    Application Security Support Specialist

    Job Overview

    • The Application Security Support Specialist supports the Enterprise Applications & Systems team in the day-to-day management of user access, security role assignments, and license governance across Microsoft Dynamics 365 Finance & Operations (D365 F&O), Emburse expense management system and other related systems. Working closely with the Enterprise Applications & Systems team, Senior Adoption Coordinators, and country/office-level Integra Security Administrators (ISAs), this role is responsible for assigning and removing security roles, processing delegation of authority updates, maintaining journal approver configurations, and ensuring license allocations are accurate and optimized across IRC’s global operations.
    • This position is ideal for a detail-oriented professional who can reliably execute access management tasks, follow established security governance processes, and build working knowledge of D365 F&O, Emburse, and related platforms within a complex, multi-country humanitarian organization.

    Key Responsibilities

    Access Management & Provisioning

    • Serve as a primary point of contact for D365 F&O and Emburse access-related questions and issues from global staff.
    • Assign, modify, and remove user security roles in D365 F&O and Emburse based on approved access requests submitted through ServiceNow.
    • Process approved delegation of authority updates and journal approver configuration changes in D365 F&O.
    • Respond to access and licensing queries from global staff, providing guidance on proper request channels and timelines.
    • Support access request processing for additional systems as they come online (e.g. Claude).

    Access Governance & Compliance

    In close coordination with Senior Adoption Coordinators:

    • Coordinate and conduct periodic D365 F&O user access reviews in collaboration with Security Administrators across IRC’s global field offices.
    • Support quarterly license review cycles by coordinating with Security Administrators to review, reduce, or disable inactive user accounts in a timely manner.
    • Validate that user roles, security groups, and permissions are aligned with job functions and the principle of least privilege.
    • Escalate access anomalies, segregation-of-duties conflicts, or policy violation.
    • Respond to systems access audit queries where required.

    License Analysis & Optimization

    • Monitor and analyze D365 F&O license utilization across all active users and country programs, identifying underutilized, duplicate, or incorrectly assigned licenses.
    • Review and reconcile Power Platform license assignments on the Azure tenant against actual usage data.
    • Prepare monthly license utilization reports highlighting optimization opportunities and cost-saving recommendations.
    • Support the enforcement of license governance policies, ensuring compliance with Microsoft licensing agreements and IRC’s internal IT governance framework.

    Reporting & Documentation

    • Produce clear, accurate reports and dashboards on access and license status for internal review and sharing with country offices for validation and confirmation.
    • Maintain and update documentation of access management processes, standard operating procedures, and security governance workflows.

    Required Qualifications

    • Bachelor’s degree in computer science, Information Systems, Business Administration, or a related field, or equivalent work experience.
    • Minimum 2-3 years of experience in IT support, systems administration, or application access management role.
    • Working knowledge of Microsoft Dynamics 365 Finance & Operations user roles, security configurations, and access structures.
    • Basic knowledge of Azure Active Directory (Microsoft Entra ID), including user and group management.
    • Strong analytical skills with the ability to interpret license usage data and identify trends or anomalies.
    • Experience with ticketing systems (ServiceNow, Jira, or similar).
    • Fluency in English (written and verbal).

    Preferred Qualifications

    • Microsoft Dynamics 365 or Power Platform certification (e.g., MB-300, PL-900, or equivalent).
    • Familiarity with the Microsoft Azure Power Platform (Power Apps, Power Automate) and its licensing model.
    • Experience working in the NGO, humanitarian, or nonprofit sector, particularly in multi-country or distributed environments.
    • Familiarity with IT governance frameworks such as ITIL.
    • Exposure to license management or software asset management (SAM) tools or practices.

    Working Environment

    • Standard office working environment.

    Global Lead, CRRD Data & Analytics

    Major Responsibilities

    Strategy & Vision

    • Evolve, own, and drive the CRRD Data Roadmap – set priorities, track progress against measurable indicators, report on gaps and lessons, and adjust course as needed
    • Engage directly with CRRD leadership to understand decision-making needs and translate them into data product requirements and dashboard specifications
    • Champion Integra, OTIS, Salesforce and PID adoption as primary systems of record; support efforts to eliminate parallel trackers and reinforce accountability for data accuracy
    • Explore user experience improvements for program data products, ensuring systems are intuitive enough for country teams to use independently
    • Identify and implement practical AI and automation opportunities across CRRD’s data workflows – including LLM-assisted data processing and classification, automated data quality checks, and agent-based approaches to routine reporting and data integration tasks
    • Participate in and shape cross-functional fora (e.g., Data Transformation Team) where system improvements and integration priorities are decided

    Data Products & Systems

    • Manage and evolve CRRD’s program data product portfolio: PID v4, Monthly Statistics, Annual Statistics, Indicator Selection Tool, and new integrated dashboards
    • Lead the development of the CRRD Data Glossary to standardize department-wide KPIs and data assets
    • Collaborate with IT, Finance, and AMU to institutionalize standardized data definitions in systems across the organization and integrate program data into the IRC Data Lakehouse
    • Serve as CRRD’s primary interlocutor with IT on data platform decisions, ensuring data collection, data lakehouse, and visualization tools meet CRRD’s specific needs
    • Ensure data protection requirements are embedded in all products and integrations from the start

    Adoption, Change Management & Support

    • Design all systems and standards with country-level implementation in mind – assessing how each initiative will be absorbed, who needs to be brought along, and what change management is required
    • Develop and implement a support model that builds regional and country team capacity for independent use, reducing dependency on HQ
    • Ensure all products meet a minimum documentation standard before launch; make progress, priorities, and blockers visible to stakeholders by default

    Team Leadership

    • Lead and manage the Program Data Systems team (developers, product manager, QA analyst, project manager), setting clear priorities aligned to the Data Roadmap
    • Foster a culture of innovation, continuous learning, and practical experimentation – including with AI tools and new analytical methods
    • Ensure team members are supported, recognized, and growing in their roles through effective performance management

    Influence, Relationships and Representation

    • Partner effectively across departments (AMU, Finance, IT, Technical Units) who own their own data reporting, collaborating on shared analytics and metadata
    • Over time, build benchmarking relationships with counterparts in peer INGOs and contribute to external convenings on data systems and evidence use as the role matures

    Desired Experience and Skills

    Required

    • 10+ years of experience in data systems, data governance, or analytics roles, with significant experience managing or coordinating across complex global teams
    • Strong technical fluency across the data stack: cloud lakehouse platforms (Databricks preferred), Python and SQL, dbt or equivalent transformation tooling, pipeline orchestration, and BI/visualization tools (e.g. Power BI, Tableau)
    • Experience developing and executing multi-year data strategies or product roadmaps in environments with evolving requirements and multiple stakeholder groups
    • Experience assessing, rationalizing, and rebuilding data products on contemporary infrastructure – not just greenfield builds but migrating and modernizing legacy systems while maintaining continuity for end users
    • Demonstrated ability to establish data standards, taxonomies, and governance frameworks and translate them into technical specifications and system requirements
    • Track record of driving adoption and reducing reliance on manual processes in organizations where data literacy is uneven and stakeholder buy-in cannot be assumed – including eliminating shadow trackers and building user trust in systems of record
    • Practical, hands-on experience applying AI and automation to data workflows – e.g. LLM-assisted data processing, automated quality checks, or agent-based approaches to reporting – with a realistic sense of where these tools add value and where they don’t
    • Strategic thinker who can translate data-driven findings into actionable insights for audiences ranging from technical staff to senior executives
    • Ability to juggle competing priorities and make progress against multiple simultaneous demands in a fast-paced, shifting environment
    • Fluency in English required; Arabic, French, and/or Spanish an advantage
    • Ability to travel globally up to 20% of the time

    Preferred

    • Experience with operational data in multi-country, geographically distributed contexts where field-level data quality and remote change management are persistent challenges
    • Experience working in or with international development, humanitarian response, or comparably complex service delivery organizations with distributed operations
    • Understanding of financial data and metrics, with the ability to integrate financial and programmatic reporting
    • Experience with enterprise metadata management, data modeling, and software development lifecycles
    • Knowledge of responsible data practices and data protection regulations (e.g. GDPR) in humanitarian settings
