    Compliance Officer

    • Our client is a leading finance, business support and knowledge facility dedicated to unleashing the transformative potential of the creative economy sector in Africa.  They seek to hire a Compliance Officer who will be  responsible for ensuring that the financial institution operates in full compliance with applicable regulations, particularly in the areas of Anti-Money
    • Laundering (AML), loan administration, and funds disbursement. This role involves developing and implementing internal controls, monitoring compliance with AML laws, and ensuring that all transactions are conducted transparently and ethically.

    Key Responsibilities

    Regulatory Compliance

    • Interpret and apply regulatory requirements, with a focus on AML/CFT (Combating the Financing of Terrorism) laws.
    • Serve as the institution's primary contact for regulatory bodies regarding compliance matters.
    • Ensure adherence to local and international financial regulations, including Know Your Customer (KYC) requirements.

    Internal Controls for Loan Administration and Funds Disbursement

    • Develop, implement, and monitor internal controls specific to loan processing, approval, and disbursement procedures.
    • Conduct regular audits of loan administration workflows to ensure compliance with internal policies and external regulations.
    • Verify that loan and fund disbursement processes are conducted transparently and free from fraud or financial misconduct.
    • Maintain accurate records of loan transactions and monitor for compliance risks.

    AML Compliance

    • Design and oversee the implementation of AML policies and procedures.
    • Monitor and report suspicious transactions in accordance with regulatory requirements.
    • Conduct ongoing customer due diligence (CDD) and enhanced due diligence (EDD) for high-risk clients.
    • Stay updated on AML laws and implement necessary changes to the institution’s compliance framework.

    Risk Assessment and Mitigation

    • Conduct risk assessments related to loan administration, funds disbursement and AML compliance.
    • Recommend and implement measures to mitigate identified compliance risks.
    • Monitor compliance metrics and prepare detailed risk management reports for senior leadership.

    Training and Capacity Building

    • Develop and deliver regular training sessions for employees on AML laws, internal controls, and regulatory updates.
    • Foster a culture of compliance and ethical behavior across the institution.

    Reporting and Investigations

    • Prepare monthly compliance reports for management, regulators, and other stakeholders.
    • Investigate and document non-compliance incidents, including breaches of AML laws or internal controls.
    • Ensure timely filing of Suspicious Activity Reports (SARs) and other required regulatory filings.

    Required Specifications

    • Bachelor’s degree in Finance, Risk, Law, Business Administration, or a related field. A Master’s degree or specialized compliance certification is an advantage.
    • Certified Anti-Money Laundering Specialist (CAMS), Certified Compliance Professional (CCP), Certified Information System Auditor (CISA) or equivalent.
    • Minimum 3-5 years in a compliance or regulatory role within the financial sector.
    • Strong experience with loan administration, funds disbursement, and AML compliance.

    Skills:

    • In-depth knowledge of AML laws and financial institution regulatory frameworks.
    • Strong analytical and problem-solving skills.
    • Proficiency in compliance monitoring systems and tools.
    • Excellent communication and report-writing skills.

    Investment Analyst

    • As an Investment Analyst for SME Loans and Impact Funds, you will play a crucial role in supporting the disbursement and collection of impact funds aimed at improving financial inclusion and economic empowerment in Urban and peri-urban communities. This includes managing a specialized portfolio of loans to Micro , Small and Medium-sized Enterprises (MSMEs), ensuring alignment with the program’s objectives, and achieving measurable social impacts.

    Key Responsibilities

    Due Diligence and Evaluation

    • Conduct thorough due diligence on potential financial service providers (FSPs) and SME loan applicants, including financial analysis, risk assessment, and evaluation of their track record.
    • Prepare detailed reports and recommendations for the Investment Director and the investment committee.

    SME Loan Management

    • Assist in managing the MSME loan portfolio
    • Evaluate MSME eligibility
    • Support the Investment Director in overseeing the MSME window to ensure alignment with program objectives.

    Loan Disbursement

    • Assist in the preparation and review of loan agreements and documentation.
    • Coordinate with FSPs (financial service providers) and MSMEs to ensure timely and accurate disbursement of funds to the beneficiaries and participants.
    • Monitor the use of funds to ensure compliance with the terms of the agreements and contracts.

    Impact Assessment

    • Develop and implement metrics to evaluate the social and financial impact of disbursed funds.
    • Collect and analyze data on the effectiveness of the funds in achieving the desired impact, particularly focusing on youth employment, gender, location and others as per program guidelines.
    • Prepare impact reports for internal and external stakeholders.

    Collections and Risk Management

    •  Monitor loan repayment schedules and track payments.
    •  Identify and address early signs of repayment issues to mitigate risks.
    •  Develop and implement strategies for effective collections and manage default cases.

    Reporting and Documentation

    • Maintain accurate and up-to-date records of all disbursements and collections.
    • Prepare regular financial and impact reports for review by the Investment Director and other stakeholders.
    • Assist in the preparation of presentations and reports for the investment committee and external partners.

    Stakeholder Engagement

    • Work closely with FSPs, MSMEs, beneficiaries, and other stakeholders to ensure smooth operations and communication.
    • Conduct field visits to peri-urban communities to gather firsthand insights and feedback.

    Continuous Improvement

    • Identify areas for improvement in the disbursement and collection processes.
    • Recommend and implement process enhancements to improve efficiency and impact.

    Qualifications and Skills

    • Bachelor’s degree in Finance, Economics, Business Administration, or a related field. A Master’s degree or relevant certifications is a plus.
    • Minimum of 3-5 years of experience in investment analysis, financial services, or impact investing.
    • Experience in microfinance, SME lending, or working with peri-urban communities is highly desirable.

    Skills:

    •  Strong analytical and financial modeling skills.
    •  Proficiency in using financial analysis software and tools.
    •  Excellent written and verbal communication skills.
    •  Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.
    • Attention to detail and strong organizational skills.
    • Ability to travel to peri-urban communities as needed.
