    Roving Secretary (Administrative Assistant)

    The Administrative and Program Support Rover position provides administrative, data analysis/report, program/project coordination, or management support to post.  This position addresses short-term assignments as needed by post including staffing gaps, ad-hoc projects, and/or short-term workload increases.  To provide maximum flexibility, this position may be implemented either as regular (full-time or part-time) or intermittent/irregular (a when actually employed) basis.  Post HRO or DHRO with responsibility for American HR portfolio supervises the Rover position, but the incumbent will receive work guidance from supervisor in currently assigned area.

    Qualifications and Evaluations

    Experience

    • Two years of office administration and management experience is required.  This experience may include experience in which administration and management made up part of the responsibilities.

    JOB KNOWLEDGE: 

    Incumbent will need to have a broad knowledge of the Embassy, including all Agencies.  The incumbent will interact with employees from the Embassy and other Agencies as well. Job holder must have a good general knowledge of agency correspondence and other applicable office procedures. The incumbent must be able to respond to some questions from VIP visitors and the Front Office regarding Area.     Strategic Content Coordination Assistant

    The Strategic Content Coordination Assistant works under the direct supervision of the Strategic Content Coordination Specialist (SCCS) or PAO designee, and has no supervisory responsibilities. Is responsible for the production of all visual and multimedia elements of Mission public engagement, including design, creation and/or acquisition of customized visual and multimedia content, which is disseminated online, in person or via traditional broadcast. Creates compelling visual content for all Mission outreach materials by assessing visual aspects of the Kenyan media environment, public preferences for visual content formats and dissemination channels, and the impact of Mission visual materials.

    Implementation (70% of time)

    • Plans, designs, creates, and delivers all visual, written and multimedia elements for Mission engagement with targeted audiences in the Kenyan public, in a variety of formats required for dissemination through online (including the embassy’s online channels - website, social media), traditional broadcast, and in-person channels. Visual and multimedia content includes: video and audio material; storyboards; graphics; artwork; photos; photo galleries and similar visual and multimedia products as well as written content and narratives for specific content packages targeting social media campaigns, digital media as well as analysis on issues of interest to Mission Nairobi.

    Strategic Planning, Analysis, Evaluation, and Recommendations (10% of time)

    • Researches, tracks, and analyzes countrywide and regional digital trends to identify changing audience preferences for content structure and format, including graphic, video, photo and audio components. Working with the SCC team, tracks audience demographics, interests and information consumption preferences. Actively plans at least six months in advance to schedule production of multimedia and other digital products required for editorial calendar of policy priorities, as well as multiple products for the projected slate of Mission programs and activities.
    • Working with Community Manager, analyzes impact of prior visual and multimedia products to fine-tune plans for future projects and initiatives; identifies performance objectives, assessment methods and outcomes for online engagement. Contributes to PD elements of Mission’s Integrated Country Strategy (ICS), annual Public Diplomacy Implementation Plan (PDIP), and Public Diplomacy Country Context (PDCC). Recommends equipment required for Digital Production (DP) capacity to support countrywide strategic content.
    • Recommends best practices for visual and multimedia components of Mission external communication. Recommends innovative online engagement initiatives and campaigns focused on visual and multimedia communication skills for Emerging Voices and Established Opinion leader sectors. Develops procedures and checklists to facilitate LE Staff’s use of visual, audio and traditional products for public engagement Recommends appropriate contractors to the PAO when there is a requirement for professionally produced video content

    Intra- and Interagency Coordination (10% of time)

    • Develops strong, collaborative working relationships throughout the Mission to expand awareness of the power of visual and multimedia material in creating compelling strategic content to support Mission objectives.
    • Encourages information sharing across the Mission, to develop procedures for producing and sharing visual and audio content. Works closely with the Consular Section to ensure the embassy website is up to date and current for the Kenyan public. Actively supports Mission elements, including American Spaces and other PD Section staff, in developing visual and multimedia components of PD activities and projects; seeks input from PD and Mission colleagues in developing and producing, SCC stand-alone campaigns

    Administrative Functions (10% of time)

    • Tracks license and equipment acquisitions to build and sustain Mission DP capacity, in collaboration with the SCC team. Maintains inventory of DP equipment, software and licenses. In coordination with the SCC team, maintains required office records and files, and ensures that DP contacts are included in Mission contact databases.
    • Drafts office correspondence in English and Kiswahili, including proposals, scripts, audience preference trends and evaluation reports. Provides informal interpretation and translation from/to English and Kiswahili when required. Provides input for PD Tools and activity tracker to the Community Management Coordinator and SCCS.
    • Serves as Grants Officer Representative (GOR) for grants supporting virtual exchange projects with responsibilities as indicated in the Delegation of Authority letter

    Financial Assistant/Voucher Examiner

    • Serves as Timekeeper for the office, with corresponding reporting as required to Embassy Financial Management Center and Human Resources. Performs other administrative duties including office supply management, file maintenance, records management, and access requests.

    65% Voucher Preparation & Examination/Data Posting/Report Generation

    • Incumbent processes vouchers and initiations payments for an appropriated annual operating budget of approximately USD 2.2 million, and a revolving, non operating budget of approximately USD 700,000. Reviews invoices received from various vendors and service providers to ensure that all documents are in order. Working with different currencies for each of the approximately 30 Sub-Saharan countries covered by the LOC-Nairobi Office, the incumbent is require to generate vouchers with US$ equivalents using an exchange rate report summary generated from the historical exchange rate from the Department of State exchange website. Examines monthly activity reports and shipping lists from the 25+ bibliographic representatives to establish their eligibility for payment of stipend.
    • The incumbent initiates monthly service agreement payments to the revolving cash funds held by each representative. Reconciles shipping lists against the actual receipts fully received and certified by the Acquisition Section. Prepares payment vouchers for approval by the Field Director. Submits vouchers approved for payment to Embassy Financial Management Center (FMC).
    • Notifies payees by best means available (e-mail, cable, etc.) of payments made. The incumbent maintains a reconciliation record for the bibliographic representatives of their monthly payment to verify that paid and those outstanding and follows up on outstanding payments on monthly basis. Maintains payment records from Charleston VADR reports which are then uploaded into an MS Access database for further manipulation on a monthly basis. Assigns a unique number to all payment vouchers, makes copies of and files them.
    • Reconciles and maintains records of all payment vouchers submitted for payment against those paid by Charleston. On a monthly basis, generates status of payment report from Charleston FMC and sends payment notification to the vendors/bibliographic representatives. 

    20% Office Cashier (Class B sub cashier)

    • As the designated Office Cashier (Class A), holds a float of US$3000. The incumbent is responsible for the issuance of petty cash for the day to day running of the office and also to Library Acquisitions Specialists or the Field Acquisitions Technician for Nairobi acquisitions. Pays cash vendors who supply information resources to the Nairobi Office. The incumbent is required to prepare a detailed Petty Cash Reimbursement report of expenses and assign their respective fiscal data (fund cites). Prepares a Cashier Reimbursement Voucher for approval by the Field Director, which is then forwarded to FMC for certification for replenishment. Using the RFMS Cashiering Module, the incumbent is required to post the Sub Cashier Reimbursement Request, itemizing each expense with its fiscal data and then submit this through RFMS to the State Department cashier for approval and cash replenishment.

    15% Administrative Duties​​​​​​​

    • Performs other administrative duties including serving as office Timekeeper (Time and Attendance systems), management of office supplies and inventory thereof; access and maintenance requests using MyServices and related platforms. Assists in maintaining overall administrative records of the section.

    Information Specialist

    Major duties and responsibilities

    Media Advisor – 30%

    •  Serves as the expert media outreach advisor to the IO, PAO, and other Mission agencies and personnel as needed for information program planning, media outreach, and analysis.
    • Advises the IO, PAO, and other Mission Agencies and personnel as needed on the local cultural sensitivity of materials ( op-eds, releases, etc.) prepared at Post and by Washington for placement in the Kenyan media; advises in the same manner on proposed Embassy and USG outreach activities involving the Kenyan media; provides an assessment of the individual and collective value of proposed materials and outreach activities to the Mission and to USG objectives; advises on alternatives; and monitors publication, broadcasts, and overall coverage of materials and activities and reports on their efficiency, economy, and effectiveness.
    • Contributes to Mission strategic plan media components, formulates target audience evaluation process; plans, directs, and advises on overall information programs. Coordinates activities of other PAS media staff. Advises IO/PAO on the selection, targeting, and placement of USG and Mission press materials to meet MPP objectives.

    Analysis – 30%

    •  Advises the IO, PAO, other Mission Agencies and the Ambassador on media reaction, current public and media opinion, and media and story trends of significance to the United States. Works with other PAS staff to review and edit daily press reports and media reaction products and provides analyses and interpretation of the local media treatment of stories of interest to the United States for distribution to Mission staff and visiting VIPs. Directly drafts media products (including releases and advisories) on an as-needed basis. Monitors media freedom issues and drafts media input for the Department's Annual Human Rights Report, and other annual reports as needed.
    • May be required to interpret in the host country language Mission/USG presentations and to translate materials for placement in local Print and electronic media. Holds final responsibility for the policy accuracy of all local language translated materials, including official statements by the highest U.S. public and private authorities.

    Media Relations – 30%​​​​​​​

    • Cultivates and maintains media contacts at all levels, including with media owners (at the highest level), managing editors, and station managers in press, radio, and TV to advance MPP goals. Periodically serves as traveling press liaison for Washington and Mission officials. Coordinates: press interviews and materials; invitations to representational functions; Mission media briefings; and cultural activities. Coordinates countrywide information activities, including Mission media strategies and cultural programs, press conferences and press materials; assists the social media coordinator in identifying and locating websites of local bloggers and Kenyans in the Diaspora as part of Mission outreach program.

    PAS Support – 10%​​​​​​​

    • Reports on media activities via the Mission Activity Tracker (MAT) and other reporting mechanisms. Serves as backup to other PAS locally engaged staff during periods when other staff are on leave, traveling in support of Mission goals, involved in high-level visits, and/or engaged in media-related activities that take them away from their duties. These responsibilities can include, but are not limited to, drafting daily materials, posting outreach material online, and sending media releases and advisories through electronic means.

    Resource Coordination Specialist

    The Resource Coordination Specialist works under the direct supervision of the Public Affairs Officer (or PAO designee) and supervises one locally employed (LE) staff (Resource Coordination Assistant –Position number C65027). Is the leading Public Diplomacy locally employed (LE) Staff responsible for the financial, program, human and property resources that support Public Diplomacy (PD) projects and programs countrywide. Oversees use of multiple and diverse funding streams, and ensures their compliance with all relevant USG regulations and Kenyan laws. Manages grants, contracts, and acquisition and use of PD Section materials and equipment. Serves as primary liaison for the PD Section with Management Section and offices, and coordinates resources for post and American Spaces, and with regional PD bureaus.

    • A bachelor’s degree in Business Administration, Financial Management, Organizational Management, Accounting, Public Administration or local equivalent is required.

    Visa Assistant (Non-Immigrant)

    The Nonimmigrant Visa (NIV) Assistant performs a wide range of consular duties associated with delivering nonimmigrant visa (NIV) services, in accordance with the NIV unit's standard operating procedures and established visa processing guidelines.
