and logistics.
- Liaises with and assists program recipients and consultants as required to ensure smooth functioning of activities.
- Coordinates and disseminates all internal and external material, including publicity and background documents and coordinates appropriate mailings or distribution.
- Prepares training kits or information packages and sends material to participants in a timely manner; and
- Coordinates registration process and acts as contact person for the participants.

Travel Management (15%)
- Responsible for planning and consolidation of trip plans and reports; Maintains and regularly updates travel plans.

- Communicates with travel agency to obtain Support and supports visas requesting and prepares supporting travel documents.

Work experience Required Professional Experience
- Must have at least 3 years’ relevant experience working.
- 2 years’ experience in project management of projects in Livelihoods and Resilience will be an added advantage.
- Proficiency in Computer especially in Microsoft Office Suite and data analysis programs such as SPSS, Stata, EPI Info.
- Possess excellent communication, facilitation, networking and relationship building skills.
- Ability to maintain donor and partner relations through timely and appropriate communications.
Required Education, training, license, registration, and certification
- Bachelor’s Degree NRM, Environmental studies, Agriculture, or related field from a recognized university.

To ensure timely and successful implementation and monitoring of child learning and household resilience project.
Project design, Planning and Implementation
- Contextualize and adopt the Child Learning & House Hold Resilience TP technical guidelines /designs at the AP level.
- Ensure timely implementation of the Child Learning and House Hold Resilience program activities within the AP.
- Lead in the timely reviews and documentation of APs child learning gaps, interventions and impact
- Provide effective, innovative and technical support to other programs
- ensuring effective integration for synergies, efficiencies and greater impact.
- Ensure sector programming with a focus on the Most Vulnerable Children (MVC) from the AP community
- Identify and ensure implementation and reporting of the Households Resilience Technical Program activities in the AP
- Design appropriate program strategies (specific sector interventions) that prioritize needy areas
- Collaborate with relevant line ministries to implement ECD interventions within the AP
- Ensure accurate and quality Child Learning PDDs, Project AoP’s and 4D matrix
- Ensure equity in education and protection (gender, child protection, disability) by focusing on the Most Vulnerable
- Ensure effective integration of peace building and environment themes including appropriate linkage with other sector priorities
- Provide technical guidance in enhancement of literacy skills for the targeted girls and boys including development of locally made reading materials.
- Mobilize community members and facilitate empowerment programmes for ownership and sustainability of the Child learning project activities
- Build capacity of communities and partners on integration for synergy and community based monitoring for sustainability of ECD interventions
- Establish specific capacity building mechanisms for effective delivery & sustainability of project interventions
- Build the capacity of education (e.g PTAs,BoMs, CBOs, ) to enable them effectively intervene in education .
- Engage, empower and equip staff and partners to implement spiritual nurture of children and youth
- Take a lead in building AP staff and community capacities in education through trainings and other information sharing avenues to handle project activities effectively
- Ensure Integration of the child learning activities with the Sponsorship Programs and other programs in the AP

Quality Assurance, Monitoring, Reporting and Documentation
- Ensure alignment of all CL&HHR Design, Monitoring and Evaluation activities with the stipulated DME standards
- Ensure documentation of AP Child learning gaps, interventions and impacts
- Lead in timely mobilization and effective communication with communities and stakeholders during baselines, evaluations and other relevant programming activities.
- Engage relevant education leaders and partners in planning and monitoring activities
- Guide community leaders and other partners in monitoring education progress on a scheduled basis.
- Analyze, share and appropriately utilize the education information gathered in all AP monitoring activities
- Facilitate regular reflection meetings to ensure action on all issues from the monitoring reports.
- Develop quality education reports whether Annual, Semi-annul or Monthly Management Reports in line with WV reporting guidelines.
- Identify best practices in at the AP for documentation
- Together with partners, conduct regular reflection and learning events
- Facilitate the community in identification and responding to quality ECD needs
- Ensure effective integration of education interventions with other projects in the program.
Collaborations, Advocacy, Engagement, Networking and Partnerships
- Gather and provide quality feedback and data to be used to develop technical papers and recommendations on key issues for external engagement with decision makers
- Establish and sustain working relationships with the relevant government departments and agencies within the programme’s focus area.
- Participate in the Annual County Government’s Planning and Budgeting process and influence resource allocation to the priority needs of the most vulnerable groups within the Programme Area
- Ensure that Program participants and partners are kept informed of all the Government laws and policies in respect to the education sector and any changes to government laws, policies and budgets.
- Work with partners and coalitions to engage in advocacy activities with the government structures at the County level, to address the education needs of local communities and inform national level advocacy initiatives
- Work with community groups to utilize advocacy approaches such as Citizen Voice and Action (CVA) and Child Protection Advocacy (CPA) to enable service users and local partners to engage directly with local government service providers to improve the quality of government services for children and to generate information and evidence for use in national level advocacy work.
- Support to engage constructively with duty bearers and service providers to improve access to, and quality ECD services.
- Provide information to inform fund raising initiatives for ECD
- Support Development of timely and accurate funding proposals in line with donor requirements and WVK standards in collaboration with AP Manager and other sector specialists
- Mobilize the community for community contribution for project interventions

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- Experience in project management and functional knowledge of the project management cycle
- Experience in implementing integrated programs
