    Procurement Agent

    Duties
    Job holder is responsible for a broad range of procurement and acquisition functions, to a very large Mission, that include simplified acquisitions, supplier analysis and selection, negotiation, contracting, and supply chain management implemented through complex acquisitions mechanisms. Prepares and executes negotiated contractual documents and binding agreements. Performs assignments semi-independently directly with Department of State, USG agency subscribers to ICASS, and other designated U.S. federal agencies. He/she supervised by LE Staff Procurement Supervisor (C52101).  

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE:  

    • A minimum of three years of progressively responsible experience in procurement, contracting, acquisition, or logistics management with specialized experience in purchasing a variety of materials and services is required.

    Education Requirements:

    • Bachelor’s Degree in Business Administration, Procurement, Supply Chain Management, Logistics Management, or Finance is required.  

    Evaluations:
    LANGUAGE:  

    • Level IV English (Fluent, Speaking/writing/reading) (This may be tested) is required.
    • Level III Kiswahili (Good working knowledge, speaking/reading/writing) is required.

    SKILLS AND ABILITIES: 

    • Able to plan and administer simple acquisition activities and provide acquisition support to clients in a timely manner; apply procurement regulations, procedures and policies to acquisition actions and/or awards involving few complexities, deal effectively with mid- to high-level representatives of the US, local, and international business community, with Mission colleagues.
    • Able to update procurement information as received usually daily to the customer, at the same time listening to concerns and questions and effectively dealing with same.
    • Conduct regular meetings with customers and vendors. Skill in the use of most elements of the Microsoft Office suite such as Outlook, Word, Excel, PowerPoint, SharePoint and managing files/records/databases is required, good analytical, negotiating, and time management skills, along with strong proofreading skills and attention to detail skills are required. Skill in Analyzing Complex, Abstract Written Information including written material such as statements/scopes of work, contracts, financial analysis, technical evaluation reports, and other acquisition documents so as to understand proposals, to perform successfully the acquisition management duty and, if needed, to advise others about contracts.
    • Skill in Time and Project Management including identifying resources, anticipating challenges, establishing milestones, defining beginning and end states, so as to efficiently and knowledgeably accomplish projects. Skill in solving practical problems relating to acquisitions.
    • Ability to work calmly, tactfully, and effectively under pressure is essential, as well as the ability to maintain strict confidentiality, and meet all standards of conduct/ethics standards in accordance with US law throughout all phases of the acquisition process.
    • Skill in Time and Project Management including anticipating challenges, establishing milestones, defining beginning and end states, to accomplish projects efficiently and knowledgeably. Skill in constant keyboard operation, where both fast speed and accuracy are important and touch-typing skills will be needed.
    • Numeric skills for manipulating and reporting acquisition data are important. Abilities to provide technical advice on procurement activities to officials of substantive units during all phases of procurement cycle.
    • Technical advice is provided to prevent Unauthorized Commitments, how to prepare and when to prepare Sole Source Justifications.
    • Technical advice is provided to each Contracting Officers Representative (COR) in their role in administering contracts.
    • Ability to conduct Market Research, organize, and gather information about target markets or potential vendors and to provide essential information to identify and analyze the market need, market size, new, existing competition for different commodities and services in the market, as well as the supply and demand situation.

    Public Health Specialist (CDC Western Kenya Director)

    Duties

    • The job holder will serve as the Western Kenya Director for the Centers for Disease Control and Prevention (CDC) Kenya office (based in Kisumu). The job holder will serve as the primary agency contact for all CDC Kenya public health research activities in Western Kenya.
    • The job holder will be responsible for managing the collaboration between the agency and host government ministries, county departments of health and other organizations that work on the Kenya Medical Research Institute (KEMRI) Western Kenya research platform.
    • The job holder reports to the CDC Kenya Country Director (96CD0073) to ensure that all research activities in HIV, Malaria, Tuberculosis, and other infectious diseases contribute to measurable results that are in accordance with the agency’s regulations, strategic objectives, international ethical guidelines, and standards for public health. Specifically, the incumbent plans, initiates, coordinates and provides medical and technical support for CDC Kenya’s public health research portfolio.
    • The job holder provides supervision to 3 USDH (96CD0074, 96CD0071, 96CD1092) and 3 LE Staff (C89158, C89200, C89067) and oversees program operations for a team of over 30 staff.

    Qualifications and Evaluations
    Requirements:
    EXPERIENCE: 

    • At least 5 years of work experience in public health research with the Ministry of Health, other Government of Kenya agency or international public health organizations. Must have demonstrated experience working with development of national level health policy, including large-scale initiatives involving substantial budgets and diverse stakeholders. The five years’ experience should also include:
    • Minimum of four years’ experience must be in HIV/AIDS, TB, Malaria, STIs or other infectious disease research conducting public health research, as principal or co-investigator.
    • At least 5 years of management experience is also required.

    JOB KNOWLEDGE: 
    The position requires:

    • expert knowledge of the theories, principles and concepts of public health research planning, implementation and evaluation, epidemiology and infectious diseases that enables employee to serve as a national and international expert in the field is required,
    • expert knowledge of the design, development and implementation of infectious disease detection, prevention and response programs,
    • working knowledge of host government and international public health systems is required, in addition to a technical working knowledge of overall administrative requirements, budgeting and fiscal management systems in support of funding mechanisms such as contracts, cooperative agreements, grants, and purchase requisitions.
    • As the senior most LE staff in Western Kenya, the incumbent must also be thoroughly familiar with the USG/FSN employment system.

    Education Requirements:

    • Doctoral level (DrPH, MD or PhD) degree or host country equivalent in medicine, public health, or epidemiology is required.

    Administrative Management Assistant

    Duties

    • Incumbent serves as a management program analyst. 
    • Serves as a senior analyst or advisor to management on major mission or administrative program requiring application of a wide range of qualitative and quantitative methods to assess complex management and program processes and systems.
    • This includes budget methodology and control; statistical research and performance measurement; information systems; management techniques and theories; organizational structure; planning and control systems; monitoring of public news and social media; and public and diplomatic liaison. 
    • This position will be directly supervised by the Department of Homeland Security (DHS)/ Customs Border Patrol (CBP) Supervisory Management Program Analyst.

    Requirements:

    EXPERIENCE: 

    • Two years of college or university studies is required

    JOB KNOWLEDGE: 

    • Mastery of analytical tools and methodology to develop and implement DHS laws, policies and regulations; resolve broad and complex planning, evaluation, control, and resource allocation problems; and an ability to provide authoritative advice to management
    • The incumbent must have expertise in two or more relevant Customs Law Enforcement areas, such as; fraudulent documents, travel documents, immigration related forms and documents, customs and immigration processes, airline procedures and regulations, border security and safety
    • An understanding of customs and immigration laws and regulations both civilly and criminally pertaining to prosecution of violators
    • The Incumbent must have a strong knowledge of Customs and Border Protection programs and operations and its international impact
    • He/she must have a thorough understanding of the key challenges facing the customs and border protection sector in the Africa region, a working familiarity with key local and regional institutions related to customs and border protection, and a proven ability to develop and implement innovative solutions to such challenges
    • The incumbent will be expected to learn DHS/CBP National Strategy and implement pertinent objectives through his/her portfolio
    • Superior interpersonal and administrative skills to organize and coordinate thorough, systemic, professional efforts to meet complex planning needs and unanticipated requirements, and to provide written and oral reports with conclusions, alternatives and recommendations on national and regional policies and projects
    • Ability to plan, organize and direct team and task force efforts across regional lines, including the ability to monitor progress to ensure that realistic objectives and milestones are established, to clearly assign responsibilities, and to get mission requirements accomplished in an efficient and timely manner
    • Ability to monitor regional media outlets and social media platforms and proactively identify and develop information of value to the DHS/CBP mission
